Pliska called the meeting to order at 7:00 pm. The Pledge of Allegiance was said. ~ PRESENT: EXCUSED ABSENCE: ALSO PRESENT: ANNOUNCEMENTS: Mr. Mathis Mr. MahO~ey(a) VCh. Pliska Mr. Evely(a) Mr. Barrett Ms. Vesia Chron, Schulke and Mr. Mather Tracy Hass, Growth Management Director Jan King, Growth Management Manager Richard Stringer, City Attorney Ann Brack, Recording Secretary Chmn. Pliska announced that Mr. Evely(a) will vote in place of Chmn. Sc~ulke, and Mr. Mahoney(a) will vote in place of Mr. Mather. APPROVAL OF MINUTES: (2/18/99) (Mr. Barrett indicated a typo on these minutes indicating that he is an alternate, and the secretary will make the correction.) MOTION by Barrett/Vesia so moved. A voice vote was taken. 6 - 0 motion carded, OLD BUSINESS: None PLANNING AND ZONING COMMISSION MINUTES OF REGULAR MEETING OF FEBRUARY 18, 1999 NEW BUSINESS: A. PUBLIC HEARINGS - Home Occupational Licenses: 1. 1162 Clearmont Street- Brad Belknap - Tennis Instruction Mr. Belknap, 1162 Cleermont Street, was present and was sworn in by Atty; Stringer. Ms, King was also sworn in at this time. Mr, Belknap gave a brief presentation. Ms. King gave staff presentation and recommended approval. There were nineteen (19) notices of hearing sent and there were no objection or non- objection letters received. VCh. Pliska opened and dosed the public hearing at 7:05 pm, as .there was no public input. Mr. Mahoney asked the applicant if a separate agreement with the City would.be needed by the applicant if he plans to give lessons'on City-owned tennis courts? The applicant agreed to check on that issue. Them was more. diScussion on his methods of doing business. Motion carded. 2. 1073 Barber Street - Vincent Giordano - Transport/Trueldng Mrs. Giordano was sworn in by Atty. Stringer at 7:09 pm. There were twenty-eight (28) notices of hearing sent and there were no: objection or non- objection letters received. Mrs. Giordano, 1073 Barber Street, representing her husband, indicated that this address is to be used for record' keeping only, and stated that Mr. Giordano has his. truck in Fort Pierce where it is parked in a yard. 2 PLANNING AND ZONING COMMISSION MINUTES OF REGULAR MEETING OF FEBRUARY 18, 1999 Ms. King gave staff presentation, noted that there have been past complaints about the parking of his large truck, either on this property or on a vacant lot behind his property. She emphasized that it will be a violation of a Home Occupational License - '1he truck cannot come there, at all, ever". She also indicated that only one delive~j per carrier per week is permitted, for instance office supplies. This does not apply to the US Post Office, or UPS or Fed Ex. With the above issues understood, staff.~ends approval "provided that the truck is never stored at this property or the.!..property, next door". VChmn. Pliska opened and closed the public headng at 7:13, as there was no public input. In response to a question from Ms. Vesia, Ms. King explained that if the truck is ever found parked at this location, someone should call Code Enforcement (on wee~ call Police Department) so that it can be verified. The applicant would be expected to move it immediately. If it occurred more than .once, she believes the Planning and Zoning CommiSSion would be the Board that would revoke his Home Occupational License. MOTION by Barrett/Evely ,I move we approve the Home Occupational Permit for Giordano, Jr; at 1073 Barber Street Roll call: VCh. Motion carded. 3, 582 Bayharbor Terrace - Mark Velez - Photography Mr. Mark Velez was sworn in by Atty. Stringer at 7:17 pm. There were twenty-eight (28) notices of headng sent, and there were no objection or non.objection letters received. Mark Velez, 582 Bayharbor Terrace, Sebastian, was present and gave a brief presentation, noting that his home will be used for record keeping only. Ms. King gave staff presentation and recommended approval, VChmn, Pliska opened and dosed the public' hearing at 7:20 pm, as there was no PUblic input. Pliska - yes Mr. Mathis - yes Ms. Vesia - yes The vote was 6 - O. Motion carded. DIRE(~T ,(~R MATTERS; Mr. Hess referred to the Planning Commissioners. Journal, which': was included in each member's packet, and asked if the Board members would like to have ,the subscription renewed.
