TREE ADVISORY BOARD
MINUTES OF REGULAR MEETING
NOVEMBER 6, 2000

I make a motion that the minutes of October 2, 2000 be approved as submitted.
A voice vote was taken. 4 - 0, motion carried.
ANNOUNCEMENTS: None
OLD BUSINESS:
1) Discuss landscaping around City Hall
Chris McCarthy reported that only one estimate for a sprinkler system has been received
and it was very high. He will continue to attempt to obtain a more reasonable estimate,
and if not, he has been instructed by the City Manager to do it in-house.
Chris also noted that he will contact the Boy Scouts when he has projects ready for
them.
Ruth Davies reported that seedlings were obtained for a previous Arbor Day give-away
from the Division of Forestry and the City paid for them. But she noted that they needed
to be ordered many months ahead of time. Chris offered to check with some nurseries
for some seedlings for handing out.

I move that we ask Chris to investigate finding seedlings for Arbor Day as a
hand-out to the public.
A voice vote was taken. 4 — 0, motion carried.
2) Discuss Arbor Day 2001
Beverly reported that affirmative responses to speaker requests for Arbor Day have
been received as follows: Mayor Barnes, Ray Coniglio, Dale Armstrong, and Joel
Tyson. Trudy Hertling of the Pelican Island Garden Club confirmed that either she or a
representative will be present. Beverly was encouraged to phone those who have not
responded. She will copy the list for general invitations so that other Board members
may add or delete, as needed. General and public invitations should go out after
January 1, 2001.
3) Discuss shade house operations
Anne Dann volunteered for November, Beverly T -Bell volunteered for December,
Charles was volunteered for January, and John Almada volunteered for February.
NEW BUSINESS:
1) Discuss advertising for vacant alternate member position.
MOTION by Davies/Dann
I make a motion the Tree Board advertise to fill the alternate member position.
A voice vote was taken. 4 — 0, motion carried.
PUBLIC COMMENT: None
CHAIRMAN MATTERS: None
STAFF MATTERS:
The Recording Secretary noted that Dawn Hass, the Board Secretary is leaving the City
of Sebastian to take a position elsewhere, and Ann Brack will be taking over the Board
Secretary duties.
Chris McCarthy announced that he is getting married a week from Saturday, and will be
pretty busy. The members all congratulated him and wished him happiness.

MEMBER MATTERS:
Anne Dann asked what measures are being taken in the City to assure that trees that
are planted during new construction are kept alive or replaced, and not just left to die.
There was discussion on this issue and it was recommended that she take this question
to Code Enforcement, Planning and Zoning, or City Council.
Anne then inquired about the removal of noxious plants at construction time. She was
advised that the codes covering these issues and a list of the undesirable plants are
available at the Building Department.
Lynn Albury noted a list of guidelines that she had created to pass out to the schools that
are participating in the Arbor Day Poster Contest. It was suggested that this list should
be approved by City officials, and it was also suggested that a release form may be
needed to be distributed for the purpose of approval for student names to be published
in the media. Secretary Brack agreed to check on this.
John Almada arrived late for the meeting and was brought up to date on all things
discussed.
Chris McCarthy noted that the amount of $10,000 that is available to include the
landscaping project is earmarked for all improvements for Main Street, from the railroad
track to City Hall.
John volunteered for February for the shade house, and it was suggested to volunteer
Charles Cardinale for January.
Acting Chmn. Lynn Albury adjourned the meeting at 6:15 pm.
