THOMAS CECRLE SUGGESTED THE BOARD WOULD PROBABLY PREFER THE MAP
ALREADY INDICATING THE CITY OWNED PROPERTY TO USE AS A MASTER,
POINTING OUT THAT THE BOARDS INTENT WAS TO MARK THE CITY OWNED
PROPERTY ON THE MAP ANYWAY. HE ALSO SUGGESTED MAYBE HANGING THE
MASTER MAP ON THE BACK WALL IN THE COUNCIL CHAMBERS IF IT IS OKAY
WITH THE CITY.
CHWN. KILKELLY POINTED OUT THE KEY ON THE CITY PROPERTY LIST
QUESTIONING IF IT CORRESPONDS WITH THE SHADED MAP.
DAWN AGREED THAT THE LIST AND MAP CORRESPONDED WITH EACH OTHER.
THOMAS CECRLE AGREED POINTING OUT THE USE OF REFERENCE NUMBERS TO
INDICATE THE PROPERTIES.
ALL MEMBERS AGREED TO USE THE MAP SHADED WITH THE CITY OWNED
PROPERTIES FOR THE MASTER.
CWMN. KILLKELLY OPENED THE DISCUSSION ON HOW TO PROCEED WITH TAKING
INVENTORY OF THE TREES ON CITY PROPERTY.
f001� THOMAS CECRLE MENTIONED BECAUSE OF THE NUMEROUS CITY PARCELS,
TAKING INVENTORY OF THE TREES USING TREE SURVEYS WOULD BE OUT OF
THE QUESTION CONSIDERING THE COST. HE ALSO STATED HE THOUGHT THE
PURPOSE OF THE INVENTORY WAS MAINLY TO PROTECT THE TREES THAT ARE
ALREADY ON THE PARCELS, BY BEING ABLE TO DOCUMENT IF DAMAGE OR
THEFT HAS OCCURRED.
DONNA BROUGHT UP THE FACT THAT SHE THOUGHT THE PURPOSE OF THE
INVENTORY WAS ALSO TO HELP DEVELOP A LONG RANGE PLAN AS TO WHAT THE
CITY ALREADY HAS AND WHAT MIGHT BE ADDED TO ENHANCE OR WHAT MAY
NEED TO BE REMOVED.
THOMAS CECRLE SUGGESTED A PROCESS OF VIDEO TAPING THE PARCELS IN
NUMERICAL ORDER ACCORDING TO THE --L= TO GATHER A VISUAL RECORD OF
WHAT IS ON THE PARCELS.
CHWMN. KILKELLY BROUGHT UP THE FACT OF EXPENSES THAT MIGHT COME
WITH VIDEO TAPING AND NOT KNOWING HOW MUCH MONEY THE CITY WILL
ALLOW.
DONNA STARCK THOUGHT IS WAS A GOOD IDEA, THAT IF ANY OF THE TREES
WERE TAKEN, THEY WOULD HAVE RECORD ON TAPE AS TO WHAT TREES WERE
THERE BEFORE THE THEFT.
THOMAS CECRLE ADDRESSED THE SUBJECT OF COST, SUGGESTING THE USE OF
THE CITIES VIDEO RECORDER, STATING THE COST OF VIDEO CASSETTES IS
�1 MINIMAL, AND EXPLAINING EACH PARCEL WILL PROBABLY ONLY TAKE UP
15 - 30 SECONDS RECORDING TIME.

DISCERN WHAT YOUR LOOKING AT ON A VIDEO TAPE.
THOMAS CECRLE SUGGESTED SOME TRIAL RUNS OF VIDEO TAPING TO SEE WHAT
TECHNIQUES WORK THE BEST TO ENSURE THE BEST QUALITY.
DONNA STARCK MENTIONED THE NEED FOR SOME TYPE OF IDENTIFICATION TO
SHOW WHERE AND WHEN THE FOOTAGE IS BEING TAKEN, SHE SUGGESTED
HAVING THE INFO PRINTED ON A CARD AND VIDEO TAPED AS WELL TO
IDENTIFY WHAT IS BEING SHOWN IN EACH SHOT.
DAVID NORTON BROUGHT UP THE FACT THAT MOST VIDEO RECORDERS ALREADY
HAVE THE DATE AND TIME PROGRAMMED TO BE SHOWN WHEN THE VIDEO IS
BEING PLAYED. HE ALSO MENTIONED THE AUDIO CAPABILITIES OF JUST
TALKING INTO THE MICROPHONE TO IDENTIFY THE FOOTAGE AS WELL.
THOMAS CECRLE ASKED THE SECRETARY IF THE CAMERA IN THE COUNCIL
CHAMBERS HAD A FEATURE THAT HAD SPACE TO ALLOW YOU TO PUT IN A
CAPTION.
THE SECRETARY WAS UNAWARE OF ANY OPTION OF THAT KIND BEING
AVAILABLE ON THAT CAMERA, BUT SHE WOULD FIND OUT FOR THE BOARD.
QUESTIONS AROSE TO HOW THE MEMBERS COULD PROCEED IN VISITING THE
PARCELS ACCORDING TO THE SUNSHINE LAWS. COULD THEY VISIT THE
PARCELS IN PAIRS? AS A GROUP? OR INDIVIDUALLY?
THOMAS CECRLE AND DAVID NORTON AGREED THEY SHOULD PROCEED WITH THE
INVENTORY BEGINNING WITH PARCEL NUMBER 1 AND CONTINUING IN
NUMERICAL ORDER.
CWMN. KILKELLY SUGGESTED THAT THERE BE A CATEGORY IN THE INVENTORY
IDENTIFYING HISTORICAL TREES.
MEMBERS AGREED THAT AT THE TIME A PARCEL IS BEING VIDEO TAPED, IF
THERE IS A HISTORICAL TREE ON THAT PARCEL IT CAN BE POINTED OUT AT
THAT TIME.
DAVID NORTON ASKED THE MEMBERS IF THEY THOUGHT THEY SHOULD TAKE
QUICK ESTIMATIONS USING A SCALE (FOR EXAMPLE- 0-25, 25-50 OR
GREATER THAN 50) TO DETERMINE APPROXIMATELY HOW MANY TREES ARE ON
A PARCEL. HE ALSO SUGGESTED THAT THERE BE A SET SCALE TO FOLLOW SO
EVERYONE WOULD BE CONSISTENT.
DONNA STARCK AND THOMAS CECRLE AGREED.
THOMAS CECRLE SUGGESTED ADDING A COLUMN HEADED "DESCRIPTION" TO THE
CITY OWNED PROPERTY LIST TO IDENTIFY APPROXIMATELY HOW MANY TREES
ARE ON THE PARCEL. HE ASKED THE SECRETARY IF IT WOULD BE POSSIBLE
TO DO THAT. SHE SAID SHE WOULD LOOK INTO IT.

ALL MEMBERS AGREED THAT THEY THOUGHT IT WOULD BE MOST EFFECTIVE IF
THEY DESCRIBE THE PARCELS USING TERMS LIKE LIGHTLY WOODED, DENSELY
WOODED, HEAVILY WOODED ETC.
CHWN. KILKELLY ASKED THOMAS CECRLE IF HE WOULD LIKE TO PROCEED IN
FINDING OUT ABOUT USING THE CITIES VIDEO CAMERA AND WHAT FUNDS ARE
AVAILABLE.
THOMAS CECRLE GATHERED THE BOARD WOULD NOT NEED MANY VIDEO TAPES,
ESTIMATING THEY WOULD USE ONE MINUTE OF FOOTAGE PER PARCEL. HE
ALSO OFFERED TO DONATE A COUPLE OF BRAND NEW VIDEO TAPES TO THE
BOARD, AND ASKED THE SECRETARY IF SHE COULD FIND OUT THE
AVAILABILITY OF A VIDEO CAMERA AND IF IT HAS THE CAPTION FEATURE.
THE SECRETARY RESPONDED SAYING YES AND THAT SHE WOULD ALSO FIND OUT
WHAT THEY ARE PERMITTED TO DO REGARDING THE SUNSHINE LAW AND WOULD
CALL CHWN. KILKELLY TO LET HER KNOW.
MEMBERS MATTERS:
THOMAS CECRLE UPDATED THE BOARD ON THE RESEARCH HE DID CONCERNING
THE PROGRESS OF THE LANDSCAPING FOR THE U.S. 1 MEDIAN. HE STATED
HE SPOKE TO JERRY THOMAS OF PUBLIC WORKS AND HE EXPLAINED THAT THE
SLOW PROGRESSION WAS DUE TO LACK OF MANPOWER. HE SAID THEY ARE
USING MEN FROM PUBLIC WORKS TO WORK ON IT AS THEY GET SPARE TIME.
THEY DO NOT HAVE A FULL TIME CREW WORKING SOLELY ON THE PROJECT.
HE ALSO STATED THEY HAVE A DEADLINE OF DECEMBER TO COMPLETE THE
WORK. HE ALSO UPDATED THE BOARD CONCERNING THE TREES FROM THE
PELICAN ISLAND GARDEN CLUB. HE SAID THE CITY WILL HAVE TO BE
RESPONSIBLE FOR PLANTING AND MAINTAINING THE SHRUBBERY, REASON
BEING IT IS TO GREAT OF A LIABILITY WITH THE CITY HAVING THE CLUB
IN THE MIDDLE OF A FOUR LANE ROAD. HE MADE A SUGGESTION THAT THE
PELICAN ISLAND GARDEN CLUB COULD DONATE SOMETHING FOR JERRY THOMAS
TO USE IN THE OVERALL SCHEME OF THINGS.
THOMAS CECRLE ASKED CWMN. KILKELLY IF SHE SPOKE TO BRUCE CONCERNING
THE DRAINAGE AND TREE THING HE HAS GOING.
CHWMN. KILKELLY RESPONDED BY SAYING NO, BUT SHE CHECKED IN THE LAND
DEVELOPMENT CODE AND THE CODE OF ORDINANCES AND FOUND NOTHING THAT
WOULD AFFECT THE DRAINAGE ON INDIVIDUAL RESIDENTIAL LOTS. SHE ALSO
MENTIONED, THAT AT THE LAST CITY COUNCIL MEETING SHE ATTENDED,
COUNCILWOMAN DAMP MENTIONED SOMETHING ABOUT THE DRAINAGE UNDER HER
MATTERS AND SAID BECAUSE IT WAS AFFECTING TREES, THE TREE ADVISORY
BOARD SHOULD BE ADVISED OF IT. CHWMN. KILKELLY WAS UNDER THE
IMPRESSION THAT COUNCILWOMAN DAMP WAS DIRECTING THE CITY MANAGER TO
ADVISE THE TREE ADVISORY BOARD OF THIS, SO SHE WAS EXPECTING A MEMO
FROM THE CITY MANAGER ON HOW TO PROCEED. SHE SAID SHE HAD NOT
RECEIVED ANYTHING OR HAD ANY DIRECTION FROM COUNCILWOMAN DAMP.
SHE ALSO MENTIONED COUNCILWOMAN DAMP EXPRESSED AT THE COUNCIL
MEETING SHE THOUGHT THE TREE ORDINANCE NEEDED SOME WORK.

MATTERS, THEREFORE SHE WOULD FOLLOW UP ON IT
DIDN'T FALL THROUGH THE CRACKS, BECAUSE THEY ARE
THE BOARD WOULD BE INTERESTED IN LOOKING INTO.

ISSUE. HE SAID COUNCILWOMAN DAMP IS LOOKING INTO IT AND SHE
REALIZES THERE IS A PROBLEM WITH THE DRAINAGE AND THE LOSS OF
TREES. HE ALSO SAID HE THINKS THE ENGINEERS WHO ARE COMING IN TO
DO THE OVERALL DRAINAGE STUDY WILL TAKE A GOOD HARD LOOK AT THE WAY
THE BUILDING DEPARTMENT IS NOW REQUIRING THE LOTS TO BE GRADED
VERSUS ANOTHER WAY TO HELP SAVE THE TREES, BECAUSE THE WAY IT IS
BEING DONE NOW IS VERY DESTRUCTIVE. HE SUGGESTED TO WAIT, LET
THINGS DEVELOP, AND FIND OUT FROM THE PEOPLE WHO ARE RESPONSIBLE
FOR THE DRAINAGE WHAT THEY THINK IS THE BEST WAY TO DRAIN THE LOTS.
DONNA STARCK QUESTIONED HOW LONG THE BOARD SHOULD WAIT UNTIL THEY
DECIDE TO GET INVOLVED.
THOMAS CECRLE SUGGESTED THEY GIVE THE CITY A MONTH AND IN THAT TIME
HOPEFULLY A DECISION WILL BE MADE ON IT AND THEN THEY CAN SEE WHAT
THEIR DECISION IS AND 4�`ATHER IT HELPS TO SAVE ANY TREES OR NOT.

IT WAS AGREED THE MEMBERS WOULD FIND OUT FROM EACH OTHER AT THE
NEST MEETING IF THEY HEARD ANYTHING AND IF NOTHING IS BEING DONE
WITHIN 90 DAYS AND LOTS ARE BEING CUT SO BAD AND ALL THE TREES ARE
DYING THEN MAYBE THEY WILL BRING THE ISSUE BACK UP.
DAVID NORTON SUGGESTED THAT THE MEMBERS MEET FOR A BRIEF MEETING IN
TWO WEEKS TO FIND OUT A. IF THE SUNSHINE LAW WILL AFFECT THEM B. IF
THE BOARD HAS A GO WITH THE VIDEO CAMERA SO THEY CAN DIVIDE UP THE
PARCELS SO WHEN THEY MEET FOR THEIR REGULAR MEETING THEY CAN
ACTUALLY GET THE EQUIPMENT AND START. OTHERWISE IT MAY NOT BE
UNTIL OCTOBER THAT THEY CAN START.
THOMAS CECRLE RECOMMENDED, THAT IF THEY CAN GET USE OF THE VIDEO
CAMERA AND IT DOES NOT EFFECT THE SUNSHINE LAW, THAT AT THE NEXT
MEETING AFTER THEY ADJOURN, THEY COULD GO OUT VIDEO TAPE SOME
FOOTAGE AND BRING IT BACK TO VIEW AND GET SOME IDEAS SO AT THE NEXT
MEETING EVERYONE WILL BE OUT TAPING THEIR FIRST PARCEL AND GETTING
SOME OTHER ONES DONE AT THAT TIME.
EVERYONE AGREED THAT GOING OUT FOR THE FIRST TIME AS A GROUP TO
START TAPING WAS A GOOD IDEA SO THEY CAN SET A UNIFORM WAY OF DOING
IT SO EVERYONE IS CONSISTENT.
IT WAS AGREED BY THE MEMBERS THAT THERE IS NO NEED FOR AN INTERIM
MEETING REGARDLESS IF THE PLAN TO VIDEO TAPE IS A GO AHEAD OR NOT.
CHWN. KILKELLY SAID BEFORE THOMAS CECRLE DECIDES TO DONATE TAPES

SHE ASKED IF HE COULD FIND OUT IF THE CITY WILL BUDGET THEM SOME
MONEY FOR NEW TAPES.
THE SECRETARY SAID THAT SHE WOULD FIND OUT.
THOMAS CECRLE ALSO MENTIONED MAYBE THE CITY HAS EXTRA TAPES THE
BOARD COULD USE.
DONNA STARCK UPDATED THE MEMBERS ON THE IDEA THEY SPOKE ABOUT AT
THE JULY 10TH MEETING REGARDING THE IDEA OF PROPOSING A WRITTEN
POLICY FOR THE MAINTENANCE OF CITY PROPERTY. THE ONLY TWO AREAS
SHE CAME UP WITH THAT THEY COULD INCORPORATE INTO SOMETHING IN
WRITING WOULD BE NOT ALLOWING CITY TREES TO BE TOPPED. AND ALSO
THAT THE MAINTENANCE CREWS WOULD NOT BE ALLOWED TO MOW DOWN CUT
DOWN OR DAMAGE IN ANY WAY ANY TREES THAT ARE FOUR INCHES OR LARGER
WITHOUT GETTING PERMISSION FROM THE TREE ADVISORY BOARD. SHE HAS
NOT BEEN ABLE TO TOUCH BASE WITH CAROLYN CORUM TO FIND OUT IF THERE
IS ANY TRAINING ALREADY BEING DONE WITH THE CITY EMPLOYEES.
THOMAS CECRLE SAID HE THINKS THE MAINTENANCE FOR THE UTILITY
COMPANIES ARE THE ONES OUT THERE TOPPING TREES NOT SO MUCH THE CITY
EMPLOYEES.
IT WAS AGREED BY THE MEMBERS TO HOLD OFF ON DEVISING A WRITTEN
POLICY UNTIL THEY START THEIR INVENTORY TO SEE IF THEY FIND ANY
MAINTENANCE PROBLEMS.
CHAIRWOMAN MATTERS:
CHWMN. KILKELLY UPDATED THE MEMBERS OF HER RESEARCH TO FIND OUT HOW
TO TAKE AN INVENTORY. SHE SAID SHE SPOKE TO THE MASTER GARDENERS
AT THE LIBRARY BUT THEY DIDN'T KNOW ANYTHING ABOUT TAKING AN
INVENTORY. THEY DID SAY HOWEVER, IF THE BOARD IS GOING TO BE OUT
COUNTING TREES THEY WOULD BE GLAD TO HELP. SHE ALSO CALLED A MEMBER
OF THE TREE ADVISORY BOARD IN VERO BEACH AND HE SAID HE HAD NEVER
SEEN ANY INVENTORY OF VERO BEACH, BUT HE FELT CERTAIN THAT ONE
EXISTED. CHWMN. KILKELLY SAID SHE TRIED TO CALL THE CITY CLERK OF
VERO BEACH TO GET IT BUT SHE HAS BEEN UNABLE TO MAKE CONTACT WITH
HER SO SHE WILL CONTINUE TO PURSUE IT. SHE ALSO STATED THAT THE
MEMBER OF THE TREE ADVISORY BOARD INVITED THE BOARD TO COME TO ANY
OF THEIR MEETINGS AND CHWN. KILKELLY INVITED HIM AND THE VERO BEACH
TREE ADVISORY BOARD TO OUR MEETINGS AS WELL.
CHWMN. KILKELLY SPOKE OF SOME PUBLICATIONS SHE HAD RECEIVED. AND
SUGGESTED THAT MAYBE THE SECRETARY COULD SET UP A LIBRARY FOR THE
BOARD FOR THESE PUBLICATIONS AND OTHERS THEY MAY RECEIVE IN THE
FUTURE.
