INVENTORY)
ANY PERSON WHO DECIDES TO APPEAL ANY DECISION MADE ON THE ABOVE
MATTERS, WILL NEED A RECORD OF THE PROCEEDINGS AND MAY NEED TO
ENSURE THAT A VERBATIM RECORD OF THE PROCEEDINGS IS MADE, WHICH
RECORD INCLUDES THE TESTIMONY AND EVIDENCE UPON WHICH APPEAL IS TO
BE HEARD. SAID APPEAL MUST BE FILED WITH THE CITY CLERK'S OFFICE

COUNTY, FLORIDA, WILL HOLD THEIR REGULAR MEETING ON MONDAY,
SEPTEMBER 11, 1995 AT 5:30 P.M. IN THE CITY COUNCIL CHAMBERS.

CHAIRWOMAN KILKELLY OPENED THE MEETING AT 5:40 P.M.
ROLL CALL: PRESENT: CWMN. KILKELLY
DONNA STARCK
MARGARET MIQUELON
THOMAS CECRLE

ALSO PRESENT: DAWN CORAPI, SECRETARY
APPROVAL OF MINUTES: THOMAS CECRLE MADE A MOTION TO APPROVE THE
MINUTES OF MEETING HELD AUGUST 81 1995 AS WRITTEN. DONNA STARCK
SECONDED THE MOTION.
MEMBERS UNANIMOUSLY APPROVED MOTION.
CHAIRWOMAN KILKELLY DESCRIBED THE PROPOSED BUDGET AND HANDED OUT AN
OUTLINE OF IT. SHE EXPLAINED THAT VICE MAYOR CAROLYN CORUM
SUGGESTED THE TREE BOARD HAVE A BUDGET. BECAUSE THERE WAS ONLY A
SHORT TIME TO SUBMIT FOR FUNDS CHWN. KILKELLY TOOK IT UPON HERSELF
TO DEVISE A BUDGET AND ASKED FOR THE MEMBERS INPUT AND HOPED THERE
WAS NO OBJECTIONS BECAUSE IT WAS ALREADY APPROVED BY CITY COUNCIL.
THOMAS CECRLE EXPLAINED THAT BRUCE COOPER LENT THE BOARD TWO TAPES
TO START OUT THEIR INVENTORY WITH, WHICH THE BOARD WILL REPLACE
WHEN THEY BUY THEIR OWN.

AFTER A BRIEF DISCUSSION THOMAS CECRLE MADE A MOTION, TO PAUSE THE
MEETING AND PROCEED OUT INTO THE FIELD TO VIDEO TAPE THE TREES
LOCATED IN THE AREA OF THE CITY HALL COMPLEX, BEFORE THE WEATHER
GOT BAD.
DAVID NORTON SECONDED THE MOTION.
THE BOARD UNANIMOUSLY APPROVED.
THE BOARD PROCEEDED OUT INTO THE FIELD AT 5:50.
THE BOARD COME BACK TO THE COUNCIL CHAMBERS, AFTER TAKING FILMING
AND VIEWED WHAT THEY HAD RECORDED.
THE BOARD RESUMED THE MEETING AT APPROXIMATELY 6:25.
AFTER A BRIEF DISCUSSION SHIRLEY KILKELLY SUGGESTED THE SECRETARY
SHOULD HAVE A MASTER COPY OF THE CITY PROPERTY LIST AND INDICATE ON
THE LIST WHEN EACH PARCEL WAS VIDEO TAPED AND WHAT TAPE THE FOOTAGE
IS ON.
THE BOARD AGREED ON A CONDITION THAT ANY MEMBERS, THAT ARE PLANNING
14004N TO GO OUT AND VIDEO TAPE, CONTACT THE SECRETARY SO SHE CAN POST A
PUBLIC NOTICE AND FIND OUT IF THE CAMERA IS AVAILABLE.
THE BOARD AGREED THAT HAVING A CALENDAR OF THE CITY MEETINGS WOULD
BE HELPFUL IN SCHEDULING WHEN THE CAMERA WILL BE AVAILABLE.
THOMAS CECRLE MADE A MOTION THAT MEMBERS PLANNING TO DO ANY VIDEO
TAPING FOR THE INVENTORY:
1. GET PERMISSION FROM THE OTHER BOARD MEMBERS.
2. CHECK WITH THE SECRETARY TO FIND OUT SCHEDULING FOR THE VIDEO
CAMERA AND GET THE TAPE FROM HER.
3. CONTACT THE SECRETARY TO ADVISE HER OF WHERE AND WHEN THEY
WANTED TO GO SO SHE COULD POST A PUBLIC NOTICE.
4. CHECK WITH THE SECRETARY AS TO WHICH PARCELS THEY SHOULD
VIDEO TAPE (AS MANY OR AS FEW AS THEY WOULD LIKE) FOLLOWING IN
NUMERICAL ORDER ACCORDING TO THE MASTER LIST THAT THE
SECRETARY WILL KEEP UP WITH AS MEMBERS ADVISE HER OF WHICH
PARCELS THEY HAVE RECORDED.
MARGARET MIQUELON SECONDED THE MOTION.
THE BOARD UNANIMOUSLY APPROVED THE MOTION.

MEMBERS MATTERS:
THOMAS CECRLE SPOKE BRIEFLY ABOUT HIS CONCERNS OF THE LANDSCAPING
OF THE U.S. 1 AND HIS HOPES OF SEEING IT FINISHED UP AND LOOKING
NICE.
MARGARET MIQUELON: NONE
DAVID NORTON: NONE
DONNA STARCK SPOKE ABOUT THE WRITTEN POLICY THE BOARD MAY BE
INTERESTED IN CREATING CONCERNING THE MAINTENANCE OF CITY PROPERTY.
SHE SAID THAT SHE SPOKE TO CAROLYN CORUM AND VERIFIED THAT
CURRENTLY THERE IS NO TRAINING PROGRAM FOR THE CITY MAINTENANCE
WORKERS. SHE ALSO SAID SHE TALKED TO RICHARD VOTAPKA AND HE SAID
HE WAS SENDING AN EMPLOYEE OVER TO TAMPA FOR A SEMINAR ON URBAN
FORESTRY AND SHE ASKED THAT THE EMPLOYEE PICK UP ANY EXTRA PAPER
WORK TO BRING BACK TO THE BOARD. SHE THOUGHT THAT AFTER THE BOARD
RECEIVED THE MATERIAL FROM THAT SEMINAR THEY COULD PROCEED WITH
CREATING SOME SORT OF WRITTEN POLICY. SHE ASKED FOR INPUT FROM THE
BOARD ON THEIR THOUGHTS OF GETTING INVOLVED IN CREATING A POLICY OF
THIS TYPE. SHE MADE IT CLEAR THAT SHE HAS NOT GOTTEN DIRECTION
FROM ANYONE CONCERNING A POLICY OF THIS TYPE. IT WAS SOMETHING SHE
INQUIRED ABOUT BECAUSE SHE DID NOT KNOW IF ONE EXISTED.
AFTER A LENGTHY DISCUSSION THOMAS CECRLE SUGGESTED GATHERING
INFORMATION ON SIMILAR TYPE POLICIES FROM OTHER CITIES ACROSS SOUTH
AND CENTRAL FLORIDA (ESPECIALLY THE CITIES THAT ARE BEAUTIFULLY
LANDSCAPED), TO GET IDEAS AND GO FROM THERE.
CHAIRWOMAN MATTERS:
CHAIRWOMAN KILKELLY SPOKE BRIEFLY OF THE BULLETINS SHE SENT FOR
FROM THE NATIONAL ARBOR DAY FOUNDATION AND ASKED THE SECRETARY TO
ADD THEM TO THE BOARDS LIBRARY OF PUBLICATIONS FOR THEIR
AVAILABILITY TO THE MEMBERS.
DONNA STARCK OFFERED TO TAKE THE BULLETINS WITH HER TO GO THROUGH,
TO SEE IF ANY OF THEM CONTAINED INFORMATION REGARDING MAINTENANCE
POLICIES. SHE SAID SHE WILL RETURN THEM AT THE NEXT SCHEDULED
MEETING.
THOMAS CECRLE MADE A MOTION TO APPROVE THE PURCHASING OF THREE RING
BINDERS TO ORGANIZE THE BOARDS PUBLICATIONS FOR EASY ACCESS IN THE
LIBRARY.
DAVID NORTON SECONDED THE MOTION.
THE MOTION WAS UNANIMOUSLY APPROVED.

SHIRLEY KILKELLY MADE A SUGGESTION TO THE BOARD MEMBERS THAT WHEN
VIDEO TAPING, THEY MARE SURE TO TAPE THE FULL LENGTH OF THE TREES.
THE MEETING WAS ADJOURNED AT 7:00.
LET IT BE NOTED THAT MARGARET MIQUELON EXCUSED HERSELF FROM THE
MEETING AT APPROXIMATELY 6:45 PM.
