MINUTES OF REGULAR MEETING
DECEMBER 3, 2001
Chairman Cardinale called the meeting to order at 5:32 P.M.
The Pledge of Allegiance was said.

APPROVAL OF MINUTES:

MOTION by Cardinale/Davies
I'd like to make a motion to approve the minutes of our regular meeting from
November 5th, 2001.
A voice vote was taken. 5 - 0, motion carried. (Larry Birchmeyer(a) voted in Anne
Dann's absence.)
ANNOUNCEMENTS:
The Secretary noted that she was contacted by Beverly T-Bell(a) and Beverly will be
unable to attend the Board meetings because of meetings for her job until March, 2002,
and asked for excused absences. Beverly also volunteered to be involved with the
Arbor Day activities,
OLDBUS!NESS:
A, CHRIS McCARTHY REPORT ON CiTY PARKS
Chris provided a list of Park and Recreation Improvements budgeted for the next 5
years, and also those listed for the 2001-2002 budget. He noted that some of the
projects may possibly be moved up. There was a brief discussion about the new
recreation impact fee and how it will impact plantings at park sites. Chris will keep the
Board informed on the plans for the proposed Filbert Street Park. He also gave some
information on the preliminary plans for the Veterans Memorial at Riverview Park, which
includes installation of lar_r.,ge_.trees.

At this point, there was consensus of the Board to change item B. to discussion with
Corey Barber about his Eagle Scout project.
B. COREY BARBER- EAGLE SCOUT PROJECT
Corey Barber was present and indicated that his choice for the Eagle Scout project is to
build planters around the new welcome signs at U.S. 1 & Barber St,, CR 512, and U.S. 1
and Schumann Drive, He asked the Board to help him with choosing the plants and with
the design of the planters.
Chris McCarthy noted that he will assist Corey with financial support and any other help
he needs, He also noted that City Manager Terrence Moore is very happy with this
project.
There was discussion about the size of the signs and the size of the planting beds.
Corey will spend the next month measuring the areas and come back to the next
meeting with this information,
Larry Birchmeyer(a) suggested using Ilex Schelling and Coontie Palm which are slow
growing Florida natives and require very little maintenance, and also Blue Daze, It was
noted that there is no irrigation available for these sites and Corey will be required to
keep the plants watered every day for thirty (30) days. Larry also noted that Burt Jones
in the Engineering Dept. has books that could help with Florida native plants, and he's
available in the mornings,
Corey noted that the Board members would be welcome to help with the planting, and
his Scout troop will be helping,
B. ARBOR DAY DISCUSSION
Chmn. Cardinale noted the change in the date for this ceremony to April, 2002, Chris
suggested that if donations are to be obtained, they should be in the form of a tree
instead of money, Larry asked if this Board can create it's own funds and there was
discussion on this issue. The issue of a plant sale was discussed. Larry suggested
setting up a 501 C3 account, Chmn. Cardinale suggested having a plant sale at the
2002 Arbor Day ceremony with proceeds going toWard purchasing trees for the 2003
Arbor Day ceremony.
MOTION by Albury/Danne
I move that Cathy be Chairman and that Charles and Larry be Co-Chairmen.
A voice vote was taken. 5 - 0, motion carried.
There was discussion about a "motto" for Arbor Day. Also discussed was how to inVOlve
school children in this event. The suggestion was made to have a Board member visit
the elementary schools (Maria Jackson and Bonnie Swanson) for input from the

teachers on a possible project. Using trees from the shade house was discussed.
poster contest was turned down. "Growing a seedling" race was suggested.
Cathy summarized the discussions as follows:

1. Next month, a report from Ruth (schools)
'2, Larry will report on funding and a rough idea how much his nurseries might
donate,
Accomplishments were suggested as follows:
1. Involve elementary school children
2. Plant three (3) nice, big trees (Chris)
3, Remind citizens that this is a Tree City and what that means
Anne Dann suggested an essay contest.
D. WORK PLAN
The work plan for 2001 was analyzed for projects to be carried over to 2002 as follows:
1. Arbor Day - Blossom Park (first choice) with three (3) big trees
2. Brazilian Pepper removal
3, Display at Library (March or April)
4. Chris will advise on Beautification of Main Street
5. Shade House Operation - set up quarterly workday for Board members. The
first one will be on January 26th, 2002, at 10:00 A.M. Repotting needs to be
done and fertilizer is needed. Chris will supply materials and Larry has pots.
6. Projects requested by City Council
7. Change Landscape Code
8, Moral Support for the Boy Scout "Eagle" designation
9. Continuing effort for the Urban Forester
10. Filbert Street Park
There was discussion about the Envirothon planting on the east side of City Hall, and
Chris informed the Board that a picnic table and new mulch are on order. Larry
requested some more crushed stone,

NEW BUSINESS:
MEMBERS MATTERS:
Larry noted that Dan Culbert will have speakers on Dec. 18 to give information on pine
borers and tree trimming. He suggested contacting the Urban Forester in Gainesville as
a speaker for Arbor Day or some other event, at a cost to the City for expenses, He also
noted that a lot of research is being done at the University of Florida at Gainesville, and
could be a good source for speakers,

It was noted that Dan Culbert may have a Master Gardener session in these Council
Chambers in the near future since the Library is unavailable at present.
Anne Dann noted that she went to the City Council meeting (Vero Beach) in regard to
the discussion about an Urban Forester, and Caroline Ginn is pro-Urban Forester, and
Fran Adams was against.
Cathy questioned this Board's letter to Sebastian City Council on this issue, and Chmn.
Cardinale responded that Mr. Moore indicated that he would set up a joint session when
this Board is ready. He also indicated that the letter went to Mayor Barnes some time
ago but this Board has not made a formal presentation on the issue.
CHAIRMAN MATTERS:
Chmn. Cardinale then' read the most recent letter to be sent to the City of Fellsmere
inviting their participation in requesting an Urban Forester at the County level. VC Fulton
requested that a copy of this letter be sent to Fran Adams, County Commissioner.
(Upon inquiry, the secretary was directed not to cc Fran Adams since the Sebastian City
Council has not yet indicated approval of this effort, and they would be asked to help to
promote this idea at the County level.)
Chmn. Cardinale then mentioned his draft of a letter to the editor on this matter, and he
was reminded to submit it as a private citizen and not as a Tree and Landscape Advisory
Board member and Chairman. The secretary reminded him that he needs to disclose
that he is Chairman of this Board, but should make it clear that it is not from the Board.
The Chairman then gave an update on the antiqipated changes to the Landscape Code.
Chris indicated that he will send the paperwork for~ renewing the Tree City designation
before the end of December, He also noted how difficult it is becoming to qualify for this
designation because of the criteria involved. There was discussion on this issue.
The Chairman adjourned the meeting at 7:14 P.M.
