March 14, 1984
Regular meeting of the Planning and Zoning Committee called to order
by Chairman Harris at 7~31 P.M. in the City of .Sebastian Council Chambers.
Members present were Chairman Gene Harris, Vice-Chairman Harold Eisenbarth,
Members Randy M~sby, Joe Stephenson, and Bill Mahoney. Member Marjorie
Poole was absent. Also present were Les Solin and Jim Parmeter of Solin
and Associates.
Minutes of the March 1, 1984 meeting were read. Motion to approve as
read made by Joe Stephenson, seconded by Randy Mosby, motion carried.
Design Concepts presented the sketch of 'the landscaping and the survey
indicating the parking spaces as per requested at the March 1, 1984 meeting.
Randy Mosby made'the motion the model home site be approved, Harold Eisen-
barth seconded the motion, motion carried.
The parking lot of Sebastian Motors was given no action since no site plan
was submitted with the request.
Pat Lambert of Lambert Real Estate presented the co~mittee with a site
plan for Ed H~lse, an electric sales office to be built on Lot 26, Block 490,
along CR%512. The co%~nty traffic engineer has indicated that this lot is
one already designated as one to receive a curb cut, the plan has the required
setbacks from CR#512, water will be to the lot before the building is completed,
the plan will need elevations, runoff calculations, 10x20 parking for all
spaces; when completely ready it should be brought back to committee. No
action taken.
Dan Preuss, realtor, questioned the proposed land use plan for the area
across the street from the community center which is now COP~R-2 but is
proposed to be single family on Zoning and Comprehensive Land Use Plan.
Les Solin, City Planner, said he felt the area should be MD - 8 units per acre
rather than COR - 12 units per acre. That would be compatible with the MD
area in the county directly north of there. West of this section is conu~ercial.
The Magazine property on the south side of CR#512 is industrial to the
east; Dan Preuss was asking the board to make this area all CG instead of
MD/CG. This would make it a more useable piece of property. No action taken.

sembler's Restaurant brought preliminary plans for our reView. It will
cover 6000 sq. ft., have a 216 seating capacity, a packaged treatment system,
will be on stilts with elevators and stairways, a model showed the design.
They were told they would need DER approval, county egress a~proval, engineer-
ing for runoof, elevations, etc. Randy Mosby made the motion to approve the
preliminary sketch fOr Sembler~s Restaurant subject to final site plan which
meets all existing ordinances, including Sec. 20A-10.2H. Motion .seconded by
Joe Stephenson, motion carried.
Fischer/Garetto annexation - a copy of the Voluntary Annexation rules
was given to all members. It was found that the piece to be annexed was
not in compliance with rules four or five (majority of the land is non-
contiguous, and forms an enclave) Secretary was instructed to write a letter
to the mayor and council with board's comments. (col~ of letter attached)
Sebastian Lakes engineer Darrel McQueen with Lloyd and Associates pre-
sented an uI~late of their plans for the sixty-six acres on CR%512 where
CR#512, Laconia St., and Roseland Road merge. There would be 472 units,
8 units per building, they are asking for conceptual al~proval, want to
create a PUD on the property which entails a change in theland use plan
and the zoning. They were directed to the general procedures for reviewing
PUD (20A-4.9 4-4.12, 23,24) No action was taken, they were given directions
for proceeding with the hearings, a tentative date of April 5, 1984 was given
as the hearing date.
The situation with Sebastian OYster House (John Luke, owner) was discussed.
The board agreed that he must comply with Ordinance 202.
Joe Stephenson resigned. Randy Mosby made the motion to accept the
resignation with regret, Harold Eisenbarth seconded the motion, motion carried.
A letter from Ed Paluch was given to everyone to take home and read.
