PRESENT; MR. THOMPSON, MR. FISCHER, MR. FIRTiON, SHROYER, MR. OOLDSTEIN, MRS. DAMP, MRS. KiLKKLLY ABSENT; MR. FUL~KRTON, AND MR. KRULIKOWSKI BOTH EXCUSED ALSO PRESENT; LINDA KINCHEN, SECRETARY, DIRECTOR OF COMMUNITY DEVELOPMENT BRUCE COOPER, ANNOUNCEMENTS; SECRETARY ANNOUNCES THAT HOME OCCUPATIONAL LICENSE FOR ALL CLEAN AND MEMBERSHIP RENEWAL FOR MR. THOMPSON NEED TO BE POSTPONED UNTIL THE NEXT MEETING A MOTION TO DEFER THE ITEMS TO THE MEETING OF THE 218T WAS MADE BY MR. SHROYER SECOND MR. FISCHER PASSED UNANIMOUSLY. APPROVAL OF MINUTES: DECEMBER 3RD, 1993 A MOTION TO APPROVE AS SUBMITTED MADE BY MR. FIRTION SECOND MR. GOLDSTEIN PASSED UNANIMOUSLY. SECRETARY GIVES REPORT STAFF PRESENTATION - APPLICANT HAS SIGNED THE APPLICATION APPLICANT SPEAKS IN HIS BEHALF NO PUBLIC INPUT STAFF SUMMATION - NO OBJECTION PUBLIC HEARING CLOSED 7:35 P.M. THERE IS CONSIDERABLE DISCUSSION REGARDING THE TYPES OF PRODUCTS TO BE HANDLED, NUMBER OF DELIVERIES TO THE HOUSE THE SIZE OF THE PRODUCTS ETC. A MOTION TO APPROVE WAS MADE BY MRS. DAMP SECOND MR. FISCHER PASSED 6-1 WITH MR. SHROYER VOTING NO. ZONING AND LAND USE CHANGE - ROGER SKILLMAN DELRAY BEACH, FL PUBLIC HEARING OPENED 7:35 P.M. SECRETARY GIVES HER REPORT. STAFF PRESENTATION APPLICANT SPEAKS IN HIS BEHALF AND STATES AFTER STAFF PRESENTATION THAT HE WOULD BE WILLING TO MODIFY THE REQUEST TO ALLOW THE SOUTH 203 FEET TO REMAIN RESIDENTIAL THEN THERE WOULD BE A 60 FOOT ROAD BUFFER AND THE NORTH 400 FEET WOULD BE COR. NO PUBLIC INPUT STAFF SUMMARY - BRUCE STATES THAT SINCE THE CITY IS DEFICIENT IN MULTI FAMILY ZONING CLASSIFICATION ACCORDING TO THE COMP PLAN, HE STILL COULD NOT APPROVE THE REQUEST AFTER MODIFICATION AND FEELS THE STATE WOULD ALSO OBJECT TO THE CHANGE. WILL WITHDRAW THE REQUEST AT THIS TIME AND WILL BE BACK LATER TO SUBDIVIDE SEVERAL OF THE MEMBERS WERE AGREEABLE TO A PARTIAL ZONING BUT STAFF DISCOURAGED THE REQUEST DUE TO THE DEFICIENCY iN MULTI FAMILY ZONING RECESS CALLED AT 8:20 P.M. BACK AT 8:40 P.M. PUBLIC HEARING CLOSED AT 8:40 P.'M. PUBLIC HEARING ORDINANCE O-93-01 PUBLIC HEARING OPENED 8140 P.M. STAFF SAYS ONE CORRECTION IN TITLE REGARDING OUGHT HOUSE SHOULD SHOW ALLOWED IN RS 20 AMD RE 40 WILL BE LEFT AS IS AND CORRECTED LATEN. NO APPLICANT TO SPEAK NO PUBLIC INPUT NO STAFF SUMMARY PUBLIC HEARING CLOSED AT 8:42 P.M. DISCUSSION/ACTION MR. SHROYER ASKS RE PARKING IN WAREHOUSES BRUCE EXPLAINS WHY IS WRITTEN THE WAY IT IS PLANNING AND ZONING COMMISSION REGULAR MEETING MINUTES JANUARY 7TH, 1993 PAGE THREE MR. GOLDSTKIN ASKS REGARDING PAGE 64 SUB PARAGRAPH, "10" NO H.O.L. ALLOWED EXCEPT ADDRESS OF CONVENIENCE - STATES PARAGRAPH IS CONFUSING AND NEEDS REWORDING MRS. DAMP FEELS THE SANE WAY - IT IS DECIDED TO CHANGE TO "ELIMINATE THE FIRST SENTENCE AND CHANGE TO READ' ADDRESS OF CONVENIENCE CAN BE CONSIDERED A HOME OCCUPATIONAL LICENSE' MRS. KILKELLY QUESTIONS PAGE 33 HEIGHT RESTRICTIONS AND STATES CUPOLAS WERE OMITTED - BRUCE STATES IT IS AN ERROR, AND WILL PUT BACK PER BRUCE. PARAGRAPH DRAFT REGARDING POROUS PARKINO - SHOWS EAST OF INDIAN RIVER DRIVE AND BRUCE SAYS WAS NEVER APPROVED FORMALLY TO EAST OF US MRS. KILKELLY FEELS iT SHOULD BE CHANGED AND BRUCE STATES NOW IS THE TIME TO ADDRESS IT. MRS. KILKELLY MAKES A MOTION TO CHANGE THE WORDING TO EAST OF US#1 SECOND MRS. DAMP PASSED 6-1 WITH MR. SHROYER VOTING NO BECAUSE HE FEELS IT SHOULD BE DONE ON A CASE BY CASE BASIS. A MOTION TO LEAVE THE BUILDING HEIGHTS AS IS WAS MADE BY MR. THOMPSON SECOND MRS. KILKELLY PASSED 4-3 WITH MR. OOLDSTEIN, MR. FIRTiON AND MR. FISCHER VOTING NO BECAUSE THEY ARK IN FAVOR OF THE STAFF REQUESTED CHANGE. PAGE 55 AT TOP 1ST REGULAR MEETING OF THE CALENDAR YEAR ELECTIONS ARE TO BE HELD MRS. DANP STATES THIS WILL START NEXT JANUARY. QUESTIONS THE CHANGES ON PAGE 25 ASKS RE CIRCULAR DRIVE CHANGES - BRUCE EXPLAINS PAGE 59 QUESTIONS MINI GOLF COURSES REMOVED FROM UNENCLOSED AMUSEMENTS AND BRUCE STATES THAT IS CORRECT IT WAS DECIDED TO MAKE THEM SPECIAL USE PERMITS. A MOTION TO RECOMMEND APPROVAL OF ORDINANCE O-93-01 WITH THE FOLLOWING CHANGES: CHANGE TO PAGE 64 REGARDING HOME OCCUPATIONAL LICENSES - PUT BACK CUPOLAS AND CHANGE POROUS PARKING TO EAST OF U.S. HIGHWAY ~1. BY Mit. GOLDSTEIN SECOND MR. FISCHER PASSED UNANIMOUSLY. CHAIRMANS HATTERS NONE MEMBERS MATTERS: SHIRLEY STATES THE COMMISSION SHOULD BE BETTER PREPARED TO RECOMMEND CAPITAL IMPROVRMKNTS NEXT TIME.
