PUBLIC MEETING
The Tree Advisory Board of the City of Sebastian, Indian River County,
Florida, will hold their Regular meeting on Monday November 1, 1999, in
the City Council Chambers at 5:30 p.m.

MINUTES OF REGULAR MEETING
NOVEMBER 1, 1999
Vice Chairman Fielding called the meeting to order at 5:37 P.M.
The Pledge of Allegiance was said.
ROLL CALL: PRESENT: Cathy Fulton Virginia Gordon
Charles Cardinale VC Fielding
UNEXCUSED ABSENCE: Charles Roth(a) and Danne Herlan
ALSO PRESENT: Chris McCarthy, Parks Department

APPROVAL OF MINUTES: (9/13/99)
(A typo was corrected on page four.)
MOTION by Fulton/Cardinale
I'll move to approve the minutes (as) corrected.
A voice vote was taken. 4 — 0, motion carried.
ANNOUNCEMENTS:
VC Fielding commented that there have been no new applications received for the
vacant member positions.
The secretary noted that Mr. Roth and Mr. Herlan have not responded to many phone
calls by the secretary during several recent months.
OLD BUSINESS:
(1) Update of shade house operations - Ms. Gordon reported on her visit to
the shade house.
(2) Model Planting Update — Mr. Cardinale commented that he has not been
able to get in touch with Mr. Anderson.
(3) Discuss Arbor Day 2000 — There were several items of the Outline that
tooNs were discussed. It was suggested to do plantings near the work-out stations or
down near the water. Ms. Fulton asked if a layout or landscape map of Hardee
Park was available, and Mr. McCarthy responded that he could make one up.

MINUTES OF REGULAR MEETING OF NOVEMBER 1, 1999
(The secretary noted that Mr. Brognano has acknowledged his involvement in
obtaining donations for Arbor Day.) Mr. McCarthy noted that he needs to have
these donations by 12/15/99, and the kind of trees need to be determined by this
Board at the December meeting.
It was determined that a verification letter should be sent in early January, 2000,
to all parties that will participate in the Arbor Day Ceremony.
Mr. Cardinale and Ms. Fulton will be Masters of Ceremony for this event.
Mr. McCarthy indicated that Mr. Dale Armstrong, State of Florida Forester, will be
in attendance as the keynote speaker. Chris will send a reminder letter in
December.
Several other contacts were discussed. Mr. Cardinale suggested a note should
be faxed to Fran Adams, Indian River County Commissioner, verifying her
attendance. He provided the secretary with a fax number.
It was suggested that George Anderson, Sebastian River High School, be asked
to speak about the relationship between the High School, the Tree Advisory
Board, and the City in caring for the tree seedlings, and the prospective
landscape plan for City Hall property. r.,1
It was also suggested that Mr. Collins (Boy Scouts) might speak on the Pepper
Tree eradication program that the scouts are involved in.
It was also suggested to add to the `Outline' that the Mayor will do the
proclamation. It was suggested that the Mayor be contacted soon about this
function. Mr. Cardinale will make this contact.
The next item to be considered was the invitation list for Arbor Day.
Many changes were made and will be passed on to the secretary.
It was suggested that all past Tree Board members be invited. Shirley Kilkelly
volunteered to compile this list and give it to the secretary.
Ms. Fulton provided a revised press release draft and it was discussed.
Since the local schools will be in session on January 21, 2000, it was determined
to remove the principal's names from the invitation list.
NEW BUSINESS:
1. Report on replacement trees — Chris McCarthy
Mr. McCarthy reported that tree prices are being gathered, and some of the trees that e4n*,�
are in the construction area will not be replaced till the construction is complete.

2. Inventory list of plantings — Chris McCarthy
Mr. McCarthy provided an inventory of trees planted at Arbor Day ceremonies since
1996.
At this point, the Board members each received a brief form to fill out, voluntarily, for the
Dept. of Census.

MEMBER MATTERS:
Ms. Fulton noted that she would work up a draft agenda for Arbor Day for the next
meeting. She also asked for a copy of last year's invitation. Ms. Brack, recording
secretary, noted that Dawn Hass, Secretary, will contact Ms. Fulton to discuss these
requests.
Ms. Gordon announced that she will be resigning around the first of the year 2000, due
to family involvements.
There was discussion about the absence of Mr. Roth and Mr. Herlan.
MOTION by Fielding/Fulton
I make a motion have them off the Board so in case that we have new members
coming in they will not be an encumbrance. (Danne Herlan and Charles Roth(a)}
A voice vote was taken. 4 — 0 motion carried.
Chmn. Fielding adjourned the meeting at 6:30 P.M.
