MOBIL DETAILING HOME OCCUPATIONAL LICENSE - DON CLARK'S RUSTPROOFING HOME OCCUPATIONAL LICENSE - ATTRACTIVE LAWN MAINTENANCE COMPREHENSIVE PLAN -RECOMMENDATION TO COUNCIL CHAIRMANS MATTERS; MEMBERS MATTERS; ATTORNEYS MATTERS; BUILDING OFFICIAL MATTERS; ADJOURN NOTE; IF ANY PERSON DECIDES TO APPEAL ANY DECISION MADE ON THE ABOVE MATTERS, HE/SHE WILL NEED A RECORD OF THE PROCEEDINGS, AND FOR SUCH PURPOSES HE/SHE MAY NEED TO ENSURE THAT A VERBATIM RECORD OF THE PROCEEDINGS IS MADE WHICH RECORD INCLUDES THE TESTIMONY IN EVIDENCE ON WHICH THE APPEAL IS MADE. PLANNING AND ZONING COMMISSION REGULAR MEETING MINUTES FEBRUARY 21, 1991 CHAIRMAN KRULIKOWSKI CALLED THE MEETING TO ORDER. PRESENT; MR. MAHONEY, MRS. KILKELLY, MR. SHROYER,ALTERNATE, MR. FULLERTON, MRS. O'CONNOR, MR. KRULIKOWSKI, MR. THOMPSON, MR. WADSWORTH ABSENT; MR. LINDSEY, ALSO PRESENT; BRUCE COOPER, DIRECTOR OF COMMUNITY DEVELOPMENT, LINDA KINCHEN, SECRETARY, ANNOUNCEMENTS; NONE NEW BUSINESS: HOME OCCUPATIONAL LICENSES MAURA M, RABURN - 155 HARRIS DRIVE - BUSINESS SERVICES UNLIMITED MRS. RABURN STATES THAT SHE DOES BOOKKEEPING AND TAX SERVICE WILL PICK UP AND DELIVER ALL WORK NO TRAFFIC TO THE HOUSE. GREGORY BEGIN - 750 NEWHALL TERRACE - APPEARANCE IND MOBILE DETAILING DETAILS AUTOS AND TRUCKS AND VANS GOES TO THE PERSONS HOUSE WHERE THE VEHICLE IS WILL ONLY BE USING A PHONE AT HOME. DONALD CLARK - 111 INDIAN AVENUE - DON CLARK'S RUSTPROOFING DOES RUSTPROOFING OF A/C UNITS AT PEOPLES HOMES - WILL ONLY BE USING A BUSINESS PHONE MARK CARON - 715 ATLANTUS TERRACE - ATTRACTIVE LAWN MAINTENANCE MR. CARON IS ADVISED THAT HIS TRAILER WILL NEED TO BE STORED ELSEWHERE THEN AT HIS HOME. PUBLIC HEARING FOR ALL APPLICATIONS OPENED AT 7:20 P.M. MR. PAUL BROWN SPEAKS ON THE RUSTPROOFING BUSINESS - ASKS REGARDING TRAFFIC IN THE NEIGHBORHOOD IS ADVISED THE RUSTPROOFING IS NOT DONE AT MR. CLARK'S HOME AND iS DONE ON A/C UNITS AT PEOPLES HOMES. NO OTHER COMMENTS PUBLIC HEARING CLOSED AT 7:22 P.M, PLANNING AND ZONING COMMISSION REGULAR MEETING MINUTES FEBRUARY 21, 1991 PAGE TWO A MOTION TO APPROVE THE HOME OCCUPATIONAL LICENSE FOR MAURA RABORN AT 155 HARRIS DRIVE WAS MADE BY MR. THOMPSON SECOND MR, WADSWORTH PASSED UNANIMOUSLY. REQUEST THAT OBJECTING NEIGHBOR BE SENT THE RULES, A MOTION TO APPROVE THE HOME OCCUPATIONAL LICENSE FOR GREGORY BEGIN 750 NWHALL TERRACE WAS MADE BY MR. WADSWORTH SECOND MR. MAHONEY PASSED UNANIMOUSLY. REQUEST THAT OBJECTING NEIGHBOR BE SENT THE RULES. A MOTION TO APPROVE THE HOME OCCUPATIONAL LICENSE FOR DONALD CLARK 111 INDIAN AVENUE WAS MADE BY MR. FULLERTON SECOND MR. ADSWORTH PASSED UNANIMOUSLY. REQUEST THAT OBJECTING NEIGHBOR BE SENT THE RULES. A MOTION TO APPROVE THE HOME OCCUPATIONAL LICENSE FOR MARK A CARON 715 ATLANTUS SUBJECT TO THE BUILDING DEPARTMENT BEING ASSURED THAT THE CARGO TRAILER IS STORED SOMEWHERE ELSE AND EQUIPMENT NOT IN THE GARAGE TIME FRAME OF 30 DAYS TO RELOCATE TRAILER AND EQUIPMENT WAS MADE BY MR. THOMPSON SECOND MR. WADSWORTH PASSED UNANIMOUSLY, RECESS CALLED AT 7:30 P.M. BACK AT 7:40 P.M. ALL PRESENT COMPREHENSIVE PLAN RECOMMENDATIONS - OPERATING RULES PER TOMMIE NEED TO BE ESTABLISHED. THE MEMBERS GO PAGE BY PAGE AND GIVE COMMENTS AND RECOMMENDATIONS - BRUCE COOPER WILL BRING BACK REVISED PLAN BEFORE IT GOES TO CITY COUNCIL. CHAIRMANS MATTERS: NONE MEMBERS MATTERS: MR, WADSWORTH MADE A MOTION TO ALLOW MR. BRODIE TO SHOW HIS MAPS AND CHARTS OF THE RAILROAD PROPOSAL, SECOND BY MR. MAHONEY PASSED UNANIMOUSLY. MR. BRODiE SPEAKS ON THE PLAN. CHAIRMAN ASKS FOR A TIME EXTENSION OF THE MEETING A MOTION TO EXTEND TILL lO:15 P,M, WAS MADE BY MRS, KILKELLY SECOND MR. WADSWORTH - PASSED UNANIMOUSLY. -MR. FULLERTON INDICATED HE COULD NOT STAY AND LEFT THE MEETING, AFTER MR. BRODIE WAS FINISHED MR. WADSWORTH AND MR. SHROYER BOTH GAVE THEIR PLANS ON THE BLACKBOARD. - A MOTION TO ASK THE CITY COUNCIL TO PASS A RESOLUTION OR WRITE A LETTER TO INDIAN RIVER COUNTY TO DELAY CONSTRUCTION ON 512 UNTIL ALL IDEAS HAVE BEEN LOOKED AT OR NEW IDEAS CAN BE DISCUSSED WAS MADE BY MR. WADSWORTH SECOND MRS. O'CONNOR PLANNING AND ZONING COMMISSION REGULAR MEETING MINUTES FEBRUARY 21, 1991 PAGE THREE UNDER DISCUSSION MR. WADSWORTH STATED HE PREFERED A RESOLUTION AND WANTED COPIES OF BOTH THE MEMO TO COUNCIL AND THE RESOLUTION TO BE SENT TO INDIAN RIVER COUNTY AND THE FEC RAILROAD. THE MOTION PASSED 4-2 WITH MRS, KILKELLY AND MR. THOMPSON VOTING NO THE MEETING WAS ADJOURNED AT 10:15 P.M,
