PUBLIC MEETING
The Tree Advisory Board of the City of Sebastian, Indian River County,
Florida, will hold their Regular meeting on Monday September 11, 2000, in
the City Council Chambers at 5:30 p.m.

MINUTES OF REGULAR MEETING
SEPTEMBER 11, 2000
Chmn. Cardinale called the meeting to order at 5:35 pm.
The Pledge of Allegiance was said.
ROLL CALL: PRESENT: Beverly T -Bell (a) Lynn Albury

EXCUSED ABSENCE: Ruth Davies
ALSO PRESENT: Chris McCarthy, Parks Department
Ann Brack, Recording Secretary
John Almada, Advisor
APPROVAL OF MINUTES: 817100
MOTION by Fulton/Cardinale
I move that we accept the minutes as presented. r
A voice vote was taken. 5-0, motion carried.
Anne Dann noted that Janice Broda would be unable to attend this meeting.
ANNOUNCEMENTS: None
OLD BUSINESS:
1) Discuss Arbor Day 2001:
The date for the Arbor Day celebration was discussed. The pros and cons of a Saturday
event was discussed.
MOTION by Cardinale/Fulton
I move that we accept Saturday, January the 20th, 2001, at 10:00 am. to hold the
Arbor Day function here at city hall.
Discussion: Brief discussion on why it is being held on City Hall grounds for the benefit
of members who were not present when the decision was made.

A voice vote was taken. 5 — 0, motion carried.
Beverly asked the Board to help her list the issues that need to be done month by month
until January.. A list of speakers should be notified in September. Suggested speakers
are Charles Sembler, Fran Adams, Ruth Stanbridge, Dan Culbert, a representative of
KIRB, Roland DeBlois, Mayor Walter Barnes, City Mgr. Terrence Moore, Dale
Armstrong, and Ray Coniglio or Beth Perez from the Chamber of Commerce. The VFW
or American Legion can be contacted for color guard, a minister could be requested from
St. Elizabeth's Episcopal Church, Trudy Hurtling of Pelican Island Garden Club for
refreshments, and Joe Collins with the Boy Scout Troop and the Eco Troop can be
invited to participate in a planting of some type.
It was noted that this is the same week -end as the Fellsmere Frog Leg Festival.
It was suggested to award certificates of appreciation to the Boy Scouts that have been
helping this Board. Mr. Moore will be asked to provide the certificates.
It was also suggested to ask local nursery providers to donate trees for Arbor Day, not
necessarily native species. (Shady Acres, Landscape Stop, Magnolia Gardens, and
Wal-Mart) The Board members will brainstorm and come up with a brief list of
acceptable tree species to present to the local suppliers for donation purposes for the
October meeting.
Trudy Hurtling will be invited to the December meeting to finalize plans for the Garden
Club.
Information will be furnished to Mr. Moore for the quarterly newsletter by Chris
McCarthy. Chmn. Cardinale will check into putting information on the City web site, and
press releases to the three (3) newspapers. VC Fulton will check into putting information
into the Chamber of Commerce newsletter. Information will also be posted at the
Library.
The poster contest was discussed and there was consensus that the theme will be
"Florida's Hot, Trees are Cool". Lynn will attempt to have the poster board donated.
The subject of prizes was discussed and Kathy and Lynn will attempt to get donations
for prizes. Some of the fast food establishments will also be approached for donations.
A deadline of November 22 was mentioned, but entries will be accepted until Nov. 300'.
Age and grade groups were discussed, as well as the number of prizes. A suggestion
was made to ask art students from Sebastian River High School to be judges and all
members agreed.
2) Discuss shade house operations
Cathy reported that she fertilized, watered, and weeded, and noted that a couple of
scrub oak seedlings died. Lynn reported that the plants will be moved by Mr. Anderson's
class and they will water them.

3) Discuss City Hall landscaping
Chris noted that no plants can be planted until the irrigation system is installed after
October 1, 2000.
There was discussion on the type of plants that were suggested on John Almada's
sketch for the City complex.
NEW BUSINESS:
1) Discuss letter to Boy Scouts.
There was no discussion on this issue.
PUBLIC COMMENT: None
CHAIRMAN MATTERS:
The Chairman noted that the Boy Scouts did a great job and they want to work with this
Board again in the future on the remainder of the landscaping.
MEMBERS MATTERS:
John Almada mentioned that Easy Street Park needed some maintenance and Chris will
make a note of it.
Beverly mentioned growing plants from cuttings, and this will be discussed at another
meeting.
John noted that the new Charter School in Sebastian is looking for volunteer activities
and Chmn. Cardinale agreed to contact them.
STAFF MATTERS:
Chris reported that Mr. Moore agreed with the plan to have the Arbor Day ceremony at
City Hall, and that he will be at the next meeting to discuss financing for that project.
Chmn. Cardinale adjourned the meeting at 7:09 pm.
