Regular meeting of the Planning and Zoning Committee called to order by
Chairman Gene Harris at 7:34 P.M. Members present were Chairman Harris,
Vice-Chairman Harold Eisenbarth, Members Joe Stephenson, Bill Mahoney,
Randy Mosby, Marjorie Peele. Absent were Jesse Brock and Alternate Tom
Kerr. Also present was City Engineer Earl Masteller.
Minutes were read. Bill Mahoney moved they be approved as read, Harold
Eisenbarth seconded the motion, passed.
The guard house for San Sebastian Springs was the first order of businals.

Roger Skillman's Zoning Request will be handed over to the City Clerk
for processing along with surveys, legal descriptions, etc.
City Engineer Earl Masteller read his memo concerning the Copp property
on 512, west of Mumm's Warehouses, situated on Lots 5 & 6 , Blook 10,
Sebastian Groves Subdivision. Randy made the motion with Marjorie Peele's
second that a copy of the memo go to the applicant and once the requests
are satisfied, the applicant resubmit the revised plan~ motion carried.'
Note that the Land Use is Industrial, but the old map shows R-2 for ~hil
area; need to ask attorney who can grant variance for his property.
Site Plan for Morris Weitzler at 512 and South Easy St. for commercial
building was next item. The first hurdle will be to wait until the City
amends the Land Use Map for intersections along 512. Mr. Weitzler's
attorney, Burney Carter was supplied with the memo fro~ City Engineer
Masteller. Motion made by Randy Mosby, seconded by Harold Eisenbarth that
Mr. weitzler be given a copy of the memo, and once revisions are made,
resubmit for approval, motion carried.
Chairman Gene Harris handed over the gavel to Vice-Cqtairman Harold Eisen-
berth so h~ could make a presentation on behalf o~ John Hamilton. Mr.
Hamilton's project is a storage/office building to be buil~ on LOtS 8&9,
Block 10, Sebastian Groves Subdivision. He was questioning whether an
underground retension plan would be acceptable on this plan. Harold Eisen-
berth questioned the parking spaces (14 for 8 retail areas) He feels that
this is inadequate even though it is sufficient by square footage. Mr.
Masteller said there should be twenty (20) spaces for eight ~8) retail stores.
Whether owner used underground retention or not, parking would cost space
not indicated, and there was still a need for landscaping on plan. There
was also a need for the County Engineer Jim Davis to comment on the egress/
ingress off 512. Mr. Harris asked that they comment on the underground water
retension tonight. Mr. Masteller agreed that could be worked sue since lots
were on a sand ridge. Randy Mosby suggested they have the site plan 99%
complete before they start the retension area planning since the shape of
plans would change. There was no vote on this project.

Fee Schedules were discussed using ones received from Palm Bay,
MElbourne, Veto Beach, and Indian River county. Secretary will .provide
a tentative schedule based on disoussion for the next meeting.
Occupational licence for H&E Construction and Solar, Harold Eisenbarth,
was the final item on ~he agenda. Letters from the neighbors were read. ~
Joe Stephenson made the motion, Randy Mosby seconded, that the occupational
licence be approved, motion carried.
Members were provided with the porous parking ordinance that had been
~assed by the city council.
Meeting was adjourned at 9:30 P.M. The next meeting is scheduled for
Feb. 2, at 7=00 P.M. The Mobile Home PUD Public Hearing is scheduled
for that time'.
