KILKBLLY, CHAIR~N KRULIKO~KI ABSENT; BOB FULLERTON ALSO P~B~BNT; BRUCE COOPER BUILDING OFFICIAL AND LINDA KINCHBN, ~BCRBTARY NO ANNOUNCE~NTS PUBLIC HEARING ZONING AND LAND USE CHANGE - SKILL~N SECRETARY READS THE NOTICE FOR HEARING ON BOTH THE ZONING AND LAND USE CHANGES ROGER SKILL~N JR REPRESENTS THE PROJECT RANDY ~OSBY GIVES HIS CO~NTS AS CITY'S ENGINEER AFTER DISCUSSION BACK AND FORTH REGARDING THE PROPOSED FUTURE USE OF THE LAND AND BUFFERING OF THE RESIDENTIAL AREA THE FOLLOWING MOTION WAS ~DE. MOTION TO DENY THE REQUEST AT THIS TI~ BY ~S. POOLS, SECOND BY ~S. KILKELLY PASSED UNANIMOUSLY. APPROVAL OF MIN OF FEBRUARY 4TH, 1988 KEETING MOTION TO APPROVE THE MINUTES AS SUBMITTED BY KR. GILCHER, SECOND BY MRS. TAYLOR PASSED UNANIMOUSLY. SITE PLAN SAND. LAKE PARK RANDY MOSBY REPRESENTS THE PROJECT/ BILL HESSERSMITH REPRESENTS THE CITY RANDY SHOWS AN AERIAL KAP OF ALL THE FISCHER PROJECTS TOGETHER AND WHERE THEY ARE iN RELATION TO EACH OTHER. DR. FISCHER IS ALSO PRESENT TO GIVE ADDITIONAL COlOfENTS TO THE BOARD PLANNINO AND ZONING CO~NISSION REGULAR I~ETING NINUTES FEBRUARY 18, 1988 PAGE TWO CHAIRNAN ASKS BILL M~SSERSNITH TO REVIEW HIS LETTER AND ADVISE THE BOARD WHAT STILL NEEDS TO BE DISCUSSED RATHER THAN TAKING THE TINE TO GO OVER EVERY POINT. BILL INDICATES iTEN,S FIVE PAGE ONE ITEM SIX PAGE TWO AND ITEM 20 PAGE THREE STILL NEED TO BE DISCUSSED. RANDY AND DOCTOR FISCHER GO OVER THESE THREE ITEMS AND THE CHAIRMAN ASKS BILL IF HE iS SATISFIED WITH THE ANSWERS. BiLL INDICATES THAT IS FINE BUT HE FEELS THE BOARD SHOULD STILL GET SOMETHING IN WRITING REGARDING UTILITIES. NOTION TO APPROVE THE SITE PLAN CONTINGENT UPON WATER AND SEW-ER REQUEST APPROVAL AND CONTINGENT UPON WATER AND SEWER DOCUMENTED PAPERWORK BE SUPPLIED TO THE CITY. NOTION MADE BY NRS. KILKELLY SECOND BY ~RS. TAYLOR BUILDING OFFICIAL RECO~NDS THAT THE MINOR MODIFICATIONS DISCUSSED TONIGHT ALSO BE A CONTINGENCY - NOTION AHENDED TO iNCLUDE - VERIFYING LOT SIZES, ADDING STATEHENT TO THE PLAT PLAN REGARDING UTILITIES , PASSED UNANIMOUSLY, HO)rE OCCUPATIONAL LICENSE DON PARRISH 413 COLUNEUS STREET SEBASTIAN HIGHLANDS UPON OPENING THE DISCUSSION UP TO THE PUBLIC NR. EARL SHROYER FROM ACROSS THE STREET SPOKE UP AND INDICATED PROBLElq~WITH I~R. PARRISH'S CHILDREN, WITH CURRENT TRAFFIC PROBLEMS CAUSED BY A CURRENT HO~E OCCUPATION AND WITH STORAGE OUTSIDE. HILLER ANOTHER NEIGHBOR STATED HE AGREED WITH WHATEVER NR. SHROYER SAID. NR. WADSWORTH FADE A NOTION TO DENY THE REQUEST BASED ON THE NEIGHBORS COMI(ENTS SECOND BY MRS. TAYLOR - NOTION FAILED4 TO 0 - WADSWORTH, TAYLOR AND KRULIKOWSKi VOTED TO DENY. NOTION TO APPROVE CONTINGENT TO BRUCE COOPER VERIFYING THAT MR. PARRISH iS IN CURRENT CO)~I~LiANCE WITH HIS PRESENT HOME OCCUPATIONAL LICENSE AND ONLY ISSUE THE LICENSE WHEN AND IF HE IS IN COHPLIANCE. THIS NOTION WAS MADE BY MR. MAHONEY SECOND BY i~RS. POOLE - NOTION CARRIED 4 TO 3 WITH WADSWORTH, TAYLOR AND KRULIKOWSKi VOTED NAY HOME OCCUPATIONAL LICENSE GEORGE DALY 131 COLUMBUS STREET NO OBJECTIONS ; NOTION TO APPROVE BY MR. CDC MODEL HON~ CENTER US ONE AND SCHUF~,NN .DRIVE CHRIS MCNAIR REPRESENTS CDC STATES THiS IS A PROJECT FOR 5 STAR HOMES A SUBSIDIARY OF CDC BRUCE GIVES A BRIEF EXPLANATION OF WHY IT IS BEFORE THE BOARD AND DISCUSSION TURNS TO WHETHER IT SHOULD BE CONSIDERED A MODEL HOME OR REAL ESTATE OFFICE AND THE PARKING REQUIREMENTS FOR BOTH. RANDY TELLS BRUCE THE REVISED PLANS STILL DO NOT MEET THE COMMENTS IN HIS LETTER. MOTION TO EXTEND THE MEETING FOR 15 MINUTES MADE BY ME. MAHONEY SECOND )fR. WADSWORTH PASSED UNANIMOUSLY. MORE DISCUSSION REGARDING PARKING REGULATIONS AND WHETHER IT SHOULD BE MODEL HOME OR OFFICE, BRUCE INDICATES TO THE BOARD THAT MORE REVISIONS ARE REQUIRED AND THE BOARD PROBABLY CANNOT MAKE A DECISION TONIGHT. MR. WADSWORTH MADE A )K)TION TO POSTPONE ACTION UNTIL THE MARCH 8RD MEETING SECOND BY MR. MAHONEY PASSED UNANIMOUSLY. MOTION TO EXTEND THE MEETING ANOTHER FIFTEEN MINUTES MADE BY MR. WADSWORTH, SECOND BY ME. MAHONEY PASSED UNANIMOUSLY. TOM~IE THOMPSON SPEAKS ON HIS REQUEST AND RECONI~ENDATION AFTER A BRIEF DISCUSSION AND SAMPLE LETTER TO THE CITY COUNCIL TOI~flE RECOmMeNDS ACTION BE DONE AT THE N~XT MEETING DUE TO THE TINE - BOARD AGREES CHAIRMAN WAIVES HIS MATTERS DUE TO TIME MEMEERS WAIVE THEIR MATTERS DUE TO TiME BRUCE COOPER STATED THAT THE NEW APPLICATIONS AND REQUIREMRNTS FOR SUBMITTAL WOULD BE IMPLEMENTED IN ABOUT DAYS WHEN THE CITY CLERK FINISHES HER PROCEDURES MANUAL.
