TAYLOR' MR. MAHONEY' MR. EISENBARTH' MR. WADSWORTH, MR. FULLERTON CHAIRMAN KRULIKOWSKI ALSO PRESENT; LINDA KINCHEN SECRETARY ' ANNOUNCEMENTS; CHAIRMAN KRULIKOWSKI RECOGNIZES THE TIME PUT IN BY MR. EISENBARTH AS CHAIRMAN AND PRESENTS HIM WITH A PLAQUE FROM THE OTHER MEMBERS. MR. EISENBARTH THANKS THE COMMISSION. CHAIRMAN ALSO RECOGNIZES MR. MAHONEY'S TIME SERVED WITH THE BOARD AS LONG STANDING. APPROVE MINUTES; MR. THOMPSON REQUESTS THAT THE WORDS "REZONING OF CHESSER GAP FROM COUNTY AGRICULTURAL TO COMMERCIAL PUD" BE ADDED TO THE PARAGRAPH INDICATING THE OPENING OF THE PUBLIC HEARING. MR. FULLERTON ASKED IF DISCUSSION CONCERNING A RED LIGHT AND THE ARROWS BEING REMOVED SHOULD BE INCLUDED. MR. THOMP8ON MADE A MOTION TO APPROVE THE MINUTES DATED JANUARY 22, 1987 WITH THE CORRECTION REGARDING CHE8SER GAP INCLUDED SECONDED BY MR. MAHONEY. PASSED UNANIMOUSLY. OLD BUSINESS; NONE NEW BUSINESS; HOME OCCUPATIONAL LICENSES: MR. VICTOR COOK - MR. COOK IS NOT PRESENT AT THE MEETING. MEMBERS INDICATE THERE ARE SOME QUESTIONS THEY WOULD LIKE TO ASK AND MR. WADSWORTH MADE A MOTION TO POSTPONE THIS APPLICATION UNTIL THE MEETING OF FEBRUARY 19TH SO THE APPLICANT CAN BE PRESENT. SECONDED MRS TAYLOR. PASSED UNANIMOUSLY. MS. DEBORAH AIKEN - MS. AIKEN WAS NOT PRESENT AT THE MEETING. AGAIN SEVERAL OF THE MEMBERS HAD QUESTION8THEY WANTED ANSWERED. _ PLANNING AND ZONING COMMISSION REGULAR MEETING MINUTES FEBRUARY 5, 1987 PAGE TWO MR. WADSWORTH MADE A MOTION TO POSTPONE THIS APPLICATION UNTIL THE MEETING OF FEBRUARY 19TH SO THE APPLICANT CAN BE PRESENT. SECONDED MR. FULLERTON. PASSED UNANIMOUSLY. MR. EISENBARTH THEN MADE A MOTION TO WRITE A LETTER TO THE CITY CLERK TO ASK HER TO ADVISE HER STAFF THAT ALL HOME OCCUPATION APPLICANTS MUST BE PRESENT AT THE MEETINGS WHERE THEIR APPLICATIONS ARE BEING CONSIDERED. SECONDED MR. WADSWORTH. PASSED UNANIMOUSLY. ST ELIZABETHS EPISCOPAL CHURCH REV GRAY REPRESENTS THE CHURCH REGARDING THEIR REQUEST. REV GRAY READS A LETTER FROM THEIR ENGINEER REGARDING THE LANDSCAPING REQUIREMENTS. THEY ARE REQUESTING THAT THE LANDSCAPING REQUIREMENTS BE REDUCED TO THE MINIMUM ALLOWED BY THE CODE FOR THIS PROJECT AND THEN THAT THEY BE ABLE TO PUT IN HALF NOW AND HALF DURING PHASE TWO OF THE PROJECT. MR. WADSWORTH ASKS THE TIME FRAME FOR PHASE TWO. REV GRAY SAYS THREE TO FIVE YEARS. MR. MAHONEY QUOTES FROM THE CODE BOOK UNDER SECTION 20A l3.2 PAGE 885. MR. THOMPSON QUESTIONS THE DIFFERENCE BETWEEN HECTORS LETTER AND WHAT THEY ARE REQUESTING TONIGHT. REV GRAY MAKES AN EXPLANATION. MR. FULLERTON SAYS HE SEES NO PROBLEM IN APPROVING THE LANDSCAPING IN PHASES IF THE BUILDINGS ARE BEING PUT IN IN PHASES. MRS. TAYLOR MAKES A MOTION TO APPROVE THE REDUCTION IN LANDSCAPING, SECONDED BY MR. MAHONEY. UNDER MR. EISENBARTH ASKS THAT THE CHURCH BE REQUIRED TO EXECUTE A LETTER INDICATING THEY WILL BE AT THE APPROVED MINIMUM REQUIREMENTS AT FINAL BUILD OUT OF THE MR. THOMPSON WANTS THE MOTION TO INDICATE THAT THEY ARE _ PLANNING AND ZONING COMMISSION REGULAR MEETING MINUTES FEBRUARY 5TH' 1987 PAGE THREE APPROVING THE LANDSCAPE PLAN DATED JANUARY 7' 1987 AND THAT AT SUCH TIME AS PHASE III IS COMPLETED THAT THE LANDSCAPING WILL BE COMPLETED WITH 1550 SF INCLUDING 55 TREES AND 635 SHRUBS. MRS. TAYLOR AND MR. MAHONEY AGREE TO AMEND THE MOTION TO INCLUDE THESE ITEMS. PASSED UNANIMOUSLY CHAIRMANS MATTERS; MR. KRULIKOW8KI BRINGS UP ROGER'S LETTER FOR AN INTERPRETATION AND THE LETTER RECEIVED FROM TRACY DONOVON REGARDING FRED AND MARY'S. CHAIRMAN ASKS MR. WADSWORTH FOR A REPORT ON HIS MEETING WITH THE MAYOR AND BUILDING OFFICIAL. MR. WADSWORTH INDICATES THAT THE ONLY PLACE WHICH CLEANED UP AFTER BEING ASKED WAS SEBASTIAN PLUMBING. HE STATES THE GUN SHOP STILL HAS A CAR FOR GALE IN THE LOT AND BASICALLY ROGER TOLD THEM IN THE MEETING THAT HE COULD NOT MAKE THESE PRIORITY ITEM8 BECAUSE HE WAS OVER WORKED AND UNDERSTAFFED AND DIDN'T HAVE THE TIME TO PURSUE VIOLATIONS. MR. WADSWORTH SAYS HE IS AT THE PLEASURE OF THE COMMITTEE AND IF THEY WANT HIM TO PURSUE FURTHER HE WILL OR IF THEY WANT HIM TO DROP IT HE WILL. AFTER MORE DISCUSSION IT WAS DECIDED THAT THEY WOULD LET THIS SIT THROUGH THE MONTH OF FEBRUARY AND SEE IF ANYTHING IS DONE AND WHAT HAPPENS. MR. EISENBARTH MADE A MOTION TO MAKE THIS AN AGENDA ITEM FOR THE FIRST MEETING IN MARCH FOR FURTHER DISCUSSION. SECONDED BY MR. THOMPSON. PASSED UNANIMOUSLY. MEMBERS MATTERS,' MR. MAHONEY STATES SEVERAL REAL ESTATE PEOPLE WERE UPSET WITH THE COMMISSION FOR WRITING THE LETTER REGARDING CR 512 HE INDICATED THAT THEY SHOULD ATTEND SOME OF THE MEETINGS AND PUT IN THEIR INPUT BEFORE THE COMMISSION DOES SOMETHING AND NOT BRING IT UP AFTER THE FACT. MR. EIGENBARTH THANKS THE COMMISSION AGAIN FOR HIS PLAQUE. MR. FULLERTON BRINGS UP THE AIRPORT MASTER PLAN AND SAID HE FELT THE COMMISSION SHOULD NOT HAVE BEEN INVITED TO THE MEETING BECAUSE THEY DIDN'T DISCUSS ANYTHING REGARDING DEVELOPMENT FOR THE INDUSTRIAL AREAS. AFTER SOME COMMENT IT IS DECIDED THAT STAN SHOULD CONTACT THE CITY ATTORNEY FOR AN OPINION REGARDING THIS MATTER AND REPORT BACK AT THE NEXT MEETING IF NECESSARY. MEETING ADJOURNED AT 8|19 P.M. 'A L.
