Krages City Clark MEETING WAS CALLED TO ORDER BY CHAIRMAN HAROLD EISENBARTH AT 7:00 P.M. PRESENT: MR. THOMPSON MR. FULLERTON MR. MAHONEY MR. KRULIKOWSKI MRS. YOUNG MR. WADSWORTH (LATE) MR. MCCARTHY (ALTERNATE) CHAIRMAN EISENBARTH ALSO PRESENT: HECTOR A. FRANCO, CITY ENGINEER APPROVAL OF MINUTES: JANUARY 23, 1986 ON PAGE ONE OF THE MINUTES THE WORD tRETRIBUTION' WAS CHANGED TO 'RESTITUTION' ON PAGE ONE OF THE MINUTES UNDER ALSO PRESENT, TOM PALMER'S TITLE WAS CHANGED FROM CITY ENGINEER TO CITY ATTORNEY. ON PAGE THREE UNDER OLD~,BUStNESS: REZONING AND LAND DESIGNATION USE CHANGE - SEMBLER; THE LAST WORD ON THE PAGE 'SALES' WAS CHANGED TO 'STORAGE'. ON PAGE FIVE PARAGRAPH FOUR UNDER NEW BUSINESS: PRE-APPLICATION CONFERENCE - ANNEXATION - DR. HENRY FISCHER; "THE COMMISSION DID NOT STATE ANY OBJECTION TO THE PROPOSALS GIVEN BY DR. FISCHER", SHOULD BE CHANGED BECAUSE CHAIRMAN EISENBARTH STATES THAT HE DID OBJECT TO THE TRAFFIC BEING FUNNELED OUT ONTO SCHUMANN DRIVE. ON PAGE FOUR UNDER NEW BUSINESS: PRE-APPLICATION CONFERENCE - ANNEXATION -DR. HENRY FISCHER; PARAGRAPH FOUR "DR. FISCHER EXPLAINED THAT HE WOULD LIKE A SECOND EXIT FOR EMERGENCY PURPOSES ALONG THE RAILROAD TRACK AND WOULD FEED INTO SCBUMANN DRIVE"; CHAIRMAN EISENBARTH WANTED TO ADD "HE ALSOi'S~IDTHAT.THE~CITY'COULB)BENEFIT FROM ANOTHER ROAD THROUGH HIS DEVELOPMENT THAT WOULD RELIEVE TRAFFIC ON SCHUMANN DRIVE." MINUTES , PAGE 2 '~UARY -6~; 1986 - PLANNING AND COMMISSION ON PAGE FIVE UNDER NEW BUSINESS: REQUEST SPECIAL APPROVAL - HENRY A. FISCHER - FENCE HEIGHT; PARAGRAPH SIX; IT WAS REQUESTED THAT THE LAST PART OF THE SENTE~E IN THAT PARAGRAPH READ, "THE PLANNING AND ZONING COMMISSION WOULD NOT HAVE HAD THIS MATTER BEFORE THEM". ON PAGE NINE, LAST PARAGRAPH, CHAIRMAN EISENBARTH EXPRESSED AMAZEMENT THAT ONLY THREE LINES WERE GIVEN TO THE DISCUSSION WITH ROGER CLOUTIER, HE ADDED TO THE MINUTES, "IT WAS DECIDED THAT HIS DEPARTMENT WOULD INITIATE A FORM THAT WOULD HAVE A DEPARTMENTAL CHECK OFF LIST ON IT. THIS WAY WE COULD ALLEVIATE THE PROBLEM OF BUILDING PERMITS BEING ISSUED WITHOUT A SITE PLAN.' ON PAGE FOUR UNDER NEW BUSINESS: PRE.'=APP~ICATION CONFERENCE - ANNEXATION- DR. HENRY FISCHER; MR. FULLERTON FELT THAT THE' HE'HAD ASKED DR. FISCHER IF THIS WAS TO BE AN ADULT PARK AND THAT DR. FISCHER'S ANSWER HAD BEEN YES.. MR. FULLERTON SAID HE THOUGHT THIS WAS AN IMPORTANT POINT IN THIS PARTICULAR DISCUSSION. THE SECRETARY WAS ASKED TO GO BACK TO THE TAPE TO'FIND THIS AND IF IT WAS ON THE TAPE TO ADD THIS TO THE MINUTES AT THE BOTTOM OF PAGE FOUR. THE SECRETARY CHECKED THE TAPE AND MR. FULLERTON DID ASK DR. FISCHER IF. THIS WAS ~TO BE AN ADULT PARK AND HE SAID, "YES WE wANT AN ADULT PARK" ~~THERE WAS SOME DISPUTE AS TO WHETHER DR. FISCHER CALLED THIS A TRAILER PARK OR ( OBILE HOME PARK. THE TAPE SHOWS THAT HE SAID A "TRAILER PARK" AND LATER ON ~N THE DISCUSSION IT WAS REFERRED TO AS A MOBILE HOME PARK. MOTION BY MR. THOMPSON, SECOND BY MR. MAHONEY TO APPROVE THE MINUTES AS CORRECTED ALL AYES. MOTION CARRIED. GEN BUSINESS: HOME OCCUPATION LICENSE REQUEST: ARLENE BORSODY - COOKIE'S UPHOLSTERY SHOP MOTION BY MR. MAHONEY, SECOND BY MR. WADSWORTH THAT THE APPLICATION FOR HOME OCCUPATIONAL LICENSE FOR COOKIE'S UPHOLSTERY SHOP BE APPROVED. ROLL CALL VOTE: AYES:~MR~'THOMPSON NAYS- MR. KRULIKOWSKI MR. WADSWORTH MR. FULLERTON MR. MAHONEY MRS. YOUNG CHAIRMAN EISENBARTH MOTION CARRIED. MINUTES - PAGE THREt FEBRUARY.6, 1986 - PLANNING ONING COMMISSION PROPOSED AMENDMENT TO THE MASTER PLAN FOR PARKING AND CURBCUT CONTROLS: BOARD MEMBERS DISCUSSED THE PURPOSE OF THE MASTER PLAN FOR PARKING AND CURB CUTS BEING IN THE LANDDEVELOPMENT CODE. MEMBERS STATED THEIR CONCERN FOR LACK OF INFORMATION TO PROPOSE AN AMENDMENT. THE CONCENSUS OF BOARD MEMBERS WAS TO REQUEST WRITTEN OPINIONS FROM SOLIN AND ASSOCIATES AND MOSBYAND RSSOCIATES. MOTION BY MR. WADSWORTH, SECOND BY MR. KRULIKOWSKI TO POSTPONE ANY ACTION UNTIL THE MEETING OF FEBRUARY 20, 1986, THIS GIVING MR. FULLERTON AN OPPORTUNITY TO TO CONTACT SOLIN AND ASSOCIATES ALONG WiTH MOSBY AND ASSOCIATES FOR WRITTEN OPINIONS OF THE PROPOSED AMENDMENT TO THE MASTER PLANt'FOR PARKING AND CURB CUTS. ALL AYES, MOTIONCARRIED. DISCUSSION RE: ANTENNA ORDINANCE: MOTION BY MR. KRULIKOWSKI, SECOND BY MR. WADSWORTH TO POSTPONE ACTION AND DISCUSSION UNTIL THE MARCH 20, 1986 MEETING. ALLAYES. MOTION CARRIED. NEW BUSINESS: REQUEST - M. DEMASO - ALCOLOHIC BEVERAGES MR. LULICH, ATTORNEY, STATED THAT HE REPRESENTED THE APPLICANT FOR A BEER AND WINE LICENSE FOR RESTAURANT TO BE LOCATED ON LOTS 4~ 5, 6, & 7, BLOCK 186, UNIT 8, SEBASTIAN HIGHLANDS. DISCUSSION DISCLOSED THAT THE PROPERTY IS ZONED CL 512; WITH ITALIAN RESTAURANT SERVING BEER AND WINE ON PREMISE CONSUMPTION ONLY. MOTION BY MR. WADSWORTH , SECOND BY MR. KRULIKOWSKI TO AUTHORIZE THE CHAIRMAN TO SIGN THE APPROVAL OF THE ZONING FOR ALCOHOLIC BEVERAGE LICENSE. MR. LULICH PRESENTED CHAIRMAN EISENBARTH WITH ORIGINAL APPLICATION AND DUPLICATE CONTAINING THE FLORIDA DEPT. OF REVENUE STAMP. ALL AYES. 3 MOTION CARRIED. APPROVAL OF HOME OCCUPATION LICENSES: LAURI. E DUPREE - BOOKKEEPING AND CLERICAL MS. DUPREE ADVISED THE BOARD THAT SHE WOULD BE ANSWERING THE PHONE AND TYPING IN HER HOME AND OCCASSIONALLY FILE INSURANCE CLAIMS WITH CLIENT AT HER HOME BUT THAT THE MAJORITY OF HER WORK IS DONE AT THE CLIENT'S RESIDENCE. MOTION BY MR. MAHONEY, SECOND BY MRS. YOUNG TO APPROVE THE APPLICATION FOR LAURIE DUPREE. ALL AYES. MOTION CARRIED. CHAIRMAN'S'~MATTERS CHAIRMAN EISENBARTH STATED THAT HE HAD STILL NOT HAD TIME TO PREPARE THE LETTER TO BRENDA SCHAUMAN. MEMBER'S MATTERS MRS. YOUNG EXPRESSED HER INTEREST IN SCHOOLING AVAILABLE FOR BOARD MEMBERS. ATTORNEY'S MATTERS ENGINEER'S MATTERS MOTION TO ADJOURN AT 9:30 P.M. MOTION CARRIED. DEMASO - ALCOHOLIC BEVERAGES APPROVAL.OF HOME OCCUPATION LICENSES ~~ MATTERS= NOTEz REQUEST - ARLENE BORSODY PROPOSED AMENDMENT TO THE MASTER PLAN FOR PARKING AND CURB CUT CONTROLS ANTENNA ORDINANCE IF ANY PERSON DECIDES TO APPEAL ANY DECISION MADE ON THE ABOVE MATTERS, HE/SHE WILL NEED A RECORD OF THE PRO- CEEDINGS, AND FOR SUCH PURPOSES, HE/SHE HAY NEED TO ENSURE THAT A VERBATIM RECORD OF THE PROCEEDINGS IS MADE., WHICH RECORD INCLUDES THE TESTIMONY IN EVIDENCE ON WHICH THE APPEAL IS BASED.
