The Tree Advisory Board of the City of Sebastian, Indian River County,
Florida, will hold their Regular meeting on Monday July 12,1999, in the
City Council Chambers at 5:30 p.m.

APPROVAL OF MINUTES: (June 7, 1999)
There was discussion of the second paragraph on page two of the June 7, 1999
minutes. Ms. Kilkelly suggested adding the following phrase to the last sentence:
"that accumulates in this area."
MOTION by Kilkelly/Cardinale
I will move that they be approved.
A voice vote was taken. 5 — 0 motion carried.
ANNOUNCEMENTS:
It was announced that one application has been received from Cathy L. Fulton. It was
also determined that after Ms. Kilkelly, Mr. Fielding and Mr. Roth step down, this Board
will need 2 reg. Members (Kilkelly & Fielding) and 2 alternates (Roth & Putman).
It was also announced that Chris McCarthy will not attend tonight's meeting.
MOTION by Cardinal/Kilkelly
I move that we add to the agenda to discuss the letter to City Manager Moore
under New Business.

MINUTES OF REGULAR MEETING OF JULY 12, 1999
OLD BUSINESS:
1) Report of shade house operations I scheduling
Ms. Kilkelly reported for the month of June:
She & Charles repotted 5 oak trees,
Discarded 3 seedlings.
Anne Putman & Community Service worker repotted 13 trees, 3 Wild Coffee
plants have been added,
John Almada contributed 4 pots of Buckthorn in addition to the 4 privet and 7
cypress already mentioned,
Mr. Henan noted that he has gone to the High School and weeded and watered the last
3 Sundays starting in late June, and will be maintaining the nursery in July and August.
2) Finalize possible projects for the Boy Scouts — Charles Cardinale
There was discussion on the issue of repotting of 13 or more seedlings, weeding, and
cleaning the yard cloth on the ground or replacing it. Mr. Herlan suggested that if more
yard cloth is available, it should be placed on top of the cloth already there after it has
been cleaned. Mr. Cardinale suggested moving smaller plants from the rear to the front
for a little extra attention. /0"�
It was agreed to try to set a date of 7/23/99 at 8:30 am. with Mr. Collins and the Scout
group. Several Board members will also attend. It was also suggested that Mr.
Cardinale obtain a key for this facility from George Anderson and inform him of these
plans.
There was discussion of tree plantings in October, and it was suggested that the
purpose of repotting the seedlings is to allow them to grow larger before replanting. It
was noted that probably none of these seedlings will be replanted this year.
There was discussion of Hardee Park being the next site for planting.
John Almada asked if there was any role the Boy Scouts could play in the Pepper Tree
eradication process.
There was a brief discussion on the Pepper Tree eradication project. Mr. Herlan spoke
of an ordinance recently passed in Palm Beach County about eradication of Pepper
Trees and Strangler Figs on residential lots, by the homeowner. He will fax this
ordinance to the secretary as soon as he receives it. He also noted that Monroe County
is in the process of adopting a Pepper Tree eradication program, and he will watch this
process closely. He noted that this program is so new in this area, that there is not a lot
of information available.
Ms. Kilkelly suggested asking the secretary to prepare 6 copies of the Draft of the /4"%N
January 28, 1998 updated Tree Protection and Landscaping Ordinance for All Board
members.

MINUTES OF REGULAR MEETING OF JULY 12, 1999
John Almada suggested that a City property at George and Barber Streets could be
used as an example for utilizing the Boy Scouts in a Pepper Tree eradication project.
Mr. Henan suggested that this action be taken before the berries tum red.
A library display on this eradication program was suggested.
Mr. Henan noted that he would bring copies of the drafts of his rebuttal letter to the
Press Journal, the letter to Mr. Collins and the Eagle Scouts, to Ms. Corapi tomorrow.
NEW BUSINESS:
1. Discuss the possibility of canceling the American Forest subscription
Ms. Kilkelly gave a brief presentation and the issue was discussed. It was suggested
that the City become a member of the Florida Native Plant Society and subscribe to their
quarterly magazine instead of the American Forest This action was agreed upon by all
Board members.
2. Review the elevation drawings of City Hall property submitted by Carl
Behr.

Charles Cardinale described the drawings. Members complimented Mr. Behr and his
rendering.
Ms.Kilkelly suggested that a letter of thanks be sent to Mr. Behr. Members are eagerly
awaiting future drawings of the remainder of the City Hall property. Wording for this
letter was suggested.
3. Letter of invitation to City Manager Terrance Moore.
Charles Cardinale presented a draft of this letter for comments from the Board. Several
suggestions were made. It was determined that Charles would finalize this letter, with
the assistance of the secretaries, and forward it to Mr. Moore. It was also suggested
that the flow chart should be attached.
CHAIRMAN MATTERS:
Chmn. Fielding suggested that plans for Arbor day should be scheduled. Ms. Kilkelly
suggested that this issue be placed on the agenda for August.
MEMBER MATTERS:
Charles Cardinale inquired about the inventory of trees that have been planted on Arbor
Day in past years and referred to page 2 of the minutes of 6/7/99 on this issue.
Ms. Kilkelly discussed this issue with Chris McCarthy and noted that he has this
information in his records.

MINUTES OF REGULAR MEETING OF JULY 12, 1999
Mr. Cardinale asked that Mr. McCarthy be reminded of his offer to plant 6 slash pines
on Atlantis Terrace. The secretary agreed to pass on this information.
Ms. Kilkelly asked also that Chris be reminded of the need for milorganite fertilizer for the
nursery at the High School before July 23, 1999.
Ms. Kilkelly asked that a map of city owned parks be provided for all Board members. It
was noted that new members don't always know the location of the many parks that are
discussed at these meetings. This request will be passed on to the secretary.
