MEETING CALLED TO ORDER AT 7:05 P,M,
PRESENT; MRS. POOLE, HRS. TAYLOR, lfRS. KILKELLY, ME. GILCHER,

HR. FULLERTON MADE A MOTION TO APPOINT HR. NAHONEY CHAIRMAN
FOR THE MEETING SECOND BY MRS, TAYLOR PASSED UNANIMOUSLY.
ALSO PRESENT; BRUCE COOPER, BUILDING OFFICIAL, LiNDA KINCHEN,
SECRETARY
APPROVAL OF MINUTES; DECEIIBER i?TH, 1987
MR. GILCHER MADE A STATEMENT FOR CLARIFICATION THAT ON PAGE
TWO IT REFERS TO %q-IETHER THE PRUESS SITE PLAN WAS A NEW SiTE
PLAN OR A.HAJOR MODIFICATION - MR. GILCHER STATED ACCORDING
TO THE BOOK THERE IS NO SUCH THING AS A MAJOR MODIFICATION.
THERE BEING NO CHANGES OR CORRECTIONS TO THE MINUTES
POOLE MADE A MOTION TO APPROVE AS SUBMITTED, SECOND BY
GILCHER/KILKELLY - PASSED UNANIMOUSLY.
LEVIN PROPERTIES; MINOR MODiFiCATION - RANDY MOSBY REPRESENTS
RANDY STATES THE DRIVE ON 512 WILL BE AN EXIT ONLY WITH RIGHT
TURNS ONLY - THERE WAS SOME DISCUSSION REGARDING RAI~D

MOTION TO APPROVE ACCESS FROM 512 ON THE CONDITION THAT

MRS. POOLE ASKS FOR CLARIFICATION THAT. THE MOTION INDICATES
TO ALLOW EXIT ONLY TRAFFIC WITH RIGHT TURNS ONLY THAT Z SIGNS

RANDY GOES OVER ALL PREVIOUS COIOfENTS FROM COOPER AND
HESSERSMITH AND DISCUSSES THEM IN DETAIL.
MR. GILCHER QUESTIONS THE OLD SIGN, SIDE OF BUILDING MATERIAL
AND ALSO ASKS ABOUT THE WELL HEAD~ AND THE BUILDING COVERING
THE.WELL HEADS AND WHETHER IT WILL ALSO BE REPLACED.
BRUCE COOPER INDICATED THAT THE BUILDING OVER THE WELL HEADS
WAS NOT ON THE DRAWING AND HE WOULD LIKE IT ADDED,
HRS. KILKELLY ASKS REGARDING THE DOOR THAT NEEDED TO BE NDVED
AND BRUCE INFORMS HER THAT HE HAS RECEIVED A LETTER FROM THE
ARCHITECT'TO THE EFFECT THAT HE WILL TAKE CARE OF IT.
MOTION TO APPROVE THE SITE PLAN DATED DECEMBER 30, 1987
CONTINGENT TO THE DOT PERMIT BEING PRODUCED AND THAT THE SHED
BE REFURBISHED OVER WELLHEADS SECOND BY MRS. TAYLOR.
PASSED UNANIMOUSLY.
NEW BUSINESS;
OPEN HOUSE SIGNS
BRUCE SPEAKS ON HiS PROPOSED CHANGES AND WHY THEY WERE
REQUESTED.
MR. GILCHER FEELS ORDINANCE DOES NOT NEED TO BE CHANGED JUST
TO ACCOMMODATE RANDOM SIGNS BECAUSE STREET NAMES ARE NOT
VISIBLE, MOTION BY I(R. FULLERTON THAT THE ORDINANCE
PRESENTED BY MR. COOPER GO TO THE CITY COUNCIL WITH P &
RECOMMBSDATION TO APPROVE - SECOND BY I(RS. POOLE
HR, GSLCHER INDICATES AGAIN HE IS OPPOSED TO THIS ENTIRELY
MOTION IS WITHDRAWN BY MR. FULLERTON AND MRS POOLE
HR. GILCHER MOTIONED THAT THE PROPOSED ORDINANCE NOT BE
ADOPTED AND THAT THE PRESENT ORDINANCE REMAIN THE SAME WITH
THE EXCEPTION OF ONE ADDITIONAL OPEN HOUSE SIGN BEING PUT ON
PREMISES DURING THE OPEN HOUSE - MRS. TAYLOR MADE THE SECOND

MRS. TAYLOR SUGGESTS NO HEIGHT LIMITATION BE PUT ON TREES
MOTION TO APPROVE THE ORDINANCE AMRNDMRNTS PROPOSED BY BRUCE
COOPER'S MEMO DATED 12-22-87 AND FORWARD THEM TO THE CITY
COUNCIL WITH P & Z RECONlq2ENDATION PROVIDING THE HEIGHT
MINIi~3M BE REMOVED SECOND BY MRS. TAYLOR.
PASSED UNANIMOUSLY.
CHAIRNANS MATTERS; REQUESTS RE; SOLIN AND ASSOCIATES
PROPOSED UPDATES AND WHY THEY DO NOT HAVE COPIES
QUESTIONS WHY-BOBS SERVICE CENTER WAS ALLOWED TO OPEN IN THE
OLD GULF STATION. BRUCE INDICATES HE WAS SHOWN PROOF THAT
THE GRANDFATHER CLAUSE HAD NOT EXPIRED AND HE HADNO CHOICE
BUT TO ALLOW THEM TO OPEN.
N~MRERS MATTERS; MRS. KILKELLY MENTIONED THAT THE MISC FEE
FOR C~ANGES TO THE CODE WAS BROUGHT UP AT THE COUNCIL MEETING
AND S~ ~IDN'T .REMEMEER APPROVING THEN HOWEVER, AFTER
CHECKING HER NOTES, SHE FOUND THEY DID APPROVE SUCH A FEE.
MR. COOPER INDICATED THAT THE PROPOSED RESOLUTION WiLL COME
BACK TO'THEN FOR FURTHER REVIEW.
BOB FULLERTON REQUESTED A BUDGET UPDATE REPORT.
BUILDING OFFICIAL MATTERS; BRUCE ASKS REGARDING THE TENNECO
EASEMRNT IF THE CITY INTENDS TO HAVE THEM PAVE IT.
PROPERTY TO THE SOUTH iS ABOUT TO BE DEVELOPED AND THEY NEED
TO KNOW IF THEY WILL BE REQUIRED TO GIVE EASEMENT AS 'WELL AND
IF TENNECO WILL HAVE TO PAVE THEIR PORTION. NO DECISION IS
MADE AT THIS TIME
