MINUTES OF REGULAR MEETING
NOVEMBER 5, 2001
Chairman Cardinale called the meeting to order at 5:35 P.M.
The Pledge of Allegiance was said.

APPROVAL OF MINUTES:
MOTION by Davies/Chmn. Cardinale
I make a motion we approve the minutes. (10/1/01)
A voice vote was taken, 3 - 0, motion carried.
ANNOUNCEMENTS:
Chmn. Cardinale read an invitation from the Vero Beach Tree Commission to attend a
tree dedication ceremony on Thursday, Nov. 15, 2001 at 10:30 A.M., at Royal Palm
Pointe. They will be planting a Phoenix Reclinata. Ruth Davies and Anne Dann will try
to attend.
The Chairman then noted that Ruth Davies was featured on WGYL Radio on the Lagoon
Minute program.
He then reported on activities by Board members on Make a Difference Day.
At this point, the Chairman suggested that Item 7.B. be moved to the next item on the
agenda to prevent Corey Barber from sitting through the entire meeting. On consensus,
all Board members agreed.

corey Barber, a Boy Scout in Sebastian, gave a presentation requesting assistance from
this Board on suggestions for an Eagle Scout project.
Chron. Cardinale reminded the Board that Corey's brother, Brian, earned his Eagle
Scout designation on a project through this Board in a previous year.
There was discussion on this issue and Corey noted that a clean-up project for the
environment or a tree planting are examples. He noted that the objectives are that the
project should benefit the community and he should be in the role of leadership.
Chris McCarthy suggested possibly undertaking a tree planting project on Main Street.
He also noted that the island in the middle of the Easy Street lake needs the pepper
trees removed again.
Ruth Davies volunteered to donate trash bags left over from the Coastal Clean-up
project, if needed.
There was discussion on sites such as Blossom Park and Schumann Drive, and
landscaping the areas around the new welcome signs. It was suggested that Corey
work with Chris on this issue, and Chris agreed to discuss it with the City Manager.
Corey agreed to attend the Tree Board meetings for future discussions and updates.

A. DISCUSS LANDSCAPE CODE
Chmn. Cardinale provided copies of a letter to Mayor Barnes from the Friends of St.
Sebastian River in support of a county-wide tree commission and the re-hiring of an
"Urban Forester".
He noted that City Manager Terrence Moore suggested that at some point, the Tree
Board go before City Council to promote this issue.
There was discussion about notifying Fellsmere of this issue. The Secretary was asked
to draft a letter to accomplish this. There was discussion about notifying communities on
the barrier island, and it was suggested that the Veto Beach Tree Board might be asked
to make this contact.
MOTION by Chmn. Cardinale/Davies
I would like to make a motion to send a letter to the City of Fellsmere to join the
effort to obtain an Urban Forester to promote tree canopy in the County (Indian
River).

The vote was 3 - 0. Motion carried.
Chron. Cardinale noted that Cathy Fulton scanned the Landscape Code and put it on
diskette, and he hopes to have the changes made by the next meeting in December.
B. DISCUSS WORK PLAN
There was a brief discussion on the 2001 Work Plan, and the suggestion was made that
Board members come to the next meeting with suggestions for the 2002 Work Plan.
Anne Dann listed items discussed up to this point as the following:
1. Change Landscape Code
2, Moral Support for the Boy Scout "Eagle" designation
3. Continuing effort for the Urban Forester
4. Arbor Day
5. Filbert Street Park
6. Continued maintenance of plants at the shade house (High School)
7. Help the City with a planting project.
Chris will bring an update to the next meeting on the plans for the Parks in the City,
A few more stepping stones for the Model Planting area were requested, and it was
suggested that the dead trees along Gibson St. be replaced,
There was discussion on trimming the Model Planting area, and John Almada agreed to
do this, It was also suggested that the Paroutis Palm be separated from the Cassia,
Chris reminded Board members where the dumpster
NEW BUSINESS;
A. PRELIMINARY DISCUSSION - ARBOR DAY
There was some discussion about having the ceremony at Blossom Park. Chris noted
that in the new fiscal year, plans will be made to rejuvenate some of the Parks, so he
may have some other suggestions in the near future.
It was noted that Arbor Day will be held in April of 2002.
MEMBER MATTERS: None
CHAIRMAN MATTERS:
Chmn. Cardinale commented that he is not happy with the project on the East side of
City Hall.

STAFF MATTERS:
Chris noted that he spoke to Lisa at the High School (Envirothon project) about some
picnic tables made out of recycled plastic. Chris is pricing these at present and will work
with Lisa. He also spoke of a landscape plan being developed for the medians on
Fellsmere Road (CR 512).
There was a question about who would be doing maintenance on the trees at the High
School shade house. (The Recording Secretary called Larry Birchmeyer on 11/13/01,
and he has the key and volunteered to do maintenance during November.)
The Chairman adjourned the meeting at 6:39 P.M.
