THE BOARD. SECRETARY WILL NOTIFY THE CLERK'S OFFICE AS TO THE FACT.
MR. SHROYER MADE A MOTION TO ADD TO THE AGENDA A PROPOSAL FOR
REVISION TO SECTION 20A-8.4 OF THE LAND DEVELOPMENT CODE FOR PARKING.
MR. FISCHER SECONDED THE MOTION.

HARDEE HOUSE AT THE MEETING OF 2-6-94, THERE WAS DISCUSSION ON HOW
MANY PEOPLE WERE ALLOWED.
BOARD SECRETARY WILL AMEND THE MINUTES.
MR. BARNES MADE A MOTION TO ACCEPT THE MINUTES AS AMENDED.
MR. FISCHER SECONDED THE MOTION.

PUBLIC HEARING AND CONDITIONAL USE PERMIT FOR FIRST UNION BANK
DRIVE-THRU.
MR. COOPER STATED THAT THE SITE PLAN FOR FIRST UNION WAS CONDITIONAL
UPON THE ZONING ORDINANCE BEING CHANGED TO ALLOW A DRIVE-THRU
FACILITY WITHIN COMMERCIAL LIMITED (CL) ZONING DISTRICT. MR. COOPER
STATED THAT THE CITY COUNCIL PASSED THE ORDINANCE AND STAFF FINDS
THAT EVERYTHING IS IN COMPLIANCE WITH THE REQUIREMENT AS A
CONDITIONAL USE PERMIT AND ASKS FOR APPROVAL.
PUBLIC HEARING OPENED AT 7:16 P.M.
13 LETTERS WERE SENT, NO OBJECTIONS RECEIVED.
A REPRESENTATIVE FROM FIRST UNION WAS PRESENT AND DIDN'T HAVE ANY

CHAIRMAN THOMPSON OPENED THE PUBLIC HEARING AT 7:19.

MR. NERI STATED THAT HE WOULD LIKE TO GO INTO THE LAWN BUSINESS,
PRESSURE CLEANING AND HOME MAINTENANCE.
MR. FISCHER WONDERED IF THERE WERE ANY EMPLOYEES.

MR. BARNES QUESTIONED WHAT WOULD BE ON THE TRAILER AND IF THERE WERE

MR. SHROYER QUESTIONED THE SQUARE FOOTAGE INDICATED ON THE

MR. MUNSART HAD A QUESTIONED REGARDING THE HANDYMAN WORK.
MR. COOPER REPLIED HE WOULD HAVE TO SIGN AN AFFIDAVIT ACKNOWLEDGING

MR. BARKER OF 550 SLOANE STREET WONDERED WHY IT WAS NECESSARY TO
ESTABLISH THIS TYPE OF SERVICE WHEN THERE ARE STORAGE UNITS AVAILABLE
IN THE AREA. HE HAD NO OBJECTIONS TO JUST A TELEPHONE SERVICE.

NEW BUSINESS:
· PRELiMiNARY PLAT - VICKERS GROVE.
MR. FISCHER STEPPED DOWN DUE TO CONFLICT OF INTEREST (SEE ATTACHED
FORM).
MR. COOPER GAVE A BRIEF HISTORY OF VICKERS GROVE.
MR. COOPER STATED THAT MR. FISCHER IS REQUESTING TO ELIMINATE ALL THE
MULTI-FAMILY ZONED LOTS AND A PORTION OF THE INDUSTRIAL LOTS TO
EXPAND THE LAKE WHICH WILL BE MINED OUT. HE ALSO SAID THAT STAFF HAS
NO OBJECTIONS TO THE PROPOSAL WITH THE EXCEPTION THAT THE
COMPREHENSIVE LAND USE PLAN STATES WE MUST IDENTIFY FUTURE LAND USE
NEEDS, SUCH AS MULTIPLE FAMILY AREAS.
DR. HENRY FISCHER WAS PRESENT. DR. FISCHER MENTIONED THAT THERE IS A
DROP IN THE NEED FOR MULTI-FAMILY UNITS AND THERE ARE OTHER AREAS IN
THE CITY THAT CAN BE USED FOR MULTI-FAMILY BUILDING BESIDES VICKERS
GROVE. HE ALSO STATED THAT ORIGINALLY VICKERS GROVE WAS SITE-PLANNED
FOR SINGLE-FAMILY RESIDENCES. DR. FISCHER WENT ON TO SAY THAT
ARMFIELD-WAGNER APPRAISED THE SITE TO BE DEVELOPED AS MULTI-FAMILY
AND CAME BACK TO SAY IT COULDN'T BE DEVELOPED AS SUCH AT THIS TIME.
DR. FISCHER NOTED THAT THIS BUSINESS CURRENTLY EMPLOYS 45 PEOPLE, AS
WELL AS THERE IS A NEED FOR FILL SUCH AS INDIAN RIVER COUNTY FOR
BEACH RESTORATION.
WARREN DILL, WHO REPRESENTED DR. FISCHER, WAS ALSO PRESENT. MR. DILL
MADE NOTE THAT DR. FISCHER HAS RECEIVED ALL PERMITS NECESSARY TO GO
AHEAD WITH THE PROJECT. MR. DILL EXPLAINED THAT DR. FISCHER WOULD
LIKE TO CONVERT THE 18 ACRES OF MULTI-FAMILY ZONING AND THE 8.9 ACRES
OF THE INDUSTRIAL ZONING TO A WATER MANAGEMENT TRACT.
MR. COOPER STATED THAT BACKFILLING THE PROPERTY WOULDN'T BE
GUARANTEED AND THAT THE ZONING ISN'T BEING ELIMINATED HOWEVER THE
LAND IS AND IN EFFECT THE MULTI-FAMILY DEVELOPMENT IS BEING
ELIMINATED.
MR. FISCHER MENTIONED THAT IN THE COMPREHENSIVE LAND USE PLAN IT iS
WRITTEN THAT COR ZONING COULD BE USED AS MULTIPLE FAMILY.
MR. SHROYER WONDERED WHAT PERCENTAGE OF THE SAND MINE HAS BEEN USED
UP?

MR. COOPER SUMMARIZED MR. SHROYER'S PROPOSAL. THE LIMITATION OF THE
RESIDENTIAL ZONES WOULD BE 1.25 VEHICLES PER LICENSED DRIVER NOT TO
EXCEED 5. UNLESS THERE IS UNITY OF TITLE THEY WOULD NOT BE ABLE TO
USE THEIR ADJOINING PROPERTY.
MR. COOPER NOTED THAT IF A RESIDENT WANTED MORE THAN 5 VEHICLES THERE
WOULD HAVE TO BE CRITERIA AS TO WHAT WOULD JUSTIFY ALLOWING HIM.
MR. SHROYER BROUGHT UP THE FACT THAT IN THE CITY OF VERO BEACH
PARKING IS ONLY ALLOWED IN THE DRIVEWAY.
MR. MUNSART MADE MENTIONED UNITY OF TITLE.
MR. BARNES THOUGHT THAT MR. SHROYERS HAS A GREAT SUGGESTION AND
SHOULD BE SENT TO THE CITY COUNCIL.
MR. MUNSART WANTED TO ADD THAT VEHICLES SHOULD BE PROPERLY LICENSED.
MR. SHROYER AND MR. COOPER AGREED WITH HIM; MR. COOPER ALSO SUGGESTED
A DEFINITION OF UNENCLOSED PARKING SPACE OR PERVIOUS SURFACE.
MR. FISCHER ANNOUNCED HE WILL BE EXCUSED FROM THE NEXT MEETING.

INSTRUCTIONS FOR COMPLIANCE WITH SECTION 112.3143, FLORIDA STATUTES

which inures to the special gain of a principal (other than a government agency) by whom he is retained (including the parent
organization or subsidiary of a corporate principal by which he is retained); to the special private gain of a relative; or to the special
private gain of a business associate. Commissioners of community redevelopment agencies under Sec. 163.356 or 163.3S?, F.S., and
officers of independent special tax districts elected on a one-acre, one-vote basis are not prohibited from voting in thatcapacity.
For purposes of this law, a 'relative" includes only the officer's father, mother, son, daughter, husband, wife, father-in-law, mother-in-
law, son-in-law, and daughter-in-Mw. A 'business associate" means any person or entity engaged in or carrying on a business
enterprise with the officer as a partner, joint venturer, coowner of property, or corporate shareholder (where the shares of the
corporation are not listed on any national or regional stock exchange).
