THOMPSON' MRS TAYLOR, MR MAHONEY, MR EISENBARTH' MR. FULLERTON, MR. WADSWORTH CHAIRMAN KRULIKOWSKI ALSO PRESENT; SECRETARY, LINDA KINCHEN MR. THOMPSON INDICATES THAT THEIR NEW ALTERNATE MARJORIE POOLE IS IN THE AUDIENCE AND SUGGEST SHE BE RECOGNIZED AND ASKED TO SIT AT THE TABLE. APPROVAL OF MINUTES; CHAIRMAN ASKS FOR CHANGES OR CORRECTIONS' THERE BEING NONE MR. THOMPSON MAKES A MOTION TO APPROVE THE MINUTES AS PRESENTED' SECONDED MR. EISENBARTH .UNANIMOUS OLD BUSINESS)' NONE HOME OCCUPATIONAL LICENSES: DEBORAH AI[ -%`EN- PRESENT TO ANSWER QUESTIONS MR. THOMPSON ASKS WHETHER SHE IS GOING TO HAVE A STUDIO IN HER HOME OR IS JUST RE(.),UESTIN8 A PHONE. SHE INDICATES IT IS A REQUEST FOR A PHONE ONLY AND SHE WILL BE GOING ELSEWHERE TO TAKE THE PICTURES. MR. WADSWORTH ASKS NUMBER OF EMPLOYEES AND SHE INDICATES ONLY HER HUSBAND AND HERSELF. MR. THOMPSON MADE A MOTION TO APPROVE THE HOME OCCUPATIONAL LICENSE FOR DEBORAH AIKEN FOR PHOTOGRAPHY AT 673 CARAVAN TBRR SECONDED BY MR. WADSWORTH. PASSED UNANIMOUSLY VICTOR COOK - NOT PRESENT AT THE MEETING AGAIN MR. FULLERTON MADE A MOTION TO POSTPONE APPROVAL UNTIL MR. COOK IS PRESENT SECONDED BY MR. WADSWORTH, UNANIMOUSLY PASSED ROBERT PANASITI - PRESENT TO ANSWER QUESTIONS PLANNING AND ZONING COMMISSION REGULAR MEETING MINUTES FEBRUARY 19TH' 1987 PAGE TWO MR. WADSWORTH ASKS IF HE WILL HAVE A PRESSURE CLEANING MACHINE OR OTHER LARGE EQUIPMENT APPLICANT INDICATES ANY TOOLS OR EQUIPMENT WILL BE STORED IN THE GARAGE OUT OF SIGHT. MR. THOMPSON ASKS IF THIS IS ONLY FOR A PHONE APPLICANT ANSWERS YES. MR. WADSWORTH ASKS ABOUT NUMBER OF EMPLOYEES APPLICANT STATES ONLY HIM8ELF. MR. FULLERTON ASKS ABOUT SIZE OF VEHICLE TO BE USED APPLICANT STATES HE HAS A PICK UP TRUCK NOW AND MAYBE LOOKING AT A VAN LATER ON. MR. FULLERTON MADE A MOTION TO APPROVE THE HOME OCCUPATIONAL LICENSE FOR ROBERT PANASITI AT 686 CRYSTAL M%ST FOR PAINTING AND PRESSURE CLEANING, SECONDED BY MR. THOMPSON PASSED UNANIMOUSLY �m� MARY ENGLE - PRESENT TO ANSWER QUESTIONS MR. THOMPSON ASKS IF IS FOR A PHONE ONLY APPLICANT SAYS YES MR. WADSWORTH ASKS NUMBER OF EMPLOYEES APPLICANT STATES JUST HERSELF. AND THE VEHICLE SHE WILL BE USING IS A 2 DOOR BUICK NO VAN OR PICK UP TRUCKS. MR. FULLERTON MADE A MOTION TO APPROVE THE HOME OCCUPATIONAL LICENSE FOR MARY EN8LE AT 118 O8DEN AVENUE FOR CLEANING SECONDED BY MR. WADSWORTH PASSED UNANIMOUSLY. HIGHLANDS CHAPEL CHURCH OF GOD SITE PLAN REV MARK MC8UIRE PRESENT TO ANSWER QUESTIONS SIZE AND COST OF BUILDING TO BE 30 X 50 AND LESS THAN $25,000 MR. THOMPSON ASKS SECRETARY IF STAFF REVIEW OF THIS PROJECT HAS BEEN DONE AND IF SO WHERE ARE THE COMMENTS. SECRETARY INFORMS THE BOARD THAT YES REV MC8UIRE AND MR. FRANCO DID MEET AND REVIEW THE PROJECT BUT MR. FRANCO FELT PLANNING AND ZONING COMMISSION REGULAR MEETING MINUTES FEBRUARY l9TH, 1987 PAGE THREE COMMENTS IN WRITING TO THE COMMISSION. DISCUSSION TURNS TO THE PARKING AND WHETHER THIS ADDITION REQUIRES MORE PARKING THEN THEY HAVE NOW. REV MCGUIRE INDICATES THEY HAVE 21 PEWS WHICH WILL ACCOMODATE 160 PEOPLE BUT THAT THEY ONLY GET APPROXIMATELY 60 FOR SUNDAY MR. WADSWORTH SUGGESTS THEY JUST DOUBLE UP THE PARKING LINES ON THE DRAWING AND IT SHOULD ACCOMODATE THE ADDITION. MR. FULLERTON INDICATES THERE IS NO ENGINEERS SIGNATURE ON THE DRAWINGS. SAYS THE COUNTY WILL REQUIRE ONE FOR THEIR PERMITS. MR. THOMPSON INDICATES OUR ORDINANCE DOES NOT REQUIRE A SIGNATURE BY AN ENGINEER FOR CERTAIN PROJECTS. MR. THOMPSON ASKS IF ANY ADDITIONAL LANDSCAPING WILL BE PUT IN ' REV MCGUIRE INDICATES THAT ADDITIONAL SHRUBS WILL BE PUT IN AROUND THE BUILDING TO MATCH THE EXISTING LANDSCAPING MR. MAHONEY BRINGS UP THE RULE REGARDING ABUTTING RESIDENTIAL BUT IT DOES NOT APPLY IN THIS CASE AS IT ABUTS 512 WHICH IS COMMERCIAL. AFTER MUCH DISCUSSION REGARDING THE FACT THAT MR. FRANCO DID NOT SUBMIT A LETTER TO THE COMMISSION WITH HIS COMMENTS THE FOLLOWING MOTION WAS MADE. MR. WADSWORTH MADE A MOTION TO APPROVE THE MINOR SITE PLAN WITH THE UNDERSTANDING THAT 20 ADDITIONAL PARKING SPACES ARE INCLUDED ON THE PLAN AND THAT IT BE CONTINGENT TO APPROVAL BY INDIAN RIVER COUNTY. SECONDED BY MR. MAHONEY. UNDER DISCUSSION MR. EISENBARTH REQUESTED THE FOLLOWING THAT A LETTER FROM HECTOR.WITH HIS COMMENTS BE INCLUDED AND THAT A SECOND LETTER FROM HECTOR REGARDING THE ALLEYWAY BEING WITHIN THE PS ZONING ALSO BE REQUIRED. MR. WADSWORTH AND MR. MAHONEY AGREE TO AMEND MOTION TO INCLUDE MR. EISENBARTHS REQUESTS. PLANNING AND ZONING COMMISSION REGULAR MEETING MINUTES /�� ' FEBRUARY 19TH, 1987 PAGE FOUR ROLL CALL VOTE; PASSED UNANIMOUSLY HOWEVER, MR. THOMPSON, MR. FULLERTON AND MR. WADSWORTH VOTED YES WITH RESERVATIONS DUE TO THE FACT THAT HECTOR DID NOT SUBMIT A LETTER OF RECOMMENDATION. CHAIRMAN8 MATTERS; NONE MEMBERS MATTERS; MR. FULLERTON INDICATED IT WAS 8 PM AND THAT HE HAD TO LEAVE AND ASKED MRS POOLE TO SIT IN FOR HIM AT THIS TIME. MR. WADSWORTH BRINGS UP THE SITE PLAN JUST APPROVED AND WHY THERE WAS NO LETTER FROM HECTOR. MR. WADSWORTH MADE A MOTION TO WRITE A LETTER TO THE MAYOR THAT THE CITY ENGINEER AND THE BUILDING OFFICIAL ATTEND EACH AND EVERY MEETING' SECONDED BY MRS TAYLOR. MR. THOMPSON SAYS HE WAS TOLD BY THE MAYOR IT WAS IN THE CITY ENG INEERS JOB DESCRIPTION TO ATTEND THE MEETINGS BUT HE DIDN'T KNOW IF IT WAS IN 'THE BUILDING OFFICIALS JOB DESCRIPTION. MR. MAHONEY SAYS HE DOESN'T KNOW IF HECTOR IS ABDICATING OR JUST MAD AT THEM. SAYS HE HAD HEARD THAT HECTOR WAS UPSET BECAUSE THE COMMISSION QUESTIONED HIS COMMENTS ON FINAL LETTERS AND DIDN'T TAKE HIS WORD AS FINAL. MR. WADSWORTH SAYS EARL MASTELLER WHEN HE WORKED FOR THE CITY ATTENDED ALL THE MEETINGS AND DAN BLAIR AS BUILDING OFFICIAL ATTENDED ALL THE MEETINGS SO HE FEELS THE CURRENT PERSONNEL COULD ALSO ATTEND. MR. THOMPSON ASKS THAT COPIES BE SENT TO CITY ENGINEER AND BUILDING OFFICIAL AS PART OF THE MOTION. MR. WADSWORTH AND MRS TAYLOR HAVE NO PROBLEM WITH THAT AMENDMENT. PASSED UNANIMOUSLY WITH MRS POOLE VOTING FOR MR. FULLERTON' IT IS DECIDED THAT THE CHAIRMAN SHALL SIGN THE LETTER BEFORE IT IS SENT AND THEN IT DOESN'T NEED TO COME BACK TO THE COMMISSION. MR. EISENBARTH ASKS SECRETARY ABOUT LETTERS TO COME ON OTHER PLANNING AND ZONING COMMISSION REGULAR MEETING MINUTES FEBRUARY 19, 1987 PAGE FIVE PROJECTS OR IF THIS WAS JUST A ONE TIME THING. SECRETARY INDICATES MR. FRANCO JUST FELT THIS PROJECT REQUIRED NO WRITTEN COMMENTS. MR. EISENBARTH ASKS ABOUT NEW CITY LICENSE FORMS AND RECOMMENDS SECRETARY CHECK WITH CLERKS OFFICE REGARDING OLD HOME OCCUPATIONAL LICENSE FORMS. MR. MAHONEY ASKS ABOUT ROGERS LETTER AND IF WE NEED TO DEAL WITH IT. SECRETARY GIVES CHAIRMAN A LETTER FROM CRITTERS BOUTIQUE ATTORNEY AND HE READS IT INTO THE RECORD. MR MAHONEY INDICATES THAT THE GRANDFATHER CLAUSE IS MENTIONED ON PAGE 324 IN THE BOOK AS WELL. MR. THOMPSON MADE A MOTION TO WRITE A LETTER TO THE CITY ENGINEER REQUESTING THAT HE PREPARE A STAFF REVIEW FOR ALL .-ITE PLAN APPLICATIONS SECONDED BY MR. WADSWORTH MR. WADSWORTH RE�UESTED THAT ALL MINOR SITE PLANS BE INCLUDED AS WELL. IT WAS BROUGHT UP THAT THE CODE BOOK ON PAGE 648 CALLS FOR THIS ALREADY. MR. THOMPSON AMENDS HIS MOTION TO INCLUDE "AS REQUIRED BY SECTION 20A-10.1 A-3 PAGE 648 OF THE LAND DEVELOPMENT CODE BOOK" PASSED UNANIMOUSLY. THERE BEING NO FURTHER DISCUSSION THE MEETING WAS ADJOURNED AT 8:20 P.M. L.
