Dear Mr. Griffin:
Dredging & Marine Consultants, LLC (DMC) is pleased to submit this proposal to provide
preliminary engineering design and permitting services for the above referenced project. It is our
understanding that the City of Sebastian desires general design specifications and typical cross
sections for earth embankment canal slope repairs, for future canal slope repairs to be performed
on as -needed basis, along the 6.5± miles of existing canals within the Southern Drainage Canal
and Waterway System, as shown in Figure 1 on the following page.
In addition, we further understand that the City also desires general engineering comments and
recommendations for any anticipated changes to the stormwater drainage and canal conveyances
of the overall drainage canal system with the proposed earth embankment canal slope repairs;
input from the St. Johns River Water Management District (SJRWMD) for any mitigation measures
that may be required; input from SJRWMD regarding a "Conceptual Master Permit' to expedite the
permitting process when specific canal slope repairs will be needed; and anticipated cost estimates
for the repair activities.
SCOPE OF SERVICES
As requested, the scope of our work for this preliminary phase of the project will be performed
utilizing the limited geotechnical and survey information presented in the 2015 Seawall
Assessment report and from any other readily -available sources. We note that complete
engineering evaluations of the stormwater drainage, slope stability and seepage analyses, and the
engineering design with associated cost estimates of the subject canal slope repairs will require a
thorough topographic survey with detailed cross sections of the canals at 100± foot intervals, and
geotechnical soil borings performed to depths of 20 to 30 feet along the top of bank of the canals at
maximum 1,000 foot intervals.
DMC will assist with the following services as indicated in the tasks shown below.
Task 1: Site Reconnaissance and Review of Background Information
• DMC will review the 2015 Seawall Assessment report and associated geotechnical and
survey information provided by the City.
• DMC will also review all additional information provided by the City (i.e., surveys, right-of-
way limits, stormwater drainage maps and water control structure elevations). In addition,
we will review any geotechnical and/or survey information available from other sources
(e.g., USDA SCS Soil Survey for Indian River County).

DMC will perform a site reconnaissance of the Southern Drainage Canal and Waterway
System to further investigate the existing conditions of the subject canal slopes. As shown
in Figure 1 below, it is our understanding that the subject site consists of the following:
1. The Elkcam Waterway, from Clearbrook Street to Barber Street
2. The George Street Canal, from the Elkcam Waterway to the South Collier Canal
3. The Schumann Waterway, from the Elkcam Waterway to Laurel Reserve Drive
4. The South Collier Canal, from Sebastian Boulevard to South Easy Street

• DMC will generate the typical cross sections and general specifications for the earth
embankment canal slope repairs, will submit them for City review at the 30%, 60% and 90%
completion stages, and will be finalized based on the City's comments.
• DMC will provide preliminary engineering comments and recommendations regarding the
stormwater drainage and canal conveyance of the system associated with the earth
embankment canal slope repairs and new canal cross-section geometries, under the
assumption that all the subject canal slopes were to be repaired at the same time.
• DMC will provide one general cost estimate for each typical cross section provided.
Task 3: Permitting Services
• DMC will conduct meetings with the St. Johns River Water Management District (SJRWMD)
to review the typical cross sections and general specifications for the earth embankment
canal slope repairs. In addition, we will discuss with SJRWMD any mitigation measures
that may be required, and the process for obtaining a "Master Permit" to expedite the
permitting process when specific canal slope repairs are needed.
DMC staff will submit complete environmental resource permit (ERP) applications to all
necessary agencies, and will respond to any requests for additional information (RAls) until
the permits are issued.
Please note that any permit fees will be the City's responsibility.

Our fees associated with the aforementioned tasks are summarized below and are itemized in the
attached Fee Estimate Breakdown. Additional services (e.g., assistance with securing potential
grants from funding agencies) can be quoted upon request.
