Facility Location: Liberty Tire Recycling, LLC operates the existing Port St. Lucie Plant, which is in St. Lucie County at 9675 Range Line Road in Port St. Lucie, Florida. Project: The Port St. Lucie Plant recycles both automo-bile and truck tires by vari-ous multi-stage shredding and sorting operations to produce rubber granules of various sizes. The fugitive emissions from the equipment are con-trolled through a combination of enclosure, cyclones, and a dust collector/bag house. Cyclones are also used to sep-arate product from unusable dust prior to packaging for transport to customers. Liberty Tire Recycling, LLC is proposing to install a new dust collector (i.e., baghouse) that will replace and assist current air pollution control equip-ment in Building No. 6 at the existing Port St. Lucie waste tire processing facility. The project also involves remov-al of a cyclone (Emission Pt. 3) and positioning an exist-ing cyclone (Emission Pt. 4) in series with the new baghouse. The current operations in Building No. 6 will not change because of this project. This project will upgrade the cur-rent operation efficiency in Building No. 6 and will reduce the potential for particulate matter (PM), PM with a mean diameter of 10 microns or less (PM10), and PM2.5 emissions. The PM removal efficiency of the proposed baghouse sys-tem can be as high as 99.97%. According to the applicant’s analysis, the potential emis-sions from the new baghouse is evaluated to be 0.92 tons/year (TPY) of PM/PM10 and 0.44 TPY of PM2.5. Permitting Authority: Appli-cations for air construction permits are subject to review in accordance with the provi-sions of Chapter 403, Florida Statutes (F.S.) and Chapters 62-4, 62-210 and 62-212 of the Florida Administrative Code (F.A.C.). The proposed project is not exempt from air permit-ting requirements and an air permit is required to perform the proposed work. The Per-mitting Authority responsible for making a permit determi-nation for this project is the Office of Permitting and Com-pliance in the Department of Environmental Protection’s Division of Air Resource Man-agement.
