PUBLIC MEETING
The Tree Advisory Board of the City of Sebastian, Indian River County,
Florida, will hold their Regular meeting on Monday October 4,1999, in the
City Council Chambers at 5:30 p.m.

MINUTES OF REGULAR MEETING
OCTOBER 4,1999
Vice Chairman Fielding called the meeting to order at 5:40 PM.
The Pledge of Allegiance was said.

ALSO PRESENT: Tim Walker, Parks Department Representative

APPROVAL OF MINUTES: (812199)
MOTION by Cardinale/Fielding
I move that we approve August 2, 1999 minutes.
A voice vote was taken. The vote was 4 — 0, motion carried.
ANNOUNCEMENTS:
(Secretary's note: The meeting of September 13, 1999 was cancelled due to Hurricane
Floyd, and that agenda is being combined with tonight's agenda.)
Mr. Tim Walker is present representing the Parks Department, as Chris McCarthy is on
vacation.
1. VC Fielding noted that the Palmetto Newsletter will be ordered after the first of
the new fiscal year.
2. No new applications have been received for the vacant member positions.
Mr. Cardinale introduced Mrs. Albury in the audience, and indicated that she
may be interested in applying for Tree Board membership.
VC Fielding noted that he will remain with this Board until his positi s fill d, iblyi

OLD BUSINESS:
1. Update of shade house operations — Danne Herlan (From 9113199 agenda)
Mr. Herlan was not present and has not responded to several phone calls by the
Secretary.
2. Discuss Arbor Day 2000 (From 9113199 agenda)
Mr. Cardinale provided an outline of the planning for Arbor Day 2000, which is
the third Friday in January.
Ms. Fulton suggested using a "theme" for this event. This will be discussed at
the next meeting. There was some discussion about possibly creating a
poster contest at one of the local elementary schools. Ms. Fulton will report
back on this at the next meeting.
In item II.b., the word Preservation was changed to Presentation.
In item I., Hardee Park was selected by consensus as the site for the
Arbor Day 2000 ceremony.
At this point, VC Fielding noted that newly planted trees had been cut down by the
Public Works Department mowers, and when they are replaced by the City, they should
be well -marked to avoid this problem in the future.
There was more discussion on the Hardee Park site. VC Fielding suggested
that the City Manager be kept informed on this subject.
Rev. Dr. Ronald Thomas has accepted the invitation to do the invocation.
The other contacts will be contacted by Cathy Fulton.
II. c. Mr. Brognano will be getting donations. After some discussion, it was
determined to request Mr. Brognano to turn in these donations by
December 15, 1999. He will be contacted by letter about this.
d. II. Refreshments — Margaret Miquelon
Mr. Cardinale noted that Ms. Miquelon and the Pelican Island Garden Club
will again be handling the refreshments for Arbor Day. She will be
contacted by letter.
III. Contacts in process: (Speakers)
a. A reminder will go to Chris McCarthy about his contact with Dale
Armstrong, Forester, as speaker.

b. City Manager, Terrance Moore will participate — manner to be determined.
c. State Rep. — Charles Sembler - will be asked to speak.
d. County Commissioner — Fran Adams — will be asked to speak
e. Boy Scouts — Presentation of colors with VFW & Am. Leg. (in school?)
f. Girl Scouts — Questionable? (in school?)
g. High School — George Anderson — We will attempt to involve the
Environmental Science Academy. There was discussion on this issue.
IV. The invitation list from 1999 was reviewed and deletions and additions were
made.
V. Press Releases — Cathy Fulton will take care of these.
VII. Preparation of Site by Public Works — Tim Walters/Chris McCarthy will take
care of this.
VIII. Thank you letters will be mailed at the proper time.
3). Update of shade house operations — John Almada (Advisor)
Mr. Almada gave a status report on the seedlings at the High School. He volunteered to
check on these trees through December. Ms. Gordon volunteered to do some weeding
in October. He suggested moving some of the plants to the outside sprinkler system,
and possibly planting ten or fifteen in the Spring. He then suggested that fifty seedlings
be purchased as the second batch to be planted after the present ones are used.
Ms. Kilkelly noted that she thought there are still about 200 trees at the H.S. nursery,
and Public Works delivered pine trees that had been removed from Atlantis Terrace.
These pine trees need some attention.
A letter will be sent to Mr. Anderson noting Ms. Gordon as caretaker designee for
October.
4). Historical Park Planting — The plants that were cut down will be replaced.
Mr. Walters asked that a Tree Board member make a list of the types of plants that were
cut down.
NEW BUSINESS:
1) Removal of alternate Board member Charles Roth for non-attendance
There was discussion on this issue and it was determined to notify Mr. Roth and Mr.
Henan of their intentions to remain with the Board. If no response is received, this

removal action will be considered at the next meeting.
2) Discuss plans for the remainder of the year.
There was discussion of a display at the Library.
3) Discuss pine trees behind P.D.
There was discussion about these trees.
PUBLIC COMMENT:
Ms. Kilkelly noted the letter to the editor in response to Brian Barbour doing
work at Easy Street lake island, written by John Almada. She commented that
Mr. Almada should be commended for this letter.
She then spoke of a meeting with the City Manager the previous Wednesday,
noting that there were several people present who were complaining about
newly planted trees being cut down by the City mowers, among other things.
She noted that the City Manager apologized for the mistakes, and promised that
these plants will all be replaced, including the Cypress at Historical Park, and
the pine trees will be replanted on Atlantis Terrace plus additional trees if
needed. She suggested that in the future, the Tree Board should write a memo
or letter to the Parks Department, Director of Public Works, and the City
Engineer to inform them at least a month in advance when a planting project is
coming up. These Departments can then inform the Tree Board if pending
construction would preclude any planting.
Ms. Kilkelly then commented on further discussion with the City Manager about
availability of funds. Mr. Moore indicated that as an example, money would be
available for drinks for the participants at any "planting party".
She then noted that in a recent discussion with George Anderson (High School),
he indicated that Janice Broda will be giving the Environmental Science group
some advance information and training before they come to City Hall to work up
their landscape plan.
MEMBERS MATTERS:
Mr. Cardinale noted that Mr. Collins (Scout leader) has asked to have copies
made of an article on the clearcutting of hazardous trees done down in the Keys
by the Boy Scouts. This would relate to the Easy Street lake project and help to
inform the public.
