SALLY SECONDED THE MOTION.

THE MOTION WAS UNANIMOUSLY APPROVED.
SHIRLEY ANNOUNCED THAT SALLY GORE AND JANICE BRODA WOULD BE MAKING
A PRESENTATION AT THE RIVERFRONT COMMITTEE MEETING THAT NIGHT AFTER

SO ADVISED THE BOARD THAT SHE FOUND OUT THAT THE FOLLOWING
~OULD BE USED TOWARD THE TREE CITY USA BUDGET:
ANY GRANT MONEY THAT THE CITY USES FOR TREES.
ANY TREES THAT ARE DONATED.
THE $55,000 A YEAR THAT FPL SPENDS, WITHIN THE CITY OF
SEBASTIAN, TO MAINTAIN THE TREES IN THE EASEMENTS.
EXPLAINED THAT IT COULD BE BROKEN UP, LIKE SHIRLEY
~ATED IN THE SAMPLE, BUT ULTIMATELY IT WILL BE ONE LUMP SUM
CAPITAL IMPROVEMENTS. HE ALSO EXPLAINED THAT THEY DID NOT
HAVE TO SPEND THE EXACT AMOUNT GiVEN TO THEM.
DONNA SAID THAT THE EXAMPLE SHIRLEY HANDED OUT SHOWING THE MONEY
BROKENI DOWN WOULD BE VERY HELPFUL IN EXPLAINING TO THE CITY COUNCIL

JOHN SAID THAT HE WOULD DO PARCELS 70-80.

BOB EXPLAINED THE PROCESS THAT HE WAS PURSUING TO REWRITE THE LAND
DEVELOPMENT CODE AND COMPREHENSIVE PLAN. HE SAID THAT THERE WAS
OPPORTUNITY RIGHT NOW TO TWEAK THE TREE ORDINANCE AND THEIR INPUT
WAS GREATLY DESIRED.
SHIRLEY SAID SHE FELT THAT IN THE LAND DEVELOPMENT CODE UNDER THE
SECTION LANDSCAPING IT SHOULD BE CHANGED TO INCLUDE SINGLE FAMILY
RESIDENTIAL ALONG WITH INDUSTRIAL COMMERCIAL PROPERTIES AND UNDER.
THE SECTION TREE PROTECTION IT SHOULD BE CHANGED TO INCLUDE
INDUSTRIAL COMMERCIAL PROPERTIES ALONG WITH SINGLE FAMILY
RESIDENTIAL.
BOB SAID TO START REQUIRINGLANDSCAPING ON INDIVIDUAL HOUSES WOULD
BE A NIGHTMARE ADDING THAT IT WAS HARD ENOUGH TO ENFORCE IT ON
COMMERCIAL SITES. HE SAID THAT IT WAS JUST UNENFORCEABLE.
THE BOARD DISCUSSED, IN LENGTH, THE CURRENT REQUIREMENTS OF THE
TREE ORDINANCE, THE PROBLEMS THAT EXIST CAUSING TREES NOT TO BE
SAVED AND THE NEED TO EDUCATE THE PUBLIC.
TOM EXCUSED HIMSELF FROM THE MEETING AT 6:35.
BOB INVITED THE BOARD TO ATTEND THE SEPTEMBER 5, 1996 PLANNING AND
ZONINGMEETING TO LISTEN TO THE PRESENTATION HRS IS GOING TO MAKE
REGARDING SEPTIC TANKS.
THE BOARD BRIEFLY DISCUSSED ASSESSING FINES FOR REMOVING TREES
ILLEGALLY.
BOB AGREED THAT IT WAS AN EXCELLENT IDEA AND SUGGESTED THAT THEY
RECOMMEND MODIFYING THE SECTION ON PENALTIES TO STATE THE FINES
WOULD BE A CONTRIBUTION TO THE TREE BANK. HE SAID THAT HE WOULD
WORK WITH THE CITY ATTORNEY TO SEE IF THERE WOULD BE ANY PROBLEMS
IN DOING THAT.
SHIRLEY INQUIRED ABOUT RECOMMENDING ANNE TO THE BOARD AS AN
ALTERNATE MEMBER.
BOB CLARIFIED TO THE BOARD THAT THE ORDINANCE NEEDED TO BE PASSED
BY CITY COUNCIL BEFORE THEY COULD RECOMMEND ANNE AS ONE OF THE
ALTERNATE MEMBERS. HE ALSO EXPRESSED THAT PUBLIC COMMENT WAS
ENCOURAGED AND HAVING ANNE AT THE MEETINGS WAS GREAT.
