The Tree Advisory Board of the City of Sebastian, Indian River County,
Florida, will hold their Regular meeting on Monday October 2, 2000, in the
City Council Chambers at 5:30 p.m.

MINUTES OF REGULAR MEETING
OCTOBER 2, 2000
Chairman Cardinale called the meeting to order at 5:34 pm.
The Pledge of Allegiance was said.

I make a motion we approve the minutes of September 11th as submitted.
A voice vote was taken. 5 — 0, motion carried.
ANNOUNCEMENTS:
The secretary noted that Anne Dann has an excused absence.
OLD BUSINESS:
1) discuss landscaping around City Hall — Terrence Moore
Mr. Moore mentioned his meeting with Chmn. Cardinale, Chris McCarthy, and Mr.
Collins, Scout leader, to discuss the landscaping. He noted that the budget has been
approved and this project can be started, and the Scouts will assist with the labor, which
in turn will help them toward their merit badges.
There was discussion about the process of spraying the sod with a vegetation killer and
tilling it under before planting can be started. The subject of an irrigation system was
also mentioned. Mr. Moore noted that an irrigation system will also be coordinated with
the Pelican Island Garden Club at the Park on Barber Street. He indicated that the
Garden Club has volunteered to pay half the cost of this system at the Park.

It was determined that the Scouts will not get involved until after the spraying and tilling
are completed. It was estimated that this project could be completed before the
December holidays.
Mr. Moore cautioned that plants should not be placed around the septic area, and this
area will be addressed at a later date.
John Almada commented that the irrigation system is not adequate for keeping new
plants watered, but they may need more intense watering in the beginning weeks. This
was agreed to by Mr. Moore.
Chmn. Cardinale noted that the Boy Scouts are planning to provide a couple of picnic
tables and a bench on the east side of City Hall, donated by Lowe's, and used as a
construction project by the Scouts.
It was commented that when the Boy Scouts are working at this site, there needs to be
good supervision.
2) Discuss Arbor Day 2001
There was discussion about the number of trees contained on the proposed list for the
new landscaping project, as well as seedlings available from the shade house at the
400*� High School, to be used for the Arbor Day ceremony.
A write-up in the City newsletter was discussed. It was noted that this ceremony will
take place on a Saturday, for the first time, and it is hoped that there will be a bigger
turnout.
Lynn Albury gave an up -date on the poster contest in the schools, and noted that the
Junior Women's Club has donated $100.00 to purchase paper and supplies needed for
this contest. She indicated that the divisions will be kindergarten & first grades, second
& third grades, and fourth & fifth grades from the two elementary schools. The High
School students in the Art Class will be judging the posters. It was suggested that the
Mayor be asked to present the awards to the winners. It was also suggested that the
posters shall be posted around town at the Library, Chamber of Commerce, City Hall,
Council Chambers, Banks, etc. The prizes being considered are gift certificates for
Dairy Queen, Movie Gallery, and one of the Book stores. Ruth Davies offered to donate
a couple of the T-shirts from the Pelican Island Preservation Society. Lynn Albury noted
that cardstock will be used for the posters, 11" x 17".
Chmn. Cardinale noted that McDonald's will be happy to donate some gift certificates,
but a letter is needed for approval from their Corporate Office. He also mentioned that a
thank you letter should be sent to the Jr. Women's Club.
Cathy Fulton wrote to Beth Perez at the Chamber of Commerce and asked her to place
the Arbor Day event on her calendar, and asked that it be included in the Chamber's
/0*1N newsletter. (Cathy provided a copy of this letter or the Board's file.)

Beverly T -Bell gave information on the letters being developed for speakers and
contributors. Some specific names were still needed. It was noted that letters to the
speakers and to possible donors should be mailed out as soon as possible. Invitation
letters should not be sent until December or early January. A letter to Mayor Barnes
should be copied to the other Council members.
It was suggested to add Releaf Trees to the list of potential contributors.
3) Discuss shade house operations
Lynn Albury noted that all plants are fine. She will turn the key over to Beverly for
October.
NEW BUSINESS:
1) Review letters for Arbor Day
(This issue was covered under Old Business.)
CHAIRMAN MATTERS:
Chmn. Cardinale commented that he is very glad to see that everything is on schedule
eo"*\ for Arbor Day.
MEMBER MATTERS:
Beverly Bell suggested that the Board members consider giving away seedlings on
Arbor Day for 2001. This issue will be considered while working up the work plan for
2001 in February.
There was consensus for Ruth Davies to obtain information about obtaining seedlings to
give away on Arbor Day. All members were in favor.
