Bolton, Water and Sewer Director, P.O. Box 1389, Vero Beach, Florida 32961, who applied on April 12, 2017 for a permit to operate a Class I injection well system. The project is located at the Vero Beach Water Treatment Plant, 2515 Airport North Drive, Vero Beach, Florida 32960 in the County of Indian River (File No. 288155-004-UO/1X, WACS# 95424). The purpose of the project is to dispose of reverse osmosis concen-trate and treated municipal effluent from the City of Vero Beach Water Treatment Plant and Wastewater Treatment Facility. The facility will operate - An Injection Well System, con-sisting of one non-hazardous Class I injection well (IW-1) with, twenty four-inch diam-eter steel casing to 2,651 feet below land surface (bls), six-teen-inch, FRP injection tubing to 2,641 feet bls, and a total depth of 3,070 feet bls. The monitoring well MW-1 moni-tors from 1,682 to 1,765 feet bls. The Department has permit-ting jurisdiction under Chap-ter 403 of the Florida Stat-utes and the rules adopted thereunder. The project is not exempt from permitting pro-cedures. The Department has determined that an operation permit is required for the pro-posed work. The Department will issue the permit unless a timely petition for an administrative proceed-ing is filed pursuant to the provisions of Sections 120.569 and 120.57, F.S. On the fil-ing of a timely and sufficient petition, this action will not be final and effective until fur-ther order of the Department. Because the administrative hearing process is designed to formulate final agency action, this process may result in a modification of the proposed agency action or even denial of the application. A person whose substantial interests are affected by the Department’s action may petition for an administrative proceeding (hearing) under Sections 120.569 and 120.57, F.S.
