IN TME CITY COUNCIL CHAMBERS, 1225 MAIN STREET, SEBASTIAN, FLORIDA. PLANNING AND ZONING COMMISSION REGULAR MEETING MINUTES FEBRUARY 6, 1992 VICE-CHAIRMAN WADSWORTH OPENED THE MEETING AT 7:00 P.M. PRESENT; MRS. O'CONNOR, MR. SHROYER, MR. THOMPSON, MR. WADSWORTH, MR. FULLERTON MR. MAHONEY, MRS. KILKELLY ABSENT; MR. KRULIKOWSKI, EXCUSED AND MR. LINDSEY ALSO PRESENT; LINDA KINCHEN, SECRETARY, BRUCE COOPER AND CATHERINE HILTON ANNOUNCEMENTS; NONE ----------------------------------------------------------- APPROVAL OF MINUTES - JANUARY 27 1992 - MOTION TO APPROVE AS PRESENTED BY MR. THOMPSON SECOND MRS. KILKELLY PASSED UNANIMOUSLY. ----------------------------------------------------------- NEW BUSINESS: HERITAGE OF THE TREASURE COAST - MODEL HOME PERMIT - KEN MARSHALL PRESIDENT PUBLIC HEARING OPENED AT 7:05 P.M. CLOSED AT 7:05 P.M. NO COMMENTS 2 LETTERS OF NON -OBJECTION WERE RECEIVED. A MOTION TO APPROVE THE MODEL HOME PERMIT FOR HERITAGE OF THE TREASURE COAST AT 1816 BARBER STREET WAS MADE BY MR. THOMPSON SECOND MR. MAHONEY - PASSED UNANIMOUSLY. ------------------------------------------------------------- MEMBERS MATTERS: A RECOMMENDATION TO DEFER TILL AFTER THE ATTORNEY WAS MADE ALL MEMBERS AGREED. ATTORNEYS MATTERS: aTTORNY nASH STATES HE THINKS THE COMMISSION IS NOT LOOKING FOR BONDING BUT IS LOOKING FOR AN LIABILITY INSURANCE POLICY TO COVER THE MEMBERS. A LENGTHY DISCUSSION ENSURES AND VERBAL CONFRONTATIONS BETWEEN THE ATTORNEY AND SOME MEMBERS OCCUR. AFTER THE DISCUSSION GETS BACK ON THE ORIGINAL TOPIC THE FOLLOWING MOTION IS MADE - A MOTION TO ASK THE SECRETARY TO WRITE A MEMO TO THE CITY MANAGER'S OFFICE REGARDING THE RECOMMENDATIONS OF THE CITY ATTORNEY MADE BY MR. THOMPSON SECOND MR. MAHONEY PASSED UNANIMOUSLY. MEMBERS MATTERS: MR. THOMPSON ASKS THE ATTORNEY FOR DIFFERENT WORD THEN CONCEPTUAL APPROVAL AND HE QUOTES SECTION 20A10.3 #14 - A MOTION TO REQUEST STAFF TO REVISE THIS SECTION WAS MADE BY MR. THOMPSON SECOND MR SHROYER PASSED UNANIMOUS �e PLANNING AND ZONING COMMISSION REGULAR MEETING MINUTES FEBRUARY 6, 1992 PAGE TWO MR. COOPER ASKS THE ATTORNEY FOR AN OPINION REGARDING THE BOAT RENTAL PLACE WHICH WANTS TO RENT FROM MARKER 68 BUT HAVE OFFICES IN THE COUNTY AND THE DECISION IS THAT THE PARKING IS MORE THAN -500 FEET AWAY AND DOES NOT QUALIFY. ATTORNEY IS EXCUSED AT 8:30 P.M. MEMBERS MATTERS CONTINUES: MR. THOMPSON ASKS BRUCE ABOUT STEPHENSON HOUSE - QUESTIONS THE SIGN AND BRUCE STATES HE THOUGHT IT WAS REMOVED AND WILL CHECK AND ADVISE. MRS. KILKELLY SPEAKS REGARDING CAPITAL IMPROVEMENTS PROGRAM AND ROB MCCLARY IS PRESENT TO SPEAK REGARDING THIS MATTER. MR.THOMPSON REQUESTS COPIES OF THE CURRENT BUDGET RECOMMENDATIONS. RECESS CALLED FOR 5 MINUTES AT 8:45 P.M. BACK AT 8:50 P.M. ALL PRESENT WITH THE EXCEPTION OF mR. FULLERTON WHO ASKED TO BE EXCUSED. MR. MAHONEY ASKS REGARDING THE LETTER RECEIVED FROM INDIAN RIVER COUNTY FOR THE SCRUB JAY PROPERTY AND CATHERINE HILTON STATES THAT ALTHOUGH THEY WERE INTERESTED IT DOESN'T LOOK LIKE THEY WILL BE PURCHASING THE PROPERTY BECAUSE THEY ARE INSIDE THE CITY LIMITS AND THE COUNTY HAS SEVERAL COUNTY PROPERTIES WHICH THEY CAN PURCHASE INSTEAD.
