Behr called the meeting to order at 5:30 pm. The Pledge of Allegiance was said. ROLL CALL: PRESENT: Shirley Kilkelly Chmn. Carl Behr Charles Cardinale Marlene Ulisky Ann Putman (a) EXCUSED ABSENCE: William Brognano (a) Clay Fielding ALSO PRESENT: Tracy Hass, Interim City Planner Tom Frame, City Manager Chris McCarthy, Parks Department Supervisor Ann Brack, Recording Secretary APPROVAL OF MINUTES: (6/1/98) MOTION by Kilkelly/Ulisky I move that we approve the minutes of the regular meeting of June I' of the Tree Advisory Board. A voice vote was taken. 5 - 0 motion carried. ANNOUNCEMENTS: None PRESENTATION: Bob Swift, Chairman of Keep Indian River Beautiful Chmn. Behr announced that Mr. Swift was apparently not present, and hoped we would hear from him for this presentation at a later date. OLD BUSINESS: 1. Status of Shade House - Mr. Frame, City Manager Mr. Frame noted that City Council has agreed to maintain the shade house in the capital TREE ADVISORY BOARD MINUTES OF REGULAR MEETING OF JULY 6, 1998 improvement plan, but it was tied to some plan to be taken back to City Council to show what the use of it will be. He also referred to his list of proposed planting sites throughout the City. He mentioned meetings with Mr. Cardinale and Ms. Kilkelly. He noted that he felt that the whole purpose' of the tree nursery and shade house was to have a program for public awareness, more than just planting trees. He noted that in his discussions with Mr. Cardinale, the subject of the "Academies" that are at the Sebastian River High School, specifically the Environmental Science Academy, was discussed, along with how this Academy might fit in with the City's tree nursery. He suggested that by undertaking a project like this, it would be of educational benefit to the students in the Academy, as well as being an important issue of public awareness, and an aid to the seedlings. Mr. Frame noted that Mr. Cardinale had drafted a letter of inquiry to the SRHS on this matter. He then commented that if the SRHS principal is interested, it might be more convenient to locate the tree nursery at a different site. He suggested that this could be an ongoing educational process through the value of trees with hands-on experience. He commented that this is just one idea, and some variation could be investigated. This would prove to be a justification to keep the nursery, and would benefit the community and be a public awareness program. He also noted that he felt that City Council seemed to want to make sure of a sufficient plan of an ongoing necessity that would justify the expenditure for the shade house. The location of the shade house was discussed, and it was noted that a boundary survey would have to be obtained to specifically locate this facility if it is to remain approximately where it is now. There was also discussion on initially building only a portion of the shade house to start with and try to obtain some volunteer help for the construction. There was discussion on what the zoning designation is on the property adjacent to city property behind the Police Station. Mr. Frame suggested that if we have access to a boundary survey, we may only have to locate the markers. He agreed to check into this. Chmn. Behr suggested that if all of the above is accomplished, then possibly the design of the shade house could be changed to exclude concrete pilings, which would make it moveable. John Ahnada cautioned against locating the nursery too close to the Australian Pines. There was discussion on this issue. Chmn. Behr then asked Mr. Frame about building the shade house in phases of approximately ten foot increments. Mr. Frame recommended that each phase should have function, but he had no problem with it if it was structurally sound. 2. Status of Urban Community Forestry Grant? Anne Putman noted that the City has proposed getting a tree grant and received a score of 85.6 % in the grant program. This program was sponsored by the 1996 Urban and Community Forestry Grant Program. She noted that a site was chosen on Barber Street and Rosebush Terrace, but there was a delay because the land had to be reconfigured. Chris McCarthy noted that he had 2 Cr rlo� TREE ADVISORY BOARD MINUTES OF REGULAR MEETING OF JULY 6, 1998 sent out price quote requests for these trees, and these quotes are due back on July 16, 1998. He also noted how difficult it is to find sizeable native trees, and after three requests, he has received about sixteen (16) quotes for about 75 trees. In reference to where these trees will be planted, Mr. Frame indicated that he and Carolyn Corum discussed this issue, and went out to the site. He gave information on where the trees should be planted and noted that Utility Companies will have to check the site for burried utilities before any planting can be done. Chris McCarthy gave information on this site and noted that this project must be completed before September. There was discussion on what tree species would go where in relationship to wet and dry conditions. 3. Continue Discussion of Task Forces - Charles Cardinale Mr. Cardinale gave a description of what was on the video tapes for the tree survey for City owned properties. He recommended continuing this format with a cam corder for presentations, histories, etc. John Almada, who took these videos, commented that he almost wishes that he could do it again with more detail. NEW BUSINESS: 1. Report on the number of trees that have been planted and discuss future planting areas - Anne Putman Ms. Putman reported having planted fourteen (14) trees. She uprooted an old rubber plant in Blossom Park and replaced it with one (1) oak tree. She planted three (3) oaks at the Barber Street Complex, and four (4) cypress on Pelican Island Drive, and six (6) trees on City Hall property. She then indicated that on July 12th, at 8:30 am, on the south side of Main Street, there are four (4) people who are willing to work and plant six (6) oak trees. She noted that the trees will be selected by Charles and Shirley from the nursery. Ms. Kilkelly indicated that these trees are approximately two (2) feet in height, with a trunk diameter of about 5/8" inch. She invited all members to join. Utility lines were discussed. Watering provisions were discussed. Chris McCarthy agreed to provide water for new plantings for approximately one (1) month. Mr. Frame suggested that he be notified when trees are planted so the watering process can be coordinated. Ms. Putman continued with her report on future planning. She suggested that, in the park at Easy Street and Lake Drive, four (4) circles of two (2) cypresses in each circle be planted on the Oak Street side. At Atlantis Terrace, she can get fifteen (15) pines. Chris agreed with this plan. Ms. Putman explained that this site is near the big green building south of the Barber Street complex. TREE ADVISORY BOARD r""N MINUTES OF REGULAR MEETING OF JULY 63 1998 ' Chris agreed to check each site. She then indicated that the drainage retention facility along Pelican Drive should have, at the most, only two (2) more circles with two (2) cypress in each circle. It was indicated that Richard Waltermire will be doing digging for the plantings on July 12�h, and his phone number is 589-4270, and beeper number is 235-7624. There was discussion on the issue of a volunteer getting hurt on City owned property. Mr. Frame indicated that the City would be responsive to a situation such as this, within limits, but recom- mended getting signed releases from volunteers. It was also determined that there would be no conflict for the City with Mr. Waltermire volunteering his efforts, even though he has a landscape business. Chmn. Behr and Mr. Hass discussed the term "dbh" in reference to trees. It was determined that it meant "diameter at breast height", which Chmn. Behr indicated was fifty-four inches (54") from the ground. Chmn. Behr also mentioned the term "Florida Grade 1" category of plants, and asked for a better definition of this Grade. Mr. Hass noted that he has received a tree manual from Florida Conservation which is basically about trees in Florida. Mr. Hass indicated that this term and definition will be included in the new, proposed Land Development Code. r00*� Charles Cardinale indicated a desire to post his letter of recruitment of volunteers on City Hall bulletin boards, and places like the Library. Other sites such as the Chamber of Commerce and Wal Mart were additional places to post this letter. Ms. Ulisky suggested also posting one at the Senior Citizen center. The recruitment letter was discussed and it was determined to elaborate on the information contained in it. Ms. Kilkelly suggested that to explain what would be expected of volunteers would be helpful. It was also agreed to expand on what the "Tree City U.S.A." designation means. Mr. Frame suggested a flyer -type notice with all the things volunteers do. He thought it should not look like a City letter. There was discussion on postage costs for 50 - 100 letters. Mr. Frame noted that if it was a small amount of letters, he didn't see a problem. Ms. Ulisky suggested including one in the Homeowners packet. Mr. Frame suggested that Mr. Cardinale coordinate it with staff members. Ms. Kilkelly noted that Dawn Corapi designed the green Tree Board flyer and maybe she could help Mr. Cardinale with this new endeavor. Mr. Frame then suggested setting up a plan to provide a speaker to local groups & organizations to promote the Tree Advisory Board endeavors, and gain some volunteers. He volunteered to assist in this issue. He also suggested that a video or slide show could be developed to assist in the presentation. Chmn. Behr suggested developing a list of all the organizations that could receive one of these letters. 4 e TREE ADVISORY BOARD MINUTES OF REGULAR MEETING OF JULY 6, 1998 Mr. Cardinale referred to Mr. Fielding's letter, and suggested that the information on recruiting Scouts was rather vague. Ms. Putman noted that the scouts cannot do anything without being approved by their governing Board. Ms. Kilkelly suggested that no more seedlings be ordered until the shade house is built. She also noted that the seedlings are not to be given away because the conditions of the grant are that they be planted on municipal properties. It was noted that the report for ordering more seedlings would have to be in by November of 1998. Mr. Frame noted that we should know by November whether the shade house has been approved, and advised waiting till that time before ordering any more seedlings. He also noted that this project must be a progressive, ongoing tree planting program to justify the cost of the shade house. He noted that if the High School has a positive response for their Academy class to participate in the Tree Nursery project, it will strengthen the Tree Board's position before City Council. The subject of donations from businesses and residents was discussed and it was suggested that the City should not solicit donations. Mr. Frame gave information on procedures for receiving donations, and noted that donations may be received from local clubs and organizations. There was discussion on a letter from Florida Dept. of Agriculture & Consumer Services, which was in each members packet. This letter was in reference to re -certification of Tree City USA for Sebastian. Ms. Kilkelly commented that some time ago, she had done up a draft of a tree management program, and asked Chris McCarthy to meet with her to go over this program. Chris indicated that he is to be notified by KIRB as to when they are ready to plant the trees at the Community Center. PUBLIC COMMENT: None CHAIRMAN MATTERS: None MEMBER MATTERS: Mr. Cardinale informed the Board members that John Almada donated larger pots for the tree seedlings. He also thanked Chris for bringing mulch to the nursery. He then asked for some help in weed control, and Chris agreed to spray round -up on the walkways, when needed. Chris also offered to provide help to transfer seedlings to larger pots. It was also noted that the pile of soil has many weeds growing on it and needs to be de -weeded. Mr. Cardinale mentioned the hose that is being used and Chris offered to provide an adequate TREE ADVISORY BOARD MaNUTES OF REGULAR MEETING OF JULY 62 1998 length for the project. Shirley Kilkelly explained where the present hoses came from. She noted that, on Wednesday, she will pick up her two lengths of hose and the spray nozzle, and return the other hose to the Maintenance Department. STAFF MATTERS: Tracy Hass reported on the status of the proposed Land Development Code. He also noted that the Comprehensive Plan had been submitted to DCA, and a letter was received today by the City, noting areas to be addressed. Ms. Putman asked for the phone number for Ms. Jane Barczyk (Bareyck) , which is 388-1949, and her address is 609 Caravan Terrace. Ms. Putman noted that four (4) people could take care of planting six (6) trees on July 12, so she would keep Ms. Barczyk's name handy for future projects. It was determined to arrange to have pictures taken of the site on Main Street, before and after. This stretch of property is between Cross St. and the railroad track. As July 12 falls on a Sunday, John Almada was asked to video tape this project, and Marlene Ulisky agreed to contact the Press Journal. Charles Cardinale suggested that the video could be used in future presentations on Tree City USA. r"� Ms. Kilkelly called attention to the article in the Press Journal about Anne Putman "planting Sebastian's roots". Everyone applauded Ms. Putman. Ms. Kilkelly then thanked Ms. Putman for everything that she has done. Chmn. Behr suggested thanking both Anne and Shirley for getting this project off the ground. Mr. Cardinale was unclear on recommendations on his draft letter to the High School. Discussion took place, and it was determined that Charles would consult with Dawn (Secretary) for development of a flyer -type recruiting letter for volunteers. Marlene Ulisky recommended that further explanation of Tree City USA should be in the letter to the High School, along with something that indicated why volunteers are necessary. MOTION by Kilkelly/Ulisky I move that the draft letter as prepared by Charles Cardinale to Principal Fran Adams of Sebastian River High School, be modified to elaborate on Tree City USA and the kind of work to be done as described previously by Marlene, modifications be made before it is sent out, and send it out after modifications are made.
