PRESENT; MR. SHROYER, MR. FIRTION, MR. THOMPSON, MRS. DAMP,
MRS. KILKELLY, MR. FISCHER, MR. GOLDSTEIN
ABSENT; MR. FULLERTON, MR. KRULIKOWSKI BOTH EXCUSED

COMMISSION REVERSE ORDER OF BUSINESS TO MOVE THE SITE PLAN
AHEAD OF THE SIGN ORDINANCE NO OBJECTIONS
APPROVAL OF MINUTES: NONE
OLD BUSINESS: HOME OCCUPATIONAL LICENSE- ALL CLEAN DOUOLAS
SNAP 225 MIDVALE TERRACE - STATES TRAILER AND EQUIPMENT KEPT
IN THE COUNTY PUBLIC HEARING OPENED AT 7:10 P.M. THERE WERE
16 LETTERS SENT ONE OBJECTION HAS BEEN RECEIVED PUBLIC
HEARING CLOSED AT 7:10 P.M. NO PUBLIC COMMENTS, STAFF HAS NO
COMMENTS OTHER THAN THEIR RECOMMENDATION. A MOTION TO
APPROVE THE HOME OCCUPATIONAL LICENSE FOR DOUGLAS SNAP AT 225
MIDVALE TERRACE MADE BY MR. FISCHER SECOND MR. FIRTION PASSED
UNANIMOUSLY.
MEMBERSHIP RENEWAL - J.W. THOMPSON - MR. THOMPSON EXC~JSES
HIMSELF FROM THE TABLE AND TURNS THE MEETING OVER TO MRS.
KILKELLY - MR. THOMPSON SPEAKS ON HIS BEHALF - MRS. KILKELLY
ASKS IF THERE ARE ANY NOMINATIONS OTHER THEN MR. THOMPSON
MR. FISCHER NOMINATED MR. THOMPSON NO OTHER NOMINATIONS
NOMINATIONS WERE CLOSED. A MEMO TO CITY COUNCIL RECOMMENDING
MR. THOMPSON BE REAPPOINTED WILL BE SENT.
MR. THOMPSON RESUMES CHAIRMANSHIP OF THE MEETING
NEW BUSINESS: HOME OCCUPATIONAL LICENSE MARK SMITHS TRACTOR
SERVICE, 127 CAPRI AVENUE PUBLIC HEARING OPENED AT 7:20 P.M.
CLOSED AT 7:20 P.M. WITH NO COMMENTS MR. SMITH STATES HIS
TRACTOR IS STORED OUT OF THE CITY - A MOTION TO APPROVE THE
HOME OCCUPATIONAL LICENSE FOR MARK SMITHS TRACTOR SERVICE AT
127 CAPRI AVENUE WAS MADE BY MRS. KILKELLY SECOND MR. FISCHER
PASSED UNANIMOUSLY.

QUESTIONS LIGHTS IN THE PARKING LOT STATES IT SHOULD BE
PROVIDED MR. ECKiS STATES WILL MAKE THE NECESSARY ADDITIONS
TO THE DRAWINGS ALSO SHIRLEY STATES ADDITIONAL SCREENING
SHOULD BE PROVIDED MR ECKIS STATES WILL ADD TO DRAWING AND IT
WILL BE PHASED IN DRINKING WATER FACILITIES ARE DEFICIENT AND
SHOULD BE LOOKED AT PER MR. FIRTION MR. THOMPSON STATES
LEGEND NEEDS TO SHOW THE WORDS NEW/PROPOSED AND A NORTH ARROW
IS NEEDED ALSO ALL THE REAR PATIO TO BE REMOVED SHOULD SHOW
ON THE DRAWING. MR. THOMPSON MADE A MOTION TO APPROVE
THE SITE PLAN LANDSCAPING AND DRAINAGE PLAN AND BUILDING
FLOOR PLAN AND ELEVATIONS SHOWN ON DRAWINGS NOS C1 AND C2 AS
PREPARED BY THE CITY OF SEBASTIAN CITY ENGINEER DANIEL C.
ECKIS, PE DATED JANUARY 8, 1993 AND AS SHOWN ON SHEET 3 AND 7

CURRENTLY IT IS ONE SQ FT FOR EVERY FOOT OF FRONTAGE MAXIMUM
100 SQ FT AT FRONT PROPERTY LINE INCREASED IF MOVED BACK BY 2
SQ FT PER FOOT NEW PROPOSED ORDINANCE ELIMINATES BILLBOARDS.

FT IF YOU NEED TO CHANGE THE COPY YOU CAN REPAINT WITHOUT A
PERMIT BUT IF YOU WANT TO CHANGE THE STRUCTURE YOU NEED A NEW
PERMIT FEELS A NEW PERMIT SHOULD NOT BE NEEDED IF ALL YOUR
CHANGING IS THE SHAPE AND NOT THE SIZE ALSO FEELS THAT
CROSSES OR RELIGIOUS MURALS SHOULD NOT BE CONSIDERED AS

FRONTAGE NEEDS TO BE LOOKED AT CLAIMS WHERE HE IS THERE ARE
FOUR BUSINESSES BUT DUE TO THE STREET FRONTAGE RULE ONLY TWO
SIGNS ARE ALLOWED.
TOM COLLINS - IN FAVOR OF ELIMINATING OFF PREMISES SIG~NS
FEELS SIDE SETBACKS SHOULD BE SET AND SHOPPING CENTER SQ FT
SHOULD BE REDUCED FROM 30,000 TO 10,000 OR 15,000.
TURNABLE LIGHTS SHOULD BE ALLOWED OR A VEHICLE FOR VARIANCE
SHOULD BE ALLOWED - DEFINITELY AGAINST MAKING LARGER BY
SETTING BACK FURTHER 22% OF HIS CUSTOMERS STATE THE SIGN

POLE COVER FOR SIGNS SHOULD NOT BE CONSIDERED AS PART OF THE
SIGN SQ FT AND SHOULD BLEND IN WITH THE ARCHITECTURAL DESIGN
ALSO AGREES THAT CROSSES SHOULD NOT BE CONSIDERED SIGNS -
STATES SHE HAS FOUND THAT SIGNS ARE MORE IMPORTANT TO
BUSINESSES THEN ADVERTISING.
STAFF SUMMARIZATION
BRUCE AGREES THAT CROSSES SHOULD NOT BE CONSIDERED - BUT CITY
ATTORNEY NEEDS TO LOOK AT REQUEST. HE FEELS THAT PERMITS ARE
NEEDED NO MATTER WHAT CHANGES ARE MADE TO BE SURE THAT THE
NEW SiGN CONFORMS TO CURRENT ORDINANCES. FEELS THERE SHOULD
BE SOME ALLOWANCE FOR V-SHAPED SIGNS DEPENDING ON THE DEGREE.
ALSO STATES DIRECTIONAL SIGNS 3 1/2 FT HIGH 5 SQ FT TOTAL -
ALSO FEELS THAT 15 FT SETBACK VS 5 FOOT SET BACK SHOULD NOT
ALLOW A BIGGER SIGN FOR SETTING BACK FARTHER. AGREES THAT
TUBULAR LIGHTING FOR SIGNS NEEDS TO BE ADDRESSED, DEFINITELY
AGAINST NEON SIGNS - BRUCE STATES THERE .SHOULD BE A BREAK
POINT AND THEN THEY COME TO P 7 Z FOR APPROVAL.
