MAHONEY, MR, WADSWORTH, MR. KRULIKOWSKI, MRS. KILKELLY AND MR. LINDSAY AND MR. SHROYER BOTH ALTERNATES. ABSENT; MR. FULLERTON, EXCUSED AND MRS. TAYLOR ALSO PRESENT: BRUCE COOPER, PETER JONES, DAVE FISHER, LINDA KINCHEN ANNOUNCEMENTS; SECRETARY ANNOUNCES THAT BOTH ALTERNATES WILL BE REQUIRED TO VOTE TONIGHT MR. LINDSAY FOR MRS. TAYLOR AND MR. SHROYER FOR MR. FULLERTON. MINUTES; A MOTION TO APPROVE THE JANUARY 4, 1990 MINUTES AS PRESENTED WAS MADE BY MR, THOMPSON SECOND MRS. KILKELLY PASSED UNANIMOUSLY, OLD BUSINESS; RICHARD FEY SITE PLAN BRUCE COOPER BRINGS THE COMMISSION UP TO DATE ON WHY MR, FEY WAS REQUIRED TO SUBMIT A SITE PLAN. AFTER SOME BRIEF DISCUSSION THE FOLLOWING MOTION WAS MADE A MOTION TO APPROVE THE SITE PLAN FOR LONG ISLAND TREE SERVICE AT LOT 2 BLOCK 8 WITH THE CONDITION THAT LANDSCAPING BE INSTALLED BY MARCH 20, 1990 AND THAT THE 8 FOOT FENCE HEIGHT IS ALSO APPROVED MADE BY MRS. KILKELLY SECOND MR. THOMPSON PASSED UNANIMOUSLY. JOSEPH GIBSON 867 BLOSSOM DR. SEBASTIAN ANTENNA REQUEST MR. COOPER ADDRESSES THE QUESTIONS WHICH WERE PENDING FROM LAST MEETING SINCE ALL ITEMS HAVE BEEN RESOLVED THE FOLLOWING MOTION WAS MADE. A MOTION TO APPROVE THE 50 FOOT ALUMINUM ANTENNA TOWER FOR JOSEPH GIBSON AT 867 BLOSSOM DRIVE BY MR. THOMPSON SECOND MR. WADSWORTH - PASSED UNANIMOUSLY. PARADISE HOMES MODEL HOME RENEWAL - GENE MARTINELLO IS PRESENT A MOTION TO APPROVE THE RENEWAL APPLICATION FOR A MODEL HOME FOR LOT 34 BLOCK 272 UNIT 10 SEBASTIAN HIGHLANDS AT 510 ATLANTUS WAS MADE BY MR. WADSWORTH SECOND MR. LINDSAY, PLANNING AND ZONING COMMISSION REGULAR MEETING MINUTES JANUARY 18, 1990 PAGE TWO PUBLIC HEARING ON THE MODEL HOME PERMIT WAS OPENED AT 7:30P,M. CLOSED AT 7:30 P.M. NO COMMENT, ROLL CALL ON THE MOTION WAS UNANIMOUS. PARADISE HOMES MODEL HOME PERMIT - NEW PUBLIC HEARING OPENED AT 7:35 P,M. CLOSED AT 7:35 P.M NO COMMENT. A MOTION TO APPROVE THE CONDITIONAL USE PERMIT FOR A MODEL HOME AT 530 ATLANTUS TERRACE LOT 35, BLOCK 22 UNIT l0 AND THAT WE AGREE NEW PARKING AREA AND DRIVE PARKING BE SUFFICIENT FOR THE TWO MODELS BY MR, THOMPSON SECOND MRS. KiLKELLY PASSED UNANIMOUSLY. SCOTAD INC - ADAM BERLIN ADAM STATES THIS IS A 1200 SQ FT COMMERCIAL BUILDING AT MELROSE AND 512 - A BEAUTY SALON IS PROPOSED USE BUT COULD BE RETAIL OR OFFICE SPACE. COMMISSION COMMENTS THAT THE AESTHETICS OF THE BUILDING LOOK GOOD AND ADAM WAS CONGRATULATED. A MOTION TO APPROVE THE SITE PLAN FOR SCOTAD INC AT 512 AND MELROSE LAND SUBJECT TO ITEM ONE OF THE TRC LETTER DATED JANUARY 11, 1990 AND PLAN DATED JANUARY 11, 1990 MADE BY MR. THOMPSON SECOND MR. LINDSAY PASSED UNANIMOUSLY. DURING DISCUSSION MR. LINDSAY VOICED HIS OPINION THAT HE FELT THE PARKING FOR A BEAUTY SALON SHOULD BE MORE RESTRICTIVE AND THE COMMISSION SHOULD LOOK AT THAT IN THE FUTURE. FEMA MAP DISCUSSION - BRUCE EXPLAINS HOW TO READ THE MAPS AND WHICH AREAS DENOTE THE FLOOD ZONES HE INDICATED THAT THE MAPS WOULD BE AVAILABLE ANY TIME AT CITY HALL FOR REVIEW, MR, MAHONEY REQUESTED THAT THE COMMISSION BE SUPPLIED WITH A COPY OF THE LEGEND AT LEAST FOR THEIR FILES SO THEY COULD CHECK AS SITE PLANS COME THROUGH. BRUCE ADVISES THE SECRETARY TO SEE THAT THE COMMISSION RECEIVES THOSE COPIES. CHAIRMANS MATTERS; SHELL SHOP REVISED PLAN STAN GIVES A BRIEF DISCUSSION ABOUT THE REVISED DRAWINGS. MEMBERS MATTERS; MR. MAHONEY ASKS ABOUT COUNCIL APPROVAL OF THE ALTERNATE MEMBER PLANNING AND ZONING COMMISSION REGULAR MEETING MINUTES JANUARY 18, 1990 PAGE THREE MEMBERS MATTERS CONT: MR. LINDSAY ASKS IF PARKING REQUIREMENTS FOR BEAUTY SALONS CAN BE CHANGED AND ALSO IF THE COMMISSION SHOULD LOOK AT THE ELEVATIONS OF THE MARGINAL ACCESS EASEMENTS. BRUCE AND DAVE RECOMMEND THAT HRS BE APPROACHED REGARDING THE ELEVATION OF THE MARGINAL ACCESS, AND THAT THE FLORIDA LEAGUE OF CITIES BE CONTACTED TO REQUEST COMPARABLE ORDINANCES ON PARKING, ENGINEERS MATTERS; NONE BUILDING OFFICIAL MATTERS; NONE CITY PLANNER MATTERS; NONE MEETING ADJOURNED AT 8:35 P.M.
