THOMPSON MADE A MOTION TO APPROVE AS PRESENTED HEARING NO CHANGES OR CORRECTIONS. SECOND BY MR. FULLERTON. PASSED UNANIMOUSLY. CHAIRMAN OPENS PUBLIC HEARING AT 7;15 P.M. AND ASKS SECRETARY TO READ THE NOTICE OF HEARING. MR. WM GHEE 770 GEORGE STREET ASKS WHAT P.U.D. MEANS AND ASKS IF WAVE STREET WILL BE OPENED TO ACCESS TRAFFIC. RANDY MOSBY REPRESENT IN8^THE PROJECT GIVES BRIEF DESCRIPTION. JIM GALLAGHER EXPLAINS THE ROADWAYS AND INDICATES WAVE STREET WILL NOT BE OPENED. TIME FRAME FOR PROJECT FEBRUARY 1987 To JANUARY 1992 FEB TO JUNE 1987 ROADWAY COMPLETION JANE 1987 TO JUNE 1990 PROF OFFICE AND RETAIL COMPLETION LANDSCAPE' DRAINAGE AND TRAFFIC IMPROVEMENTS DURING THIS PHASE. OLD BUSINESS: SITE PLAN -GERARD IZZO CHAIRMAN EXPLAINS THAT AT THE JANUARY 8171-1 MEETING THE QUESTION OF GRANDFATHERING IN WAS RAISED. MR. THOMPSON INDICATES HE IS SATISFIED AFTER READING THE ATTORNEYS LETTER. MR. FULLERTON ASKS ATTORNEY HOW THE GRANDFATHER CLAUSE IS APPLIED ON A CASE BY CASE BASIS. MR. PALMER EXPLAINS. PLANNING AND ZONING COMMISSION REGULAR MEETING MINUTES JANUARY 22' 1987 THERE BEING NO OTHER DISCUSSION' MRS. TAYLOR MADE A MOTION TO APPROVE SECONDED BY MR. THOMPSON FOR DISCUSSION. UNDER DISCUSSION MR. THOMPSON SAYS THE MOTION SHOULD INCLUDE THE THREE STANDARD CONTINGENCIES FROM CITY ENGINEERS LETTER. IRC HEALTH DEPARTMENT APPROVAL IRC TRAFFIC IMPACT FEES PAID IRC APPROVAL OF CURB CUT MORE DISCUSSION RESULTS IN THE MOTION INCLUDING ITEMS 4 -LISTED IN THE CITY ENGINEERS LETTER DATED DECEMBER 18TH, l986. MRS. TAYLOR AGREES TO AMEND HER MOTION, MR. THOMPSON AMENDS THE SECOND. MR. KRULIKOWSKI SAYS HIS ONLY CONCERN IS UNDER THE NON- CONFORMITY SECTION REGARDING SINGLE FAMILY DWELLINGS ONLY. ROLL CALL VOTE; MR. THOMPSON - YES' MRS. TAYLOR - YES' MR. MAHONEY - NO NEW BUSINESS; REZONING CHESSER GAP RANDY ANSWER.E; QIJESTIONS AND DISCUSSES HECTORS LETTER. MR. KRULIKOWSKI ASKS ABOUT THE NEW POLICE STATION AND ASKS ABOUT ROGER CLOUTIERS COMMENTS. RANDY FEELS THESE SHOULD ALL BE ADDRESSED WITH THE NEXT STEP DURING THE PRELIMINARY PLAN. SECRETARY GIVES A DESCRIPTION OF RO8ER8 INTENTIONS TO THE BOARD. MR. MAHONEY ASKS ABOUT THE FLEMIN8 STREET EXTENSION. MR. MAHONEY ASKS ABOUT THE LOADING DOCK. ATTORNEY PALMER SAYS IT WAS MOVED DURING THE PRE -APPLICATION CONFERENCE SO IT WOULD NOT BE ON THE MAIN THOROUGHFARE. A FEW MORE MINOR QUESTIONS ARE DISCUSSED. CHAIRMAN ADVISES COMMITTEE THAT ONE LETTER OF DISAPPROVAL HAD BEEN RECEIVED. MR. THOMPSON MADE A MOTION TO RECOMMEND APPROVAL OF THE CONCEPTUAL SITE PLAN DATED JANUARY 21, 1987 FOR CHES8ER GAP REZONING AREA CONSISTING OF 58.9 ACRES SUBJECT TO ITEMS 1,2' 3' 6' 7 AND 8 OF THE CITY ENGINEERS LETTER OF JANUARY 22' 1987 AND FORWARD IT TO CITY COUNCIL FOR APPROVAL. SECONDED BY MR. MAHONEY. PASSED UNANIMOUSLY.
