MOTION BY MRS. KILKELLY, SECONDED BY MRS. TAYLOR TO APPROVE
THE MINUTES OF MEETING HELD 2/2/89 AS WRITTEN.
CARRIED.
CHAIRMAN KRULIKOWSKI ASKED THAT OLD BUSINESS AND NEW BUSINESS
BE REVERSED.
MOTION BY MR. GILCHER, SECONDED BY MR. POOLE TO REVERSE OLD
BUSINESS AND NEW BUSINESS.
CARRIED.
NEW BUSINESS
HOME OCCUPATIONAL LICENSE - THOMAS WOODWARD - LANDSCAPING
MR. WOODWARD STATED THAT THE BUSINESS WOULD BE LANDSCAPE
INSTALLATION AND DESIGN AND THAT HE ALREADY HAD AN
OCCUPATIONAL LICENSE TO MOW LAWNS.
MR. COOPER NOTED THAT CODE ENFORCEMENT HAD SENT A LETTER TO
MR. WOODWARD CONCERNING THE LARGE NUMBERS OF PLANTS ON HIS
/''"1 PROPERTY AND THAT HE NEEDED AN OCCUPATIONAL LICENSE.

MR. WOODWARD SAID THE PLANTS WERE BEING STORED THERE TO BE
INSTALLED IN THE YARD OF THEIR NEW HOME THAT WAS TO BE BUILT.
MR. COOPER ALSO NOTED THAT THERE WAS A TRAILER THAT WOULD NOT
MEET THE REQUIREMENTS OF A HOME OCCUPATIONAL LICENSE.
MR. WOODWARD NOTED THAT HE HAS HAD AN OCCUPATIONAL LICENSE
FOR LAWN MAINTENANCE SINCE 1987 AND THAT THE TRAILER WAS
SPECIFIED ON THE LICENSE.
IT WAS NOTED THAT EVEN THOUGH THE TRAILER WAS SPECIFIED ON
THE LICENSE THAT IT WAS TO BE PARKED IN THE GARAGE.
MRS. KILKELLY STATED THAT UNDER THE RULES OF A HOME
OCCUPATIONAL LICENSE THAT THERE SHOULD BE NO APPEARANCE OF A
BUSINESS BEING CONDUCTED AND THAT THERE DID APPEAR TO BE A
BUSINESS AT MR. WOODWARD'S HOME.
MR. WOODWARD WAS GIVEN COPIES OF TWO LETTERS FROM NEIGHBORS
OPPOSING THE LICENSE.
MR. GILCHER NOTED THAT MR. WOODWARD WAS IN VIOLATION OF 20A
6.1, 14 B1,B3,B4,B6 AND B8.
1) HOME OCCUPATION MUST BE CARRIED ON ENTIRELY WITHIN THE
DWELLING.
3) NO CHANGE IN APPEARANCE.
4) NO BUSINESS CONDUCTED IN ACCESSORY BUILDING.
6) NO PRODUCTS DELIVERED.
8) NO MECHANICAL OR ELECTRICAL EQUIPMENT STORED ON PREMISES.

APPLICATION FOR A HOME OCCUPATIONAL LICENSE FOR THOMAS

MR. COOPER TOLD MR. WOODWARD THAT THERE IS AN APPEAL
PROCEDURE AND I HAT HE COULD CONTACT HIM IN THE MORNING FOR
THAT INFORMATION IF HE CHOSE TO APPEAL.
THERE WAS A BRIEF DISCUSSION ABOUT THE WORKSHOP SCHEDULE MR.
COOPER HAD DONE. THE MEMBERS SAID THEY HAD NO PROBLEM WITH
IT.
OLD BUSINESS
WORKSHOP DISCUSSION - COMPREHENSIVE PLAN
DURING A LENGTHY DISCUSSION, THE FOLLOWING WERE NOTED:
1) CLARIFICATION ON PAGE 1 (DATA INV.) UNDER RESIDENTIAL
DEVELOPMENT WHICH REFERS TO 4,044 ACRES OF LAND FOR TOTAL
RESIDENTIAL ACREAGE, BUT, TOP OF PAGE 5 INDICATES 4,003
ACRES.
2) CLARIFY POLICY 1-1.1.4 (GOALS, OBJECTIVES): DOES THIS
STATEMENT APPLY TO DEVELOPERS OR THE CITY OR BOTH.
3) POLICY 1-1.2.2 (PAGE 1-3): WITH THIS POLICY, CAN THE
CITY ENACT FURTHER RESTRICTIONS ON CL -512 SUCH AS LARGER LOT
SIZE, DEPTHS AND WIDTHS IN ORDER TO PROVIDE A MORE DESIRABLE
DEVELOPMENT.
4) POLICY 1-1.2.3 (PAGE 1-3): CLARIFY THIS SECTION WHICH
REFERENCES GOVERNMENTAL AND INSTITUTIONAL SERVICES. EXPAND
ON THE AREA FOR INDIAN RIVER DR.
5) POLICY 1-1.2.5 (PAGE 1-3): THE QUESTION IS WHETHER OR
NOT HWY. #1 WILL NEED TO BE WIDENED AND IS THERE SUFFICIENT
LAND TO ACCOMMODATE THE EXPANSION. IF NOT, WILL THE CITY
NEED ADDITIONAL SETBACKS.
6) POLICY 1-1.3.3 (PAGE 1-5): SHOULD WE INCLUDE THE
PROPOSED ANNEXATIONS (MORCHESKY, FLATT, ETC.) IN THIS PLAN.
ALSO, SHOULD WE EXPAND ON THE CITY ACQUIRING ADDITIONAL LANDS
BY ANNEXATION.
7) MAPS SUCH AS ON PAGE 1-9 SHOULD CORRECT STREET NAMES SUCH
AS MAIN ST., ROSE ARBOR AND ALSO INDICATE POINT -O -WOODS.
8) POLICY 1-2.1.3 (PAGE 1-14): SECOND PARAGRAPH NEEDS
VERBIAGE CORRECTED.
9) POLICY 1-2.3.1 (PAGE 1-19): ADD TO THE THIRD PARAGRAPH
TO PROHIBIT BATCH PLANTS.
