Thompson noted that they would treat each address individually. The first permit renewal will be for 1852 Barber Street. The applicant was not present. MOTION by Barnes/Fischer Since there is no one here, I move that we postpone this until the next meeting. Mr Barnes noted that he did not have a sketch in his packet, and he had a question on the parking. Roll call was taken. 7-0 motion carried. PUBLIC HEARING - HOME OCCUPATIONAL LICENSE - MY THREE SONS LANDSCAPE SERVICE - 943 STARFLOWER AVENUE The parties representing the applicant were present and sworn in according to quasi-judicial procedure. The public hearing was opened at 7:14 p.m. There were 20 notices of hearing sent out. There were six objection letters received. The Board and the applicant took the time to read these objection letters. Mr. Lavender stated that he had read all letters and he has read the requirements for Home Occupational License. PLANNING AND ,ZONING COMMISSION REGULAR MEETING OF MARCH 2, 1995 PAOE THI~E Mr. Cooper and Mr. Lavender discussed possible objections from the public, and Mr. Lavender answered all questions satisfactorily. Staffnoted the applicant meets all criteria of the Code, and has no objection. In answer to an inquiry, staff explained that approving this Home Occupational License would not set a precedent to allow more offensive businesses in this neighborhood, and if the applicant does not abide by the requirements, the Code Enforcement Dept. would step in and could revoke his license. The public hearing was closed at 7:34 p.m. MOTION by Munsan/Fischer I move that the Home Occupational License be granted to Kim and Robert Lavender to operate a landscape design and installation business from their home at 943 Staxflower Avenue, Sebastian. Roll call was taken. 7-0 motion carried. PUBLIC HE~G - HOME OCCUPATION LICENSE - PONY PHOTOS - 740 SCHUMANN DRIVE - ROY & KATHLEEN LEES Roy Lees, the applicant, was present and was sworn in according to quasi-judicial procedure. The public hearing was opened at 7:42 p.m. There were 24 notices of hearing sent out. There were no objection or non-objection letters received. It was established that the pony and trailer will be kept at Seabreeze Stables and has had all medical shots. There was no public input and the hearing was closed at 7:49 p.m, MOTION by Fischer/Barnes I make a motion that we approve the Home Occupational License for Roy & Kathy Lees pony photos at 740 Schumann Drive, Lot 16, Block 41 l, Unit 9 in Sebastian. Roll call was taken. 7-0 motion carried. MOTION by Falke/Munsart I make a motion to put the Home Occupational License application for Anthony Hardest'y, 1480 Schumann Drive, Sebastian, for cabinet repair and installation back on the agenda. The public hearing was opened at 7:52 p.m. Staffhad no objection. There was no public input and the public hearing was dosed at 7:56 p.m. MOTION by Munsart/Falke I move to grant a Home Occupational License for Anthony Hardesty, 1480 Schumann Drive, to do cabinet repair and installation from his home. Roll call was taken. 7-0 motion carried. NEW BUSINESS: PUBLIC UEARING - MODEL HOME PERMIT RENEWAL- MERIDIAN BUiLI)ING, INC. - 1852 BARBER STREET The public heating was opened at 8:07 p.m. Winifred Laverick was present representing the applicant, and was sworn in according to quasi- judicial procedure. A break was taken at 8:14 p.m. The meeting resumed at 8:26 p.m. with all members present. RECOMMENDATION TO CITY COUNCIL - AMENDMENT TO SECTION 20A,5,7 - ACCESSORY STRUCTURES There was extensive discussion on Section 20A-5.7 of the LDC-Accessory Structures. Any type of metal type buildings should be reviewed by Planning and Zoning. Harmonious design was discussed, indicating the design should blend well with the primary structure, in height, material and color. It was determined that staff should rework this Section and bring it back at another meeting. DISCUSSION - COblMUNITY DEVELOPMENT BLOCK GRANT There was extensive discussion on the Community Development Block Grant. Mr. Cooper noted that our City Council has hired the firm of Clark, Romeulus, and Associates to pursue a Community Development Block Grant for the City of Sebastian. Because of the short time span that we have to get this completed, surveys etc. are being done at present. This document can be continually reviewed, so changes can be made over time. This Commission was critical of several terms and descriptions used. The Board consensus was to bring this back to the March 16th meeting, maybe even call a special meeting, invite the City Manager, and have the representative from CRA explain the program. Mr. Fischer inqtdred about street lights for Wave St. and George St., and about the resident who is installing a landscape berm on George St. BUILDING OFFICIAL MATTERS: Mr. Cooper and the City Manager met with a gentleman interested in annexing approximately 500 acres to the West of the City, part of the Koraci property, into the City. He would like to see density of 1 unit per acre, PUD type, residential golf type private community. Sewer and water are available there from the County. DISCUSSION - TEMI~RARY USE PERMITS Mr. Cooper explained that the new Wal Mart wanted to provide a temporary car sales like you see at K Mart, and under our code, they cant take up any required parking. Chron. Thompson agreed to put this subject on the agenda for the next meeting. The meeting was adjourned at 9:56 p.m.
