CITY OF SES.ASTIN HOME OF PELICAN ISLAND VETERANS ADVISORY COMMITTEE MINUTES MONDAY, AUGUST 7, 2017, 3:00 PM CITY COUNCIL CHAMBERS 1225 MAIN ST, SEBASTIAN, FL 1. Chairman Newland called the Veterans Advisory Committee to order at 3:00 p.m. 2. The Pledge of Allegiance was recited. 3. ROLL CALL Present: Wayne Newland, Member of the American Legion — Chairman Barney Giordan, Alternate Member of the American Legion and Alternate Member of the VFW John Haskins, Commander of the VFW Jerry Liucci, Vice Commander of the American Legion Char Kinlen, President of the American Legion Ladies Auxiliary Absent: Russ Pacowski, Commander of the American Legion Also Present: Joe Griffin, City Manager Andrea Coy, Vice Mayor Michelle Morris, Chief of Police Jason Gillette, Police Officer Cathy Testa, Recording Secretary 4. APPROVAL OF MINUTES — April 3, 2017 MOTION BY Mr. Giordan and a SECOND by Mr. Liucci to approve the April 3, 2017 Minutes passed with a unanimous voice vote. 6. OLD BUSINESS A. Location of Museum Chairman Newland made a request for an agenda continuation on the location of the museum. B. Report on the Memorial Dav Ceremon Mr. Liucci reported that the Honor Guard attended four events on Memorial Day, Fellsmere, Oriels, Sebastian Riverview Park and the Italian/American Club. Mr. Giordan asked the City Manager to thank the Parks Department for all the hard work they did for the ceremony. Chairman Newland thanked the Police Chief for providing a back-up head for the PA system that went down at the last minute. Mr. Haskins said the Rotary Club is interested in donating a tent for the Honor Guard at next year's ceremony so they do not have to stand in the hot sun. The City Manager said he would follow up with his contact at the Rotary Club. Mr. Haskins presented Chief Morris with a $1000 donation made on behalf the VFW members for the excellent job the Police Department does. Chief Morris thanked the VFW members for the donation and said the money will be used for the new police outreach program which Officer Jason Gillette is heading up. C. Report on 4`n of July Festival Chairman Newland reported that the Honor Guard opened the ceremony by lowering and properly raising the flag. The Indian River Veterans Council supplied a bus to take the Honor Guard from the American Legion to the parade site. Mr. Giordan announced that next year the Veterans Council will supply military music on the bus. Chairman Newland stated that Vice Mayor Coy presented a letter of complaint to the committee regarding the Order of Parade. (See attached) He offered her to speak to the committee about her complaint. Vice Mayor Coy said she was offended by the parade order this year and is hoping that I it doesn't happen again. She has fought very hard to keep other organizations out of the first position in the parade. She said the Honor Guard is first, followed by the Veterans of Foreign War. Mr. Haskins agrees that only the Grand Marshall and the Honor Guard should be in front of the VFW. Vice Mayor Coy asked if this Council would honor the Order of Parade. The City Manager said when he became manager he came up with the idea of putting a uniformed officer as the parade captain. Mr. Haskins said the Police Officers that were there trying to lead, did not know nor were they given an Order for Parade to follow. The City Manager said there seems to be a separation between the City and the Lions Club. Chairman Newland asked to be included in the meeting for the preparation of next year's parade. It was agreed that the Commanders of the VFW, American Legion and the Honor Guard be present at the meeting. MOTION BY Mr. Giordan and a SECOND by Mr. Liucci that this Committee advises the City and the Lions Club with a planned program executed by individuals with authority passed with unanimous voice vote. PUBLIC INPUT—NONE 8. NEW BUSINESS A. September 11`h Ceremonv Chairman Newland announced there will be a ceremony for September 11`h although the details have not been finalized. B. Veteran's Day Ceremonv, November 11'h Mr. Giordan confirmed they will have a meeting with the City and the Commanders to outline the speakers and the program. He will meet with School Board member, Mr. Randall, regarding the Veteran's Day program. Continental flags have been purchased to award to the schools who participate in the Veteran's Day program. C. Pearl Harbor Day Ceremonv, December 7'h Chairman Newland assured there will be a ceremony, although the arrangements have not been finalized. D. Crowd Count at Events Chairman Newland asked if there is a reasonable way to count the crowd. Mr. Haskins suggested to judge by looking at the bleachers and their members attending. The City Manager stated this would not be a job we would be able to undertake. He did re -assure that no matter if only one or a thousand people showed up, the employees would have the same commitment. 9. MEMBERS MATTERS Mr. Haskins announced today is Purple Heart Day. He explained this is the day we honor veterans that have been wounded in the line of duty. He asked if the City would recognize the Purple Heart Veteran's with an article in the paper or somehow participate in the ceremony held at the VFW. Ms. Kinlen announced the American Legion Auxiliary, State of Florida every year picks a charitable organization to sponsor and this year it will be Canines for Veterans. She also announced that Monday, August 10 at the American Legion, they will be a sponsoring a quarter auction which will benefit Dogs For Life, which also provides service dogs for Veterans. Jerry Liucci reported on the remodeling of the American Legion. The bathrooms are complete and the pantry will be done soon. He said the office is going to be moved next and they are going to add a room for the Honor Guard. Chairman Newland announced a veteran's service day and welcome home that will be held at Veteran Memorial on Merritt Island August 22nd at 10 am which honors people who served in Vietnam. Chairman Newland also recognized the County 211 program for getting help for the Veteran's. 10. OTHER MATTERS —NONE 11.
