Chairman Fischea' called the meeting to order at 7:00 P.M.

Chnm. Fischer announced that Mr. Pliska is excused and Mr. Driver will be votin~ on his ~
Mr. Mather asked Mr, Massarelh to explain how Rt. 512 will be routed in the final st~e. He
noted that he had read an article inthe newspaper, and felt there was some misun~.
Mr. Massarelli displayed an area map and showed where thc east-bound lane would remain in it's
present position. Along with other infonnation, he noted that ther~ will be three (3) pla~s to turn
south on U. S. 1 from Indian River Drive: Fellsmore Rd. (Rt. 512), Main Street and Davis Street.
He also noted that this will probably cha~e the traffic pattern of Indian River. Drive. He noted
that this plan came from the County and ultimateiy prevents any thought of c. lo~ Fellsmero Road
b~wee~ U.S. I and Indian River Drive.
Mr. Mather noted that responsibility for this plan disputes a ~ article in the n~vspaper.
Ms. Kilkelly suggelmxl that this might be a good time to contact the DOT about keepin8 new
median strips open for landscaping.
Chron. Fischer noted that OLD BUSINESS will follow NEW BUSINESS in tonight's ag~da.

Mr. MazsareHi gave staff presentation and noted that this sand mine is located in an area whe~
there is au active sand mining operation. He identiti~ it as the Vickers Grove Subdiviskm that has
been previously platted, and the purpose is to expand the lake and mal~ it wider He noted that St.
John's River Water Managem~t District has practically giwn up ~m the littoral ze~e prao0~ and
he is r~_xman~nding that the Commission yield to what S]RWMD requires.
He also noted that staff recommmds that the ~mmission mTamttend to the City Council ~
of the application for Vickers Grove Sandmine - Phase Hi with the followin8 c, andiiian: the hours
of operation be 10c~ween 7 A.M. and 5 P.M. on weekdays
He noted that the IRC code is irrelevant as we are bound by city codes.
At fids point, Randy Mosby of Mosby and Assodates, r~presenfing the Vicke~ Cumin g~udmine
operation, explained details of the project. He noted that ~he lots c~ the apprOved preliminary plat
allowed a seventy (70). foot right-of-way for a private road with emergency ~ to Concord.
They also decreased the size of the lots because they didn't feel that Sebastian was a larf~~
type of cmmnunity, and they made retailer, more ~le lots for small:town type industry.
Attorney Warrm Dill was also present, r~'p~ the applicant. He noted a stab~
program that has just be~m started by the owners, aud also a huge irrigation sysl~ lining installed
to wet the mounds and pr~tmt excess blowing.
Al~mey Dill refeared to resolution 95-7 already in place that refers to the hours of otgratio~ for
the present sandmine to be 7 A.M. to 5 P.M. on Saturday. He noted that for ~, the
applicnnt is requesting w~kly hours of operation to be 7 A.M. to 5 P.M. Monday through
Saturday, as is currently being done.

Mr. Munsart mentioned stabil/zafion to protwt water lines and prevent eros/~. Mr. Mosby
responded that there is a pha for this to be ~lish~d.

Mr. Massar~ preseated tho staff report, lie noted that this prope~ has almuiy had a
prolimi,~ry plat approval, and at this point, the applicator is switchi~ tho road ~o be.~ to ll~
and has not changed. Ho explained that because of the approval of tl~ Viclmrs Orovo Subdivision
plat, there is no other way to design this p~ aad utilize it gff~'ti~ly. If th~ ~ access
easement on the north end of the project, tyin~ the road into Concord, and the ten (10) foot
to City Council approval of the preliminary plat for the Vickers Grove industrial Subdivision.

Mr. Mas~ noted that at present, the City does not have an in-house e~ineer, and there is no

street will be private, it is up to Mr. Mosby to see that it is properly desiga~ and drained.

Mr. MiHIiifr nominated Carl Fischer for Chairperson.
No other nominations were forthcoming for Chairperson.
Mr. Schulke nominated Mr. Munsart for Vice-Chairman.
No other nominations were forthcoming for Vice-Chairman.
Ms. Kilkelly noted that tomorrow is Arbor Day and the Tree Advisory Board is having a
celebration at Riverview Park at 1:00 P.M.
Chmn. Fischer inquired about Laconia Street and asked if it is open yet. There were several
responses that it is, and there was discussion about the opening of Roseland Road.
Ms. Vesia inquired again about the Learning Nest. She also asked about the ingress and egress on
Barber Street at Cumberland Farms. Mr. Massarelli explained the progress on this issue.
Ms. Kilkelly mentioned the number of pages in the staff report. She suggested that a column
format with reference to the paragraph numbers from the Code, would be ample.

Mr. Schulke mentioned the waste of so much paper and suggested a recycling bin.
Mr. Massarelli noted that as soon as his department gets their new copy machine, he will be
suggesting binders for the Commission members to keep their paperwork orderly, and offered to
bring a recycling bin to council chambers for paper disposal.
OLD BUSINESS:
Mr. Massarelli explained the results of the City Council meeting as pertained to the proposed
ordinances.
Ordinance 0-97-X8b:
There was discussion on correct wording and typing errors; floor area and parking spaces; time
limits for reviewing site plans; pervious and impervious area; canopies and awnings; the City Clerk
activities in the old ordinances; pre-application conference; elimination of a one-hundred dollar
($100.00) pre-application application fee; application procedures; minor modifications of an
approved site plan (add paragraph on awnings, etc.); minor and major modifications of site plan;
and phasing, among other things.
