RY BOARD REGULAR MEETING NOVEMBER 6, 1~5 CHAIRWOMAN KILKELLY OPENED THEMEETING AT 5:30 P.M. PRESENT: ALSO PRESENT: CHWMN. SHIRLEY KILKELLY DONNA STARCK MARGARET MIQUELON THOMAS CECRLE DAVID NORTON DAWN CORAPI, SECRETARY APPRO~P..T~ OF H~li~fi: DONNA STARCK MADE A MOTION TO APPROVE THE MINUTES OF MEETING HELD OCTOBER 2, 1995 AS WRITTEN. DAVID NORTON SECONDED THE MOTION. VOICE VOTE WAS TAKEN. MEMBERS UNANIMOUSLY APPROVED MOTION. CHWMN. SHIRLEY KILKELLY SPOKE ABOUT HER MEETING WiTH THE CITY MANAGER, JOEL KOFORD, CONCERNING THE APPLICATION FOR TREE CITY U.S.A. SHE SAID JOEL SUGGESTED FOR THE ARBOR DAY CEREMONY TO FIND A ROAD WAY TO START OUT PLANTING ONE TREE, AND THEN THE FOLLOWING YEAR PLANT ANOTHER TREE AND CONTINUE ON DOWN THE ROAD WAY SO THAT IT WOULD BE INTERESTING TO COMPARE THE GROWTH OF THE TREES IN SUBSEQUENT YEARS. MARGARET MIQUELON SUGGESTED THE AREA NEAR THE LAKE ON BARBER STREET. THOMAS CECRLE SUGGESTED THE BARBER STREET SPORTS COMPLEX OVER THE AREA NEAR THE LAKE BECAUSE THERE IS MORE ACTIVITY AT THE COMPLEX THAT CAN BENEFIT FROM THE SHADE THE TREES WILL PROVIDE IN THE FUTURE. SHIRLEY SUGGESTED TO KEEP THE MATTER OPEN. TREE ADVXSORX BOARD REOULAR MEETXNG OF NOVEMBER 6. 1995 PAGE :2 OF 5 SHIRLEY SUGGESTED TO KEEP THE MATTER OPEN. SHIRLEY ALSO MENTIONED JOEL WOULD NEED TO BE PROVIDED WITH AN AGENDA FOR THE ARBOR DAY CEREMONY, AND THAT THEY COULD USE THE EXAMPLE iN THE TREE CITY U.S.A. PUBLICATION AS A GUIDE. JOEL ALSO SUGGESTED TO SHIRLEY TO COLLECT NEWSPAPER ARTICLES AND PHOTOS. HE STATED THAT WEWOULDALSO NEED A PROCLAMATION, HE PROVIDED HER WITH THE ONE FROM 1994. SHIRLEY SAID ONE OTHER THING THAT WOULD BE NEEDED FOR THE TREE CITY U.S.A. IS A COMPREHENSIVE TREE MANAGEMENT PROGRAM. SHE SAID SHE THOUGHT THAT THE INVENTORY, THE BOARD IS DOING, COULD BE PART OF THAT AS WELL AS THE PROCEDURES FOR CITY EMPLOYEES, THAT DONNA IS WORKING ON, AND THE IDEA OF A TREE BANK, IF WE GET THE SEEDLINGS FROM THE NATIONAL TREE TRUST COMMUNITY PROGRAM. SHE STATED WE COULD INCORPORATE ALL OF THESE INTO OUR TREE MANAGEMENT PROGRAM AND JOEL WAS IN AGREEMENT WITH HER. HE WAS VERY PLEASED WITH THE BOARD WORKING ON THE PROCEDURES FOR THE CITY EMPLOYEES, HE SAID HE APPLAUDED DONNA FOR DOING THAT. HE ALSO LIKED THE IDEA FOR THE TREE BANK AND SUGGESTED A NUMBER OF PLACES WHERE THE SEEDLINGS COULD BE KEPT, BEHIND THE P.D., SCHUMANN LAKE, POWERLINE ROAD, TRACT OF LANDOVER BY SEBASTIAN LAKES. SHIRLEY ALSO MENTIONED THAT THE BOARD WOULD RAVE TO WORK ON GETTING VOLUNTEERS TO UNLOAD THE TREES. MARGARET SAID SHE WOULD TALK TO THE GARDEN CLUB AND THE CUB SCOUTS FOR HELP. SHIRLEY ASKED THE SECRETARY HOW THE BOARD WAS MAKING OUT ON THE TREE iNVENTORY. SHE SAID THAT THAY LEFT OFF ON PARCEL #30 OUT OF A TOTAL OF 89 PARCELS. DONNA MENTIONED TO DAVID THAT SHE WAS AVAILABLE TO FiLM SATURDAY NOVEMBER 18, 1995, DAVID AGREED TO DO THAT. THOMAS SPOKE BRIEFLY ON THE ARBOR DAY CEREMONY AND EXPRESSED HIS DIFFICULTY IN GETTING TREES DONATED. IT WAS RECOMMENDED TO HIM TO HAVE BUSINESSES DONATE TREES. FOR EXAMPLE HAVE THE BUSINESSES BUY THE TREES TO BE DONATED RATHER THAN GOING STRAIGHT TOTHE NURSERY. DAVID SUGGESTED PUTTING A SMALL AD IN THE PAPER LETTINGTHE PUBLIC KNOW OFTHE CER~MONYAND IN ADDiTION ASKING BUSINESSES IF THEY WISH TO DONATE A TREE TO CALL AND SIGN UP AS WELL AS SENDING A MAIL OUT TO LOCAL BUSINESSES. SHIRLEY SPOKE BRIEFLY ON THE APPLICATION FOR THE NATIONAL TREE TRUST. SHE CALLED SCOTT NIE AND HE SAID THEY WILL STILL BE ACCEPTING APPLICATIONS UP UNTIL DECEMBER 31, 1995 AND IF WE SHOULD MISS THAT ONE THEY WILL ALSO HAVE ANOTHER PROGRAM FOR NEXT YEAR. SHIRLEY SUGGESTED THEY SHOULD POSTPONE SELECTING THE TREES UNTIL THEY HAVE ADVISORS. SHIRLEY DELAYED ANY FURTHER DISCUSSION, IN ORDER TO INTERVIEW THE APPLICANTS FOR THE ADVISORY POSITIONS. o r1 /001� f� TREE ADVISORY BOARD PAGE 3 OF 5 REGULAR MEETING OF NOVEMBER 60 1995 SHIRLEY BEGAN WITH WELCOMING THE APPLICANTS AND EXPLAINED TO THEM THAT CITY COUNCIL WILL MAKE THE FINAL DECISION AS TO WHO WILL BE APPOINTED AS ADVISORS. AT THE BOARDS REQUEST, ALL THE APPLICANTS BEGAN THE INTERVIEWING BY TELLING THEM A LITTLE BIT ABOUT THEMSELVES. THE BOARD BEGAN THE INTERVIEWING WITH JANICE BRODA. AFTER HER PRESENTATION SHE ANSWERED QUESTIONS FROM THE BOARD MEMBERS. THE NEXT APPLICANT TO BE INTERVIEWED WAS JOHN ALMADA. AFTER HIS PRESENTATION HE ANSWERED QUESTIONS FROM THE BOARD MEMBERS. THE FINAL APPLICANT TO BE INTERVIEWED WAS STEVE DEPUTY. AFTER HIS PRESENTATION HE ANSWERED QUESTIONS FROM THE BOARD MEMBERS. AT THE END OF THE INTERVIEWING SHIRLEY REQUESTED THAT THE APPLICANTS STEP OUTSIDE WHILE THEY VOTED AND DISCUSSED THEIR DECISIONS. A VOICE VOTE WAS TAKEN BY THE MEMBERS AND WAS AS FOLLOWS: CHWMN. KILKELLY: JOHN ALMADA IT WAS UNANIMOUSLY DECIDED, BY THE MEMBERS TO RECOMMENDED JANICE BRODA AND STEVE DEPUTY FOR THE TWO ADVISORY POSITIONS. AFTER THE APPLICANTS WERE ASKED TO COME BACK INSIDE, SHIRLEY ANNOUNCED THE BOARDS DECISIONS AND THE MEMBERS THANKED ALL THE APPLICANTS FOR COMING. SHIRLEY RESUMED WITH THE AGENDA AND INVITED THE APPLICANTS TO STAY FOR THE REST OF THE MEETING. I TREE ADVISORY BOARD PAGE 4 OF 5 REGULAR MEETING OF NOVEMBER REGULAR MEETING OF NOVEMBER 6. 1995 THE MEMBERS BEGAN DISCUSSING THE NATIVE TREE LIST. JANICE BRODA, ONE OF THE APPLICANTS WHO COMPILED THE LIST, ADDED SOME INPUT REGARDING IT. SHE EXPLAINED THAT SHE NEGLECTED TO PUT THE TREES ON THE LIST IN ALPHABETICAL ORDER BY COMMON NAME. SHE SAID SHE WOULD GET A REVISED LIST TO THEM SOMETIME SOON. DONNA ASKED JANICE IF THERE WAS A TREE ON THE LIST NATIVE TO INDIAN RIVER COUNTY THAT WAS NOT SUPPOSED TO BE ON THERE. SHE SAID YES, THAT THE FLORIDA ROYAL PALM, ROYSTONEA ELATA, SHOULD BE ON THE LIST OF TREES NATIVE TO SOUTH FLORIDA, NOT WELL-SUITED TO INDIAN RIVER COUNTY CLIMATIC CONDITIONS. AFTER A BRIEF DISCUSSION DONNA MADE A MOTION TO RECOMMEND THAT THE LIST OF TREES NATIVE TO INDIAN RIVER COUNTY BE INCLUDE IN THE BODY OF THE TREE PROTECTION ORDINANCE. SHIRLEY AMENDED THE MOTION BY STATING THAT THE FLORIDA ROYAL PALM ROYSTONEA ELATA SHOULD BE ELIMINATED FROM THE LIST. JANICE CLARIFIED THAT IT NEEDS TO BE TRANSFERRED TO THE LIST OF TREES NATIVE TO SOUTH FLORIDA NOT WELL- SUITED TO INDIAN RIVER COUNTY CLIMATIC CONDITIONS. SHE SAID THAT SHE WOULD GET AN AMENDED LIST TO COUNCIL THAT REFLECTS THAT CHANGE AS WELL AS IT BEING ALPHABETIZED IN COMMON NAME ORDER RATHER THAN SCIENTIFIC NAME ORDER. DAVID SECONDED THE MOTION. A VOICE VOTE WAS TAKEN AND THE MOTION WAS UNANIMOUSLY APPROVED. IT WAS UNANIMOUSLY DECIDED, BY THE MEMBERS, TO RECOMMEND THAT THE FOLLOWING LISTS OF TREES BE INCLUDED IN THE HOMEOWNERS PACKET AS OTHER RECOMMENDED TREES: - TREES NATIVE TO FLORIDA BUT NOT INDIAN RIVER COUNTY LIKELY TO ADAPT TO INDIAN RIVER COUNTY CONDITIONS - TEMPERATE TREES NATIVE TO NORTH FLORIDA, NOT WELL-SUITED TO INDIAN RIVER COUNTY CLIMATIC CONDITIONS - TREES NATIVE TO SOUTH FLORIDA, NOT WELL-SUITED TO INDIAN RIVER COUNTY CLIMATIC CONDITIONS MEMBERS MATTERS: MARGARET MIQUELON SPOKE BRIEFLY ON HER PROGRESS IN FINDING OUT INFORMATION PERTAINING TO TREE GRANTS. SHE SAID SHE SPENT AN AFTERNOON WITH DAN CLARK AT THE LIBRARY AND THEY WENT THROUGH THE 1995 EDITION OF THE FOUNDATION DIRECTORY AND CAME UP WITH THREE POSSIBLE ENDOWMENTS. JANICE SUGGESTED THE INDIAN RIVER LAGOON 40*� NATIONAL ESTUARY PROGRAM GRANT BULLETIN BOARD SERVICE. SHE SAID THAT THEY HAVE AN EIGHT HUNDRED NUMBER AND THEY ARE DOING AN ONLINE LISTING OF DIFFERENT KIND OF GRANTS. THE BOARD UNANIMOUSLY AGREED. SHIRLEY ASKED THE MEMBERS IF THEY THOUGHT THE BOARD SHOULD BECOME A MEMBER OF THE FLORIDA NATIVE PLANT SOCIETY. JANICE MENTIONED SOME BENEFITS OF BECOMING A MEMBER OF THE F . N. P . S . AND OFFERED TO BRING IN SOME NEWSLETTERS FROM F.N.P.S. AND OTHER ORGANIZATIONS, FOR THE BOARD TO GO THROUGH, BEFORE THEY VOTE ON IT.
