ANNOUNCEMENTS: 1) Fran Adam's has confirmed that she will speak at the Arbor Day Celebration. /001� 2) Board member Virginia Gordon has resigned from the board. 3) Lyn Albury's Application will go before City Council Wednesday 12/15/99. 4) The Recommendation for removal of board members Charles Roth and Danne Herlan will go before City Council Wednesday 12/15/99. 5) An Advertisement will be put in the paper for the vacant member positions with an open-ended deadline until the positions are filled. 6. CITY OF SEBASTIAN r... TREE ADVISORY BOARD MINUTES OF REGULAR MEETING DECEMBER 6, 1999 Vice Chairman Fielding called the meeting to order at 6:35 p.m. The Pledge of Allegiance was said. ROLL CALL: PRESENT: Charles Cardinale VC Clay Fielding Cathy Fulton ALSO PRESENT: Chris McCarthy, Parks Department Ann Brack, Recording Secretary APPROVAL OF MINUTES: {11/1/99} MOTION by Cardinale/Fielding I would go ahead and approve the minutes from the meeting of November 1", 1999. A voice vote was taken. 3 — 0 motion carried. ANNOUNCEMENTS: VC Fielding read the announcements from the agenda. Mr. Cardinale verified the commitment of Fran Adams for the Arbor Day Celebration. The Secretary noted that Virginia Gordon hopes to remain available for some volunteer work with this Board, when circumstances allow. It was determined that this Board still needs 4 new* members, 2 regulars and 2 alternates. OLD BUSINESS: 1) MODEL PLANTING UPDATE: Mr. Cardinale reported that Mr. Anderson from SRHS has not been able to attend a Board meeting, but he will write a letter to the City Manager telling him that he is still interested in this project, but that his schedule t has not provided enough time at this point. The letter has not been received and Mr. Cardinale noted that he will call Mr. Anderson about this. TREE ADVISORY BOARD MINUTES OF REGULAR MEETING OF DECEMBER 6, 1999 2) DISCUSS ARBOR DAY 2000: Chris McCarthy responded to questions from VC Fielding and Ms. Fulton and commented that this Board had requested tree plantings to be done by the new exercise stations at Hardee Park. He indicated that the number of trees will be determined by the amount of donation dollars that come in. Mr. Cardinale suggested planting just one tree for ease of care. Chris McCarthy responded that several trees have always been planted on Arbor Day, in the past. There was discussion on this issue, and it was determined to purchase Grade #1 quality. Chris also wanted to know what kind of trees are being requested, and the total amount of money donated for this purpose. Mr. Cardinale noted that he is waiting for a contact from Billy Brognano on the donations, but he will contact him this week. There was discussion on the kinds of trees to be planted and placement of them at Hardee Park. It was determined that the Board's choices are as follows: eoo� 1. Magnolia 2. Dahoon Holly 3. Southern Red Maple 4. Live Oaks The Arbor Day Ceremony outline was then reviewed — Cathy Fulton will confirm VFW/Am. Legion presentation of colors. Charles will contact Billy Brognano about donations. Margaret Miquelon, Pelican Island Garden Club was present, and verified providing coffee and cookies for the Ceremony. She coordinated the electrical needs and the number of tables needed with Chris McCarthy. It was determined that it will be set up close to the parking lot in an open area near the west end. She then introduced Trudy Hertling, president of the Garden Club. Mr. Cardinale confirmed the following speakers: City Manager, Terrence Moore Boy Scout Leader, Joe Collins H.S. Environmental Science Class, George Anderson Chris McCarthy confirmed Forester, Dale Armstrong's presence. 2 W TREE ADVISORY BOARD MINUTES OF REGULAR MEETING OF DECEMBER 6, 1999 It was noted that State Representative Charles Sembler has not committed. It was suggested that a phone call would be advisable. Mayor Neuberger has committed to do the proclamation. Shirley Kilkelly, a past Board member, noted that she has talked to Dan Culbert and he has agreed to speak at this ceremony. Charles Cardinale commented that he also spoke to Mr. Culbert, and he will have about a seven minute presentation. There was discussion and it was agreed to add him to the agenda. (Mr. Cardinale asked Chris McCarthy to make sure there is a nice mulched circle around the base of the tree planted during the ceremony). It was determined to send the invitations out the first week of January, 2000. VC Fielding asked who would coordinate the agenda with Dawn, the Board Secretary. This issue was discussed and it was determined that the remaining information should be obtained by the next meeting in January, and then be coordinated into an agenda at that time. It was also determined to send copies of the final agenda to all who will speak or participate in the ceremony. Chris McCarthy will provide fifty (50) chairs, and three (4) tables. Anne Putman inquired about the grade of tree to be planted. She suggested that nothing less than a grade 1 should be planted. Shirley Kilkelly suggested including `Florida Grade 1' language in the offer to bid to avoid getting inferior quality. There was discussion on this issue. John Almada suggested using the term `High Quality', and Chris noted that on the bid offer, he will add a sentence that reads —Any low quality trees will be rejected'. Chris offered to bring a written quote form for this Board's approval at the next meeting. There was a brief discussion on the pros and cons of placing Magnolia trees near the exercise stations. Shirley suggested a courtesy call to the American Legion about presenting colors at the ceremony. The Secretary also suggested that a courtesy call should probably go out to all speakers about a week before the ceremony. Cathy Fulton noted that as soon as the agenda is finalized, it should be /001� sent to all participants — in the first week of January, 2000. 3 1 Q TREE ADVISORY BOARD MINUTES OF REGULAR MEETING OF DECEMBER 6, 1999 It was determined that the amount of donations and the final draft of the agenda will be discussed at the January meeting. Charles suggested that he and Cathy Fulton share the master of ceremonies role. NEW BUSINESS: 1) DISCUSS FUTURE PROJECTS: Charles Cardinale indicated that the trees at the H. S. Shade house are fine. Shirley Kilkelly and John Almada agreed. He then spoke on the Model Planting project involving George Anderson's class at the High School and suggested that if the Board feels it doesn't want to wait a long time, this project might be planned in-house. There was discussion on this issue. PUBLIC COMMENT: Shirley Kilkelly noted that at a meeting with the City Manager a month or so ago, it was determined that the Tree Advisory Board would send a memo to Engineering and Public Works a month in advance to notify them of any new plantings that were going to occur. She suggested a memo should be sent about the plans for Hardee Park on Arbor (*"ON Day. This issue was discussed. Clay Fielding noted the water line protruding from the ground at Hardee Park, but the Board didn't think the plantings would interfere with that. There was more discussion. The Secretary was directed to send this memo stating the time and place, and location of trees on the site. Chris McCarthy gave information about possible future plans for this Park. Anne Putman commented that the City Manager had committed to replacing 27 cypress trees at Schumann Historical Park and asked when this would be done. Chris McCarthy responded that 30 of these trees were planted this morning and they were planted in groupings. ADVISOR MATTERS: John Almada spoke on a proposed Ordinance for clearing vacant lots. He was concerned about trees and wildlife habitat being disposed of. Chris McCarthy noted that Council instructed the City Attorney to check into some kind of Ordinance on this matter. The Secretary commented that tentatively, the issue is to cut the undergrowth away but not the trees, and only on lots that abut a residentially improved lot. It was suggested that this Board develop a letter to City Council to express their attitude on this subject. John Almada was asked to prepare this letter. It was also 4 f*O%N, a .- eft,�N TREE ADVISORY BOARD MINUTES OF REGULAR MEETING OF DECEMBER 6, 1999 ,/°r°',, suggested that he could speak before Council when it next comes up on the agenda. This issue was discussed. Mr. Almada then noted a newspaper article that indicated a plan to develop City Parks, and commented that this Board has worked on by doing a tree survey on 89 City owned properties, of which many are for drainage. He also commented that someone from the City, at the Council meeting, mentioned "six — (6)" properties available for Parks. Mr. Almada said that he knows of about thirty (30) sites for Parks. He asked the Board members if they want to somehow get involved in that issue. He also remarked that one of the tenets of the Arbor Day Foundation is to do a city-wide tree survey. There was discussion on this subject. Charles Cardinale asked about the status of the Land Development Code and the Comprehensive Plan. The Secretary commented that the Local Planning Agency is in the process of reviewing the Articles in the LDC. It was suggested that the Landscape Code is in Article XIII, and has not yet come before this Board. It was suggested that the Vice Chairman should request that the Tree Ordinance and Landscaping sections come back to the Tree Advisory Board for review if any changes have been made. There was discussion on this issue, as well as the Tree Board review of the Golf Course landscaping proposal. Ms. Kilkelly noted that she would check with the City Clerk's office on the status of these issues. STAFF MATTERS: Chris McCarthy commented that the pines will probably be planted within the next two weeks. There was discussion on this issue. Chris commented that he may just order 50 larger pine trees for the replacement at Atlantis Terrace. It was suggested that they be planted 8 ft. apart. Then there was discussion of planting red cedar instead of pines. Charles Cardinale indicated that the pine trees at the shade house need to be planted soon or they will die. Anne Putman suggested planting the pine trees in a "grove" or cluster. She also commented that the red cedars help deaden sound. There was discussion about placing the pines on the comers and placing red cedars in between at Fairfield and Barber.
