ALSO PRESENT; LINDA KINCHEN, BRUCE COOPER, PAUL KRUZCAMP, LES

MR. COOPER ASKS FOR AN AGENDA ORDER CHANGE UNDER
ANNOUNCEMENTS REQUESTING COLLIER PLACE BE HELD LAST
MR. GILCHER MADE A MOTION TO MOVE THE COLLIER PLACE PUD TO
THE END OF THE AGENDA SECOND BY MR. MAHONEY PASSED
UNANIMOUSLY.
MR, FULLERTON NADE A MOTION TO ADD AN AGENDA ITEM REFERENCE
DISCUSSION OF NEW RESOLUTION FOR BOARD APPOINTMRNTS SECOND BY
MR, MAHONEY PASSED UNANIMOUSLY.
APPROVAL OF MINUTES; FEB 16, 1989 - MR. GILCHER REQUESTS THAT
HIS PAPER DATED MARCH 15, 1989 BE MADE A PART OF THE MINUTES
SINCE ATTORNEY KRUZCAMP'S COMMENTS ARE INCLUDED HE MAKES SOME
CLARIFICATIONS TO THE PAPER AND THEY ARE AGREED TO EXCEPT FOR
THE LAST PARAGRAPH CHANGES WHICH RESULT IN A REQUEST TO DO A
VERBATIM OF THE LAST PARAGRAPH TO BE GIVEN TO THE IIEI~fBERS AT
THE NEXT MEETING.
A MOTION TO ACCEPT THE MINUTES AS AMENDED BY THE 3-15,89
LETTER OF MR. GILCHER WAS MADE BY MRS. KiLKELLY HOWEVER, THE
MOTION WAS WITHDRAWN AND A MOTION TO POSTPONE APPROVAL UNTIL
THE NEXT REGULAR MEETING WAS MADE BY MRS. KiLKELLY SECOND BY
MR. GILCHER PASSED UNANIMOUSLY.
HOME OCCUPATIONAL LICENSE - LORRAINE STOUGH 641 BARBER ST
ART ILLUSTRATION AND DESIGN
MRS. STOUGH INDICATES HE DOES LETTERHEAD ARTWORK AND OTHER
SIMILAR ART DESIGN WORK AND IS ONLY REQUESTING A BUSINESS
PHONE NO CLIENTS IN HER HOME.
A MOTION TO APPROVE THE HOME OCCUPATIONAL LICENSE FOR
LORRAINE STOUGH AT 641 BARBER STREET WAS MADE BY
FULLERTON WITH A REQUEST TO SEND A LETTER TO THE OBJECTING
PROPERTY OWNER EXPLAINING THE ORDINANCE SECOND BY MR,
GILCHER.

LYNN WILLIAMS PROJECT MANAGER IS REPRESENTING COUNTY
MR, COOPER READS TWO LETTERS FROM DARRYL MCQUEEN REGARDING
SEWER AND WATER CAPABILITIES.
MR, WILLIAMS STATES THAT SEBASTIAN LAKES PROVIDED IN THEIR
CONTRACT FOR SALE TO PROVIDE WATER AND SEWER.
MR. MAHONEY AND MR. GILCHER QUESTION THE WARRANTY DEED
RESTRICTIONS AND QUESTION WHETHER IT GIVES THEM APPROVAL TO
BUILD THE LIBRARY OR NOT, OUR ATTORNEY STATES. SINCE IT IS NOT
CITY PROPERTY, WE HAVE NO NEED TO BE INVOLVED THE LANGUAGE OF
THE DEED.
RANDY MOSBY STATED THAT ON THE CONSTRUCTION DRAWINGS SOMR
CLARIFICATION WILL HAVE TO BB MADE WITH REFERENCE TO THE
STORM WATER RUNOFF AT THE END OF THE PARKING LOT
A MOTION TO TAPPROVE THE SITE PLAN FOR THE NORTH COUNTY
LIBRARY WAS MADE WITH THE FOLLOWING CONTINGENCIES;
1) CONSTRUCTION DETAILS ON WEST END OF PARKING
LOT BE PROVIDED
2) RESOLUTION OF THE EASEMRNTS BE TAKEN CARE OF
3) A WRITTEN LETTER FROM ST. JOHNS BE RECEIVED STATING THE
PROJECT AS ORIGINALLY DESIGNED CAN HANDLE THIS CHANGE.

A 10 MINUTE RECESS WAS CALLED AT THIS POINT PRIOR TO STARTING

MR. SOLIN SPEAKS FIRST GIVING A LIST OF STIPULATIONS
REGARDING APPROVAL CONTINGENCIES
MR. SOLIN USES UP ALL THE TIME AND A MOTION TO EXTEND TO
10:30 WAS MADE BY MRS. KILKELLY SECOND MR. MAHONEY
MR. GILCHER VOTED NAY. MOTION FAILS - SINCE DISCUSSION
CONTINUES REGARDING CALLING A SPECIAL MEETING TO FINISH THE
PROJECT A MOTION TO EXTEND THE MEETING 10 MINS TO COVER THE
FIVE ALREADY USED AND SET A SPECIAL MEETING DATE WAS MADE BY
MR. MAHONEY SECOND MRS. KILKELLY PASSED UNANIMOUSLY
IT WAS DETERMINED THAT THE SECRETARY WILL SET THE DATE AND
ADVISE THE BOARD AS SOON AS POSSIBLE.
A MOTION TO EXTEND TWO MINUTES WAS MADE BY MR. FULLERTON
SECOND MR. GILCHER PASSED UNANIMOUSLY
MR. FULLERTON REQUESTS THAT THE COMMISSION WRITE TO THE
COUNCIL STATING THEY WOULD LIKE TO EXERCISE THEIR OPTION OF
HAVING TWO ALTERNATES AND TO HAVE THE CLERK START
ADVERTISING. THEY DECIDED NO MOTION WAS NECESSARY.
