MINUTES OF WORKSHOP MEETING
JANUARY 12, 2000
Chairman Schulke called the workshop meeting to order at 3:15 P.M.

Chmn. Schulke handed out copies of his work-up sheet of comparisons between the
present Code and the proposed Code in reference to commercial landscaping.
Revisions to the Land Development Code:
Review of Article XlII - Tree Protection & Landscaping
Page 1 -20A-3-13.1C - Chmn. Schulke suggested adding a reference to Chapter VIIi,
Nonconformities
Page 1 - 20A-3-13.3 - Mr. Mahoney suggested changing the last sentence of the first
paragraph to read "The following criteria for removal of
specimen trees shall be used:"
Page 3 - 20A-3-13.7.C.3. - Chmn. Schulke suggested adding the words "new or
existing trees" after tree-lined streets.
Jan King suggested the following wording - "new trees, other
than palms, shall receive a tree credit according to C.1.
above."
Page 4 - 20A-3-13.7.E. - Remove second sentence from paragraph two. (All
landscaped areas must be equipped with an irrigation system
approved by the city engineer. )

Discussion on Commercial Tree Requirements in areas with
zero setbacks, kinds of trees under power lines or other utility
lines.
Under item F., second line - "as determined by (insert the
words) City staff,..."
Page 6 - 20A-3-13.10.B - Chmn. Schulke suggested that a time element be inserted
"concurrent with a development permit" in the first
sentence.
Last sentence in second paragraph - cladfy the criteda for
obtaining tree removal permits.
Second sentence in second paragraph - add -" in order to
relocate these gopher tortoises."
Before item B. 1., insert lead.in sentence.
Page 7- 20A-3-13.11.A. - Discussion of landscape strips and areas on Commercial
properties.
Second sentence- suggested wording - "Grass should not
be used in the required off-street parking interior
landscape areas", and reference C.1. Interior Landscape
Requirements.
Suggested that no more than ,50% grass shall be used in the
landscape ama for required off-street parking interior
landscaping. It was mentioned that grass would not be
allowed in perimeter landscaping.
Page 8 - 20A-3-13.11.D.1. - Add "Landscape strips located in easements may be
adjusted upon the recommendation of the City Engineer".
Chmn. Schulke suggested that the "and Growth Management
Director" be added to the above sentence.
D.3. - Change first sentence to read "...no more than twenty-
four (24) inches,..."
There was discussion about the requirement for two (2)
landscape strips, perimeter and interior, that would each be ten
(10) feet wide.
B.- Suggestion: Add new paragraph - "When a perimeter
landscape strip coincides with a required parking .lot
landscape strip, the perimeter landscape strip shall prevail
except that a continuous hedge shall also be required".

B. * Chmn. Schulke noted that as the code is written, it requires
a three (3) or four (4) ft. visual barder, with only one shrub per
every ten (10) feet. He commented that this planting distance
will not provide a visual barder. There was also discussion on
types of fencing that might be used in this strip. It was
suggested that the word "barriem" be removed from the first
sentence in the second paragraph, and that this subject be
reconsidered.
(The tape ran out at this point, but not much discussion was lost.)
