The water supply to the restroom shall tee from the water supply to the Existing building. B. All water and wastewater utility construction shall be in accordance with IRC Water and Wastewater Utilities Standards. C. A 4" schedule 40 PVC waste pipe shall extend approx. 4-6' from the west side of the building and shall be capped off, as indicated on the Site Plan; this pipe will be connected to a lift station by others. D. Irrigation lines that are damaged or removed shall be restored as required. Ref. Yacht Club Restroom Technical Specification DIVISION 7 - THERMAL AND MOISTURE PROTECTION 07100 - WATERPROOFING A. The Contractor shall furnish all materials, labor, and equipment necessary for the installation and completion of the work. B. The Contractor shall examine all work in direct contact with or having an effect on his work. If any defects are found that would have an adverse effect on the erection or completion of the installation of his materials, the Contractor shall notify the owner in writing of the nature of the defects. If the Contractor proceeds with his work without effecting such notification, it shall be construed as an acceptance by him of all preceding work. C. Coordinate waterproofing with other trades and make provisions for their work so as to avoid cutting and patching. Protect completed membranes from damage until the building is completed. D. Contractor shall famish and install 0.006" polyethylene vapor barrier under floor slab reinforcing bars and welded wire mesh. Protect from damage until floor slab is poured. 07300 - FIBERGLASS SHINGLE ROOFING A. The Contractor shall furnish all materials, labor, and equipment necessary for the installation of the fiberglass roofing shingles as shown on the Drawings. B. The Contractor shall examine all work in direct contact with or having an effect on his work If any defects are found that would have an adverse effect on the erection or completion of the installation of his materials, the Contractor shall notify the owner in writing of the nature of the defects. If the Contractor proceeds with his work without effecting such notification, it shall be construed as an acceptance by him of all preceding work. C. The Contractor shall provide a five-year written guarantee against any defects in material and workmanship for roofing, flashing and complete roofing membrane. D. The Contractor shall match shingles to shingles on existing yacht club building. E. Shingles shall be installed per SBCCI acceptance for 120 MPH wind zone. All fasteners for tintabs and shingles shall be hand driven nails. Staples and gun shot nails are not acceptable. E. Singles shall be installed per SBCCI acceptance for 110 MPH wind zone. The Contractor shall famish all materials, labor, and equipment necessary for the installation and completion of the flashing and sheetmetal work. B. The work under this Section shall include, but not be limited to, flashing, counterflashing, curbs, cants, and other devices shown on the Drawings or needed for a proper and complete installation. C. The Contractor shall examine all work in direct contact with or having an effect on his work. If any defects are found that would have an adverse effect on the erection or completion of the installation of his materials, the Contractor shall notify the owner in writing of the nature of the defects. If the Contractor proceeds with his work without effecting such notification, it shall be construed as an acceptance by him of all preceding work. 12 Ref. The Contractor will label the key at the time of installation. Keys will be turned over to the Owner at Project completion. All doors to be keyed alike. G. Installation: 1. Install and adjust for proper operation and function. Cover door knobs and other surfaces while all finish work is in progress. Clean paint from exposed surfaces thoroughly before building is occupied. 2. All fasteners shall be the type consistent with the job conditions and the quality of the hardware and shall match in finish. 3. Install stops and holders at approved locations. a) On concrete and solid masonry with lead shields (rawl plugs not acceptable); b) On hollow wall, with toggle bolts; C) To doors with through bolts and grommet nuts or hex nuts as applicable. The Contractor shall famish all materials, labor, and equipment necessary for the complete painting of all non-prefmished work on the interior and exterior of the building as shown on the Drawings and as hereinafter specified. B. The Contractor shall examine all work in direct contact with or having an effect on his work. If any defects are found that would have an adverse effect on the erection or completion of the installation of his materials, the Contractor shall notify the owner in writing of the nature of the defects. If the Contractor proceeds with his work without effecting such notification, it shall be construed as an acceptance by him of all preceding work. C. Painted surfaces shall receive at least two (2) coats over primer except as otherwise noted. Coats one and two shall be visibly different in color when dry. Painting shall not be required on areas noted as being covered with a prefinished material or as being unfinished. D. The Contractor shall be responsible for timely delivery of the partitions. C. The Contractor shall examine all work in direct contact with or having an effect on his work. If any defects are found that would have an adverse effect on the erection or completion of the installation of the materials, the Contractor shall notify the Owner in writing of the nature of the defects. If the Contractor allows this work to proceed without effecting such notification, it shall be construed as an acceptance by him of all preceding work. D. Yacht Club Restroom Technical specification DIVISION 16 - ELECTRICAL 16400 - SERVICE AND DISTRIBUTION PART 1 -GENERAL A. The requirements of the general, supplementary and special conditions of the contract specifications and drawings are hereby made a part of this section of the specifications. B. It is the intent of the plans and specifications to provide a complete and operating installation including all obviously necessary items even though items are not indicated on the drawings or specifications. C. The Contractor shall secure and pay for all permits, State Sales Tax, Federal Excise Tax, royalties and other taxes or fees as required for installation of a complete system as outlined herein and as shown on the plans. The Contractor shall secure all necessary licenses and insurance. D. The work shall comply with the latest applicable requirements of the NFPA, the NEC, and all local codes governing this installation as a minimum standard unless specifications listed herein or shown on the plans require a higher minimum standard. E. Where one manufacturer only is named, the bids shall be based on furnishing equipment or materials by this manufacturer. Products of other manufacturers will be considered for use if in the Engineers opinion, the item requested for substitution is equal to that specified. Where no manufacturers are named, the Contractor shall select equipment or material which meets the specifications. F. The contract drawings indicate the extent and general arrangements of equipment and systems. If any departures from the contract drawings are deemed necessary by the Contractor, details of such departures and reasons therefore shall be submitted to the City for approval. No such departures shall be made without the prior written approval of the City. G. The Contractor shall conform to all reasonable changes without additional cost to the owner. H. All obvious errors and/or omissions in the above mentioned documents shall be called to the attention of the Engineer at least four days prior to the bid date. If notification is not received, no extras to the original drawings and specifications will be authorized. I. The Contractor shall provide a guarantee against defective workmanship, materials or equipment for a period of one year from the date of acceptance. This guarantee shall include all costs encountered in the replacing of defective work or materials. In the event the Contractor fails to take action to correct any such defect within 24 hours after receipt of written notice, the work of correcting such defect may be accomplished by the owner and the Contractor shall be liable for the cost of this work. I The Contractor shall convey to the owner any additional guarantees or warranties provided by the manufacturer of an individual item of equipment or material. EMT may be used for all branch circuit wiring in areas above grade and within the building. All EMT shall be galvanized. All EMT fittings shall be steel compression type. 2. The restroom facilities will be approximately 23' x 21'each. The Contractor shall be able to be properly licensed in the City of Sebastian, and shall show Proof of Insurance to conduct its business, with all licenses, permits, and certificates as required by all local, State of Florida, Federal agencies. Contractor shall submit a current license from the State of Florida and must be capable of obtaining the appropriate licenses and certificates in the City of Sebastian. Contractors interested in preparing a bid may pick up or request a bid package with Instructions for Bidders and specifications from the Office of General Services , 561-388-8203. All items bid shall conform to the Contract Documents in their entirety, and no bid shall vary from the Contract Documents unless specifically approved in advance in writing by the City. Any bids received without Proof of Contractor's Licenses, Public Entity Crime Form, Drug Free Workplace Form, and Proof of Insurance (in the amounts specified in the Contract Documents), may be disqualified. Any person or affiliate who has been placed on the convicted vendor list following conviction for a public entity crime may not submit a bid as proscribed by Section 287.133, F.S. This project does have a liquided damages clause of $250.00 per day, and requires a payment and performance bond equal to 100% of the contract price which is required only after contract award, & prior to the start of work. U Bidders are welcome to attend the bid opening; however, attendance is not mandatory. Opening of the Bids will commence at the date and time specified in the Notice Of Invitation To Bid, and publicly read aloud, providing one or more Bidders are in attendance. The Purchasing Agent or his designee shall be present at all Bid openings. 6. BID EXAMINATION Bid files may be examined during normal working hours, ten (10) days after bid opening, by appointment only, by contacting the City Clerk's office at 561-589-5330. 7. REQUIRED INFORMATION Bidders shall follow all instructions and provide all information requested on the bid proposal form. Bidders wishing to qualify all or any portion of the bid shall provide a hand printed or typed explanation on the bid or separate attachment to be submitted with the bid. 8. ACCEPTABLE BIDS Bid proposals shall be typewritten or filled in with ink. Any erasures or corrections must be initialed by Instructions Page I of 5 the Bidder in ink. 9. NEW EQUIPMENT AND MATERIALS Prices shown on the bids must be prices for new equipment and materials, and the successful bidder shall warrant same for a period of not less than two (2) years from the installation date. 10. SALES TAX Although the City of Sebastian is exempt from Federal and State Sales and Use taxes, Contractors or Vendors doing business with the City are = exempted from paying said taxes to their supplier for goods or services purchased to fulfill the contractual obligations with the City, nor shall any Contractor or Vendor be authorized to use the City's Tax Exemption Number in securing such materials. 11. CONFLICT' OF INTEREST Contract Award is subject to provisions of State Statutes and City Ordinances. All Bidders must disclose with their bid the name of any officer, director, or agent who is also an employee of the City of Sebastian; further, all Bidders must disclose the name of any City employee who owns, directly or indirectly, an interest of ten percent (10%) or more in the Bidder's firm or any of its branches. Should the successful Bidder permanently or temporarily hire any City employee who is, or has been, directly involved with the Bidder prior to or during performance of the resulting contract, the Agreement shall be subject to immediate termination by the City. 12. LICENSING. CERTIFICATION. AND/OR REGISTRATION Contractors must show their current Contractors license. Prior to start of work, if the Bidder is a State Certified General Contractor, the Bidder must be registered with the City of Sebastian; if the Bidder is a State Registered General Contractor, then the Bidder must hold a Competency Card with the City. In any event, the Contractor shall contact the Administrative Assistant at the Building Department 561- 589-5518 and insure compliance with all City ordinances, rules and regulations, including Building Permits if required. Lack of knowledge by the Bidder shall in no way be a cause for relief from responsibility. Failure to comply with the above may result in the rejection of the Bid. Two (2) copies of any licence, or certification as required shall be submitted with the bidding documents. A certificate, letter, or similar must be obtained from the City's Building Department, & is required on this project prior to execution of a contract, & should be submitted to the Purchasing & Contract Administrator with any payment/performance bonds which may be required. In essence, this authorizes you to perform work in the City of Sebastian. Any Sub-Contractor(s) must also be certified. Instructions Page 2 of 5 13. CORRECTIONS. CANCELLATION. & WITHDRAWAL A. Bidders may be asked to provide further information after bid opening to determine the responsibility of the vendor. B. Waiver of Technicality; Information shall not be considered alter the bid opening if it has been specifically requested to be provided with the bid and becomes a matter of responsiveness. The bid shall be considered responsive if it substantially conforms to the requirements of the Invitation to Bid. The City may waive any informality, technicality, or irregularity on any bid. A minor or non -substantive lack of conformity may be considered a technicality or irregularity which may be waived by the City. C. Mathematical errors; Errors in extension of unit prices or in mathematical calculations may be corrected. In cases of errors in mathematical computations, the unit prices shall not be changed. D. Cancellation or postponement; The Purchasing & Contract Administrator may cancel or postpone the bid opening or cancel the Invitation to Bid in its entirety. E. Withdrawal; Prior to any published bid opening date and time, a bidder may withdraw his or her bid in writing. A fax is permitted for this purpose, provided a confirming telecon is made. Amendments; Prior to any published bid opening date and time, a bidder may amend the bid provided that it is in writing, in a sealed envelope, and identified. 14. AVAILABILITY OF FUNDS The obligations of the City of Sebastian under this award are subject to the availability of funds lawfully appropriated for its purpose by the City Council of the City of Sebastian. 15. PUBLIC ENTITY CRIMES Any person or firm submitting a bid in response to this invitation must execute the attached SWORN STATEMENT UNDER SECTION 287.133, FLORIDA STATUTES, PUBLIC ENTITY CRIMES, including proper check(s) in the space(s) provided, and enclose it with said bid. 16. DRUG-FREE WORKPLACE The Drug -Free Workplace form, as attached hereto, shall be submitted with the bidding documents. 17. BID GUARANTEE The Bidder warrants that the unit prices, terms, and conditions quoted in the bid will be firm for acceptance for a period of not less than sixty (60) days from the bid opening date. Such prices will remain firm for the period of performance of resulting purchase orders or contracts which are to be performed. Instructions Page 3 of 5 18. Unsuccessful bidders shall be entitled to return of surety after final award of bid. A successful bidder shall forfeit the amount of its security upon failure on his part to execute a agreement within ten (10) days alter receipt of a proposed agreement from the City unless the time for executing the agreement is extended by the City. 19. PAYMENT AND PERFORMANCE BONDS (ONLYIFCALLED FOR INTHENOTICE OF INVITATION TO BID) A Payment and Performance Bond equal to one hundred percent (100%) of the Agreement price shall be required on this project, and shall be provided by the successful bidder at the stipulated time of the execution of the agreement, failure to do so shall cause said bidder to be in default and forfeit his Bid Bond in its entirety. (Sample Forms are provided for information purposes.) NOTE: BID BOND AND PAYMENT AND PERFORMANCE BOND REQUIREMENTS: The bond (s) shall be provided by a surety company authorized to do business in the State of Florida, and approved by the City Manager and City Attorney. In lieu of a bond(s) the contractor may furnish as security in favor of the City a certified check, a cashiers check or an irrevocable letter of credit. The check or letter of credit shall be drawn on or issued by a bank authorized to do business in the State of Florida. The form of the check or letter of credit must be approved by the City Manager and City Attorney. Attomeys-in-fact who sign Bonds must file with each bond a certified and effective dated copy of their Power- of Attorney. Surety companies executing Bonds must appear on the Treasury Department's most current list (Circular 570 as amended), and be authorized to transact business in the State of Florida. 20. LIQUIDATED DAMAGES (ONLYIFCALLED FOR IN THEN077CE OFBMTA77ON TO BID) The City shall be entitled to liquidated damages in the amount of two hundred fifty Dollars ($250.00) per day for every day that the Contractor is late in completing the work as stipulated in the agreement, and bidding documents. Said damages shall be deducted by the City from monies due Contractor. 21. INSURANCE All bidders shall submit evidence of insurance as follows; Auto Liability, Workers Compensation, and General Liability. Cost for all insurance shall be born by the bidder. All insurance shall be acceptable to the City in its sole discretion. Instructions Page 4 of 5 22. BID AWARD The contract/agreement will be awarded to the lowest responsive and/or responsible Bidder whose bid, conforming to the specifications and Instructions For Bidders, will be most advantageous to the City in consideration of price, time of performance, and other factors as determined by the City. 23. REJECTION OF BIDS 24. The City reserves the right to reject any and all Bids, to waive any and all informalities not involving price, time, or changes in the work, and to negotiate contract terms with the successful Bidder, and the right to disregard all nonconforming, non-responsive, imbalanced, or conditional Bids. More than one Bid from an individual, firm or association under same or different names, will not be considered. Any or all Bids will be rejected if there is reason to believe that collusion exists among the Bidders, and no participants in such collusion will be considered in future proposals for the same work. References are required and must be submitted with the Bid proposal form. Failure to submit references as required may disqualify your Bid. Name and phone number to contact shall be included. 25. LIST OF SUB -CONTRACTORS A list of Sub -Contractors is required and must be submitted with the Bid proposal. Failure to submit a list of Sub -Contractors may disqualify your Bid. 26. CO-OPERATIVE PURCHASING 27. It is the intent of the Notice of Invitation to Bid to secure goods or services to be used by the City of Sebastian. However, by virtue of bidding, the Bidder accepts the right of other Government Entities to "piggyback" purchase from this proposal by mutual consent. Any such purchase shall be separate and apart from the City of Sebastian, and said City assumes no liability for such action. The Bidder/Contractor shall not practice or condone personnel or supplier discrimination of any nature whatsoever, in any manner proscribed by Federal or State of Florida laws and regulations. Instructions Page 5 of 5 CONSTRUCTION AGREEMENT THIS AGREEMENT made this day of , 2000, by and between the CITY OF SEBASTIAN, a municipal corporation of the State of Florida, 1225 Main Street, Sebastian, Florida, 32958, ("City") and forth that ("Contractor."), set WHEREAS, the City desires to engage a Contractor who has special and unique competence and experience in construction of restroom additions; and WHEREAS, the Contractor represents that it has such competence and experience in providing these services; and WHEREAS, the City in reliance on such representation has selected the Contractor in accordance with the requirements of law; and WHEREAS, the City and the Contractor desire to reduce to writing their understanding and agreements on such; IT IS, THEREFORE, AGREED as follows: 1. TERM. This Agreement shall commence on the day it is executed by both parties and the term of the Agreement shall extend until the Project is complete. 2. AGREEMENT DOCUMENTS. The Agreement Documents (also called CONTRACT DOCUMENTS) consist of this Agreement, Plans, Technical Specifications, Work Orders, Change Orders, Addenda if any, any other documents listed in the Agreement Documents, and written modifications issued after execution of this Agreement, if any. (a) Intent. The Technical Specifications and Plans are an integrated part of the Contract Documents and as such will not stand alone if used independently. The Technical Specifications and Plans establish minimum standards of quality for this Project. They do not purport to cover all details of performing the Work. The intent of the Agreement Documents is to set forth requirements of performance, type of equipment and structures, and standards of materials and construction. It is also intended to include all labor and materials, equipment, and transportation necessary for the proper execution of the Work, to require new material and equipment unless otherwise indicated, and to require complete performance of the Work in spite of omission of specific reference to any minor component part and to include all items necessary for the proper execution and completion of the Work by the Contractor. Performance by the Contractor shall be required only to the extent consistent with the Agreement Documents and reasonably inferable from them as being necessary to produce the intended results. (b) Entire and Sole Agreement. Except as specifically stated herein, the Agreement Documents constitute the entire agreement between the parties and supersede all other agreements, representations, warranties, statements, promises, and understandings not specifically set forth in the Agreement Documents. Neither party has in any way relied, nor shall in any way rely, upon any oral or written agreements, representations, warranties, statements, promises or understandings not specifically set forth in the Agreement Documents. (c) Amendments. The parties may modify this Agreement at any time by written agreement. Neither the Agreement Documents nor any term thereof may be changed, waived, discharged or terminated orally, except by an instrument in writing signed by the party against which enforcement of the change, waiver, discharge or termination is sought. (d) Construing Terms. This Agreement shall not be construed against the parry who drafted the same, as both parties have obtained experts of their choosing to review the legal and business adequacy of the same. 3. EMPLOYMENT OF CONTRACTOR, The City hereby agrees that it may engage the Contractor and the Contractor hereby agrees to perform professional services for the City in constructing restroom additions to the City Yacht Club, Hardee Park and Barber Street Sports Complex North in accordance with the Technical Specifications and Plans herein. 4. SPECIFICATIONS AND RELATED DATA. The intent of the Technical Specifications and Plans, Work Orders and other Contract Documents is that the Contractor furnishes all labor and materials, equipment, supervision and transportation necessary for the proper execution of the Work unless specifically noted otherwise. The Contractor shall do all the work described in the Technical Specifications, Plans and other Contract Documents and all incidental work considered necessary to substantially complete the Work ready for use, occupancy, or operation in a manner acceptable to the City. PRI Any discrepancies found between the Technical Specifications or Plans and site conditions, or any errors or omissions in the same shall be immediately reported to the City. The City shall promptly determine the validity and seriousness of the claimed condition and correct any such error or omission in writing, or otherwise direct Contractor. Any work done by the Contractor after his discovery of such discrepancies, errors or omissions shall be done at the Contractor's risk. Any correction or errors or omissions in the Technical Specifications and Plans may be made by the City when such correction is necessary for the proper fulfillment of their intention as construed by City. Where said correction of errors or omissions, except as provided in the next paragraph below, adds to the amount of work to be done by the Contractor, compensation for said additional work shall be negotiated between the parties and must be issued as a written change order before any such additional work is performed or no additional compensation shall be made. The fact that specific mention of any part of work is omitted in the Specifications, whether intentionally or otherwise, when the same is usually and customarily required to complete fully such work as is specified herein, will not entitle the Contractor to consideration in the matter of any claim for extra compensation, but the said work must be installed or done the same as if called for by the Technical Specifications and Plans. All work and material usual and necessary to make the Work complete in all its parts, whether or not they are indicated or mentioned in the Technical Specifications and Plans, shall be furnished and executed the same as if they were called for by the Technical Specifications and Plans. The Contractor will not be allowed to take advantage of any errors or omissions in the Plans and Technical Specifications. The City will provide full information when errors or omissions are discovered. 5. COMPENSATION. The City will pay the Contractor the flat amount of $ for performance of the Work hereunder. Claims. Claims arising from changes or revisions made by the Contractor at the City's request shall be presented to the City before work starts on the changes or revisions. If the Contractor deems that extra compensation is due for work not covered herein, or in Supplemental Agreement, the Contractor shall notify the City in writing of its intention to make claim for extra Fj compensation before work begins on which the claim is based. If such notification is not given and the City is not afforded by the Contractor a method acceptable to the City for keeping strict account of actual cost, then the Contractor hereby waives its request for such extra compensation. The City is not obligated to pay the Contractor if the City is not notified as described above. The Contractor may refuse to perform additional work requested by the City until an appropriate agreement is executed by the parties. Such notice by the Contractor and the fact that the City has kept account of the costs as aforesaid shall not in any way be construed as proving the validity of the claim. 6. RELEASES. When it is determined, as a result of a joint inspection of the Work by the Contractor, City, and Project Manager that the Work has been completed in accordance with the terms of the Contract Documents, the Project Manager shall certify completion of the Work to the City. At that time, the Contractor may submit the Contractor's final request for payment. Prior to final payment, the Contractor shall execute and deliver to the City a Contractor's Affidavit and Release of Claim for all claims against the City arising under or by virtue of the work order. Also, each request for payment must have a Claimant's Sworn Statement of Account, executed by the supplier or subcontractor, attached from each supplier or subcontractor who has notified the City of his right to file a Claim (Notice to City) or who is listed in the Contractor's Affidavit and Release of Claim as an unpaid potential Claimant. 7. PROJECT SCHEDULES The Contractor shall perform the services outlined under Paragraph 3 of this Agreement in a timely manner consistent with the assignment schedules as mutually agreed upon by the City and the Contractor. No extension of time shall be valid unless given in writing by the City. No monetary compensation shall be given for such delay. A delay beyond the Contractor's control occasioned by an "Act of God" may entitle the Contractor to an extension of time in which to complete the Work as determined by the City provided, however, the Contractor shall immediately give written notice to the City of the cause of such delay. "Rain day" extensions shall be granted upon written request of the Contractor to the City's Project Manager when said Project Manager determines that weather conditions make it counterproductive to work on said days. "Rain day" requests must be submitted at the end of each work week or be waived, and the cumulative "rain day" extensions granted shall be 4 processed as a Change Order with each pay submittal. Time extensions shall be the exclusive remedy for any claimed damages originating from weather delays. The City shall have the authority to suspend the Work wholly or in part, for such periods as may be deemed necessary and for whatever cause, by serving written notice of suspension to the Contractor. In the event that the Project Manager shall become aware of any condition which may be cause for suspension of the Work, the Project Manager shall immediately advise the City of such condition. The Contractor shall not suspend operations under the provisions of this Paragraph without the City's permission. In the event that the City suspends the Work, the Contractor shall be granted an extension of time to complete the Work for as many calendar days as the Work was suspended; except, however, that the Contractor will not be granted an extension of time to complete the Work if the suspension was caused by a fault of the Contractor. 8. TERMINATION OF CONTRACT WITHOUT CAUSE. This Agreement may be terminated by the City without cause provided at least five (5) days written notice of such termination shall be given to the Contractor. In the event the City without cause abandons, terminates or suspends this Agreement for greater than thirty days, the Contractor shall be compensated for services rendered up to the time of such termination on a quantum meruit basis and any work done by the Contractor shall remain the property of the City. 9. CITY'S PROJECT MANAGER. City shall designate a Project Manager. All work done shall be subject to the review of the Project Manager and City. Any and all technical questions which may arise as to the quality and acceptability of materials furnished, work performed, or work to be performed, interpretation of Specifications and all technical questions as to the acceptable fulfillment of the Contract on the part of the Contractor, shall be referred to the Project Manager, who will resolve such questions. All materials and each part of the Work shall be subject at all times to construction review by the Project Manager and the City. Such construction review may include shop inspection, and any material furnished under the Specifications is subject to such inspection. The Project Manager and the City shall be allowed access to all parts of the Work and shall be furnished with such information and assistance by the Contractor as is required to make a complete and detailed review. The City shall not be responsible for the acts or omissions of the Contractor. 5 10. CONTRACTOR'S DUTY. Contractor shall supervise and direct the Work, using Contractor's best skill and attention. Contractor shall be solely responsible for and have control over construction means, methods, techniques, sequences and procedures and for coordinating all portions of the Work under this Contract, unless the Contract Documents give other specific instructions concerning these matters. Unless otherwise provided in the Contract Documents, Contractor shall provide and pay for labor, materials, equipment, tools, construction equipment and machinery, utilities, transportation, and other facilities and services necessary for the proper execution and completion of the Work, whether temporary or permanent and whether or not incorporated or to be incorporated in the Work. Unless otherwise provided in the Contract Documents, Contractor shall pay all sales, use and other similar taxes. Contractor currently holds and shall maintain at all times during the term of this Contract all required federal, state and local licenses necessary to perform the Work required under the Contract Documents. 11. PERSONNEL. The Contractor represents that it will secure at its own expense all personnel and sub -Contractors required for services which are necessary as described under Exhibit "A" of this Agreement. All services described under Exhibit "A" of this Agreement shall be performed by the Contractor or sub -Contractor and all persons engaged in work under the Agreement shall be qualified to perform such services and authorized under federal, state and local laws to perform such services. Personnel who perform services under this Agreement shall not be employees of the City. All workmen must have sufficient knowledge, skill and experience to perform properly the work assigned to them. Any foreman or workman employed by the Contractor or subcontractors who, in the opinion of the City, does not perform his work in a skillful manner, or appears to be incompetent or to act in a disorderly or intemperate manner shall, at the written request of the City, be discharged from the Project immediately and shall not be employed again in any portion of the Work without the approval of the City. The Contractor shall at all times be responsible for the conduct and discipline of his employees and/or any subcontractor or persons employed by subcontractors. 3 12. PROTECTION OF PERSONS AND PROPERTY. The Contractor shall be responsible for initiating, maintaining and supervising all safety precautions and programs in connection with the Work in accordance with the U.S. Department of Labor Occupational Safety and Health Act and the laws of the State of Florida. This Contract requires that the Contractor and any and all subcontractors hired by the Contractor comply with all relevant standards of the Occupational Safety and Health Act. Failure to comply with the Act constitutes a failure to perform. The Contractor agrees to reimburse the City for any fines and/or court costs arising from penalties charged to the City for violations of OSHA committed by the Contractor or any and all subcontractors. The Contractor shall take all reasonable precautions for the safety of, and shall provide all reasonable protection to prevent damage, injury or loss to, all employees on the Work and all other persons who may be affected thereby; all the work materials and equipment to be incorporated therein, whether in storage on or off the project site, under the care, custody or control of the Contractor or any of his subcontractors; and other property on the project site or adjacent thereto, including trees, shrubs, lawns, walks, pavements, roadways, structures and utilities not designated for removal, relocation or replacement in the course of construction. The Contractor shall perform any work and shall furnish and install materials and equipment necessary during an emergency endangering life or property. In all cases, he shall notify the Project Manager and City of the emergency as soon as practicable, but he shall not wait for instructions before proceeding to properly protect both life and property. The Contractor shall be held fully responsible for such safety and protection until final written acceptance of the Work. 13. CONTRACTOR'S RESPONSIBILITY FOR WORK. Until acceptance of the Work by the City, it shall be under the charge and care of the Contractor, and he shall take every necessary precaution against injury or damage to the Work by the action of the elements or from any other cause whatsoever, whether arising from the execution or from the non -execution of the Work. The Contractor shall rebuild, repair, restore and make good, without additional compensation, all injury or damage to any portion of the Work occasioned by any cause, other than the sole and active negligence of the City, before its completion and acceptance. 7 Materials and equipment shall be stored so as to incur the preservation of their quality and fitness for the Work. When considered necessary, they shall be placed on wooden platforms or other hard clean surfaces, and not on the ground, and/or they shall be placed under cover. Stored materials and equipment shall be located so as to facilitate prompt inspection. 14. CLEANING UP. The Contractor shall at all times keep the premises free from accumulation of waste materials or rubbish caused by his employees or work. At the completion of the Work, he shall remove all his rubbish, tools, scaffolding and surplus materials and shall leave his work "broom clean" or its equivalent, unless more exactly specified, and shall insure that all debris and other unsightly objects are removed and disposed of in a satisfactory manner. At no additional expense to the City, the Contractor will restore to their original conditions or better, as nearly as practicable, those portions of the site not designated for alteration and all such property, structure, utilities, landscaping, etc., disturbed or damaged during the prosecution of the Work. Final payment will be withheld until such clean up and repairs are completed The Work will be considered complete only after all debris and unused material due to or connected with the Work have been removed and the surrounding area left in a condition satisfactory to the City. In the event the City finds that the Contractor has not complied in keeping the job site clean, the City may, after twenty-four (24) hours written notice to the Contractor to correct the situation, elect to have the job site cleaned by an independent labor force. The cost of cleaning by said independent labor force shall be deducted from moneys due the Contractor. 15. SUBCONTRACTS AND ASSIGNABILITY. The Contractor shall not assign any interest in the work orders or this Agreement and shall not transfer any interest in the same without the prior written consent of the City. Any sub -contracts or other work which is performed by persons or firms other than the Contractor under this Agreement or any work orders shall have prior written approval of the City Manager. Any subcontracts or outside associates or Contractors required by the Contractor in connection with services covered by this Agreement or any work orders must be specifically approved by the City Manager. 16. INDEMNIFICATION. The Contractor shall indemnify and save harmless the City, its agents, subcontractors, servants, and employees from and against claims, liability, losses, 8 or causes of action to the extent arising from any misconduct, negligent act, or omission of the Contractor, its agents, servants or employees in the performance of services under this contract. 17. INTERESTS OF CITY OFFICIALS. No officers, members or employees of the City and no members of its governing body, and no other public official of the governing body of the locality or localities in which services for the facilities are situated or carried out, who exercises any functions or responsibilities in the review or approval of the undertaking or carrying out of this project, shall participate in any decision relating to this Agreement which affects his personal interest, or have any personal or pecuniary interest, direct or indirect, in this Agreement or the proceeds thereof. 18. CERTIFICATION OF RESTRICTIONS ON LOBBYING. The Contractor agrees that no Federal appropriated funds have been paid or will be paid by or on behalf of the Contractor to any person for influencing or attempting to influence any officer or employee of any Federal agency, a member of Congress, an officer or employee of Congress or an employee of a member of Congress in connection with the awarding of any Federal contract, the making of any Federal Grant, the making of any Federal loan, the entering into of any cooperative agreement and the extension, continuation, renewal, amendment or modification of any Federal contract, Grant, loan or cooperative agreement. If any funds other than Federal appropriated funds have been paid by the Contractor to any person for influencing or attempting to influence an officer or employee of any Federal agency, a member of Congress, an officer or employee of Congress or an employee of a member of Congress in connection with any FDOT Joint Participation Agreement, the undersigned shall complete and submit Standard Form -LLL "Disclosure Form to Report Lobbying" in accordance with its instructions. 19. CONFLICT OF INTEREST. The Contractor covenants that he presently has no interest and shall not acquire any interest, direct or indirect, which shall conflict in any manner or degree with the performance of services required to be performed under this Agreement. The Contractor further covenants that in the performance of this Agreement, no person having any such interest shall be employed. The Contractor shall not undertake any professional work which conflicts with his duties as the City's Contractor without the prior written consent of the City 9 during the term of this Agreement. Any work where the Contractor can reasonably anticipate that it may be called to testify as a witness against the City in any litigation or administrative proceeding will constitute a conflict of interest under this Agreement. 20. COMPLIANCE WITH LAW. The Contractor expressly agrees to comply with all known laws and regulations relating to providing services under this Agreement. The failure of the Contractor to adhere to any known law or regulation pertaining to furnishing services under this Agreement shall constitute a material breach of this Agreement. 21. WAIVER. The waiver by the City of any of the Contractor's obligations or duties under this Agreement shall not constitute a waiver of any other obligation or duty of the Contractor under this Agreement. 22. PUBLIC ENTITY CRIME The Contractor shall file a sworn statement with the City which is Attachment I, stating whether a person or affiliate as defined in Section 287.133 (1), Florida Statutes, has been convicted of a public entity crime subsequent to July 1, 1989, in accordance with the provisions of Section 287.133 of the Florida Statutes. 23. COVENANT AGAINST CONTINGENT FEES. The Contractor warrants that he has not employed or retained any company or person, other than a bona fide employee working solely for the Contractor to solicit or secure this Agreement and that he has not paid or agreed to pay any person, company, corporation, individual or firm, other than a bona fide employee working solely for the Contractor any fee, commission, percentage, gift or any other consideration contingent upon or resulting from the award or making of this Agreement. For the breach or violation of this paragraph, the City shall have the right to terminate the Agreement without liability and, at its discretion, deduct from the Agreement price, or otherwise recover, the full amount of such fee, commission, percentage, gift or consideration. 24. BOND. The Contractor shall provide Bonds in the form prescribed by State Law, and generally as shown in these Documents, for Performance and Payment, each in the amount of 100% of the total contract amount. 25. DRUG-FREE WORKPLACE. The contract documents also consist of the "Drug -Free Workplace Form" which is in accordance with Florida Statute 287.089 and must be signed. 10 27. GOVERNING LAW. This Agreement shall be governed by the laws of the State of Florida and venue for any action pursuant to the Agreement Documents shall be in Indian River County, Florida. The parties hereto expressly waive trial by jury in any action to enforce or otherwise resolve any dispute arising hereunder.. 28. CONSTRUING PROVISIONS. This Agreement shall not be construed against the party who drafted the same, as both parties have obtained experts of their choosing to review the legal and business adequacy of the same. 29. INSURANCE. The Contractor agrees to carry insurance, of the types and subject to the limits as set forth below and maintain said insurance during the life of this agreement: (a) Workers' Compensation - Contractor shall purchase workers' compensation insurance as required by law. (b) Commercial General Liabilitv - Contractor shall purchase Commercial General Liability insurance with a combined single limit of at least $1,000,000. (c) Commercial Auto Liability - Contractor shall purchase Commercial Auto Liability insurance with a combined single limit of at least $1,000,000. Further, Contractor shall maintain such insurance as is reasonably required to satisfy its obligations for the Work paid for by the City but not yet accepted. The insurance company selected shall be A+ or better per the Best's Key Rating Guide. The Contractor and the insurance company(s) shall agree to furnish the City thirty (30) days written notice of their intent to cancel or terminate said insurance. It is the full responsibility of the contractor to insure that all sub -contractors have full insurance coverage as stated above. The Contractor shall not commence the Work until he has obtained all the insurance required under this paragraph and certificates of such insurance have been submitted to the City, nor shall the Contractor allow any subcontractor to commence work on his subcontract until all insurance required has been so obtained and approved by the City. The Contractor shall carry and maintain until acceptance of the Work, insurance as specified herein and in such form as shall protect him and any subcontractor performing work under this Contract, or the City, from all claims and liability for damages for bodily injury, including accidental death, under this Contract, whether by himself or any subcontractor or by any one directly or indirectly employed by either. 11 The Contractor shall furnish to the City certificates of insurance in duplicate showing proof of insurance, naming the City as an additional insured party, prior to the start of construction as provided in the Contract. 30. GUARANTEE. The Contractor shall warrant all equipment furnished and work performed by him for a period of two (2) years from the date of final written acceptance of the Work by City. All equipment and material warranties or guarantees shall be drawn in favor of the City and the originals thereof furnished to the City for review and acceptance prior to final payment. Such guarantee shall in no way limit or relieve the Contractor of liability from subsequent claims of beach of contract due to substandard materials or workmanship, nor shall such warranty period shorten the statute of limitations for bringing a breach of contract or other action based upon any such deficiencies. Any materials, equipment or work which do not satisfactorily meet the Specifications may be condemned by the City by giving a written notice to the Contractor. All condemned materials, equipment or work shall be promptly taken out and replaced. Any defective work whether the result of poor workmanship, use of defective materials, damaged through carelessness or from other cause shall be removed within ten (10) days after written notice is given by the City, and the work shall be re -executed by the Contractor. The fact that the City may have previously overlooked such defective work shall not constitute an acceptance of any part of it. Should the Contractor fail to remove rejected work or materials within ten (10) days after written notice to do so, the City may remove them and may store the materials and equipment. The making of the final payment by the City to the Contractor shall not relieve the Contractor of responsibility for faulty materials or workmanship. Project consists of the furnishing of all labor, materials, equipment and services as required for the construction of a famished restroom building and as shown on the drawings and described in these specifications. B. The restroom building is to be located at the north end of the playground in the Barber Street Sports Complex North in the City of Sebastian as shown on the drawings, Sheet 1, Site Plan. 01025 Measurement and Payment A. Work under this contract will be paid per the Terms & Conditions as stated in the agreement document as a lump sum B. The prices shall include all labor, materials, tools, and equipment required to complete the work. C. Payment for repair and replacement of any existing utilities will be included in the lump sum bid amount. 01050 Field Engineering A. City shall stake location of facilities and provide horizontal and vertical stakes. B. The Contractor shall verify limits of construction. C. The Contractor shall keep records on project with sufficient detail so that as -built drawings may be prepared. D. The Contractor is responsible for establishing all finish grades. 01090 Referenced Standards A. The latest edition of all referenced standards, including, but not limited to the following, are hereby made a part of this Contract: The applicable portions of the Florida Department of Transportation's (FDOT) Standard Specifications for Road and Bridge Construction and its supplements with changes pertaining thereto, and the Indian River County (IRC) Water and Wastewater Utilities Standards. Further, the applicable portions of the Southern Standard Building Code shall apply to this project. B. All construction of items covered in the referenced standards shall conform to the Standard Specifications and Plans unless shown otherwise herein. The CONTRACTOR shall have in his possession a copy of all Contract Documents. C. Applicable Standards listed in these Specifications include, but are not necessarily limited to, standards promulgated by the following agencies and organizations: 1. Indian River County Water and Utilities 01300 Submittals A. General: Coordinate submittals with progress schedule and actual progress of work; allow five (5) working days for Engineer's processing of submittals requiring review and approval. Use transmittal form to establish complete record of submittals. B. Copies Required The Contractor shall submit three copies of each Shop Drawing. Re -submissions of Shop Drawings shall be made in the same quantity until final approval is obtained. C. Set of Samples: Submit two (2) sets; one set will be returned. Submit full documentation with each set. Except as otherwise indicated, sample submittals are for the City Engineer's observations of color, texture, pattern and "kind", as applicable. Maintain returned set at project site, for purpose of quality control comparisons. C. The Contractor shall keep one set of Shop Drawings marked with the Engineer's approval at the job site at all times. E. The Contractor shall thoroughly review and check the Shop Drawings, and each and every copy shall show his approval thereon. If the Shop Drawings show or indicate departures from the Contract requirements, the Contractor shall make specific mention thereof in his letter of transmittal. Failure to point out such departures shall not relieve the Contractor from his responsibility to comply with the Drawings and Specifications. F. The Contractor's approval and submission of the Shop Drawings to the Owner represents that he has determined and verified all field measurements, field construction criteria, material catalogue numbers and similar data and that he has checked and coordinated each Shop Drawing and sample with the requirements of the work and Contract Documents. G. Commencement of Work: Any portion of the work requiring the submission of a Shop Drawing, sample and equipment and/or material brochure shall not be commenced until after approval of said submission by the Owner. Work shall be done in accordance with the approved submission. H. Interior color selections will be made by the Owner ONLY after receipt of complete set of samples and Shop Drawings as required by interior work. Failure to submit one or more required sample will result in delay of color selection until all samples are received. OWNER'S Review: Shop Drawings, samples, material and equipment brochures received by the Owner which are not signed and dated by the Contractor indicating thorough review and approval by the Contractor for compliance with the Contract Documents will be returned to the CONTRACTOR without frather action. Owner's checking is only for general conformance with the design concept of the Project and general compliance with the information given in the Contract Documents. Any action taken is subject to the requirements of the plans and specifications. Contractor is responsible for: quantities, dimensions which shall be confirmed at the job site; fabrication processes and techniques of construction; coordination of his work with that of all other trades and the satisfactory performance of his work. 01400 Ouality Control A. Tests and Inspections: 1. Costs for tests and inspections shall be paid by the Owner except as otherwise specified herein. 2. If the results of any test or inspections indicates failure to meet the specified requirements, the Contractor shall reimburse the Owner for the costs of re -testing or re -inspection. 3. Excessive inspection costs incurred due to faulty or improper scheduling, or by unsuitable or wasteful work practices by the Contractor or any of his subcontractors shall be reported to the Engineer by the Inspector involved with such work, and such costs, if detarrumed to be excessive, shall be reimbursed to the Owner by the Contractor. 4. Manner of Work - When in the opinion of the Engineer, tests or inspections are required because of the manner in which the Contractor does his work, such as: questionable quality of materials and/or workmanship, questionable sources of material, substitution of materials or sources of same for those previously accepted, or failure of material to comply with specification or plan requirements; such tests or inspections shall be reimbursed to the Owner by the Contractor. 5. Reimbursements to the Owner for costs of tests and inspections shall be by Deductive Change Orders from the Contract Sum B. Defective Materials: The Engineer reserves the right to demand for test or special examination any material or part thereof to insure compliance with the specifications and he may reject any material or part judged defective as a result of such tests and the Contractor shall replace such defective material or part with material or part that does comply with the specifications at no additional expense to the Owner. C. Reports: Test and inspection reports shall be written immediately upon conclusion of each procedure; copies shall be provided to the following: Owner Engineer Contractor Building Department D. Test Criteria: The specific test and inspection procedures and their required results are enumerated herein by reference to recognized standards and shall be the required method for testing and judging the results unless deviations from the standards are specifically mentioned. 01500 Temporary Facilities and Controls A. Purchase electric power or provide portable electric power for the construction of the project. Provide for the extension of utility lines to the point of usage. B. Make arrangements for developing water sources and supply all labor and equipment to collect, load, transport, and apply water as necessary for compaction of materials, concrete construction operations, testing, dust control, and other construction use. C. Furnish potable drinking water in suitable dispensers and with cups for use of all employees at the job site during the entire construction period. D. Provide temporary chemical toilet facility. Maintain these during the entire period of construction under this Contract for the use of all construction personnel on the job. Chemical toilets and their maintenance shall meet the requirements of the State and local health regulations and ordinances. Any facilities or maintenance methods failing meet these requirements shall be corrected immediately. E. Full time watchmen will not be specifically required as a part of the Contract, but the Contractor shall inspect the area daily and take whatever measures are necessary to protect the safety of the public, workmen, and materials, and provide for the security of the site, both day and night 01700 Project Closeout A. Record Documentation: 1. Record Drawings - Maintain a complete set of blue/black-line printings of Contract Drawings and Shop Drawings for record mark-up purposes throughout the Contract time. Mark-up drawings during the course of the work to show changes and actual installation conditions, sufficient to form a complete record for OWNER'S purposes. Give particular attention to work which will be concealed and difficult to measure and record at a later date, particularly work which may require servicing or replacement during the life of the project. Request subcontractors and mechanic s marking the prints to sign and date each mark-up. 2. Maintenance Manuals - Provide three ring vinyl -covered binders containing required maintenance manuals, properly identified and indexed. Include operating and maintenance instructions; extended to cover emergencies, spare parts, warranties, inspection procedures, diagrams, safety, security, and similar appropriate data for each system or equipment item. B. Operator Instructions: Require each installer of systems requiring continued operation/maintenance by Owner's operating personnel, to provide on location instruction to Owner's personnel, sufficient to ensure safe, secure, efficient, non -failing utilization and operation of systems. C. Final Cleaning: At closeout time, clean or re -clean entire work to normal level for "first class" maintenance/cleaning of building projects of a similar nature. Remove non — permanent protection and labels, polish glass, clean exposed finishes, touch-up minor finish damage, clean or replace filters of mechanical systems, remove debris and broom -clean non -occupied occupied spaces, sanitize plumbing facilities, clean light fixtures and replace burned-out/dimmed lamps. Police grounds in the construction area, and perform similar cleanup operations needed to produce a "clean" condition as determined by Engineer and Owner's Representative. D. Procedures at Substantial Completion: 1. Prerequisites - Comply with General Conditions and complete the following before requesting the Building Department inspection of the work, or designated portion thereof, for substantial completion. Complete installation of building and equipment to such level as the Owner could, if necessary, occupy the facilities. Submit executed warranties, workmanship bonds, maintenance agreements, inspection certificates and similar required documentation for specific units of work, enabling Owner's unrestricted occupancy and use. Complete instruction of Owner's operating personnel, and start-up of systems Complete final cleaning, and remove temporary facilities and tools. 2. Inspection Procedures - Upon completion of Contractor's own punch list items and receipt of Contractor's request for inspection, Building Inspector will either proceed with inspection or advise Contractor of prerequisites not fulfilled. Following initial inspection, Inspector will either prepare certificate of substantial completion, or advise Contractor of work which must be performed prior to issuance of certificate; and repeat inspection when requested and assured that work has been substantially completed. Results of completed inspection will from initial "punch - list" for final acceptance. E. Procedures at Final Acceptance: Upon receipt of Contractor's notice that work has been completed, including punch -list items resulting from earlier inspections, and excepting incomplete items delayed because of acceptable circumstances, Building Inspector will re -inspect work. Upon completion of re -inspection, Engineer will either recommend final acceptance and final payment, or advise Contractor of work not completed or obligations not fulfilled as required for final acceptance. If necessary, procedure will be repeated. DIVISION 2 - SITE WORK 02200 -EARTHWORK A. Work Included: 1. Site grading 2. Excavation and back -filling 3. Soil erosion control B. Specification references: The work specified in this Section shall conform to Section 120 of the Florida Department of Transportation Standard Specifications for Road and Bridge Construction, latest edition, except as modified herein. [�UtIF 1. City will provide satisfactory fill materials delivered to the site. 2. "Satisfactory fill materials" include clean sand, free of roots, clay, organic or other deleterious materials, properly worked to obtain optimum moisture and compaction. D. Site Preparation 1. Excavate and remove from the construction area all surface organic and soils that contain organic matter. This cleating should extend 1 foot outside the imprint area of the pavement and other foundation structures. 2. Fill necessary to bring the construction area up to planned grade shall consist of clean granular materials, provided by the City delivered to the site. The fill shall extend at least 1 foot outside the imprint area of the structure. A minimum testing frequency is one test per 2500 square feet of compacted fill per 12 inch lift The fill shall be spread in loose layers of 12 inches (maximum) and compacted to the following percentages of maximum density as determined by AASHTO T-180: subgrade beneath structures, sidewalks, and paved areas- 98%, surfaces beneath grassed or landscaped areas- 95%. 3. The Contractor shall be responsible for disposal of waste and excess material. E. Erosion Control 1. Soil erosion control is necessary to prevent silt from being carried down the bank to the asphalt pavement; silt fences are to be installed along the west and south sides of, and spaced approximately 4'from the excavation perimeter. 2. Silt fences shall be removed when they have served their useful purpose. 02250SOIL POISONING A. Provide soil treatment for Termite control, as herein specified. In addition to the requirements of these specifications, comply with the manufacturer's instructions and recommendations for all phases of the Work. B. Treat compacted soil under all slabs and extending five (5) feet beyond building perimeter at the rate of one gallon per ten square feet and at the rate of two (2) gallons per five (5) lineal feet of foundation with Dow "Dursban T.C.". Treatment shall not be made when ground is excessively wet or directly after heavy rains. C. Reapply treatment to areas disturbed by subsequent excavation or other construction activities following application. D. Provide a written guarantee certifying that chemicals having the required concentration and rate of application have been applied and that soil treatment will prevent the attack of subterranean termite for a period of at least five (5) years. 02660 -WATER AND SEWER UTILITIES A. All work under this section shall be as shown on the site plan. B. All water and wastewater utility construction shall be in accordance with IRC Water and Wastewater Utilities Standards. C. All septic tank and absorption bed construction shall conform to the Florida Department of Health and Rehabilitation Service, Chapter 10 D-6, Standards for On -Site Waste Disposal Systems. D. The soil percolation test has been completed by the Health Department. The top of the septic tank is to be 20 inches above the existing grade. The restroom finished floor elevation has been set at 22.94 feet (relative to the IBM P.K. nail assigned at 20.00 feet as shown on the site plan) and based on a 20 -foot run from the water closet to the wall of the septic tank. The contractor shall advise the City Project Engineer if a higher restroom slab elevation is required. E. Submit shop drawings indicating structure loading for septic tank meeting AASHTO H-20. F. Paint interior of septic tank with Koppers Bitumastic No. 300-M, according to manufacturer's recommended rates of application, and standard specifications. DIVISION 3 - CONCRETE 03100 - CONCRETE FORMWORK A. Adequate and safe design of formwork is the responsibility of the Contractor. Applicable provisions of ACI 'Recommended Practice for Concrete Formwork ACI 347, are hereby made a part of this. specification. Install sleeves, inserts, anchors and other fastening devices required for fastening of other work, forms, and footings, columns and beams. B. All Forms and soil under concrete slabs shall be thoroughly wetted before placement 03200 - CONCRETE REINFORCEMENT A. "BUILDING CODE REQUIREMENTS FOR REINFORCED CONCRETE" ACI -318-71 are hereby made a part of this specification. Work in this section shall conform to these requirements. B. Deformed Bars shall meet ASTM A-615 grade 60. Bending shall be done without heating. Reinforcement shall be securely tied in position in forms having not less than 1 1/2" coverage in beams, slabs and columns and not less than 3" in footings. Provide bent bars at all corners of footings and tie beams. C. Wire mesh shall meet ASTM A-185 and be 6" x 6" #10 gauge welded wire fabric unless otherwise shown on the Drawings. Raise mesh at least 1" above bottom of slab. 03300 -CAST -IN-PLACE CONCRETE PART 1 - MATERIAL REQUIItEMENTS: Cast -In -Place Concrete shall meet the following requirements: A. Portland Cement: American Standard Brand per ASTM C-159, Type 1. B. Fine Aggregate: Shall be sharp, clean passing a #8 sieve meeting ASTM C -33. C. Coarse Aggregate: ASTM C -33 gravel or crushed stone. Size graded from 1" down. Size for column and beam pours shall be 1/2" and down. D. Water: Shall be potable quality. E. Strength: All concrete shall be 3000 PSI at 28 days unless shown otherwise on the Drawings. PART 2- FINISHES A. Force coarse aggregate from surface, screed level and float, machine trowel smooth finish. Add broom texture and edge finish. B. Place concrete as near to final position as possible to avoid segregation from excessive handling. C. Mechanical vibrator shall be employed to work concrete around reinforcing steel, embedments and comers. D. Partially hardened or re -tempered concrete shall not be used in any part of the project. Water shall not be added to the design mix without written approval of the Engineer. Concrete so altered shall be removed and necessary repairs made to replace same at no additional expense to the Owner. E. Honeycombing or planes of weakness apparent in the exposed concrete work shall be patched or removed and replaced at the discretion of the owner. Such repairs shall be made at no additional cost to the Owner. B. Continuous pipe screeds shall be employed by Contractor to ensure even and uniform slopes as shown on the Drawings. G. Exposed concrete shall be hand rubbed to uniform appearance, all voids floated. PART 3- TESTING A. Slump and cylinder tests shall be made of all structural concrete in footings, and floors. B. Testing Procedure I. Standard 6 inch x 12 inch cylinders made of concrete for foundations, columns beams and slabs per ASTM C-143. Take from the same batch for each 50 cubic yards or fraction thereof and at least four (4) cylinders from each day's pour. Cure cylinders; one broken at 7 days; one at 14 days, one at 28 days; one held in reserve. 2. Prepare and mark test cylinders and deliver them to an independent laboratory approved by the Owner. Laboratory tests paid for by the Owner. 3. If formal cylinder test is below specified minimum strength the owner may require core tests of hardened concrete in place to be made per ASTM C -42. If this test shows strength to be below specification, concrete in question shall be removed and replaced without cost to the Owner. Other work damaged by such repair shall be replaced at no cost to the Owner. Patching of test core sites shall be performed by the Contractor. Maximum slump shall be 5 " t 1 C. Time: Concrete shall be placed within 90 minutes of adding cement and aggregate or within 45 minutes of adding water and admixtures. DIVISION 4 - MASONRY 04100 - MORTAR A. Provide mortar conforming to ASTM C-91 for Masonry Cement, and ASTM C-150 for Portland Cement. B. Sand for mortar shall be clean, hard, sharp sand conforming to ASTM C-144. Water for mortar shall be potable. C. Mortar for use below grade shall be Type M (one part Portland Cement, one part Type II Masonry cement and six parts sand by volume). Mortar for use above grade shall be Type M or N (one part Type U masonry cement and three parts sand by volume). D. Grout shall conform to ASTM C-476. Aggregates for grout to meet ASTM C404 or ASTM C-144. E. Grout shall reach compressive strength of 2,500 psi Q 28 days. F. Slump for grout shall be 9" 11". 04150 - MASONRY REINFORCEMENT A. Provide "Dur -O -Wall" standard weight all galvanized 9 gage ladder ties at every second course of concrete masonry units. Lap splices 6" min. B. Prefabricated comers and tees shall be provided in each course with ladder ties. C. Top course and two courses above all openings shall be reinforced 24" beyond opening. D. Install vertical deformed bars centered in walls are as shown on drawings. All cells so reinforced shall be solidly grouted between poured concrete beams with column grade concrete. 04200 - UNIT MASONRY A. The Contractor shall famish all materials, labor, and equipment necessary for the installation and completion of all masonry work. B. Concrete block units shall conform with ASTM C-90. Provide all shapes and sizes required to complete the Work with a minirmnn of catting and piecing. Placement of unit masonry shall be straight plumb and true to a tolerance of 1/8" in ten feet C. Nominal masonry unit sizes and vent unit size shall be as specified on the drawings. D. Provide clean-out opening at bottoms of all cells to be filled at each lift or pour of.grout, when such lift or pour is in excess of 4 feet in height. Seal clean -outs after inspection and before grouting. E. Build in bolts, straps, hangers, inserts and other anchorage devices required to support framing and other attachments required, as the work progresses. F. Lay concrete block in running bond with successive courses in stack bond. Mortar joints to be 3/8", tooled as shown on the Drawings. G. Provide temporary bracing as required to support new concrete block wall panels and as required by Engineer. H. Split face unit masonry shall be 8" x 8" x 1' — 4" (nominal) split face concrete masonry units. Comer and other special units shall be used to provide complete job. I. Tarmac Demaco Block, Mushroom E0034, or equal shall be used. I Provide sample block for Engineer's review. DIVISION 5 - METALS 05100 - STRUCTURAL METAL CONNECTIONS A. Truss connector plates shall be hot dip galvanized steel and shall be from one plate manufacturer. B. Fumish all anchors, clamps, bolts, screws, etc., required for the completion of the work. After fabrication and installation round rough edges and comers in accessible areas. 05200 - PRE -FABRICATED CONNECTIONS A. Provide Simpson Strong -Tie hangers and hurricane clips as shown on the Drawings. B. Material: Hot dip galvanized steel. 10 DIVISION 6 - WOOD AND PLASTICS 06010 - LUMBER A. Truss framing and finish lumber shall be dense Southern Yellow Pine, straight and true. Material shall be kiln dried to maximum 19% moisture content B. Factors and grades as follows, unless otherwise noted on drawings: Concealed work and roof sheathing shall be # 2 and better. 2. Blocking, bracing, and milers (excepting roof sheathing) shall be utility grade pressure treated and provided as required. Fascia and soffit shall be dense Southern Yellow Pine, and shall match fascia and soffit of existing building. 06100 - ROUGH CARPENTRY A. Contractor shall furnish all labor, materials and equipment necessary for the completion of Rough Carpentry work as shown on the Drawings and hereinafter specified B. The Contractor shall examine all work in direct contact with or having an effect on his work. If any defects are found that would have an adverse effect on the erection or completion of the installation of his materials, the Contractor shall notify the owner in writing of the nature of the defects. If the Contractor proceeds with his work without effecting such notification, it shall be construed as an acceptance by him of all preceding work. C. Interior ceiling finish shall be #2 or better 1" x 6" tongue and groove cypress. D. Roof sheathing shall be 1/2" CDX plywood. K. L. The Contractor shall supply and install all rough hardware including bolts, plates, nails, anchors, brackets, spikes, screws, clip hangers and other fasteners necessary for completion of the Work. Rough hardware shall be Type 316 stainless steel or hot -dipped galvanized. F. The Contractor shall provide anchors, blocking etc. required by other Sections to be built in. Provide grounds and blocking for all Sections. G. Nails shall be ring shank, stainless steel for all Work unless otherwise noted on the drawings. Subdrill where necessary. H. Remove wood, including form lumber, scrap lumber, shavings, and sawdust in contact with ground. Leave no wood buried in fill or backfill. Do not bum any wood on job. Dispose of as required by the State of Florida, U. S. Agencies, and Indian River County. Protect wood products delivered to the Site from wetting and moisture gain by storing on elevated sills and by covering with well secured waterproof covers. K. Fit framing closely, set accurately to required tines and levels, and secure rigidly in place. Set horizontal and inclined members with crown edge up. Do not cut, notch, or bore structural members without the owner's written approval. Bolt, nail and spike in a thorough manner. Framing members shall provide full contact at all bearing surfaces. 11 DIVISION 7 - THERMAL AND MOISTURE PROTECTION 07100 - WATERPROOFING A. The Contractor shall furnish all materials, labor, and equipment necessary for the installation and completion of the work. B. The Contractor shall examine all work in direct contact with or having an effect on his work. If any defects are found that would have an adverse effect on the erection or completion of the installation of his materials, the Contractor shall notify the owner in writing of the nature of the defects. If the Contractor proceeds with his work without effecting such notification, it shall be construed as an acceptance by him of all preceding work. C. Coordinate waterproofing with other trades and make provisions for their work so as to avoid cutting and patching. Protect completed membranes from damage until the building is completed. D. Contractor shall famish and install 0.006" polyethylene vapor barrier under floor slab reinforcing bars and welded wire mesh. Protect from damage until floor slab is poured. 07300 - FIBERGLASS SHINGLE ROOFING A. The Contractor shall furnish all materials, labor, and equipment necessary for the installation of the fiberglass roofing shingles as shown on the Drawings. B. The Contractor shall examine all work in direct contact with or having an effect on his work. If any defects are found that would have an adverse effect on the erection or completion of the installation of his materials, the Contractor shall notify the owner in writing of the nature of the defects. If the Contractor proceeds with his work without effecting such notification, it shall be construed as an acceptance by him of all preceding work. C. The Contractor shall provide a five-year written guarantee against any defects in material and workmanship for roofing, flashing and complete roofing membrane. D. Provide minimum 240# "Architectural' fiberglass glue tab shingles. Pattern and color to be selected by owner. E. Shingles shall be installed per SBCCI acceptance for 120 MPH wind zone. All fasteners for tintabs and shingles shall be hand driven nails. Staples and gun shot nails are not acceptable. 07600 - FLASHING AND SHEETMETAL A. The Contractor shall furnish all materials, labor, and equipment necessary for the installation and completion of the flashing and sheetmetal work. B. The work under this Section shall include, but not be limited to, flashing, counterflashing, curbs, cants, and other devices shown on the Drawings or needed for a proper and complete installation. C. The Contractor shall examine all work in direct contact with or having an effect on his work. If any defects are found that would have an adverse effect on the erection or completion of the installation of his materials, the Contractor shall notify the owner in writing of the nature of the defects. If the Contractor proceeds with his work without effecting such notification, it shall be construed as an acceptance by him of all preceding work. D. When any inherent flashing which forms part of any equipment such as vent pipes, exhaust fans, electrical devices, etc. is insufficient to make a waterproof connection with the roofing counter flashing, the roofing sub -contractor shall furnish and install whatever additional flashing or counter flashing may be required to make a given connection waterproof. 12 E. Soil and vent pipes extending through roof shall be flashed with flashing furnished under the Plumbing Section and installed under this Section. F. All exposed flashing, counterflashing, stops, etc. shall be 16 oz. copper sheet. All shapes shall be formed on a bending break. Imperfections such as holes, dents, creases, or crinkles will not be accepted. Nails to fasten flashing shall be copper or bronze. G. The angle of bends and the folds for interlocking the metal shall be made with full regard for expansion and contraction to avoid buckling or fullness in the metal after it is in service. Provide for thermal expansion of all flashing, counter flashing, stops, etc. with joints on 10 foot centers and located two (2) feet from comers and intersections. Overlap adjacent pieces of continuous flashing a minimum of 8". H. Conceal fasteners and expansion joints wherever possible. Fold back edges on concealed side of exposed edges to form them. Do not face nail. 07900 - SEALANTS AND CAULKING: A. Standard caulking compound for interior sealing shall be an acrylic latex compound such as DAP latex caulk or DeWitt latex caulking. Color shall be manufacturer's standard paintable grade. B. Sealant for exterior work shall be a semi -silicone product. 13 DIVISION 8 - DOORS AND WINDOWS 08100 - DOORS AND FRAMES A. General: The Contractor shall supply all materials, labor and equipment necessary for the installation of all metal doors and frames as shown on the Drawings. B. Inspection: The Contractor shall examine all work in direct contact with or having an effect on the metal doors and frames. If any defects are found that would have an adverse effect on his work, the Contractor shall notify the owner in writing. If the Contractor proceeds with his work without affecting this notification, it shall be construed as an acceptance by him of all preceding work. C. The Contractor shall provide 5 3/4" x 2" 16 gage forged steel frames. Provide three mbber bumpers at closure. Provide weather stripping and accessories as delineated on the drawings, Sheet 3, Door Schedule and Section 08700, para. I of the Specifications. D. Install frame with minimum of six wall anchors; frames shall be delivered with baked 20 mil coat of zinc chromate alkyd primer. E. The Contractor shall provide fiberglass full flush veneer doors. Doors to be hinged as shown on the Drawings. F. Frames shall be double hot dipped G-90 galvanized steel, painted per Section 09900. G. Coat back of frame and wall anchors with coal tar epoxy. H. Provide shop drawings per Section 01850. 08700 - HARDWARE AND SPECIALTIES: A. The Contractor shall furnish all materials, labor, and equipment necessary for the installation of all the hardware and specialties. B. The Contractor shall examine all work in direct contact with or having an effect on all hardware and specialty items. If any defects are found that would have an adverse effect on his work, the Contractor shall notify the owner in writing. If the Contractor proceeds with his work without affecting this notification, it shall be construed as an acceptance by him of all preceding work. C. The hardware headings are intended to cover all the doors of the building and establish a standard of quality and application. It is the specific duty of the hardware supplier to examine the plans and specifications and advise the owner of any omissions or discrepancies. Authorization for change shall be by addendum only. The omission of an item from this section does not relieve the Contractor from providing hardware for all parts of the building where such items would normally be required in order to properly complete the work. Proposal is to cover the installation and furnishing of finish hardware as detailed. Proposal must read "In accordance with plans and specifications", and is not to be qualified in any manner. 2. It is the responsibility of the hardware supplier to furnish hardware that conforms to all code requirements. D. All hardware shall be new and free from defects. Products are to be those specified. Any requests for substitutions will require owners approval. E. Items of hardware shall be packaged separately, labeled with corresponding symbols to that on the hardware schedule to identify hardware location within building. Each container or package shall include necessary fastenings, instructions, and installation templates to facilitate installation. All hardware shall be delivered, transportation charges prepaid, to the job site or to the door manufacturer. 14 Furnish two (2) change keys with each lock set. All keys shall remain in the possession of the Contractor under maximum security until Project completion. The Contactor will label the key at the time of installation. Keys will be turned over to the Owner at Project completion. All doors to be keyed alike. G. Installation: Install and adjust for proper operation and function. Cover door knobs and other surfaces while all finish work is in progress. Clean paint from exposed surfaces thoroughly before building is occupied. 2. All fasteners shall be the type consistent with the job conditions and the quality of the hardware and shall match in finish 3. Install stops and holders at approved locations. a) On concrete and solid masonry with lead shields (rawl plugs not acceptable); b) On hollow wall, with toggle bolts; C) To doors with through bolts and grommet nuts or hex nuts as applicable. H. Install finish hardware after operations causing dampness have been completed. At final completion, leave hardware clean and free from disfigurement. Before starting work, verify existing slopes to floor drains Function properly and do not leave standing water or 'bird baths." If such conditions are found to exist, notify the Engineer before proceeding with the work C. Apply flooring material using the 'broadcast method", minimum thickness shall be I". Surface texture shall be non-skid. 3. Provide a continuous and seamless 4" wall base with floor, intersection of wall and floor shall have a radius. D. Submittals: Provide manufacturers literature and method of application for review. Provide color chart for color selection 09900 -PAINTING A. The Contractor shall furnish all materials, labor, and equipment necessary for the complete painting of all non-prefinished work on the interior and exterior of the building as shown on the Drawings and as hereinafter specified B. The Contractor shall examine all work in direct contact with or having an effect on his work. Painted surfaces shall receive at least two (2) coats over primer except as otherwise noted. Coats one and two shall be visibly different in color when dry. Painting shall not be required on areas noted as being covered with a prefinished material or as being unfinished- D. nfinished D. Submittals Provide color charts for verification of pre -selected colors and for selection of metal door and frame colors. 17 DIVISION 10 - SPECIALTIES 10161 - TOILET PARTITIONS PART 1 — GENERAL A. 6" cont. Block toilet and urinal partitions, as shown on the drawings, shall be built by the Contractor. B. The toilet partitions doors shall be Santana POLY -MAR, and shall be installed by the supplier. The Contractor shall be responsible for timely delivery of the partitions. C. The Contractor shall examine all work in direct contact with or having an effect on his work If any defects are found that would have an adverse effect on the erection or completion of the installation of the materials, the Contractor shall notify the Owner in writing of the nature of the defects. If the Contractor allows this work to proceed without effecting such notification, it shall be construed as an acceptance by him of all preceding work D. Requirements of the general conditions and special conditions apply to the work in this section. Work of this section consists of, but is not limited to the following: 1. Toilet stalls, stall doors, screens and entry partitions. 2. Hardware, etc. for stalls. 3. Shop Drawings. 4. Guarantee per general conditions. E. Submit three (3) sets of shop drawings, including details and a sample of each item of hardware for owner's approval. F. warranty: Santana warranty for partition doors PART 2- MATERIALS A. Toilet partitions and veinal screen shall be 6'yc8"x16" concrete masonry Units reinforced and fastened to the 8" CMU walls as shown on the Drawings. B. The toilet partition doors shall be Santana POLY -MAR, 55" high, color #410 Cranberry (available from Stambome and Associates, 941-646- 6445). C. Each door shall be famished with one (1) POLY -MAR wall strip approximately 1"x4" for mounting the door hinges; two (2) stainless steel door hinges; one (1) coat hookfbumper of heavy chrome plated Zamak with rubber bumper. D. Door mounting and latch hardware are to be stainless steel or Santane's most corrosion resistant heavy duty hardware. E. POLY -MAR materials are to arrive at the jobsite with special protective plastic covering. PART 3 -INSTALLATION A. Installation of partition doors shall be by the supplier in accordance with the manufacturer's standard recommendations and the following: 18 I . All parts shall be erected in a substantial manner, straight, level and plumb. 2. No evidence of drilling, cutting or patching shall be visible in the finished work. 3. Clearance at vertical edges of doors shall be uniform top to bottom and shall not exceed 3/16". 4. Finished surfaces shall be cleaned after installation and left free of imperfections. 10800 - TOILET AND BATH ACCESSORIES PART 1 - GENERAL A. The Contractor shall furnish all materials, labor and equipment necessary for the installation of the toilet and bath accessories as shown on the Drawings. B. The Contractor shall examine all work in direct contact with or having an effect on his work. If any defects are found that would have an adverse effect on the erection or completion of the installation of his materials, the Contractor shall notify the owner in writing of the nature of the defects. If the Contractor proceeds with his work without effecting such notification, it shall be construed as an acceptance by him of all preceding work. (Also see Part 3, Paragraph A, 1-3) C. Quality Assurance: 1. Manufacturers: Model numbers are for washroom accessories manufactured by Bobrick Washroom Equipment Co., Inc, and are listed as a standard of quality. Equivalent products of other manufacturers may be acceptable, if, in the judgment of the owner, they meet the intent of the specification in terms of design, function, materials, and quality of workmanship. Other manufacturers may be proposed for consideration by submitting technical data sheets for each unit required no later than ten (10) days prior to bid date. 2. Accessories shall be products of a single manufacturer except for the soap dispensers, hand dryer and waste receptacle as indicated on the drawings, Sheet 3, Bathroom Accessory Schedule. D. Submittals: A submittal folder containing the manufacturer's catalog, data sheets, parts list, and all keys supplied by manufacturer must be presented to the Owner at the completion of the installation for the owner's permanent records. E. Product Delivery. Storage, and Handling 1. Deliver items in manufacturer's unopened, original protective packaging. 2. Store materials in original protective packaging in a secured area to prevent soiling, physical damage, wetting, or theft. 3. Maintain protective covers on all units and handle so as to protect the finish. F. Guarantee: All accessories to be guaranteed for a full year against factory defects. Angle frame mirrors shall have a 15 year guarantee against silver spoilage and channel frame mirrors shall have a 10 year guarantee against silver spoilage. PART 2- PRODUCTS A. Installation: Install accessories at locations and heights indicated on the drawings, level and plumb. Installation methods shall be in accordance with manufacturer's recommendations and ADA specifications. 2. Install manufacturer's recommended anchor system for all grab bars. Conceal evidence of drilling, cutting and fitting on adjacent finishes. 3. Fit flanges of accessories snug to wall surfaces. Provide for caulking in gaps between return flanges and finish wall if necessary. 4. Contractor shall be responsible for ADA compliance. 20 C. Final Details: I. Adjust accessories for proper operation. 2. Clean exposed surfaces prior to final inspection. 3. Deliver accessories schedule, keys and parts and service sheets as part of close out documents for Owner's permanent records. 10850 - MIRRORS A. The Contractor shall furnish all materials, labor, and equipment necessary for the installation of all mirrors as shown on the Drawings. B. The Contractor shall examine all work in direct contact with or having an effect on his work. If any defects are found that would have an adverse effect on the erection or completion of the installation of his materials, the Contractor shall notify the owner in writing of the nature of the defects. If the Contractor proceeds with his work without effecting such notification, it shall be construed as an acceptance by him of all preceding work. C. Provide 16" x 24" Bobrick B-165-1624 framed mirror. D. Contractor shall install mirrors as per manufacturer's recommendations and as per plan and elevations. Mounting brackets shall be square and plumb. 21 DIVISION 15 - MECHANICAL 15400 - PLUMBING A. Scone Plumbing contractor shall furnish all labor, materials and equipment necessary for the complete installation of the soil and vent piping, water service, tap valves, boxes, and cold water supply system; plumbing fittings and fixtures; and all related fittings and controL A schedule 40 4" PVC waste pipe shall be capped off approximately 6' from building as shown on the drawing, Sheet 1; to be connected to lift station by others. B. Specifications and Drawings 1. The drawings indicate the general arrangement of the plumbing systems. These specifications and drawings shall supplement each other. Equipment and piping shall fit into the space allocated and shall provide all necessary clearance for service and maintenance. 2. Changes: Deviations or substitution of equipment shall be coordinated with effected trades and provided at no additional cost to the Owner. 3. Errors and omissions: All obvious errors and/or omissions in the construction documents shall be called to the attention of the Engineer at least four days prior to the bid date. If notification is not received no extras to the original drawings and specifications will be authorized. C. Codes and Standards Plumbing work provided shall conform to the local, state and national Plumbing Codes and other applicable rules, regulations, codes, standards, ordinances and laws, including ADA regulations. D. Permits and Inspections The plumbing contractor shall procure all permits and pay all fees associated with the permitting installation and inspection process. The Plumbing Contractor shall coordinate all inspections with the General Contractor. E. Materials 1. Sanitary waste: PVC Schedule 40. 2. Copper Water Piping: (a) Below grade - Soft copper type "K". (b) Above grade -Type "L" sweated or flanged 3. Joints to be wrought or cast bronze. Lead free solder is to be used on alljoints. 4. Exposedplumbing traps shall be chrome plated brass. Concealed plumbing traps may be PVC. 5. All final connections to plumbing fixtures shall be valved Exposed piping and valves shall be chrome plated brass. 6. Air chambers, at least one pipe size larger, shall be installed at each fixture. Provide an additional air chamber for each main water riser. 7. Fixtures: See schedule. F. Installation 1. All water piping within the building shall be copper and run continuous. All piping shall be properly supported with hangers of compatible material and all water pipes passing through 22 concrete shall be sleeved to prevent chemical reactions. Piping passing through fire rated walls and floors shall be protected using listed fire rated assemblies. 2. Verify locations of sewer and water connections before installing. 3. All escutcheons shall be caulked to prevent intrusion of water. All plumbing fixtures, when applicable, shall be caulked to the surrounding surface. 4. On completion of work, remove all excess material, equipment and debris. Leave work in clean condition for general contactor. 5. Water piping shall be tested at 150 PSI for eight hours. Sanitary piping shall be tested at 10' of head for eight hours. 6. Sloan flush valves shall be located in Mechanical Room G. Guarantees 1. Guarantee all equipment, material and workmanship to conform with this section of the specifications. Parts defective or not as specified shall be replaced in the system and retested, at no additional cost to the Owner, for a period of two years after formal acceptance of the completed work 2. Contractor is to famish Owner with as built drawings and shop drawings of all equipment. 23 DIVISION 16 - ELECTRICAL 16400 - SERVICE AND DISTRIBUTION PART 1 -GENERAL A. The requirements of the general, supplementary and special conditions of the contract specifications and drawings are hereby made a part of this section of the specifications. B. It is the intent of the plans and specifications to provide a complete and operating installation including all obviously necessary items even though items are not indicated on the drawings or specifications. C. The Contractor shall secure and pay for all permits, State Sales Tax, Federal Excise Tax, royalties and other taxes or fees as required for installation of a complete system as outlined herein and as shown on the plans. The Contractor shall secure all necessary licenses and insurance. D. The work shall comply with the latest applicable requirements of the NFPA, the NEC, and all local codes governing this installation as a minimum standard unless specifications listed herein or shown on the plans require a higher minimum standard. E. Where one manufacturer only is named, the bids shall be based on famishing equipment or materials by this manufacturer. Products of other manufacturers will be considered for use if in the Engineers opinion, the item requested for substitution is equal to that specified. Where no manufacturers are named, the Contractor shall select equipment or material which meets the specifications. F. The contract drawings indicate the extent and general arrangements of equipment and systems. If any departures from the contract drawings are deemed necessary by the Contractor, details of such departures and reasons therefore shall be submitted to the City for approval. No such departures shall be made without the prior written approval of the City. G. The Contractor shall conform to all reasonable changes without additional cost to the owner. H. All obvious errors and/or omissions in the above mentioned documents shall be called to the attention of the Engineer at least four days prior to the bid date. If notification is not received, no extras to the original drawings and specifications will be authorized. The Contractor shall provide a guarantee against defective workmanship, materials or equipment for a period of one year from the date of acceptance. This guarantee shall include all costs encountered in the replacing of defective work or materials. In the event the Contractor fails to take action to correct any such defect within 24 hours after receipt of written notice, the work of correcting such defect may be accomplished by the owner and the Contractor shall be liable for the cost of this work. The Contractor shall convey to the owner any additional guarantees or warranties provided by the manufacturer of an individual item of equipment or material. PART 2 -PRODUCTS A. Racewa 1. EMT may be used for all branch circuit wiring in areas above grade and within the building. All EMT shall be galvanized. All EMT fittings shall be steel compression type. 2. PVC, schedule 40, may be used for all branch circuit wiring below grade. 3. GRC shall be used for wiring when transitioning from below grade to above grade and subject to physical damage. 2. Surface mounted conduits will only be permitted in Mechanical Room. All other conduit shall be ran above the ceiling or inside the concrete block walls. 24 r " a B. Wire and Cable Conductors shall be copper. Insulation shall be type THHN/THWN for sizes No. 12 to 8 AWG. For conductors No. 6 and larger, insulation shall be type THW. Minimum size wire No. 12. Conductors No. 10 and larger are to be stranded. Branch conduit outlets shall be connected as indicated. 2. Color Codes: Conductors shall be color coded throughout. Same color shall be used for branch circuit wiring of a given phase. Conductors No. 6 AWG and larger may be Black, but shall be identified with colored tape injunction boxes, pull boxes, panels, and service equipment. (a) 120/208V -Shall be Black, Red, or Blue with White for neutral. (b) Continuity of neutrals of multi -wire branch circuits shall not be made on terminals of any device. This will assure no opening of neutral in replacement of device. 3. Splices: (a) #10 and below-Scotchlok or equal (b) #8 and larger- HiPress or mechanical connector (c) Epoxy splices shall be used for all below grade splices. C. Boxes 1. Outlet Boxes shall be one-piece or projection welded galvanized stamped steel for gang sizes required. Sectional boxes will not be acceptable. Boxes larger than standard shall be provided in accordance with National Electrical Code where necessary to prevent crowding of wires. 2. Floor Boxes to be cast iron in wet locations, stamped steel elsewhere. D. Wiring Devices 1. Mounting Heights: (a) Switches at 4'0" or as noted (b) Receptacles at 18" or as noted (c) Telephone outlets at 18" or as noted 2. Well Switches: Shall be intermediate grade, quiet -type, high performance switches rated at 20A/125V. 3. Receptacles: Wall receptacles shall be intermediate grade, duplex 3 -wire grounding type. Devices shall be rated at 15A/125V. Receptacles and switches shall be back and side -wired with screw terminals. 4. Power Outlets: Type and size as noted. F. Panelboard, Loadcenter 1. Panelboard and loadcenters shall be as noted on plans with cover and typewritten directory inside of cover. Panelboards shall be the product of PTE, Square D or Cutler Hammer. 2. Panel Bus shall be copper. G. Lighting Fixtures Provide lighting fixtures as indicated on the schedule. 25 H. Electric Hand Drver Provide electric hand dryer as indicated on the schedule. Project consists of the furnishing of all labor, materials, equipment and services as required for the construction of a furnished restroom building and as shown on the drawings and described in these specifications. B. The restroom building is to be attached to the south end of the existing yacht club building located at the Sebastian Yacht Club on Indian River Drive in the City of Sebastian. 01025 Measurement and Payment A. Work under this contract will be paid per the terms & conditions as stated in the agreement document as a Jump sum B. The prices shall include all labor, materials, tools, and equipment required to complete the work. C. Payment for repair and replacement of any existing utilities will be included in the lump sum bid amount. 01050 Field Eneineerine A. City shall stake location of facilities and provide horizontal and vertical stakes. B. The Contractor shall verify limits of construction. C. The Contractor shall keep records on project with sufficient detail so that as -built drawings may be prepared. D. The Contractor is responsible for establishing all finish grades. 01090 Referenced Standards A. The latest edition of all referenced standards, including, but not limited to the following, are hereby made a part of this Contract: The applicable portions of the Florida Department of Transportation's (FDOT) Standard Specifications for Road and Bridge Construction and its supplements with changes pertaining thereto, and the Indian River County (IRC) Water and Wastewater Utilities Standards. Further, the applicable portions of the Southern Standard Building Code shall apply to this project B. All construction of items covered in the referenced standards shall conform to the Standard Specifications and Plans unless shown otherwise herein. The CONTRACTOR shall have in his possession a copy of all Contract Documents. C. Applicable Standards listed in these Specifications include, but are not necessarily limited to, standards promulgated by the following agencies and organizations: 1. Indian River County Water and Utilities 01300 Submittals A. General: Coordinate submittals with progress schedule and actual progress of work; allow five (5) working days for Engineer's processing of submittals requiring review and approval. Use transmittal form to establish complete record of submittals. B. Copies Required: The Contractor shall submit three copies of each Shop Drawing. Re -submissions of Shop Drawings shall be made in the same quantity until final approval is obtained C. Set of Samples: Submit two (2) sets; one set will be returned Submit full doCIImentatiou with each set Except as otherwise indicated, sample submittals are for the City Engineer's observations of color, texture, pattern and "kind", as applicable. Maintain returned set at project site, for purpose of quality control comparisons. C. The Contractor shall keep one set of Shop Drawings marked with the Engineer's approval at the job site at all times. E. The Contractor shall thoroughly review and check the Shop Drawings, and each and every copy shall show his approval thereon. If the Shop Drawings show or indicate departures from the Contract requirements, the Contractor shall make specific mention thereof in his letter of transmittal. Failure to point out such departures shall not relieve the Contractor from his responsibility to comply with the Drawings and Specifications. F. The Contractor's approval and submission of the Shop Drawings to the Owner represents that he has determined and verified all field measurements, field construction criteria, material catalogue numbers and similar data and that he has checked and coordinated each Shop Drawing and sample with the requirements of the work and Contract Documents. G. Commencement of Work: Any portion of the work requiring the submission of a Shop Drawing, sample and equipment and/or material brochure shall not be commenced until after approval of said submission by the Owner. Work shall be done in accordance with the approved submission. H. Interior color selections will be made by the Owner ONLY after receipt of complete set of samples and Shop Drawings as required by interior work. Failure to submit one or more required sample will result in delay of color selection until all samples are received. I. OWNER'S Review: Shop Drawings, samples, material and equipment brochures received by the Owner which are not signed and dated by the Contractor indicating thorough review and approval by the Contractor for compliance with the Contract Documents will be retuned to the CONTRACTOR without further action Owner's checking is only for general conformance with the design concept of the Project and general compliance with the information given in the Contract Documents. Any action taken is subject to the requirements of the plans and specifications. Contractor is responsible for: quantities, dimensions which shall be confirmed at the job site; fabrication processes and techniques of construction; coordination of his work with that of all other trades and the satisfactory performance of his work. 01400 Quality Control A. Tests and Inspections: Costs for tests and inspections shall be paid by the Owner except as otherwise specified herein. 2. If the results of any test or inspections indicates failure to meet the specified requirements, the Contractor shall reimburse the Owner for the costs of re -testing or re -inspection 3. Excessive inspection costs incurred due to faulty or improper scheduling, or by unsuitable or wasteful work practices by the Contractor or any of his subcontractors shall be reported to the Engineer by the Inspector involved with such work, and such costs, if determined to be excessive, shall be reimbursed to the Owner by the Contractor. 4. Manner of Work - When in the opinion of the Engineer, tests or inspections are required because of the manner in which the Connector does his work, such as: questionable quality of materials and/or workmanship, questionable sources of material, substitution of materials or sources of same for those previously accepted, or failure of material to comply with specification or plan requirements; such tests or inspections shall be reimbursed to the Owner by the Contractor. 5. Reimbursements to the Owner for costs of tests and inspections shall be by Deductive Change Orders from the Contract Sum. B. Defective Materials: The Engineer reserves the right to demand for test or special examination any material or part thereof to insure compliance with the specifications and he may reject any material or part judged defective as a result of such tests and the Contractor shall replace such defective material or part with material or part that does comply with the specifications at no additional expense to the Owner. C. Reports: Test and inspection reports shall be written immediately upon conclusion of each procedure; copies shall be provided to the following: Owner Engineer Contractor Building Department D. Test Criteria: The specific test and inspection procedures and their required results are enumerated herein by reference to recognized standards and shall be the required method for testing and judging the results unless deviations from the standards are specifically mentioned. 01500 Temporary Facilities and Controls A. Purchase electric power or provide portable electric power for the construction of the project Provide for the extension of utility lines to the point of usage. B. Make arrangements for developing water sources and supply all labor and equipment to collect, load, transport, and apply water as necessary for compaction of materials, concrete constriction operations, testing, dust control, and other construction use. C. Furnish potable drinking water in suitable dispensers and with cups for use of all employees at the job site during the entire construction period. D. Provide temporary chemical toilet facility. Maintain these during the entire period of construction under this Contract for the use of all construction personnel on the job. Chemical toilets and their maintenance shall meet the requirements of the State and local health regulations and ordinances. Any facilities or maintenance methods failing meet these requirements shall be corrected immediately. E. Frill time watchmen will not be specifically required as a part of the Contract, but the Contractor shall inspect the area daily and take whatever measures are necessary to protect the safety of the public, workmen, and materials, and provide for the security of the site, both day and night 01700 Project Closeout A. Record Documenmtion: Record Drawings - Maintain a complete set of bluelblack-line printings of Contract Drawings and Shop Drawings for record mark-up purposes throughout the Contract time. Mark-up drawings during the course of the work to show changes and actual installation conditions, sufficient to form a complete record for OWNER'S purposes. Give particular attention to work which will be concealed and difficult to measure and record at a later date, particularly work which may require servicing or replacement during the life of the project. Request subcontractors and mechanic s marking the prints to sign and date each mark-up. 2. Maintenance Manuals - Provide three ring vinyl -covered binders containing required maintenance mamrals, properly identified and indexed. Include operating and maintenance instructions; extended to cover emergencies, spare parts, warranties, inspection procedures, diagrams, safety, security, and similar appropriate data for each system or equipment item. B. Operator Instructions: Require each installer of systems requiring continued operation/maintenance by Owner's operating personnel, to provide on location instruction to Owner's personnel, sufficient to ensure safe, secure, efficient, non -failing utilization and operation of systems. C. Final Cleaning: At closeout time, clean or re -clean entire work to normal level for "first class" maintenance/cleaning of building projects of a similar nature. Remove non — permanent protection and labels, polish glass, clean exposed finishes, touch-up minor finish damage, clean or replace filters of mechanical systems, remove debris and broom -clean non -occupied occupied spaces, sanitize plumbing facilities, clean light fixtures and replace bumed-out/dimmed lamps. Police grounds in the construction area, and perform similar cleanup operations needed to produce a "clean" condition as determined by Engineer and Owner's Representative. D. Procedures at Substantial Completion: 1. Prerequisites - Comply with General Conditions and complete the following before requesting the Building Department inspection of the work, or designated portion thereof; for substantial completion. Complete installation of building and equipment to such level as the Owner could, if necessary, occupy the facilities. Submit executed warranties, workmanship bonds, maintenance agreements, inspection certificates and similar required documentation for specific units of work, enabling Owner's unrestricted occupancy and use. Complete instruction of Owner's operating personnel, and start-up of systems Complete final cleaning, and remove temporary facilities and tools. 2. Inspection Procedures - Upon completion of Contractor's own punch list items and receipt of Contractor's request for inspection, Building Inspector will either proceed with inspection or advise Contractor of prerequisites not fulfilled. Following initial inspection, Inspector will either prepare certificate of substantial completion, or advise Contractor of work which must be performed prior to issuance of certificate; and repeat inspection when requested and assured that work has been substantially completed. Results of completed inspection will from initial "punch - list" for final acceptance. E. Procedures at Final Acceptance: Upon receipt of Contractor's notice that work has been completed, including punch -list items resulting from earlier inspections, and excepting incomplete items delayed because of acceptable circumstances, Building Inspector will re -inspect work. Upon completion of re -inspection, Engineer will either recommend final acceptance and final payment, or advise Contractor of work not completed or obligations not fulfilled as required for final acceptance. If necessary, procedure will be repeated. DIVISION 2 - SITE WORK , 02200 -EARTHWORK A. Work Included: 1. Site grading 2. Excavation and back -filling 3. Soil erosion control B. Specification references: The work specified in this Section shall conform to Section 120 of the Florida Department of Transportation Standard Specifications for Road and Bridge Construction, latest edition, except as modified herein. C. Fill: 1. City will provide satisfactory fill materials delivered to the site. 2. "Satisfactory fill materials" include clean sand, free of roots, clay, organic or other deleterious materials, properly worked to obtain optimum moisture and compaction. D. ' Site Preparation: Excavate and remove from the construction area all surface organic and soils that contain organic matter. This clearing should extend 1 foot outside the imprint area of the pavement and other foundation structures. 2. Fill necessary to bring the construction area up to planned grade shall consist of clean granular materials, provided by the City delivered to the site. The fill shall extend at least 1 foot outside the imprint area of the structure. A minimilm testing frequency is one test per 2500 square feet of compacted fill per 12 inch lift. The fill shall be spread in loose layers of 12 inches (maximum) and compacted to the following percentages of maximum density as determined by AASHTO T-180: subgrade beneath structures, sidewalks, and paved areas- 98%, surfaces beneath grassed or landscaped areas- 95%. 3. The Contractor shall be responsible for disposal of waste and excess material E. Erosion Control 1. Soil erosion control is necessary to prevent silt from being carried down the bank to the asphalt pavement; silt fences are to be installed along the west and south sides of, and spaced approximately 41rom the excavation perimeter. 2. Silt fences shall be removed when they have served their useful purpose. 02250-SOM POISONING A. Provide soil treatment for Termite control, as herein specified. In addition to the requirements of these specifications, comply with the manufacturer's instructions and recommendations for all phases of the Work. B. Treat compacted soil under all slabs and extending five (5) feet beyond building perimeter at the rate of one gallon per ten square feet and at the rate of two (2) gallons per five (5) lineal feet of foundation with Dow "Dursban T.C.". Treatment shall not be made when ground is excessively wet or directly after heavy rains. C. Reapply treatment to areas disturbed by subsequent excavation or other construction activities following application. D. Provide a written guarantee certifying that chemicals having the required concentration and rate of application have been applied and that soil treatment will prevent the attack of subterranean termite for a period of at least five (5) years. 02660 -WATER AND SEWER UTILITIES A. The water supply to the restroom shall tee from the water supply to the Existing building. B. All water and wastewater utility construction shall be in accordance with IRC Water and Wastewater Utilities Standards. C. A 4" schedule 40 PVC waste pipe shall extend approx. 4-6' from the west side of the building and shall be capped off, as indicated on the Site Plan; this pipe will be connected to a lift station by others. DIVISION 3 - CONCRETE 03100 - CONCRETE FORMWORK A. Adequate and safe design of formwork is the responsibility of the Contractor. Applicable provisions of ACI "Recommended Practice for Concrete Formwork ACI 347, are hereby made a part of this specification. Install sleeves, inserts, anchors and other fastening devices required for fastening of other work, forms, and footings, columns and beams. B. All Forms and soil under concrete slabs shall be thoroughly wetted before placement 03200 - CONCRETE REINFORCEMENT A. 'BUILDING CODE REQUIREMENTS FOR REINFORCED CONCRETE" ACI -318-71 are hereby made a part of this specification. Work in this section shall conform to these requirements. B. Deformed Bars shall meet ASTM A-615 grade 60. Bending shall be done without heating. Reinforcement shall be securely tied in position in forms having not less than 1 1/2" coverage in beams, slabs and columns and not less than 3" in footings. Provide bent bars at all comers of footings and tie beams. C. Wire mesh shall meet ASTM A-185 and be 6" x 6" #10 gauge welded wire fabric unless otherwise shown on the Drawings. Raise mesh at least 1" above bottom of slab. 03300 -CAST -IN-PLACE CONCRETE PART 1- MATERIAL REOU]REb1ENTS: Cast -In -Place Concrete shall meet the following requirements: A. Portland Cement American Standard Brand per ASTM C-159, Type 1. B. Fine Aggregate: Shall be sharp, clean passing a #8 sieve meeting ASTM C -33. C. Coarse Aggregate: ASTM C -33 gravel or crushed stone. Size graded from 1" down. Size for colurrin and beam pours shall be 1/2" and down. D. Water: Shall be potable quality. E. Strength: All concrete shall be 3000 PSI at 28 days unless shown otherwise on the Drawings. PART 2- FINISHES A. Force coarse aggregate from surface, screed level and float, machine trowel smooth finish. Add broom texture and edge finish. B. Place concrete as near to final position as possible to avoid segregation from excessive handling. C. Mechanical vibrator shall be employed to work concrete around reinforcing steel, embedments and corners D. Partially hardened or re -tempered concrete shall not be used in any part of the project Water shall not be added to the design mix without written approval of the Engineer. Concrete, so altered shall be removed and necessary repairs made to replace same at no additional expense to the Owner. E. Honeycombing or planes of weakness apparent in the exposed concrete work shall be patched or removed and replaced at the discretion of the owner. Such repairs shall be made at no additional cost to the Owner. F. Continuous pipe screeds shall be employed by Contractor to ensure even and uniform slopes as shown on the Drawings. G. Exposed concrete shall be hand rubbed to uniform appearance, all voids floated. PART 3- TESTING A Slump and cylinder tests shall be made of all structural concrete in footings, and floors. B. Testing Procedure Standard 6 inch x 12 inch cylinders made of concrete for foundations, columns beams and slabs per ASTM C-143. Take from the same batch for each 50 cubic yards or fraction thereof and at least four (4) cylinders from each day's pour. Cure cylinders; one broken at 7 days; one at 14 days, one at 28 days; one held in reserve. 2. Prepare and mark test cylinders and deliver them to an independent laboratory approved by the Owner. Laboratory tests paid for by the Owner. 3. If formal cylinder test is below specified minimum strength the owner may require core tests of hardened concrete in place to be made per ASTM C -42. If this test shows strength to be below specification, concrete in question shall be removed and replaced without cost to the Owner. Other work damaged by such repair shall be replaced at no cost to the Owner. Patching of test core sites shall be performed by the Contractor. Maximum slump shall be 5 " t 1 ". C. Time: Concrete shall be placed within 90 minutes of adding cement and aggregate or within 45 minutes of adding water and admixtures. DIVISION 4 - MASONRY 04100 - MORTAR A. Provide mortar conforming to ASTM C-91 for Masonry Cement, and ASTM C-150 for Portland Cement B. Sand for mortar shall be clean, hard, sharp sand conforming to ASTM C-144. Water for mortar shall be potable. C. Mortar for use below grade shall be Type M (one part Portland Cement, one part Type II Masonry cement and six parts sand by volume). Mortar for use above grade shall be Type M or N (one part Type 11 masonry cement and three parts sand by volume). D. Grout shall conform to ASTM C-476. Aggregates for grout to meet ASTM C404 or ASTM C-144. E. Grout shall reach compressive strength of 2,500 psi @ 28 days. F. Slump for grout shall be 9" = 1". 04150 - MASONRY REINFORCEMENT A. Provide "Dur -O -Wall" standard weight all galvanized 9 gage ladder ties at every second course of concrete masonry units. Lap splices 6" min. B. Prefabricated comers and tees shall be provided in each course with ladder ties. C. Top course and two courses above all openings shall be reinforced 24" beyond opening. D. Install vertical deformed bars centered in walls are as shown on drawings. All cells so reinforced shall be solidly grouted between poured concrete beams with column grade concrete. 04200 - UNIT MASONRY A. The Contractor shall famish all materials, labor, and equipment necessary for the installation and completion of all masonry work. B. Concrete block units shall conform with ASTM C-90. Provide all shapes and sizes required to complete the Work with a minimum of cutting and piecing. Placement of unit masonry shall be straight plumb and true to a tolerance of 1/8" in ten feet C. Nominal masonry unit sizes and vent unit size shall be as specified on the drawings. D. Provide clean-out opening at bottoms of all cells to be filled at each lift or pour of grout, when such lift or pour is in excess of 4 feet in height Seal clean -outs after inspection and before grouting. E. Build in bolts, straps, hangers, inserts and other anchorage devices required to support framing and other attachments required, as the work progresses. F. Lay concrete block in running bond with successive courses in stack bond Mortar joints to be 3/8 % tooled as shown on the Drawings. G. Provide temporary bracing as required to support new concrete block wall panels and as required by Engineer. DIVISION 5 - METALS 05100 - STRUCTURAL METAL CONNECTIONS A. Truss connector plates shall be hot dip galvanized steel and shall be from one plate manufacturer. B. Furnish all anchors, clamps, bolts, screws, etc., required for the completion of the work After fabrication and installation round rough edges and comers in accessible areas. 05200 - PRE -FABRICATED CONNECTIONS A. Provide Simpson Strong -Tie hangers and hurricane clips as shown on the Drawings. B. Material: Hot dip galvanized steel. 10 DIVISION 6 - WOOD AND PLASTICS 06010 - LUMBER A. Truss framing and finish lumber shall be dense Southern Yellow Pine, straight and true. Material shall be kiln dried to maximum 19% moisture content. B. Factors and grades as follows, unless otherwise noted on drawings: 1. Concealed work and roof sheathing shall be # 2 and better. 2. Blocking, bracing, and nailers (excepting roof sheathing) shall be utility grade pressure treated and provided as required. 3. Fascia and soffit shall be dense Southern Yellow Pine, and shall match fascia and soffit of existing building. 06100 - ROUGH CARPENTRY A. Contractor shall furnish all labor, materials and equipment necessary for the completion of Rough Carpentry work as shown on the Drawings and hereinafter specified B. The Contractor shall examine all work in direct contact with or having an effect on his work. If any defects are found that would have an adverse effect on the erection or completion of the installation of his materials, the Contractor shall notify the owner in writing of the nature of the defects. If the Contractor proceeds with his work without effecting such notification, it shall be construed as an acceptance by him of all preceding work. C. Interior ceiling finish shall be #2 or better 1" x 6" tongue and groove cypress. D. Roof sheathing shall be 1/2" CDX plywood D. E. The Contractor shall supply and install all rough hardware including bolts, plates, nails, anchors, brackets, spikes, screws, clip hangers and other fasteners necessary for completion of the Work. Rough hardware shall be Type 316 stainless steel or hot -dipped galvanized F. The Contractor shall provide anchors, blocking etc. required by other Sections to be built in. Provide grounds and blocking for all Sections. G. Nails shall be ring shank, stainless steel for all Work unless otherwise noted on the drawings. Subdrill where necessary. H. Remove wood, including form lumber, scrap lumber, shavings, and sawdust in contact with ground Leave no wood buried in fill or bac1ffi1L Do not bum any wood on job. Dispose of as required by the State of Florida, U. S. Agencies, and Indian River County. Protect wood products delivered to the Site from wetting and moisture gain by storing on elevated sills and by covering with well secured waterproof covers. K. Fit framing closely, set accurately to required lines and levels, and secure rigidly in place. Set horizontal and inclined members with crown edge up. Do not cut, notch, or bore structural members without the owner's written approval. Bolt, nail and spike in a thorough manner. Framing members shall provide full contact at all bearing surfaces. 11 DIVISION 7 - THERMAL AND MOISTURE PROTECTION 07100 - WATERPROOFING A. The Contractor shall furnish all materials, labor, and equipment necessary for the installation and completion of the work. B. The Contractor shall examine all work in direct contact with or having an effect on his work. If any defects are found that would have an adverse effect on the erection or completion of the installation of his materials, the Contractor shall notify the owner in writing of the nature of the defects. If the Contractor proceeds with his work without effecting such notification, it shall be construed as an acceptance by him of all preceding work. C. Coordinate waterproofing with other trades and make provisions for their work so as to avoid cutting and patching. Protect completed membranes from damage until the building is completed. D. Contractor shall furnish and install 0.006" polyethylene vapor barrier under floor slab reinforcing bars and welded wire mesh. Protect from damage until floor slab is poured. 07300 - FIBERGLASS SHINGLE ROOFING A. The Contractor shall fumish all materials, labor, and equipment necessary for the installation of the fiberglass roofing shingles as shown on the Drawings. B. The Contractor shall examine all work in direct contact with or having an effect on his work. If any defects are found that would have an adverse effect on the erection or completion of the installation of his materials, the Contractor shall notify the owner in writing of the nature of the defects. If the Contractor proceeds with his work without effecting such notification, it shall be construed as an acceptance by him of all preceding work. C. The Contractor shall provide a five-year written guarantee against any defects in material and workmanship for roofing, flashing and complete roofing membrane. D. The Contractor shall match shingles to shingles on existing yacht club building. E. Shingles shall be installed per SBCCI acceptance for 120 MPH wind zone. All fasteners for tintabs and shingles shall be hand driven nails. Staples and gun shot nails are not acceptable. 07600 - FLASHING AND SIMTMETAL A. The Contractor shall furnish all materials, labor, and equipment necessary for the installation and completion of the flashing and sheetmetal work. B. The work under this Section shall include, but not be limited to, flashing, counterflashing, curbs, cants, and other devices shown on the Drawings or needed for a proper and complete installation. C. The Contractor shall examine all work in direct contact with or having an effect on his work. If any defects are found that would have an adverse effect on the erection or completion of the installation of his materials, the Contractor shall notify the owner in writing of the nature of the defects. If the Contractor proceeds with his work without effecting such notification, it shall be construed as an acceptance by him of all preceding work. D. When any inherent flashing which forms part of any equipment such as vent pipes, exhaust fans, electrical devices, etc. is insufficient to make a waterproof connection with the roofing counter flashing, the roofing sub -contractor shall &rnish and install whatever additional flashing or counter flashing may be required to make a given connection waterproof. 12 E. Soil and vent pipes extending through roof shall be flashed with flashing furnished under the Plumbing Section and installed under this Section. F. All exposed flashing, counterflashing, stops, etc. shall be 16 oz. copper sheet. All shapes shall be formed on a bending break Imperfections such as holes, dents, creases, or crinkles will not be accepted. Nails to fasten flashing shall be copper or bronze. G. The angle of bends and the folds for interlocking the metal shall be made with full regard for expansion and contraction to avoid buckling or fullness in the metal after it is in service. Provide for themral expansion of all flashing, counter flashing, stops, etc. with joints on 10 foot centers and located two (2) feet from comers and intersections. Overlap adjacent pieces of continuous flashing a minimum of g". H. Conceal fasteners and expansion joints wherever possible. Fold back edges on concealed side of exposed edges to form them. Do not face nail. 07900 - SEALANTS AND CAULKING: A. Standard caulking compound for interior sealing shall be an acrylic latex compound such as DAP latex caulk or DeWitt latex caulking. Color shall be manufacturer's standard paintable grade. B. Sealant for exterior work shall be a semi -silicone product. 13 DIVISION 8 - DOORS AND WINDOWS 08100 - DOORS AND FRAMES A. General: The Contractor shall supply all materials, labor and equipment necessary for the installation of all metal doors and frames as shown on the Drawings. Inspection: The Contractor shall examine all work in direct contact with or having an effect on the metal doors and flames. If any defects are found that would have an adverse effect on his work, the Contractor shall notify the owner in writing. If the Contractor proceeds with his work without affecting this notification, it shall be construed as an acceptance by him of all preceding work C. The Contractor shall provide 5 3/4" x 2" 16 gage forged steel frames.. Provide three robber bumpers at closure. Provide weather stripping and accessories as delineated on the drawings, Sheet 3, Door Schedule and Section 08700, para. I of the Specifications. D. Install frame with minimum of six wall anchors; frames shall be delivered with baked 20 mil coat of zinc chromate alkyd primer. E. The Contractor shall provide fiberglass full flush veneer doors. Doors to be hinged as shown on the Drawings. F. Frames shall be double hot dipped G-90 galvanized steel, painted per Section 09900. G. Coat back of frame and wall anchors with coal tar epoxy. H. Provide shop drawings per Section 01850. 08700 - HARDWARE AND SPECIALTIES: A. The Contractor shall fumish all materials, labor, and equipment necessary for the installation of all the hardware and specialties. B. The Contractor shall examine all work in direct contact with or having an effect on all hardware and specialty items. If any defects are found that would have an adverse effect on his work, the Contractor shall notify the owner in writing. If the Contractor proceeds with his work without affecting this notification, it shall be construed as an acceptance by him of all preceding work C. The hardware headings are intended to cover all the doors of the building and establish a standard of quality and application. It is the specific duty of the hardware supplier to examine the plans and specifications and advise the owner of any omissions or discrepancies. Authorization for change shall be by addendum only. The omission of an item from this section does not relieve the Contractor from providing hardware for all parts of the building where such items would normally be required in order to properly complete the work. Proposal is to cover the installation and furnishing of finish hardware as detailed. Proposal must read "In accordance with plans and specifications", and is not to be qualified in any manner. 2. It is the responsibility of the hardware supplier to famish hardware that conforms to all code requirements. D. All hardware shall be new and free from defects. Products are to be those specified. Any requests for substitutions will require owners approval. E. Items of hardware shall be packaged separately, labeled with corresponding symbols to that on the hardware schedule to identify hardware location within building. Each container or package shall include necessary fastenings, instructions, and installation templates to facilitate installation. All hardware shall be delivered, transportation charges prepaid, to the job site or to the door manufacturer. 14 F. Furnish two (2) change keys with each lock set All keys shall remain in the possession of the Contractor under maximum security until Project completion. The Contractor will label the key at the time of installation. Keys will be turned over to the Owner at Project completion. All doors to be keyed alike. G. Installation: 1. Install and adjust for proper operation and function. Cover door knobs and other surfaces while all finish work is in progress. Clean paint from exposed surfaces thoroughly before building is occupied. 2. All fasteners shall be the type consistent with the job conditions and the quality of the hardware and shall match m finish. 3. Install stops and holders at approved locations. a) On concrete and solid masonry with lead shields (rawl plugs not acceptable); b) On hollow wall, with toggle bolts; C) To doors with through bolts and grommet nuts or hex nuts as applicable. H. Install finish hardware after operations causing dampness have been completed. At final completion, leave hardware clean and free from disfigurement. I. Hardware Schedule 1. Provide color chart for color selection. 09900 - PAINTING A. The Contractor shall famish all materials, labor, and equipment necessary for the complete painting of all non-prefmished work on the interior and exterior of the building as shown on the Drawings and as hereinafter specified. The Contractor shall examine all work in direct contact with or having an effect on his work. If any defects are found that would have an adverse effect on the erection or completion of the installation of his materials, the Contractor shall notify the owner in writing of the nature of the defects. If the Contractor proceeds with his work without effecting such notification, it shall be construed as an acceptance by him of all preceding work C. Painted surfaces shall receive at least two (2) coats over primer except as otherwise noted. Coats one and two shall be visibly different in color when dry. Painting shall not be required on areas noted as being covered with a prefinished material or as being unfinished. D. Unless otherwise specified below, all paint and primers shall be a first line product of Pittsburg, Benjamin Moore, Sherwin Williams or Behr. E. Painting Schedule 1. Submittals Provide color charts for verification of pre -selected colors and for selection of metal door and frame colors. 17 DIVISION 10 - SPECIALTIES 10161 - TOILET PARTITIONS PART 1 — GENERAL A. 6" conc. Block toilet and urinal partitions, as shown on the drawings, shall be built by the Contractor. B. The toilet partitions doors shall be Santana POLY -MAR, and shall be installed by the supplier. The Contractor shall be responsible for timely delivery of the partitions. C. The Contractor shall examine all work in direct contact with or having an effect on his work. If any defects are found that would have an adverse effect on the erection or completion of the installation of the materials, the Contractor shall notify the Owner in writing of the nature of the defects. If the Contractor allows this work to proceed without effecting such notification, it shall be construed as an acceptance by him of all preceding work. D. Requirements of the general conditions and special conditions apply to the work in this section. Work of this section consists of, but is not limited to the following: 1. Toilet stalls, stall doors, screens and entry partitions. 2. Hardware, etc. for stalls. 3. Shop Drawings. 4. Guarantee per general conditions. E. Submit three (3) sets of shop drawings, including details and a sample of each item of hardware for owner's approval. F. warranty: Santana warranty for partition doors PART 2- MATERIALS A. Toilet partitions and urinal screen shall be 6"x8"x16" concrete masonry Units reinforced and fastened to the 8" CMU walls as shown on the Drawings. C. The toilet partition doors shall be Santana POLY -MAR, 55" high, color #290 Navy Blue (available from Stambome and Associates, 941-646- 6445). D. Each door shall be famished with one (1) POLY -MAR wall snip approximately 1"x4" for mounting the door hinges; two (2) stainless steel door hinges; one (1) coat hook/bumper of heavy chrome plated Zamak with rubber bumper. E. Door mounting and latch hardware are to be stainless steel or Santana's most corrosion resistant heavy duty hardware. F. POLY -MAR materials are to arrive at the jobsite with special protective plastic covering. PART 3 -INSTALLATION A. Installation of partition doors shall be by the supplier in accordance with the manufacturer's standard recommendations and the following: W-] 1. All parts shall be erected in a substantial manner, straight, level and plumb. 2. No evidence of drilling, cutting or patching shall be visible in the finished work. 3. Clearance at vertical edges of doors shall be uniform top to bottom and shall not exceed 3/16". 4. Finished surfaces shall be cleaned after installation and left free of imperfections. 10800 - TOILET AND BATH ACCESSORIES PART 1 -GENERAL A. The Contractor shall furnish all materials, labor and equipment necessary for the installation of the toilet and bath accessories as shown on the Drawings. B. The Contractor shall examine all work in direct contact with or having an effect on his work If any defects are found that would have an adverse effect on the erection or completion of the installation of his materials, the Contractor shall notify the owner in writing of the nature of the defects. If the Contractor proceeds with his work without effecting such notification, it shall be construed as an acceptance by him of all preceding work (Also see Part 3, Paragraph A, 1-3) C. Quality Assurance: Manufacturers: Model numbers are for washroom accessories manufactured by Bobrick Washroom Equipment Co., hic, and are listed as a standard of quality. Equivalent products of other manufacturers may be acceptable, if, in the judgment of the owner, they meet the intent of the specification in terms of design, function, materials, and quality of workmanship. Other manufacturers may be proposed for consideration by submitting technical data sheets for each unit required no later than ten (10) days prior to bid date. 2. Accessories shall be products of a single manufacturer except for the soap dispensers, hand dryer and waste receptacle as indicated on the drawings, Sheet 3, Bathroom Accessory Schedule. D. Submittals: A submittal folder containing the manufacturer's catalog, data sheets, parts list, and all keys supplied by manufacturer must be presented to the Owner at the completion of the installation for the owner's permanent records. E. Product Delivery. Storaee. and Handling 1. Deliver items in manufacturer's unopened, original protective packaging. 2. Store materials in original protective packaging in a secured area to prevent soiling, physical damage, wetting, or theft. 3. Maintain protective covers on all units and handle so as to protect the finish. F. Guarantee: All accessories to be guaranteed for a full year against factory defects. Angle frame mirrors shall have a 15 year guarantee against silver spoilage and channel frame mirrors shall have a 10 year guarantee against silver spoilage. PART 2- PRODUCTS A. Install accessories at locations and heights indicated on the drawings, level and plumb. Installation methods shall be in accordance with manufacturer's recommendations and ADA specifications. 2. Install manufacturer's recommended anchor system for all grab bars. Conceal evidence of drilling, cutting and fitting on adjacent finishes. 3. Fit flanges of accessories snug to wall surfaces. Provide for caulking in gaps between return flanges and finish wall if necessary. 4. Contractor shall be responsible for ADA compliance. FE C. Final Details: Adjust accessories for proper operation. 2. Clean exposed surfaces prior to final inspection. 3. Deliver accessories schedule, keys and parts and service sheets as part of close out documents for Owner's permanent records. 10850 - MIRRORS A. The Contractor shall famish all materials, labor, and equipment necessary for the installation of all mirrors as shown on the Drawings. B. The Contractor shall examine all work in direct contact with or having an effect on his work. If any defects are found that would have an adverse effect on the erection or completion of the installation of his materials, the Contractor shall notify the owner in writing of the nature of the defects. If the Contractor proceeds with his work without effecting such notification, it shall be construed as an acceptance by him of all preceding work. C. Provide 16" x 24" Bobrick B-165-1624 framed mirror. D. Contractor shall install mirrors as per manufacturer's recommendations and as per plan and elevations. Mounting brackets shall be square and plumb. 21 DIVISION 15 - MECHANICAL 15400 - PLUMBING A. Scone Plumbing contractor shall fiunish all labor, materials and equipment necessary for the complete installation of the soil and vent piping, water service, tap valves, boxes, and cold water supply system; plumbing fittings and fixtures; and all related fittings and control. A schedule 40 4" PVC waste pipe shall be capped off approximately 6' from building as shown on the drawing, Sheet 1; to be connected to lift station by others. B. Specifications and Drawings The drawings indicate the general arrangement of the plumbing systems. These specifications and drawings shall supplement each other. Equipment and piping shall fit into the space allocated and shall provide all necessary clearance for service and maintenance. 2. Changes: Deviations or substitution of equipment shall be coordinated with effected trades and provided at no additional cost to the Owner. 3. Errors and omissions: All obvious errors and/or omissions in the construction documents shall be called to the attention of the Engineer at least four days prior to the bid date. If notification is not received no extras to the original drawings and specifications will be authorized. C. Codes and Standards Plumbing work provided shall conform to the local, state and national Plumbing Codes and other applicable Hiles, regulations, codes, standards, ordinances and laws, including ADA regulations. D. Permits and Inspections The plumbing contractor shall procure all permits and pay all fees associated with the permitting installation and inspection process. The Plumbing Contractor shall coordinate all inspections with the General Contractor. E. Materials 1. Sanitary waste: PVC Schedule 40. 2. Copper Water Piping: (a) Below grade - Soft copper type "K". (b) Above grade -Type "L" sweated or flanged 3. Joints to be wrought or cast bronze. Lead free solder is to be used on alljoints. 4. Exposed plumbing traps shall be chrome plated brass. Concealed plumbing traps may be PVC. 5. All final connections to plumbing fixtures shall be valved Exposed piping and valves shall be chrome plated brass. 6. Air chambers, at least one pipe size larger, shall be installed at each fixture. Provide an additional air chamber for each main water riser. 7. Fixtures: See schedule. F. Installation All water piping within the building shall be copper and run continuous. All piping shall be properly supported with hangers of compatible material and all water pipes passing through 22 concrete shall be sleeved to prevent chemical reactions. Piping passing through fire rated walls and floors shall be protected using listed fire rated assemblies. 2. Verify locations of sewer and water connections before installing. All escutcheons shall be caulked to prevent intrusion of water. All plumbing fixtures, when applicable, shall be caulked to the surrounding surface. 4. On completion of work, remove all excess material, equipment and debris. Leave work in clean condition for general contractor. 5. Water piping shall be tested at 150 PSI for eight hours, Sanitary piping sball be tested at 10' of head for eight hours. 6. Sloan flush valves shall be located in Mechanical Room G. Guarantees 1. Guarantee all equipment, material and workmanship to confozm with this section of the specifications. Parts defective or not as specified shall be replaced in the system and retested, at no additional cost to the Owner, for a period of two years after formal acceptance of the completed work. 2. Contractor is to furnish Owner with as built drawings and shop drawings of all equipment 23 DIVISION 16 - ELECTRICAL 16400 - SERVICE AND DISTRIBUTION PART 1 - GENERAL A. The requirements of the general, supplementary and special conditions of the contract specifications and drawings are hereby made a part of this section of the specifications. B. It is the intent of the plans and specifications to provide a complete and operating installation including all obviously necessary items even though items are not indicated on the drawings or specifications. C. The Contractor shall secure and pay for all permits, State Sales Tax, Federal Excise Tax, royalties and other taxes or fees as required for installation of a complete system as outlined herein and as shown on the plans. The Contractor shall secure all necessary licenses and insurance. D. The work shall comply with the latest applicable requirements of the NFPA, the NEC, and all local codes governing this installation as a minimum standard unless specifications listed herein or shown on the plans require a higher minimum standard. E. Where one manufacturer only is named, the bids shall be based on furnishing equipment or materials by this manufacturer. Products of other manufacturers will be considered for use if in the Engineers opinion, the item requested for substitution is equal to that specified. Where no manufacturers are named, the Contractor shall select equipment or material which meets the specifications. F. The contract drawings indicate the extent and general arrangements of equipment and systems. If any departures from the contract drawings are deemed necessary by the Contractor, details of such departures and reasons therefore shall be submitted to the City for approval. No such departures shall be made without the prior written approval of the City. G. The Contractor shall conform to all reasonable changes without additional cost to the owner. H. All obvious errors and/or omissions in the above mentioned documents shall be called to the attention of the Engineer at least four days prior to the bid date. If notification is not received, no extras to the original drawings and specifications will be authorized. The Contractor shall provide a guarantee against defective workmanship, materials or equipment for a period of one year from the date of acceptance. This guarantee shall include all costs encountered in the replacing of defective work or materials. In the event the Contractor fails to take action to correct any such defect within 24 hours after receipt of written notice, the work of correcting such defect may be accomplished by the owner and the Contractor shall be liable for the cost of this work. I The Contractor shall convey to the owner any additional guarantees or warranties provided by the manufacturer of an individual item of equipment or material. PART 2 -PRODUCTS A. Raceway 1. EMT may be used for all branch circuit wiring in areas above grade and within the building. All EMT shall be galvanized. All EMT fittings shall be steel compression type. 2. PVC, schedule 40, may be used for all branch circuit wiring below grade. 3. GRC shall be used for wiring when transitioning from below grade to above grade and subject to physical damage. 2. Surface mounted conduits will only be permitted in Mechanical Room. All other conduit shall be run above the ceiling or inside the concrete block walls. 24 B. Wire and Cable 1. Conductors shall be copper. Iusulation shall be type THHNIIHWN for sizes No. 12 to 8 AWG. For conductors No. 6 and larger, insulation shall be type THW. Miniman size wire No. 12. Conductors No. 10 and larger are to be stranded. Branch conduit outlets shall be connected as indicated. 2. Color Codes: Conductors shall be color coded throughout Same color shall be used for branch circuit wiring of a given phase. Conductors No. 6 AWG and larger may be Black, but shall be identified with colored tape injunction boxes, pull boxes, panels, and service equipment (a) 120/208V -Shall be Black, Red, or Blue with White for neutral. (b) Continuity of neutrals of multi -wire branch circuits shall not be made on terminals of any device. This will assure no opening of neutral in replacement of device. 3. Splices: (a) #10 and below -Scotchlok or equal (b) #8 and larger- HiPress or mechanical connector (c) Epoxy splices shall be used for all below grade splices. C. Boxes 1. Outlet Boxes shall be one-piece or projection welded galvanized stamped steel for gang sizes required. Sectional boxes will not be acceptable. Boxes larger than standard shall be provided in accordance with National Electrical Code where necessary to prevent crowding of wires. 2. Floor Boxes to be cast iron in wet locations, stamped steel elsewhere. D. Wiring Devices 1. Mounting Heights: (a) Switches at 4'0" or as noted (b) Receptacles at 18" or as noted (c) Telephone outlets at 18" or as noted 2. Wall Switches: Shall be intermediate grade, quiet -type, high performance switches rated at 20A/125V. 3. Receptacles: Wall receptacles shall be intermediate grade, duplex 3 -wire grounding type. Devices shall be rated at 15A/125V. Receptacles and switches shall be back and side -wired with screw terminals. 4. Power Outlets: Type and size as noted. F. Panelboard, Loadcenter Panelboard and loadcenters shall be as noted on plans with cover and typewritten directory inside of cover. Panelboards shall be the product of ITE, Square D or Cutler Hammer. 2. Panel Bus shall be copper. G. Lighting Fixtures Provide lighting fixtures as indicated on the schedule. 25 s H. Electric Hand Dryer Provide electric hand dryer as indicated on the schedule. PART 3 -INSTALLATION A. Identification 1. Tag all conductors and identify major conduits in or at wireways, panels, pullboxes, switchboards, cabinets and similar items to assist in future circuit tracing. Conductor tags shall be nonconductive. 2. Identify all circuits and equipment to correspond with the plans and specifications. 4. Project consists of the famishing of all labor, materials, equipment and services as required for the construction of a furnished restroom building and as shown on the drawings and described in these specifications. B. The restroom building is to be located at the south end of Hardee Park on Barber Street in the City of Sebastian as shown on the drawings, Sheet 1, Site plan. 01025 Measurement and Payment A. Work under this contract will be paid per the Terms & Conditions as stated in the agreement document as a lump sum. B. The prices shall include all labor, materials, tools, and equipment required to complete the work. C. Payment for repair and replacement of any existing utilities will be included in the lump sum bid amount. 01050 Field Engineering A. City shall stake location of facilities and provide horizontal and vertical stakes. B. The Contractor shall verify limits of construction. C. The Contractor shall keep records on project with sufficient detail so that as -built drawings may be prepared. D. The Contractor is responsible for establishing all finish grades. 01090 Referenced Standards A. Use transmittal form to establish complete record of submittals. B. Copies Required: The Contractor shall submit three copies of each Shop Drawing. Re -submissions of Shop Drawings shall be made in the same quantity until final approval is obtained. C. Set of Samples: Submit two (2) sets; one set will be returned Submit full documentation with each set. Except as otherwise indicated, sample submittals are for the City Engineer's observations of color, texture, patten and "kind", as applicable. Maintain returned set at project site, for purpose of quality control comparisons. C. The Contractor shall keep one set of Shop Drawings marked with the Engineer's approval at the job site at all times. E. The Contractor shall thoroughly review and check the Shop Drawings, and each and every copy shall show his approval thereon. If the Shop Drawings show or indicate departures from the Contract requirements, the Contractor shall make specific mention thereof in his letter of transmittal Failure to point out such departures shall not relieve the Contractor from his responsibility to comply with the Drawings and Specifications. F. The Contractor's approval and submission of the Shop Drawings to the Owner represents that he has determined and verified all field measurements, field construction criteria, material catalogue numbers and similar data and that he has checked and coordinated each Shop Drawing and sample with the requirements of the work and Contract Documents. G. Commencement of Work: Any portion of the work requiring the submission of a Shop Drawing, sample and equipment and/or material brochure shall not be commenced until after approval of said submission by the Owner. Work shall be done in accordance with the approved submission. H. Interior color selections will be made by the Owner ONLY after receipt of complete set of samples and Shop Drawings as required by interior work Failure to submit one or more required sample will result in delay of color selection until all samples are received. OWNER'S Review: Shop Drawings, samples, material and equipment brochures received by the Owner which are not signed and dated by the Contractor indicating thorough review and approval by the Contractor for compliance with the Contract Documents will be returned to the CONTRACTOR without further action. Owner's checking is only for general conformance with the design concept of the Project and general compliance with the information given in the Contract Documents. Any action taken is subject to the requirements of the plans and specifications. Contractor is responsible for. quantities, dimensions which shall be confirmed at the job site; fabrication processes and techniques of construction; coordination of his work with that of all other trades and the satisfactory performance of his work. 01400 Quality Control A. Tests and Inspections: Costs for tests and inspections shall be paid by the Owner except as otherwise specified herein. 2. If the results of any test or inspections indicates failure to meet the specified requirements, the Contractor shall reimburse the Owner for the costs of re -testing or re -inspection. 3. Excessive inspection costs incurred due to faulty or improper scheduling, or by unsuitable or wasteful work practices by the Contractor or any of his subcontractors shall be reported to the Engineer by the Inspector involved with such work, and such costs, if determined to be excessive, shall be reimbursed to the Owner by the Contractor. 4. Maurer of Work - When in the opinion of the Engineer, tests or inspections are required because of the manner in which the Contractor does his work, such as: questionable quality of materials and/or worlonanship, questionable sources of material, substitution of materials or sources of same for those previously accepted, or failure of material to comply with specification or plan requirements; such tests or inspections shall be reimbursed to the Owner by the Contractor. 5. Reimbursements to the Owner for costs of tests and inspections shall be by Deductive Change Orders from the Contract Sum B. Defective Materials: The Engineer reserves the right to demand for test or special examination any material or part thereof to insure compliance with the specifications and he may reject any material or part judged defective as a result of such tests and the Contractor shall replace such defective material or part with material or part that does comply with the specifications at no additional expense to the Owner. C. Reports: Test and inspection reports shall be written immediately upon conclusion of each procedure; copies shall be provided to the following: Owner Engineer Contractor Building Department D. Test Criteria: The specific test and inspection procedures and their required results are enumerated herein by reference to recognized standards and shall be the required method for testing and judging the results unless deviations from the standards are specifically mentioned. 01500 Temporary Facilities and Controls A. Purchase electric power or provide portable electric power for the construction of the project. Provide for the extension of utility limes to the point of usage. B. Make arrangements for developing water sources and supply all labor and equipment to collect, load, transport, and apply water as accessary for compaction of materials, concrete construction operations, testing, dust control, and other construction use. C. Furnish potable drinking water in suitable dispensers and with cups for use of all employees at the job site during the entire construction period. D. Provide temporary chemical toilet facility. Maintain these during the entire period of construction under this Contract for the use of all construction personnel on the job. Chemical toilets and their maintenance shall meet the requirements of the State and local health regulations and ordinances. Any facilities or maintenance methods fair meet these requirements shall be corrected immediately. E. Full time watchmen will not be specifically required as a part of the Contract, but the Contractor shall inspect the area daily and take whatever measures are necessary to protect the safety of the public, workmen, and materials, and provide for the security of the site, both day and night 01700 Project Closeout A. Record Documentation Record Drawings - Maintain a complete set of blue/black-line printings of Contract Drawings and Shop Drawings for record mark-up purposes throughout the Contract time. Mark-up drawings during the course of the work to show changes and actual installation conditions, sufficient to form a complete record for OWNER'S purposes. Give particular attention to work which will be concealed and difficult to measure and record at a later date, particularly work which may require servicing or replacement during the life of the project Request subcontractors and mechanic s marking the prints to sign and date each mark-up. 2. Maintenance Manuals - Provide three ring vinyl -covered binders containing required maintenance manuals, properly identified and indexed. Include operating and maintenance instructions; extended to cover emergencies, spare parts, warranties, inspection procedures, diagrams, safety, security, and similar appropriate data for each system or equipment item. B. Operator Instructions: Require each installer of systems requiring continued opemtion/maintsnance by Owner's operating personnel, to provide on location instruction to Owner's personnel, sufficient to ensure safe, secure, efficient, non -failing utilization and operation of systems. C. Final Cleaning: At closeout time, clean or re -clean entire work to normal level for "first class" maintenance/cleaning of building projects of a simile nature. Remove non — permanent protection and labels, polish glass, clean exposed finishes, touch-up minor finish damage, clean or replace filters of mechanical systems, remove debris and broom -clean non -occupied occupied spaces, sanitize plumbing facilities, clean light fixtures and replace burned-ouddimmed lamps. Police grounds in the construction area, and perform similar cleanup operations needed to produce a "clean" condition as determined by Engineer and Owner's Representative. D. Procedures at Substantial Completion: Prerequisites - Comply with General Conditions and complete the following before requesting the Building Department inspection of the work, or designated portion thereof; for substantial completion. Complete installation of building and equipment to such level as the Owner could, if necessary, occupy the facilities. Submit executed warranties, workmanship bonds, maintenance agreements, inspection certificates and similar required documentation for specific units of work, enabling Owner's unrestricted occupancy and use. Complete instruction of Owner's operating personnel, and start-up of systems. Complete final cleaning, and remove temporary facilities and tools. Inspection Procedures - Upon completion of Contractor's own punch list items and receipt of Contractor's request for inspection, Building Inspector will either proceed with inspection or advise Contractor of prerequisites not fulfilled. Following initial inspection, Inspector will either prepare certificate of substantial completion, or advise Contractor of work which M, be performed prior to issuance of certificate; and repeat inspection when requested and assured that work has been substantially completed. Results of completed inspection will from initial "punch - list" for final acceptance. E. Procedures at Final Acceptance: Upon receipt of Contractor's notice that work has been completed, including punch -list items resulting from earlier inspections, and excepting incomplete items delayed because of acceptable circumstances, Building Inspector will re -inspect work Upon completion of re -inspection, Engineer will either recommend final acceptance and final payment, or advise Contractor of work not completed or obligations not fulfilled as required for final acceptance. If necessary, procedure will be repeated. DIVISION 2 - SITE WORK 02200 -EARTHWORK A. Work Included: 1. Site grading 2. Excavation and back -filling 3. Soil erosion control B. Specification references: The work specified in this Section shall conform to Section 120 of the Florida Department of Transportation Standard Specifications for Road and Bridge Construction, latest edition, except as modified herein. C. Fill: 1. City will provide satisfactory fill materials delivered to the site. 2. "Satisfactory fill materials" include clean sand, free of roots, clay, organic or other deleterious materials, properly worked to obtain optimum moisture and compaction. D. Site Preparation Excavate and remove from the construction area all surface organic and soils that contain organic matter. This clearing should extend 1 foot outside the imprint area of the pavement and other foundation structures. 2. Fill necessary to bring the construction area up to planned grade shall consist of clean granular materials, provided by the City delivered to the site. The fill shall extend at least 1 foot outside the imprint area of the structure. A minimum testing frequency is one test per 2500 square feet of compacted fill per 12 inch lift. The fill shall be spread in loose layers of 12 inches (maximum) and compacted to the following percentages of maximum density as determined by AASETO T-180: subgrade beneath structures, sidewalk, and paved areas- 98%, surfaces beneath grassed or landscaped areas- 95%. 3. The Contractor shall be responsible for disposal of waste and excess material. E. Erosion Control 1. Soil erosion control is necessary to prevent silt from being carried down the bank to the asphalt pavement; silt fences are to be installed along the west and south sides of, and spaced approximately 4'from the excavation perimeter. 2. Silt fences shall be removed when they have served their useful purpose. 02250SOEL POISONING A. Provide soil treatment for Termite control, as herein specified. In addition to the requirements of these specifications, comply with the manufacturer's instructions and recommendations for all phases of the Work. B. Treat compacted soil under all slabs and extending five (5) feet beyond building perimeter at the rate of one gallon per ten square feet and at the rate of two (2) gallons per five (5) lineal feet of foundation with Dow "Dursban T.C.". Treatment shall not be made when ground is excessively wet or directly after heavy rains. C. Reapply treatment to areas disturbed by subsequent excavation or other construction activities following application. D. Provide a written guarantee certifying that chemicals having the required concentration and rate of application have been applied and that soil treatment will prevent the attack of subterranean termite for a period of at least five (5) years. 02660 -WATER AND SEWER UTILITIES A. All work under this section shall be as shown on the site plan. B. All water and wastewater utility construction shall be in accordance with IRC Water and Wastewater Utilities Standards. C. A 4" schedule 40 PVC waste pipe shall extend approximately 4-6' from the west side of the building and shall be capped off as indicated on the site plan; this pipe will be connected to the future on-site waste disposal system by others. DIVISION 3 - CONCRETE 03100 - CONCRETE FORMWORK A. Adequate and safe design of formwork is the responsibility of the Contractor. Applicable provisions of ACI "Recommended Practice for Concrete Formwork ACI 347, are hereby made a part of this specification. Install sleeves, inserts, anchors and other fastening devices required for fastening of other work, forms, and footings, columns and beams. B. All Forms and soil under concrete slabs shall be thoroughly wetted before placement 03200 - CONCRETE REINFORCEMENT A. 'BUILDING CODE REQUIREMENTS FOR REINFORCED CONCRETE" ACI -318-71 are hereby made a part of this specification. Work in this section shall conform to these requirements. B. Deformed Bars shall meet ASTM A-615 grade 60. Bending shall be done without beating. Reinforcement shall be securely tied in position in forms having not less than 1 1/2" coverage in beams, slabs and columns and not less than 3" in footings. Provide bent bars at all comers of footings and tie beams. C. Wire mesh shall meet ASTM A-185 and be 6" x 6" #10 gauge welded wire fabric unless otherwise shown on the Drawings. Raise mesh at least 1" above bottom of slab. 03300 -CAST -IN-PLACE CONCRETE PART 1- MATERIAL REOUIRIHY ENTS: Cast -In -Place Concrete shall meet the following requirements: A. Portland Cement: American Standard Brand per ASTM C-159, Type 1. B. Fine Aggregate: Shall be sharp, clean passing a #8 sieve meeting ASTM C -33. C. Coarse Aggregate: ASTM C -33 gravel or crushed stone. Size graded from 1" down. Size for column and beam pours shall be 1/2" and down. D. Water. Shall be potable quality. E. Strength: All concrete s; -dl be 3000 PSI at 28 days unless shown otherwise on the Drawings. PART 2- FINISHES A. Force coarse aggregate from surface, screed level and float, machine trowel smooth finish. Add broom texture and edge finish B. Place concrete as near to final position as possible to avoid segregation from excessive handling. C. Mechanical vibrator shall be employed to work concrete around reinforcing steel, embedments and comers. D. Partially hardened or re -tempered concrete shall not be used in any part of the project. Water shall not be added to the design mix without written approval of the Engineer. Concrete so altered shall be removed and necessary repairs made to replace same at no additional expense to the Owner. E. Honeycombing or planes of weakness apparent in the exposed concrete work shall be patched or removed and replaced at the discretion of the owner. Such repairs shall be made at no additional cost to the Owner. F. Continuous pipe screeds shall be employed by Contractor to ensure even and teniform slopes as shown on the Drawings. G. Exposed concrete shall be hand rubbed to uniform appearance, all voids floated. PART 3- TESTING A. Slump and cylinder tests shall be made of all structural concrete in footings, and floors. B. Testing Procedure 1. Standard 6 inch x 12 inch cylinders made of concrete for foundations, columns beams and slabs per ASTM C-143. Take from the same batch for each 50 cubic yards or fraction thereof and at least four (4) cylinders from each day's pour. Cure cylinders; one broken at 7 days; one at 14 days, one at 28 days; one held in reserve. 2. Prepare and mark test cylinders and deliver them to an independent laboratory approved by the Owner. Laboratory tests paid for by the Owner. 3. If formal cylinder test is below specified minimum strength the owner may require core tests of hardened concrete in place to be made per ASTM C -42. If this test shows strength to be below specification, concrete in question shall be removed and replaced without cost to the Owner. Other work damaged by such repair shall be replaced at no cost to the Owner. Patching of test core sites shall be performed by the Contractor. Maximum slump shall be 5 ":1 1 C. Time: Concrete shall be placed within 90 minutes of adding cement and aggregate or within 45 minutes of adding water and admixtures. DfWSION 4 - MASONRY 04100 - MORTAR A. Provide mortar conforming to ASTM C-91 for Masonry Cement, and ASTM C-150 for Portland Cement B. Sand for mortar shall be clean, hard, sharp sand conforming to ASTM C-144. Water for mortar shall be potable. C. Mortar for use below grade shall be Type M (one part Portland Cement, one part Type II Masonry cement and six parts sand by volume). Mortar for use above grade shall be Type M or N (one part Type U masonry cement and three parts sand by volume). D. Grout shall conform to ASTM C-476. Aggregates for grout to meet ASTM C-404 or ASTM C-144. E. Grout shall reach compressive strength of 2,500 psi (x328 days. F. Slump for grout shall be 9" t 1". 04150 - MASONRY REINFORCEMENT A. Provide 'Dur -O -Wall" standard weight all galvanized 9 gage ladder ties at every second course of concrete masonry units. Lap splices 6" min. B. Prefabricated comets and tees shall be provided in each course with ladder ties. C. Top course and two courses above all openings shall be reinforced 24" beyond opening. D. Nstall vertical deformed bars centered in walls are as shown on drawings. All cells so reinforced shall be solidly grouted between poured concrete beams with column grade concrete. 04200 -UNIT MASONRY A. The Contractor shall fumish all materials, labor, and equipment necessary for the installation and completion of all masonry work. B. Concrete block units shall conform with ASTM C-90, Provide all shapes and sizes required to complete the Work with a minimum of cutting and piecing. Placement of unit masonry shall be straight plumb and 'aue to a tolerance of 1/8" in ten feet C. Nominal masonry unit sizes and vent unit size shall be as specified on the drawings. D. Provide clean-out opening at bottoms of all cells to be filled at each lift or pour of.grotrt, when such lift or pour is in excess of 4 feet in height Seal clean -outs after inspection and before grouting. E. Build in bolts, straps, hangers, inserts and other anchorage devices required to support framing and other attachments required, as the work progresses. F. Truss framing and finish lumber shall be dense Southern Yellow Pine, straight and true. Material shall be kilt dried to maximum 19% moisture content B. Factors and grades as follows, unless otherwise noted on drawings: 1. Concealed work and roof sheathing shall be # 2 and better. 2. Blocking, bracing, and nailers (excepting roof sheathing) shall be utility grade pressure treated and provided as required. Fascia and soffit shall be dense Southern Yellow Pine, and shall match fascia and soffit of existing building. 06100 - ROUGH CARPENTRY A. Contractor shall furnish all labor, materials and equipment necessary for the completion of Rough Carpentry work as shown on the Drawings and hereinafter specified B. The Contractor shall examine all work in direct contact with or having an effect on his work. If any defects are found that would have an adverse effect on the erection or completion of the installation of his materials, the Contractor shall notify the owner in writing of the nature of the defects. If the Contractor proceeds with his work without effecting such notification, it shall be construed as an acceptance by him of all preceding work. C. Interior ceiling finish shall be #2 or better 1" x 6" tongue and groove cypress. D. Roof sheathing shall be 1/2" CDX plywood. K L. The Contractor shall supply and install all rough hardware including bolts, plates, nails, anchors, brackets, spikes, screws, clip hangers and other fasteners necessary for completion of the Work Rough hardware shall be Type 316 stainless steel or hot -dipped galvanized. F. The Contractor shall provide anchors, blocking etc, required by other Sections to be built in. Provide grounds and blocking for all Sections. G. Nails shall be ring shank, stainless steel for all Work unless otherwise noted on the drawings. Subdrill where necessary. H. Remove wood, including form lumber, scrap lumber, shavings, and sawdust in contact with ground. Leave no wood buried in fill or backfill. Do not bum any wood on job. Dispose of as required by the State of Florida, U. S. Agencies, and Indian River County. Protect wood products delivered to the Site from wetting and moisture gain by storing on elevated sills and by covering with well secured waterproof covers. K Fit framing closely, set accurately to required lines and levels, and secure rigidly in place. Set horizontal and inclined members with crown edge up. Do not cut, notch, or bore structural members without the owner's written approvaL Bolt, nail and spike in a thorough manner. Framing members shall provide full contact at all bearing surfaces. 11 DIVISION 7 - THERMAL AND MOISTURE PROTECTION 07100 - WATERPROOFING A. The Contractor shall famish all materials, labor, and equipment necessary for the installation and completion of the work. B. Provide minimum 240# "Architectural" fiberglass glue tab shingles. Pattern and color to be selected by owner. E. Shingles shall be installed per SBCCI acceptance for 120 MPH wind zone. All fasteners for tintabs and shingles shall be hand driven nails. Staples and gun shot nails are not acceptable. 07600 - FLASHING AND SBEEIMETAL A. The Contractor shall famish all materials, labor, and equipment necessary for the installation and completion of the flashing and sheetmetal work- B. orkB. The work under this Section shall include, but not be limited to, flashing, cotmterflashing, curbs, cants, and other devices shown on the Drawings or needed for a proper and complete installation. C. If the Contractor proceeds with his work without effecting such notification, it shall be construed as an acceptance by him of all preceding work D. when any inherent flashing which forms part of any equipment such as vent pipes, exhaust fans, electrical devices, etc. is insufficient to make a waterproof connection with the roofing counter flashing, the roofing sub -contractor shall furnish and install whatever additional flashing or counter flashing may be required to make a given connection waterproof. 12 E. Soil and vent pipes extending through roof shall be fleshed with flashing famished under the Plumbing Section and installed under this Section. F. All exposed fleshing, countertlashing, stops, etc. shall be 16 oz. copper sheet. All shapes shall be formed on a bending break. Imperfections such as holes, dents, creases, or crinkles will not be accepted. Nails to fasten flashing shall be copper or bronze. G. The angle of bends and the folds for interlocking the metal shall be made with fall regard for expansion and contraction to avoid buckling or fullness in the metal after it is in service. Provide for thermal expansion of all flashing, counter flashing, stops, etc. with joints on 10 foot centers and located two (2) feet from comers and intersections. Overlap adjacent pieces of continuous flashing a minimum of 8". H. Conceal fasteners and expansion joints wherever possible. Fold back edges on concealed side of exposed edges to form them. Do not face nail. 07900 - SEALANTS AND CAULKING: A. Standard ca„t� compound for interior sealing shall be an acrylic latex compound such as DAP latex caulk or DeWitt latex caulking. Color shall be manufacturer's standard paiumble grade. B. Sealant for exterior work shall be a semi -silicone product 13 DIVISION 8 -DOORS AND WINDOWS 08100 - DOORS AND FRAMES A. General: The Contractor shall supply all materials, labor and equipment necessary for the installation of all metal doors and frames as shown on the Drawings. B. Inspection: The Contractor shall examine all work in direct contact with or having an effect on the metal doors and frames. If any defects are found that would have an adverse effect on his work, the Contractor shall notify the owner in writing. If the Contractor proceeds with his work without affecting this notification, it shall be construed as an acceptance by him of all preceding work C. The Contractor shall provide 5 3/4" x 2" 16 gage forged steel frames. Provide three rubber bumpers at closure. Provide weather stripping and accessories as delineated on the drawings, Sheet 3, Door Schedule and Section 08700, para. I of the Specifications. D. Install frame with minimae of six wall anchors; frames shall be delivered with baked 20 mil coat of zinc chromate alkyd primer. E. The Contractor shall provide fiberglass full flush veneer doors. Doors to be hinged as shown on the Drawings. F. Frames shall be double hot dipped G-90 galvanized steel, painted per Section 09900. G. Coat back of frame and wall anchors with coal tar epoxy. H. Provide shop drawings per Section 01850. 08700 - HARDWARE AND SPECIALTIES: A. The Contractor shall famish all materials, labor, and equipment necessary for the installation of all the hardware and specialties. B. The Contractor shall examine all work in direct contact with or having an effect on all hardware and specialty items. If any defects are found that would have an adverse effect on his work, the Contractor shall notify the owner in writing. If the Contractor proceeds with his work without affecting this notification, it shall be construed as an acceptance by him of all preceding work. C. The hardware headings are intended to cover all the doors of the building and establish a standard of quality and application. It is the specific duty of the hardware supplier to examine the plans and specifications and advise the owner of any omissions or discrepancies. Authorization for change shall be by addendum only. The omission of an item from this section does not relieve the Contractor from providing hardware for all parts of the building where such items would normally be required in order to properly complete the work. 1. Proposal is to cover the installation and furnishing of finish hardware as detailed. Proposal must read "In accordance with plans and specifications", and is not to be qualified in any manner. 2. It is the responsibility of the hardware supplier to famish hardware that conforms to all code requirements. D. All hardware shall be new and free from defects. Products are to be those specified. Any requests for substitutions will require owners approval. E. Items of hardware shall be packaged separately, labeled with corresponding symbols to that on the hardware schedule to identify hardware location within building. Each container or package shall include necessary fastenings, instructions, and installation templates to facilitate installation. All hardware shall be delivered, transportation charges prepaid, to the job site or to the door manufacturer. 14 F. Furnish two (2) change keys with each lock set All keys shall remain in the possession of the Contractor under maximum security until Project completion. The Contractor will label the key at the time of installation. Keys will be turned over to the Owner at Project completion All doors to be keyed alike. G. Installation: 1. Install and adjust for proper operation and function Cover door knobs and other surfaces while all finish work is in progress. Clean paint from exposed surfaces thoroughly before building is occupied 2. All fasteners shall be the type consistent with the job conditions and the quality of the hardware and shall match in finish. 3. Block toilet and urinal partitions, as shown on the drawings, shall be built by the Contractor. B. The toilet partitions doors shall be Santana POLY -MAR, and shall be installed by the supplier. The Contractor sball be responsible for timely delivery of the partitions. C. The Contractor shall examine all work in direct contact with or having an effect on his work. If any defects are found that would have an adverse effect on the erection or completion of the installation of the materials, the Contractor shall notify the Owner in writing of the nature of the defects. If the Contractor allows this work to proceed without effecting such notification, it shall be construed as an acceptance by him of all preceding work. D. Requirements of the general conditions and special conditions apply to the work in this section. Work of this section consists of, but is not limited to the following: 1. Toilet stalls, stall doors, screens and entry partitions. 2. Hardware, etc. for stalls. 3. Shop Drawings. 4. Guarantee per general conditions. E. Submit three (3) sets of shop drawings, including details and a sample of each item of hardware for owner's approval. F. Warranty: Santana warranty for partition doors PART 2- MATERIALS A. Toilet partitions and urinal screen shall be 6"x8"x16" concrete masonry Units reinforced and fastened to the 8" CMU walls as shown on the Drawings. B. The toilet partition doors shall be Santana POLY -MAR, 55" high, color #410 Cranberry (available from Stambome and Associates, 941-646- 6445). C. Each door shall be famished with one (1) POLY -MAR wall strip approximately 1"x4" for mounting the door hinges; two (2) stainless steel door hinges; one (1) coat hook/bumper of heavy chrome plated Zamak with rubber bumper. D. Door mounting and latch hardware are to be stainless steel or Santana's most corrosion resistant heavy duty hardware. E. POLY -MAR materials are to arrive at the jobsite with special protective plastic covering. PART 3 -INSTALLATION A. Installation of partition doors shall be by the supplier in accordance with the manufacturer's standard recommendations and the following: 1H 1. All parts shall be erected in a substantial manner, straight, level and plumb. 2. No evidence of dulling, cutting or patching shall be visible in the finished work. 3. Clearance at vertical edges of doors shall be uniform top to bottom and shall not exceed 3/16". 4. Finished surfaces shall be cleaned after installation and left free of imperfections. 10800 - TOILET AND BATH ACCESSORIES PART 1 - GENERAL A. Equivalent products of other manufacturers may be acceptable, if in the judgment of the owner, they meet the intent of the specification in terms of design, function, materials, and quality of workmanship. Other manufacturers may be proposed for consideration by submitting technical data sheets for each unit required no later than ten (10) days prior to bid date. 2. Accessories shall be products of a single manufacturer except for the soap dispensers, hand dryer and waste receptacle as indicated on the drawings, Sheet 3, Bathroom Accessory Schedule. D. Submittals: A submittal folder containing the manufacturer's catalog, data sheets, parts list, and all keys supplied by manufacturer rmst be presented to the Owner at the completion of the installation for the owner's permanent records. Install manufacturer's recommended anchor system for all grab bars. Conceal evidence of drilling, cutting and fitting on adjacent finishes. 3. Fit flanges of accessories snug to wall surfaces. Provide for caulking in gaps between return flanges and finish wall if necessary. 4. Contractor shall be responsible for ADA compliance. 20 C. Final Details: Adjust accessories for proper operation 2. Clean exposed surfaces prior to final inspection. 3. Deliver accessories schedule, keys and parts and service sheets as part of close out documents for Owner's permanent records. 10850 - 31MORS A. The Contractor shall furnish all materials, labor, and equipment necessary for the installation of all mirrors as shown on the Drawings. B. The Contractor shall examine all work in direct contact with or having an effect on his work. If any defects are found that would have an adverse effect on the erection or completion of the installation of his materials, the Contractor shall notify the owner m writing of the nature of the defects. If the Contractor proceeds with his work without effecting such notification, it shall be construed as an acceptance by him of all preceding work C. Provide 16" x 24" Bobrick B-165-1624 framed mirror. D. Contractor shall install mirrors as per manufacturer's recommendations and as per plan and elevations. Mounting brackets shall be square and plumb. 21 DIVISION 15 -MECHANICAL 15400 - PLUMBING A. Scope Plumbing contractor shall furnish all labor, materials and equipment necessary for the complete installation of the soil and vent piping, water service, tap valves, boxes, and cold water supply system; plumbing fittings and fixtures; and all related fittings and controL A schedule 40 4" PVC waste pipe shall be capped off approximately 6' from building as shown on the drawing, Sheet 1; to be connected to lift station by others. B. Specifications and Drawings The drawings indicate the general arrangement of the plumbing systems. These specifications and drawings shall supplement each other. Equipment and piping shall fit into the space allocated and shall provide all necessary clearance for service and maintenance. 2. Changes: Deviations or substitution of equipment shall be coordinated with effected trades and provided at no additional cost to the Owner. Errors and omissions: All obvious errors and/or omissions in the construction documents shall be called to the attention of the Engineer at least four days prior to the bid date. If notification is not received no extras to the original drawings and specifications will be authorized. C. Codes and Standards Plumbing work provided shall conform to the local, state and national Plumbing Codes and other applicable Hiles, regulations, codes, standards, ordinances and laws, including ADA regulations. D. Permits and Inspections The plumbing contractor shall procure all permits and pay all fees associated with the permitting installation and inspection process. The Plumbing Contractor shall coordinate all inspections with the General Contractor. E. Materials 1. Sanitary waste: PVC Schedule 40. 2. Copper Water Piping: (a) Below grade - Soft copper type "K". (b) Above grade -Type M" sweated or flanged 3. Joints to be wrought or cast bronze. Lead free solder is to be used on all joints. 4. Exposed plumbing traps shall be chrome plated brass. Concealed plumbing traps may be PVC. 5. All final connections to plumbing fixtures shall be valved. Exposed piping and valves shall be chrome plated brass. 6. Air chambers, at least one pipe size larger, shall be installed at each fixture. Provide an additional air chamber for each main water riser. 7. Fixtures: See schedule. F. Installation 1. All water piping within the building shall be copper and run continuous. All piping shall be properly supported with hangers of compatible material and all water pipes passing through 22 concrete shall be sleeved to prevent chemical reactions. Piping passing through fire rated walls and floors shall be protected using listed fire rated assemblies. 2. Verify locations of sewer and water connections before installing. All escutcheons shall be caulked to prevent intrusion of water. All plumbing fixtures, when applicable, shall be caulked to the surrounding surface. 4. On completion of work, remove all excess material, equipment and debris. Leave work in clean condition for general contractor. Water piping shall be tested at 150 PSI for eight hours. Sanitary piping shall be tested at 10' of head for eight hours. 6. Sloan flush valves shall be located in Mechanical Room G. Guarantees 1. Guarantee all equipment, material and workmanship to conform with this section of the specifications. Parts defective or not as specified shall be replaced in the system and retested, at no additional cost to the Owner, for a period of two years after formal acceptance of the completed works 2. Contractor is to furnish Owner with as built drawings and shop drawings of all equipment. 23 DIVISION 16 - ELECTRICAL 16400 - SERVICE AND DISTRIBUTION PART 1 - GENERAL A. The requirements of the general, supplementary and special conditions of the contract specifications and drawings are hereby made a part of this section of the specifications. B. It is the intent of the plans and specifications to provide a complete and operating installation including all obviously necessary items even though items are not indicated on the drawings or specifications. C. The Contractor shall secure and pay for all permits, State Sales Tax, Federal Excise Tax, royalties and other taxes or fees as required for installation of a complete system as outlined herein and as shown on the plans. The Contractor shall secure all necessary licenses and insurance. D. The worst shall comply with the latest applicable requirements of the NFPA, the NEC, and all local codes governing this installation as a minimum standard unless specifications listed herein or shown on the plans require a higher minimum standard. E. Where one manufacturer only is named, the bids shall be based on furnishing equipment or materials by this manufacturer. Products of other manufacturers will be considered for use if in the Engineers opinion, the item requested for substitution is equal to that specified. Where no manufacturers are named, the Contractor shall select equipment or material which meets the specifications. F. The contract drawings indicate the extent and general arrangements of equipment and systems. If any departures from the contract drawings are deemed necessary by the Contractor, details of such departures and reasons therefore shall be submitted to the City for approval No such departures shall be made without the prior written approval of the City. G. The Contractor shall conform to all reasonable changes without additional cost to the owner. A. All obvious errors and/or omissions in the above mentioned documents shall be called to the attention of the Engineer at least four days prior to the bid date. If notification is not received, no extras to the original drawings and specifications will be authorized L The Contractor shall provide a guarantee against defective workmanship, materials or equipment for a period of one year from the date of acceptance. This guarantee shall include all costs encountered in the replacing of defective work or materials. In the event the Contractor falls to take action to correct any such defect witbin 24 hours after receipt of written notice, the work of correcting such defect may be accomplished by the owner and the Contractor shall be liable for the cost of this work. I The Contractor shall convey to the owner any additional guarantees or warranties provided by the manufacturer of an individual item of equipment or material. PART 2 -PRODUCTS A. Raceway 1. EMT may be used for all branch circuit wiring in areas above grade and within the building. All EMT shall be galvanized. All EMT fittings shall be steel compression type. 2. PVC, schedule 40, may be used for all branch circuit wiring below grade. 3. GRC shall be used for wiring when transitioning from below grade to above grade and subject to physical. damage. 2. Surface mounted conduits will only be permitted in Mechanical Room. All other conduit shall be nm above the ceiling or inside the concrete block walls. 24 B. Wire and Cable 1. Conductors shall be copper. Insulation shall be type THHNlrHWN for sizes No. 12 to 8 AWG. For conductors No. 6 and larger, insulation shall be type THW. Minimum size wire No. 12. Conductors No. 10 and larger are to be stranded. Branch conduit outlets shall be connected as indicated. 2. Color Codes: Conductors shall be color coded throughout Same color shall be used for branch circuit wiring of a given phase. Conductors No. 6 AWG and larger may be Black, but shall be identified with colored tape in junction boxes, pull boxes, panels, and service equipment (a) 120/208V -Shall be Black, Red, or Blue with White for neutral. (b) Continuity of neutrals of multi -wire branch circuits shall not be made on terminals of any device. This will assure no opening of neutral in replacement of device. 3. Splices: (a) #10 and below-Scotchlok or equal (b) #8 and larger- HiPress or mechanical connector (c) Epoxy splices shall be used for all below grade splices. C. Boxes 1. Outlet Boxes shall be one-piece or projection welded galvanized stamped steel for gang sizes required. Sectional boxes will not be acceptable. Boxes larger than standard shall be provided in accordance with National Electrical Code where necessary to prevent crowding of wires. 2. Floor Boxes to be cast iron in wet locations, stamped steel elsewhere. D. Wiring Devices 1. Mounting Heights: (a) Switches at 4'0" or as noted (b) Receptacles at 18" or as noted (c) Telephone outlets at 18" or as noted 2. Wall Switches: Shall be intermediate grade, quiet -type, high performance switches rated at 20A/125V. 3. Receptacles: Wall receptacles shall be intermediate grade, duplex 3 -wire grounding type. Devices shall be rated at 15A/125V. Receptacles and switches shall be back and side -wired with screw teraduals. 4. Power Outlets: Type and size as noted. F. Panelboard. Loadcenter 1. Panelboard and loadcenters shall be as noted on plans with cover and typewritten directory inside of cover. Panelboards shall be the product of 1TE, Square D or Cutler Hammer. 2. Panel Bus shall be copper. G. Lighting Fixtures Provide lighting fixtures as indicated on the schedule. 25 H. Electric Hand Dry Provide electric hand dryer as indicated on the schedule. PART 3 -INSTALLATION A. Identification Tag all conductors and identify major conduits in or at wireways, panels, pullboxes, switchboards, cabinets and similar items to assist in future circuit tracing. Conductor tags shall be nonconductive. 2. Identify all circuits and equipment to correspond with the plans and specifications. 4. All junction boxes shall have type of system and voltage of contained conductors stenciled on inside of box cover. OU
