The Pledge of Allegiance was said. Ann BraCk, Recording Secretary APPROVAL OF MINUTE~:. (Reg. Mtg. 8/6/01 & Spec, Mtg, 8-13-01) MOTION by VC FultonlDann I'll move to accept the minutes from our regular meeting of August 6th, 2001. A voice vote was taken. 5 - 0, motion carded. MOTION by Chron. CardinalelAIbury I'd like to make a motion to approve the minutes from our special meeting of August 13, 2001. A voice vote was taken. 5 - 0, motion carried. ANNOUNCEMENTS: It was noted that Larry Birchmeyer(a) will be voting in place of Ruth Davies. Chmn. Cardinale called for a moment of silence in remembrance of the lives that were lost in the tragic event of the past week in the Northeast, The Chairman then noted that the letter of suppOrt for a larger buffer atthe airport along Roseland Road was distributed. A copy of this letter was passed around for Board members to read. He also noted that there will be a meeting on the Airport Master Plan tomorrow evening here in Council Chambers. (Anne Putman commented that the meeting is at 6:00 P.M.) TREE AND LANDSCAPE ADVISORY BOARD MINUTES OF REGULAR MEETING OF SEPTEMBER 17, 2001 Larry Birchmeyer(a) had obtained a Tree Removal Code from Gainesville, Florida, and it was determined to add discussion of this Code to item 6.B. - Final Discussion of Landscape Code, All members agreed. OLD BUSINESS: A. APPROVAL OF LETTERS TO CITY COUNCIL AND CITY MANAGER The letter to Mayor Barnes in reference to the Board request for support to promote a County level Tree Commission was discussed. It was suggested to add the 512 Commerce Center in paragraph three, and the most recent site on north U.S. #1 that is being cleared for new construction, All members agreed with this insertion. Under paragraph four, it was agreed to change item #1 to read: 1. Hire an Urban Forester (cost possibly shared by different entities within the County.) There was further discussion, but no other changes were determined. MOTION by DannlBirchmeyer(a) I move that we accept this letter as amended and that it be sent to Mayor Barnes with the carbon copies as indicated on it. A voice vote was taken, $ - 0, motion carried, There was discussion about the draft letter to the City Manager in reference to the ten- acre parcel behind City Hall that the City is buying. The first sentence was changed since the newspaper article indicated that the City is already in the process of purchasing the site. The second sentence was changed to insert the word "adjacent". The last sentence was changed to indicate "when" it becomes a City project. MOTION by AlburylFulton I move that we send this letter to Mr. Moore with the changes that were discussed. A voice vote was taken. $ - 0, motion carried. B. LANDSCAPE CODE - FINAL DISCUSSION Discussion resumed on page XIV-5 of the Landscape Code. Larry Birchmeyer introduced the Tree Removal Code from Gainesville and there was discussion on it. Larry commented that it is similar to the Sebastian Code, but does not have as many loopholes, and is stronger in respect to replacing trees. After much discussion, the issue of enforcement was mentioned. Larry provided the e-mail address for anyone interested in printing out codes from Gainesville. TREE AND LANDSCAPE ADVISORY BOARD MINUTES OF REGULAR MEETING OF SEPTEMBER 17, 2001 Lynn Albury left the meeting at 6:58 PM. There was discussion on Section B. item 8 and 9 on page XiV-6 of the Sebastian Code. Larry suggested that there are too many loopholes in these items, and suggested that if trees are removed for construction, there should be a cost, and when buying a lot in Sebastian~ thought should be given to how many trees will have to be replaced versus buying a lot with few or no trees. He also suggested that houses could be designed around some existing trees to prevent their removal. It was determined that Board members should review the Commercial Tree Requirement section of the Code, and be prepared to finish this review at the next meeting inOctober. Larry will do a revision of the Gainesville Code to fit Sebastian and bring it to the next meeting for discussion. C. ENVIROTHON - DISPOSITION OF REMAINING $700,00 (SRHS PROJECT) Chmn. Cardinale noted that he had been in touch with Mrs. Geiger at the High School about the remaining funds, Board members agreed that he should continue this contact to assure that the project gets completed, but that the teacher and students should determine what items need completion. NEW BUSINESS: A. KEEP INDIAN RIVER BEAUTIFUL (KIRB) Discuss organization involvement with trees at shade house. This issue will be postponed until the next meeting. MEMBER MATTERS: Anne Dann noted that at a recent meeting of Master Gardeners, Dan Culbert commented that he was going to review his position about the proposed County Tree Commission and Urban Forester. Larry Birchmeyer reported on his meeting with the City Manager and Growth Management Director. He noted that: 1. The site plan for the 512 Plaza was submitted on May 23, 2000 under the old Landscape Code. 2. When a tree is removed, it can be replaced with a different species. 3. The current Landscape Code was adopted June 15, 2000. 4. The current vegetation along Collier Creek has been approved to stay on the 512 Plaza site. (Including the Maleleuca trees) TREE AND LANDSCAPE ADVISORY BOARD MINUTES Of REGULAR MEETING Of SEPTEMBER 17, 2001 There was discussion about Maleleuca trees being a prohibited species, and Larry did note that before the Certificate of Occupancy is issued, these prohibited species shall be removed from the 512 Plaza site. Cathy Fulton noted that on Saturday, September 29, 2001, the Chamber of Commerce will be doing their landscaping project. She noted that the Boy Scouts will be involved and anyone else who would like to volunteer their time would be welcomed. CHAIRMAN MATTERS: Chmn. Cardinale noted that on October 13t~ the Boy Scouts will be adding mulch to the City Hall planting sites. STAFF MATTERS: Chris noted that he received a memo requesting additional mulch, six (6) red canas, and three (3) fire bushes. P~B~I~ iNPUT: Anne Putman was present and commented that on page XVI-7, she urged that palm trees, especially queen palms, should be discouraged from being planted in Sebastian because they do not provide canopy, they are ornamental but do not provide shade or any help with electrical bills, and they seem to be more and more common in the Cit~,. She also noted that Sebastian is an area of pine, oak and maple. Anne also urged everyone to come to the Airport Master Plan meeting tomorrow evening, Chmn.
