PLANNING AND ZONING COMMISSION
REGULAR MEETING
JANUARY 19, 1989
THE MEETING WAS CALLED TO ORDER BY BILL MAHONEY DUE TO THE
ABSENCE OF THE CHAIRMAN AND VICE CHAIRMAN AT 7:00 P.M.
PRESENT; MRS. KILKELLY, MR. MAHONEY, MR. FULLERTON, MRS.
TAYLOR, MR. GILCHER.
ABSENT; MR. KRULIKOWSKI - EXCUSED, MR. WADSWORTH- UNEXCUSED
MRS. POOLE, EXCUSED
ALSO PRESENT; BRUCE COOPER, LINDA KINCHEN
ANNOUNCEMENTS; NONE
APPROVE THE MINUTES; DECEMBER 8TH, 1988 A MOTION TO APPROVE
THE MINUTES AS READ WAS MADE BY MR. FULLERTON SECOND MRS.
TAYLOR PASSED UNANIMOUSLY.
DECEMBER 15, 1988 - CORRECTION PAGE TWO MR. GILCHER INDICATED
HE WANTED THE DATE OF BRUCE'S LETTER AND HIS STATEMENT PUT IN
THE MINUTES. THE MINUTES SHOULD READ MR. GILCHER STATED THAT
HE HAD WRITTEN A SECOND LETTER REGARDING AIRPORT NOISE WHICH
THE COMMISSION MEMBERS DID NOT RECEIVE AND THAT BRUCE'S
LETTER OF DECEMBER 15, 1988 WAS REFERRING TO THIS SECOND
LETTER AND NOT THE LETTER SUBMITTED TO THE COMMISSION.
A MOTION TO APPROVE THE MINUTES AS CORRECTED WAS MADE BY MR.
FULLERTON SECOND MR. GILCHER PASSED UNANIMOUSLY.

HOME OCCUPATIONAL LICENSE - REX WOOD
MR. GILCHER ADVISES APPLICANT THAT A LETTER OF
OBJECTION HAD BEEN RECEIVED FROM A PROPERTY OWNER OUT OF
STATE. MR. FULLERTON ASKS THE APPLICANT IF THIS IS A PHONE
REQUEST ONLY AND TELLS THE APPLICANT NO STORAGE CAN BE DONE
AT THE HOUSE.
MR. FULLERTON MADE A MOTION TO APPROVE THE HOME
OCCUPATIONAL LICENSE FOR REX WOOD AND THAT A LETTER BE SENT
TO THE HOME OWNER WHO OBJECTED WITH A COPY OF THE REGULATIONS
FOR HOME OCCUPATIONAL LICENSES TO EASE THEIR MIND REGARDING
ANY PROBLEMS SECOND BY MRS. TAYLOR.
PUBLIC HEARING PORTION OPENED AT 7:14 P.M. NO COMMENT CLOSED
AT 7:14 P.M.
NO FURTHER DISCUSSION ON MOTION - PASSED UNANIMOUSLY

THEIR WERE NO OBJECTIONS FROM PROPERTY OWNERS WHO WERE
NOTIFIED.
MRS. KILKELLY QUESTIONS BRUCE COOPER ON THE PARKING PLAN
PUBLIC HEARING OPENED AT 7:19 P.M. CLOSED AT 7:19 P.M,
A MOTION TO APPROVE THE MODEL HOME PERMIT WAS MADE BY MR.
GILCHER SECOND BY MRS. KILKELLY PASSED UNANIMOUSLY.

MIKE GALANIS DISCUSSION - MR. GALANIS INTRODUCES HIMSELF AND
GIVES A BRIEF DISCUSSION REGARDING HIS JOB AND REQUIREMENTS
AND WHAT HE IS LOOKING FOR REGARDING SITE PLAN APPROVAL FROM
THE COMMISSION.
MR. GILCHER TELLS THE COMMISSION HE WOULD BE HAPPY TO ANSWER
ANY QUESTIONS MEMBERS HAVE REGARDING THE PAPER HE SUBMITTED
FOR BACK-UP. THERE WERE NO QUESTIONS.
MR. GILCHER AT THIS POINT MADE THE FOLLOWING MOTION ;
I MOVE THAT THE SEBASTIAN PLANNING AND ZONING COMMISSION
ADOPT A STANDARD POLICY REQUIRING THAT ALL FUTURE PUD PLANS,
SUBDIVISION PLANS AND SITE PLANS, BEFORE BEING BROUGHT TO
THIS COMMISSION FOR FORMAL REVIEW, INCLUDE A WRITTEN REVIEW
AND COMMENT BY THE INDIAN RIVER COUNTY ENVIRONMENTAL HEALTH
DEPARTMENT. IT IS REQUESTED THAT STAFF MAKE THIS POLICY
KNOWN TO FUTURE DEVELOPERS TO FACILITATE THEIR PLANNING FOR
COMPLIANCE. SECOND BY MRS. KILKELLY FOR DISCUSSION.
UNDER DISCUSSION THE QUESTIONS IS BROUGHT REGARDING SPECIFIC
PROCEDURES TO FOLLOW MR. GILCHER INDICATED HE HAD NONE IN
MIND AS LONG AS THE COMMENTS WERE INCLUDED WITH THE REVIEW
MATERIAL HE WOULD LEAVE THE REQUIREMENTS FOR SUBMISSION TO
HEALTH DEPARTMENT UP TO STAFF.
MOTION PASSED UNANIMOUSLY.
CHAIRMANS MATTERS; MR. MAHONEY QUESTIONS BRUCE ON THE CAR
WASH RETENTION AREA NOT BEING SODDED ALSO REGARDING THE SIGN
ON 512 FOR TINA'S TREASURES - BRUCE STATES THIS SIGN WAS
-- EXISTING AND WAS JUST REPAINTED SO IT IS PERMITTED.
HE ALSO ASKED BRUCE TO CHECK ON THE BUFFER FOR THE CLEANERS

WHICH HAS NOT BEEN INSTALLED ADJACENT TO THE COR AREA.
AND ALSO BRUCE TO CHECK ON THE INLET MARINA HEDGES WHICH HAVE
NOT AS YET BEEN INSTALLED.
MEMBERS MATTERS;
MR. GILCHER QUESTIONS BRUCE REGARDING JANUARY 6TH STAFF
MEETING AND WHY NO PLANNING AND ZONING MEMBERS WERE INVITED.
BRUCE STATES THE MEETING WAS HELD WITH THE CITY MANAGER AND
IT WAS NOT A PRE -APPLICATION CONFERENCE SO PLANNING AND
ZONING WAS NOT INVOLVED. A COPY OF THE LETTER REGARDING THE
DISCUSSION AT THAT MEETING WILL BE SUPPLIED BY THE SECRETARY.
MR. GILCHER ASKS WHY THE COMP PLAN WHICH WAS DUE ON SEPTEMBER
309 1988 HAS NOT BEEN FINISHED YET AND IS NOW THREE MONTHS
LATE. HE WANTS TO KNOW IF A SCHEDULE FOR REVIEW HAS BEEN SET
AS YET. BRUCE STATES HE HAS ORDERED COPIES FOR THE COUNCIL
AND PLANNING COMMISSION AND THEN JOINT MEETINGS WILL BE
SCHEDULED FOR REVIEW.
ALSO MR. GILCHER ASKS BRUCE IF A LETTER FROM THE ATTORNEY HAS
BEEN RECEIVED YET REGARDING THE AIRPORT NOISE - BRUCE STATES
HE HAS RECEIVED NOTHING BACK YET.
