Behr called the meeting to order at 5:3 0 pm. The Pledge of Allegiance was said. ROLL CALL: PRESENT: Shirley Kilkelly Chmn. Behr William Brognano(a) Marlene Ulisky Charles Cardinale Anne Putman (a) Clay Fielding ALSO PRESENT: Chris McCarthy, Parks Department Supervisor Ann Brack, Recording Secretary John Almada, Advisor APPROVAL OF MINUTES: (7/6/98) MOTION by Kilkelly/Cardinale I move that we approve the minutes of the regular meeting of July 6, 1998 of the Tree- Advisory reeAdvisory Board. A voice vote was taken. 5 - 0 motion carried. ANNOUNCEMENTS: Janice Broda could not make tonight's meeting. Ms. Kilkelly noted a new method of circulating publications that are received by this Board. Ms. Putman noted that she would have to leave at 6:30 pm. OLD BUSINESS: 1. Approve S.R.H.S. letter Mr. Cardinale referred to a draft of a letter to be sent to the Sebastian River High School to invite their participation in the projects of the Tree Advisory Board. It was suggested to write the letter to the Principal, Mrs. Fran Adams, with a copy to Ms. Lundsford. This was agreed. There was consensus to adding "educational opportunities" in the second paragraph. TREE ADVISORY BOARD MINUTES OF REGULAR MEETING OF AUGUST 3, 1998 2. Report on Plantings - Anne Putman Ms. Putman reported that on July 12, they planted six (6) oaks, three (3) across from City Hall, and three (3) across from the Methodist Church, further east on Main St. This was done by Shirley Kilkelly, Charles Cardinale, Richard Waltermire, and Anne Putman. On July 19ffi, six Bald Cypress trees were.planted by the lake at the corner of Lake and Oak streets, by Charles, Shirley and Anne. She noted that 7:00 pm is the best time to work in this heat. She then noted that this work has attracted two (2) volunteers, Ron Scherrer from the Dive Center, who would help dig holes, and Jane Barczyk has agreed to take care of six (6) of the trees, three (3) cypress and three (3) oaks on City Hall property. Ms. Putman then spoke of "future planning", and suggested waiting till October because of the lack of rain and high temperatures. There was discussion on the problem of water supply to the new plantings. Ms. Putman requested Chris McCarthy to try to water the nine (9) trees at the Tulip Drive area. Ms. Putman suggested that, since two new volunteers were obtained through the planting activities along Main Street, the first beautification project should be around the three (3) oak trees in front of City Hall. She noted that it could be done with sea -grapes and other items that she has in mind. She then noted that the pines could be planted in October, and she will coordinate this with Chris. She commented that she will announce the date for this activity at the October meeting. She noted further that she is serious about making an area in front, and she will submit a plan for it. Her next item was the planting of four (4) more cypress by the retention pond on Pelican Island Drive. She added that by September, she will have information from the City Engineer about planting oaks along Schumann Drive. She noted that this site is #8 on the list of suggested areas from Mr. Frame. Chris volunteered to get the information on the drainage from the City Engineer for the next meeting. Ms. Putman suggested cultivation and placing mulch around those trees as they are being overcome by weeds. This refers to thirty-one (3 1) trees that are planted. Mr. Cardinale suggested that a thank -you note be sent to Richard Waltermire with a reminder that no more planting will take place till October. John Almada, Advisor, noted that he video-taped the new trees planted along Main Street. He also visited other sites. Chmn. Behr suggested that Charles develop a thank -you letter that can be used repeatedly. 3. Report on Arbor Day progress - Marlene Ulisky Ms. Ulisky indicated that she had been in touch with Margaret Miquelon with the Pelican Island Garden Club, and Ms. Miquelon has agreed to work with the Tree Advisory Board by starting 2 VN; r TREE ADVISORY BOARD MINUTES OF REGULAR MEETING OF AUGUST 3, 1998 early to plan for Arbor Day. Ms. Miquelon has been in touch with the American Legion and the VFW, who want to participate in Arbor Day. Picking a site and setting the date and time should be done soon. There was discussion on what day of the week to chose. In discussion on site selection, Mr. McCarthy suggested that this ceremony has never been held at the same location for two (2) years in a row, and would advise picking a different site from last year. He suggested a very little known park, Historical Park, on Schumann Drive off US # 1, with a pond and some palm trees. Property to the east of the lake is an open field. Parking for this site was discussed. Consensus was taken and Historical Park on Schumann Drive was selected for the next Arbor Day ceremony. Chris McCarthy will take care of setting up certain facilities, as in the past. Ms. Kilkelly noted that the Garden Club prepared the snacks that were present at the last ceremony, which was the first year for coffee and cookies. Chmn. Behr noted that the City should provide a wind -break. It was noted that there was too much wind last year for such a structure. Mr. Brognano wanted to furnish a tent or canopy, but the weather wouldn't allow it. There was discussion about the date of this ceremony, and it was determined to have it on January 15"', 1999, at 1:00 pm. Ms. Kilkelly noted that the southern states celebrate Arbor Day on the third Friday in January. Chmn. Behr indicated that Marlene Ulisky would be Chairman, and Clay Fielding Vice Chairman of the Arbor Day Committee. He suggested that Ms. Kilkelly and Mr. Brognano would help in some areas. Mr. Brognano offered to get donations and speakers. * (SECRETARY'S NOTE: Please refer to the green booklet labeled "Tree City USA, Program Guidelines" for good suggestions in planning the Arbor Day Ceremony.) Invitations and thank -you letters were discussed. ( Ms. Putman left the meeting at this point.) There was discussion of planting larger trees ahead of the ceremony, but Ms. Kilkelly noted that planting a tree should be part of the ceremony. It was noted that donations for the Tree Board must be handled in a certain way, and Chris will bring a memo to the next meeting explaining this procedure. Ms. Ulisky agreed that any volunteers for the ceremony could contact her in a couple of months TREE ADVISORY BOARD MINUTES OF REGULAR MEETING OF AUGUST 3, 1998 There was discussion about the flyer that Charles was working on to recruit volunteers. Chmn. Behr suggested contacting the Sebastian River Junior Women's Club, 952 US #1, 32958, phone number 388-1922. He suggested that this type of information is what is needed. Mr. Cardinale noted that he is asking for input on the format of the flyer, not so much contact groups. Mr. Fielding noted that he has contacted a Boy Scout unit, and Mrs. Tozzolo, who is anxious to help, and all they want is a date to be available. Chmn. Behr passed a booklet from the Chamber of Commerce with names of groups. The format of the flyer was discussed some more. It was agreed that Charles would work with the secretaries on the flyer format. There was discussion on issues involved with different scouting groups. Bill Brognano offered to supply paper for the "flyer". Chmn. Behr asked if any progress had been made on the shade house. Response was "no", by Ms. Kilkelly and Mr. McCarthy. Chris pointed out that City Council is waiting for justification for the shade house by indicating where each and every tree in the tree nursery is going to be located, which amounts to a detailed f�"1 plan. There was discussion on fulfilling the requirements of City Council for the shade house. Chmn. Behr noted that the subject property has not been surveyed yet for placement of the shade house. John Almada offered to work on a plan for the next meeting. He suggested that the shade house is the central part of the outgoing plants and the incoming plants, and will be an ongoing process. Chmn. Behr suggested that this issue should be planned for the next meeting, with John giving his report. Chmn. Behr also noted that he will be away for two or three weeks beginning September 18`x. 4. Discuss proposal for taskforces - Charles Cardinale There was a brief discussion on the formation of taskforces (teams). Ms. Kilkelly and Mr. Cardinale thanked Chris McCarthy for providing the hoses for watering the tree seedlings. Chmn. Behr suggested postponing the taskforce discussion till the next meeting. Mr. Cardinale asked Mr. McCarthy to spray round -up on the dirt pile to kill the weeds. Mr. McCarthy noted that he is thinking of replacing that pile of soil, since it is so full of weeds. t"1 I! /001\ ,�►� TREE ADVISORY BOARD MINUTES OF REGULAR MEETING OF AUGUST 3, 1998 NEW BUSINESS: Discuss proposed Tree Management Plan Ms. Kilkelly noted that one of the requirements of Tree City USA is to have a long-range management plan. She referred to the management plan included in each packet, that she made about a year ago. She also noted that it is the beginning of a plan for the next five (5) years, and noted that she extracted "hazards" and entered it in this year's work plan, and will address different issues each of the five years. She noted that Mr. McCarthy agreed with this overall plan, and with the Boards consent, will submit it to Tree City USA. There was discussion of this issue. MOTION by Kilkelly/Fielding I move that the Tree Management Plan, as presented, the long range plan, meets with the approval of the Board, and that it be forwarded to the Tree City USA. A voice vote was taken. 5 - 0 motion carried. CHAIRMAN MATTERS: Chmn. Behr indicated that he would like copies of the minutes to go to Council members, City Manager, and Chris McCarthy. MEMBERS MATTERS: Mr. Cardinale asked Mr. McCarthy when the pile of soil will be replaced, and Chris indicated that he will start on it this week. Chmn.
