CHAIRMAN KRULIKOWSKI CALLED THE MEETING TO ORDER.
PRESENT; MR. MAHONEY, MRS. KILKELLY, MR. SHROYER,ALTERNATE,
MR. FULLERTON, MRS. O'CONNOR, MR. KRULIKOWSKI,
ABSENT; MR. LINDSEY, EXCUSED, MR. WADSWORTH, EXCUSED
ALSO PRESENT; BRUCE COOPER, DIRECTOR OF COMMUNITY
DEVELOPMENT, LINDA KINCHEN, SECRETARY,
ANNOUNCEMENTS; CHAIRMAN ASKS FOR A MOMENT OF SILENCE FOR MR.
THOMPSON'S SPEEDY RECOVERY AND FOR THE SERVICE PERSONNEL
INVOLVED iN THE WAR IN THE GULF.
APPROVAL OF MINUTES: DECEMBER 20, 1990 MR. FULLERTON WANTS TO
ADD ON PAGE ONE THE ADDITION OF THE FACT THAT HRS APPROVAL
WAS IN THE FiLE AT TIME OF APPROVAL AND MR. COOPER BROUGHT IT
TO HIS ATTENTION. A MOTION TO APPROVE THE MINUTES AS AMENDED
WAS MADE BY MRS, KILKELLY SECOND MR, FULLERTON PASSED
UNANIMOUSLY.
OLD BUSINESS: KENNETH WALKER - FENCE PERMIT 1512 SCHOONER
LANE THERE IS SOME DISCUSSION REGARDING THE REASON FOR THE
REQUEST - MR. WALKER STATES THE 8 FOOT FENCE IS ONLY FOR THE
REAR OF THE PROPERTY THE REST WILL BE EITHER FOUR OR SIX
FEET. A MOTION TO APPROVE THE REAR PROPERTY ONLY FOR AN 8
FOOT FENCE WAS MADE BY MR. FULLERTON, SECOND MRS. O'CONNOR
PASSED ~-2 WITH MR. MAHONEY AND MRS. KILKELLY VOTING NO.
MR, FULLERTON MADE A MOTION TO PUT THE NUISANCE ORDINANCE AT
THE END OF THE AGENDA SECOND BY MRS. O'CONNOR PASSEO
UNANIMOUSLY.
FOOD LION CONCEPTUAL PLAN - RANDY MOSBY IS PRESENT TO ANSWER
QUESTIONS ALSO PRESENT IS ED AHO WHO IS WORKING WITH DR.
FISCHER ON THIS PROJECT.
MR. MOSBY EXPLAINS THE CHANGES IN THE PROJECT AND ASKS THE
COMMISSION IF THEY HAVE ANY QUESTIONS.
MR. SHROYER STATES THAT ANGLE PARKING IS PREFERRED BY MOST
SENIOR CITIZENS AND THEY SHOULD DISCUSS THIS MATTER WITH FOOD
LION MR. AHO STATES IT HAS ALREADY BEEN DISCUSSED AND FOOD
LION PREFERS STRAIGHT IN PARKING. THERE IS SOME DISCUSSION
ABOUT THE DRIVE-THRU WINDOW AND STACKING SPACES. RANDY ASKS
THE COMMISSION IF THE FLOOR PLAN ELEVATIONS CAN BE SUBMITTED
AT A LATER DATE BECAUSE THEY WILL NOT BE AVAILABLE AT THE
TIME OF SITE PLAN SUBMISSION. THE COMMISSION HAS NO PROBLEMS
WITH THIS REQUEST. THERE BEING NO OTHER MAJOR QUESTIONS,
RANDY STATES SITE PLAN WILL FOLLOW NEXT FOR REVIEW.

GREGORY GORE AND PETER JONES EXPLAIN TO THE COMMISSION THERE
REASON FOR BEING ADDED TO THE AGENDA. PETER EXPLAINS THAT MR.
GORE DOES NOT WANT TO PURCHASE THE PROPERTY IF PARKING NEEDS
TO BE PAVED BECAUSE IT WOULD BE ECONOMICALLY UNFEASIBLE FOR
HIM FINANCIALLY TO PAVE THE PARKING AREA, MR. GORE STATES
THIS HOUSE IS OF A HISTORICAL NATURE DUE TO ITS AGE AND HE
WOULD LIKE TO PRESERVE IT AS IS - STATES HE WOULD USE A GRASS
PARKING AREA FOR AESTHETIC iF AGREEABLE WILL COME BACK WITH A
COMPLETE SITE PLAN WITH POROUS PARKING.
THE COMMISSION INDICATES THEY WOULD HAVE NO PROBLEM WITH A
GRASS PARKING AREA.
RECESS CALLED AT 8:25 P.M. CALLED BACK TO ORDER AT 8:35 P.M.
ALL PRESENT.
DISCUSSION OF THE NUISANCE ORDINANCE REVISIONS
THE COMMISSION GIVES BRUCE SOME GUIDELINES ON WHAT THEY WOULD
LIKE TO SEE REVISED AGAIN SUCH AS ELIMINATE NUMBER ll ON PAGE
THREE - ELIMINATE UNIMPROVED PROPERTY - THEY QUESTIONED
NUMBER NINE ON PAGE THREE AND SHIRLEY ASKS IF JUNK IS
INCLUDED UNDER 16-2 BRUCE TO CHECK - ALSO WOULD LIKE DOCKS TO
BE ELIMINATED FROM 16.1 - PAGE FOUR CHANGE TO BUILDING
OFFICIAL OR CITY MANAGER DESIGNEE FROM MAYOR.
CHAIRMANS MATTERS: NONE
MEMBERS MATTERS: MRS. KILKELLY QUESTIONS LAST SENTENCE OF
NUMBER ONE ON PAGE 651 AND WOULD LIKE TO DELETE IT FROM THE
CODE THE MEMBERS STATE THEY WOULD FURTHER DISCUSS IT IF SHE
COULD PROVIDE THEM WITH REVISED WORDING TO DISCUSS.
MR, MAHONEY WANTS TO KNOW IF THE SEMBLER PROPERTY WOULD APPLY
UNDER 20A10,5 SEC ON SITE PLAN APPROVALS REGARDING THE LEASED
PIECE OF PROPERTY - BRUCE TO ASK THE CITY ATTORNEY ON THIS
MATTER.
NO OTHER MEMBERS MATTERS:
BUILDING OFFICIAL MATTERS:
CHESSAR GAP AND VICKERS GROVE APPROVED PLANS REQUIRE
UNDERGROUND UTILITIES - BRUCE WANTS TO KNOW IF THE COMMISSION
WILL ACCEPT ABOVE GROUND ELECTRICAL, MR, MAHONEY POINTS OUT A
SENTENCE IN THE PUD' ORDINANCE WHICH STATES NO WAIVERS ARE
ALLOWED, HOWEVER THE SUBDIVISION ORDINANCE DOES ALLOW WAIVERS
WHICH IS CONFLICTING, MR, KRULIKOWSKI FINDS A SENTENCE IN THE
MIDDLE OF THE PARAGRAPH REGARDING UTILITIES WHICH ALLOWS THE
ELECTRICAL TO BE ABOVE GROUND. IT IS THE CONSENSUS THEREFORE
THAT BOTH PROJECTS CAN RUN ELECTRIC LINES ABOVE GROUND.

MR. COOPER ASKS REGARDING THE ADDITION OF A DRIVEWAY ON
MELROSE FROM A GARAGE DOOR ON THE SIDE OF AN EXISTING
BUILDING AT MELROSE AND 512. STATES THE GARAGE DOOR HAS BEEN
THERE FOR SOME TIME AND NEW RENTER WOULD LIKE TO USE IT FOR
LOADING AND UNLOADING - BRUCE FEELS NO PARKING SHOULD BE
ALLOWED ON LOADING AND UNLOADING. ALSO COMMISSION FEELS THAT
LANDSCAPING SHOULD BE PROVIDED ON BOTH SIDES OF THE DRIVEWAY,
THERE BEING NO OTHER BUSINESS THE MEETING WAS ADJOURNED AT
10:00 P.M.
