The Tree Advisory Board of the City of Sebastian, Indian River County,
Florida, will hold their Regular meeting on Monday July 3, 2000, in the
City Council Chambers at 5:30 p.m.

Chairman Cardinale called the meeting to order at 5:43 pm.
The Pledge of Allegiance was said.

APPROVAL OF MINUTES: (6/5/00)
MOTION by CardinalelDann
I make a motion that we approve June 5th, 2000 Tree Advisory Board
minutes.
A voice vote was taken. 4 - 0, motion carried.
ANNOUNCEMENTS:
Chmn. Cardinale announced that a "Garden Host" from the Tree Advisory Board is
requested to be present for the 75th Anniversary Committee's Open House at City Hall
on July 25th, from 1:00 pm to 4:30 pm, to explain about the "Model Planting" outside
Council Chambers. It was determined that the Chairman and Ann Dann will fulfill this
request. John Almada will try to attend after 3:00 pm.
OLD BUSINESS:
1) Discuss final touches for Model Planting,
2) Discuss plantings around City Hall,
It was suggested that the area be viewed after tonight's meeting with comments made at
the next meeting.

3) Discuss shade house operations.
Chmn. Cardinale reported that the plants are doing well, and fertilizer needs to
be applied. Arrangements were made with Chris for an additional fertilizer supply.
NEW BUSINESS:
1) Discuss Arbor Day 2001
Beverly T-Bell volunteered to be Chairman of the Arbor Day Committee, with assistance
from another member or two. Lynn Albury and Kathy Fulton are handling the Poster
Contest in the schools.
The date of the ceremony was discussed. Shirley Kilkelly was present and noted that
the Southern States customarily celebrate Arbor Day on the third Friday of January.
Since the Fellsmere Frog Leg Festival is that same weekend, there may be a conflict. It
was suggested to check into this and discuss it again at a later meeting.
2) Discuss possible Chamber of Commerce plantings.
City Manager, Terrence Moore, spoke on this issue and pointed out that there is a lease
contract on record that requires the Chamber to maintain the grounds, He commented
that a partnership program may be possible, but requested that he and Ray Coniglio and
Beth Perez have a meeting to discuss this issue. Maintenance and irrigation on this site
was mentioned.
3) Discuss replacement of dead trees from drought.
Chmn. Cardinale mentioned the dead trees at Easy and Lake, which were planted at an
Arbor Day ceremony. He noted that these trees were donated for the event and should
be replaced since they were donated. Chris mentioned that because of the drought,
these trees may come back if given a little more time. Ann Dann noted that if those tree
species were not happy in that location, when replacement time comes, other species
may be considered that would be more acclimated to that area. Chmn. Cardinale noted
that when money is donated for these trees, the donors will not be so willing to do it
again if the trees are not cared for and/or replaced.
At this point, Mr. Moore spoke of new landscaping around the City Hall campus and the
2001 budget. He suggested that this Board wait until the budget is formally adopted
before starting any actual work, in late September or early October.
The secretary noted that an inquiry was received about banning the planting of ficus
trees because of the destructive root system. This subject was discussed briefly.
PUBLIC COMMENT:
Mr. Pete Kahle of Sebastian was present and noted that he is still waiting for the sketch
of the model planting.

Mr. Kahle then noted that in developing a plan for planting in canals, it is recommended
that there should be thirty-five (35) feet between trees. He commented on other issues.
Mr. Moore commented that City Council directed staff to compile a policy on cleadng and
cutting of trees, and planting, including penalties for noncompliance. He indicated that
this Board would receive an update on this issue.
The subjects of right-of~way and private property were discussed. Ann Dann spoke of
the tree survey that is required,
Mr. Kahle urged the Tree Board to make a recommendation to City Council on this
issue.
Mr. Moore noted that a proposed policy will be drafted for presentation on July 26th. This
draft policy would be ready for public review around July 20tho
Mr, Moore then clarified that the Building Department is responsible for the tree survey
information, not the Growth Management Department.
Mr. Kahle suggested changing the term "trees" to "desirable growth" to include myrtles
and some shrub-like vegetation other than exotics.
There was more discussion on this issue. Removal of the pepper tree trunks and roots
was also discussed.

John Almada noted that in his observance, it seems that the tree requirements are not
being met on some of the properties with new residences, where he has observed more
palms than allowed, along with fewer hard-wood or native trees than required.
STAFF MATTERS:
Chris noted that he is still trying to locate some Florida privet and Paroutis palms to
finish the Model Planting.
The Chairman adjourned the meeting at 6:30 pm,
