MINUTES OF REGULAR MEETING
SEPTEMBER 25, 2017
1. Call to Order — Chairman Sims called the meeting to order at 6:00 pm.

Mr. Sims welcomed Ms. Frazier to her position as Community Development Director. Ms.
Frazier responded that it is a pleasure to be working in the position.
5. Approval of Minutes — Regular Meeting July 24, 2017
A motion to approve the June 26, 2017 minutes as written was made by Mr. Paschall,
seconded by Mr. Sunnycalb and passed unanimously by voice vote.
6. Unfinished Business
Item A: Update on Playgrounds
Ms. Hernandez reported that all the playgrounds identified as Priority 1 and the majority
of playgrounds identified as a Priority 2 in the Inspection Report have either been
repaired, replacement parts ordered or the playground closed until repairs could be made.
She stated that the parts have been received and are awaiting installation. She explained
the Creative Playground remains closed because the City has learned there are a few
parts that are now obsolete. However the vendor did extensive research to determine

what parts could be used in their place and those will be ordered. She provided detail on
the repairs pending for Friendship Park and Filbert Park. She explained that for several
of the parks the issue was the surface, which staff has researched and believe they have
found a cost effective solution. This information will be provided to the City Manager for
his review and approval.
Ms. Hernandez clarified that the playground that requires repair is the Creative
Playground and not the Battleship. She also explained regarding Riverview Park that the
playground including the surface has been ordered. The surface is being installed
because the existing sand is not ADA compliant.
Ms. White asked about the source of the funding for the Riverview Park equipment. Ms.
Hernandez responded it will be funded through the Replace/Repair Budget because it is
a complete replacement. She also explained that the repair parts will be funded through
the Parks and Recreation Budget however. She stated that she will verify that information
and report back at the next meeting.
During discussion regarding the ADA compliance of the parks, Ms. Hernandez provided
information on the surface materials to be used in the various parks.
Mr. Sims called for any public input on the Playground Updates.
Mr. Damien Gilliams, 1623 U. S. Highway 1, Sebastian, FL, thanked the Board Members
for their service to the community.
Mr. Sims explained that the public input is for the Playground Updates only and the
general input will be later on the agenda. He closed the meeting and continued with the
agenda.

8. Public Input
Mr. Sims requested anyone from the public wishing to speak to come forward at this time
Mr. Gilliams stated that the action taken by Council to enlist the assistance of the Treasure
Coast Regional Planning Council with the Master Plan for all the parks is an excellent
idea. He asked if the Committee has received any updates on the status of this project.
Ms. Frazier stated that she had recent contact with the Council and learned that they are
behind schedule, but will provide a draft of the plan before the end of October.
Mr. Gilliams asked where the proposed handicapped playground will be located. The
Board explained where the playground would be located and that there will be easy
access for those using the facility.

Mr. Gilliams stated that the dog park is very popular and asked if consideration could be
given to budgeting for another one. He concluded by stressing the importance of issues
being reviewed on the Committee level and findings going forward to the City Council.
Mr. Sims closed the meeting to the public and continued with the agenda.
9. Staff Matters
Ms. Hernandez reported that if the Budget is passed this Wednesday evening the City
Manager will be meeting with Mr. Schulke to review the plans for the pickle ball courts
and the ADA restrooms at the Barber Street Sports Complex.
10. Board or Committee Member Matters
Mr. Sunnycalb reported that the distance sign at Easy Street Park is missing and
suggested that the distances be painted on the sidewalk; the lights need to be retimed;
there are photos on the website of the residents from Pelican Landing feeding the ducks.
The volley ball courts need the weeds around the court sprayed. At the Bark Park,
consideration should be given to installing a wooden fence in place of the trees between
the residences and the park; the sign installed on the trail has resulted in people picking
up after their pets; those using the park should obey the opening/closing times; the weeds
along the trail need to be sprayed. The Boardwalk still needs maintenance by the County.
The light in the fountain at the Garden Club Park needs to be checked. The bicycle rack
at the Easy Street Park needs repair or replacement.
Ms. White asked if a schedule could be established for routine cleaning of the benches
and surrounding areas at Easy Street Park. She asked if it is possible for residents to
purchase benches for the parks other than Memorial Park. Ms. Hernandez provided the
City's website address that lists the parks for which memorial benches could be
purchased. Ms. White requested volunteers to help out at the upcoming Halloween event.
Mr. Sunnycalb requested that staff ensure that the trash can just outside the Dog Park be
plainly marked for recycle to prevent its use for waste. Ms. Hernandez responded that
she will look into it.

Installation: A certified Play & Park Structures Installer is recommended for play equipment installation. Customer shall be responsible for

for unknown conditions such as buried utilities, tree stumps, bedrock or any concealed materials or conditions that may result in additional
labor or material costs.
Submittals: our design proposal reflects the spirit and intent of the project plans and specifications. While some variations may exist
between our quotation and the project design, the differences do not materially affect the intended use. Play & Park Structures designs and
specifications are unique and not intended to be identical in all respects to other manufacturers. We shall submit for review and approval
by the owner's representative detailed drawings depicting the equipment to be furnished accompanied by specifications describing

Nice talking with you yesterday about the preliminary bid for the rubber mulch. For a total of 10,280sq ft @ 6" deep you
will need a total of 69 tons of material. We do not provide the engineered wood fiber so I can only provide pricing for
the rubber mulch. Here are a few options for you:
Option 1—colored rubber mulch (earthtone, redwood, green, black)
(69) tons x $350 = $24,150
Freight = $4377
Total = $28,527
Option 2 — noncolored rubber mulch (uncoated black)
(69) tons x $234 = $16,146
Freight = $4377
Total = $20,523
For both options you will require equipment onsite to offload material (forklift & pallet jack). While the noncolored
rubber mulch is much less expensive, we would recommend the colored option simply because the kids will get dirty
from playing in the rubber mulch (raw tire). Both material has the same fall height safety.

$1,200.00 PLATINUM SPONSOR - All of the below -listed benefits plus a 1/8-page
advertisement (valued at $200.00) in the Recreation Department Program Guide, which could
easily be seen by over 100,000 people in our community.
$1,000.00 GOLD SPONSOR — All of the below -listed benefits plus a spot on the digital picture
frames located at City Recreation Facilities and be recognized as a special event sponsor on the
City T.V. Channel 13 when upcoming events are displayed.
$500.00 SILVER SPONSOR — All of the below -listed benefits plus special mention on the City
of Vero Beach Website (covb.org), the event program, and in the Vero Beach Recreation
Department Program Guide which is distributed to all IRC elementary schools, pre-schools &
day cares. These guides are available at all City beaches, where well over 100,000 people attend
annually! In addition, as a Recreation sponsor, you'll receive a 15% discount on the rental fee at
the Vero Beach Community Center, and a 20% discount at the Riverhouse or Bethel Creek
House for an entire year (excluding any other discounts). Just mention it when you book your
