The Sebastian CRA will conduct a public hearing for adoption of the
FY2011/2012 CRA budget by CRA Resolution No. 2011-01 at 530 pm
on Wednesday, September 28th, 2010 in the City Council Chambers,
City Hall, 1225 Main Street, Sebastian, Florida.
Any person who decides to appeal any decision made by the CRA with
respect to any matter considered at this hearing will need a record of

Proposal Envelopes Are To Be Marked As Follows:
RFP: Telephone System
Open: November 14,2011 @ 2:00 P.M.
The City of Sebastian is soliciting proposals from firms to provide telephone equipment and services for the City
of Sebastian. The term of the agreement shall be for three (3) years, with automatic extensions thereof absent
delivery by either party at least thirty (30) days before each anniversary date of written notice of its intent to
terminate, with a maximum extended period of two (2) years.
Firms interested in responding to this RFP may pick up or request the complete RFP package that contains all
details relevant to this RFP from the City of Sebastian, Administrative Services Department, at the address stated
above, or by calling 772-388-8246.
Submittals shall include one (1) original and five (5) copies of the proposal. Any proposal received without proof
of License to conduct business in Florida, and the executed Public Entity Crime and Drug Free Workplace Forms,
may be considered incomplete and immediately disqualified. All forms and documents are provided within.

There is a mandatory pre-proposal conference scheduled for, Thursday,
October 20, 2011 @ 2:00 P.M., at the address stated above in City Hall.
Attendance is mandatory for all parties interested in submitting a proposal.
Firms interested in submitting a response to this RFP, agree not to contact (lobby) City Council Members or any
employee or agent of the City at any time during the solicitation period and selection Process, except oral or
written inquires may be directed through the Administrative Services Department. Any other contract with the
owner will be considered inappropriate and subject your response to rejection/disqualification.
Proposals duly submitted will be publicly opened and read aloud at date and time specified above at City Hall.
The City reserves the right to reject any and all proposals, or to accept any proposal or portion thereof deemed
to be in the best interest of the City, and to waive any non-substantial irregularities or cancel this solicitation in
its entirety at will.

AND POST-ELECTION AUDIT
The Municipal Canvassing Boards will meet at 2:30 p.m. on Wednesday, October 19, 201 1 at the Supervisor of
Elections office located at 4375 43rd Avenue, Vero Beach, Florida. Leslie Swan, Supervisor of Elections will
conduct a Canvassing Board Orientation. Immediately following the orientation, testing of the voting equipment
and tabulating equipment to be used for early voting and Election Day will be conducted.
The canvassing of absentee ballots will begin on Thursday, November 3, 201 1 at 9:00 a.m. at the Elections
Office and sealed absentee ballots will be available for public inspection between 8:00 a.m. - 9:00 a.m. The
ballots will be opened and processed, however, not tabulated. The Canvassing Boards, will reconvene on
Tuesday, November 8, 201 1 at 5:00 p.m. to canvass all remaining absentee ballots. Public inspection of these
sealed absentee ballots will be available between 4:00 p.m. - 5:00 p.m. Those wishing to inspect absentee
ballots received on Tuesday, November 8, 201 1 after 5:00 p.m. must be present throughout the remainder of
the day until the polls close. Shortly after receipt, ballots will be opened and processed. Tabulation of all
absentee ballots will not begin until after 7:00 p.m. on Tuesday, November 8.
Pursuant to Section 101.68(2)(~)2, F.S., if any elector, or candidate present believes that an absentee ballot is
illegal due to a defect apparent on the voter's certificate, he or she may, at any time before the ballot is removed
from the envelope, file with the canvassing board a protest against the canvass of that ballot, specifying the
precinct, the ballot, and the reason he or she believes the ballot to be illegal. A challenge based upon a defect
in the voter's certificate may not be accepted after the ballot has been removed from the mailing envelope.

Insurance to conduct its business with all licenses, permits and certification as required by all local,
State and Federal Agencies. There is a mandatory pre-bid conference and site visit scheduled for
TUESDAY, AUGUST 16, 2011. The conference will begin at 2:00 PM at City Hall at I225 Main
Street, Sebastian, FL 32958. Attendance is mandatory for all bidders.

The City of Sebastian is seeking bids from licensed contractors to provide DESIGN
BUILD SERVICES FOR INSTALLATION OF A VERTICAL WIND TURBINE
FACILI'IY at the Sebastian Municipal Airport located in the City of Sebastian.
The Contractor shall be able to be properly licensed in the City of Sebastian and shall
provide proof of insurance to conduct its business, wid1 all licenses, permits, & certificates
as may be required by all local, State of Florida, and Federal Agencies. The Contractor
shall submit a current license from the State of Florida or must be capable of obtaining the
appropriate licenses and certificates to perfbrm the project in the City of Sebastian.
The successful bid contractor will demonstrate their ability to design, permit., and install a
vertical wind turbine system capable of providing, NO LESS THAN, a 6 kwh, system that
wdl backfeed into the power grid. All necessary Florida Power 8t Light (FPL) approvals and
meter connections are the responsibility of the contractor. This proposed system will be
used for security street lighting for Hanger "B" new construction at the airport.

CHARTER REVIEW COMMITTEE
The City of Sebastian Charter Review Committee will conduct two public hearings on
recommendations to amend the City Charter on Thursday, May 12th and Thursday, May 26th,
2011, both to be held at 6:00 p.m. in the City Council Chambers, 1225 Main Street, Sebastian,
Florida. Members of the public are invited to attend and provide input. Minutes of the Charter
Review Committee are available in the Office of the City Clerk, and on the City website,

The Charter Review Committee will present its recommendation to the City Council on June 8th.
City Council will consider recommendations on June 8Ih and direct staff accordingly. If City
