SUMMARY
After considerable research, including visits to numerous skate parks in Florida and consultation
with several municipalities, and numerous skate park users, staff determined that the most
practical procedure would be to develop a consulting contract with Mr. John Woodstock.
Mr. Woodstock who has been in this business for 10 years offers a unique service, whereby his
staff can cut patterns for City Public Works staff to develop framework structures. Mr.
Woodstock will advise on construction on these skateboard elements.
For his part in this cooperative effort the fee would be $30,000. Mr. Woodstock is the sole
source for such skate park services at the Barber Street Sports Complex.
RECOMMENDED ACTION
Move to waive competitive sealed bid requirements, and authorize staff to enter into an
agreement with John Woodstock as consultant for the skate park project, in the amount of
$30,000.

It has been my pleasure to be acquainted with skate board designer and
builder, John Woodstock.
I have worked closely with John since 1997 in building a "state of the art"
skate park for the YMCA of the Palm Beaches. During that time I've watched
John excel in his creativity, as well as his unmatched work ethic. Even though
the YMCA wanted to pursue this particular venture, no one on the staff or the
board had experience to guide us through the various issues that owning a
skate park would bring. However, John Woodstock had the necessary
experience and talent to bring about a positive conclusion.
I would without hesitation recommend John Woodstock to any organization
considering the formation of a skate park, his skill and his word are his bond.
