CHAIRMAN KRULIKOWSKI CALLED THE MEETING TO ORDER AT 7;00 P.M.
PRESENT; MR. MAHONEY, MRS. KILKELLY, MR. SHROYER,ALTERNATE,
MR. WADSWORTH, MR. KRULIKOWSKI, MR. THOMPSON, MR. FULLERTON
ABSENT; MR. LINDSEY, MRS. 0 CONNOR, EXCUSED
ALSO PRESENT; LINDA KINCHEN, SECRETARY, AND CATHERINE
HILTON, CITY PLANNER, BRUCE COOPER, DIRECTOR OF COMMUNITY
DEVELOPMENT AND KATHY MARTIN, SECRETARY
ANNOUNCEMENTS; MR. WADSWORTH ANNOUNCES HE WILL BE OUT OF TOWN
FOR THE APRIL 2, 1992 MEETING.

APPROVAL OF MINUTES - FEBRUARY 20, 1992 -- MOTION TO APPROVE
THE MINUTES AS PRESENTED BY MR. THOMPSON, SECOND MR. SHROYER
UNDER DISCUSSION MR. MAHONEY STATED ON PAGE THREE ADD AN
ADDITIONAL CONCERN OF HIS IS THAT THE DRIVE FROM US 1 TO
INDIAN RIVER DRIVE WILL BECOME THE CREATION OF A THRU STREET
AT THE S END OF THE PROJECT. MR. FULLERTON INQUIRED ABOUT A
STATEMENT MADE BY THE APPLICANT OF THE HOTEL THAT THEY WOULD
HAVE A STRUCTURAL ENGINEER AND WAS IT ON THE RECORD. BRUCE
STATED IF IT WAS SAID AT THE MEETING IT WAS ON THE TAPE.
MR. THOPSON AND MR. SHROYER AGREE TO AMEND THE MOTION FOR THE
ADDITIONS - MOTION PASSED UNANIMOUSLY.

A MOTION TO APPROVE THE SITE PLAN FOR THE UNITED CHURCH OF
CHRIST ON FELLSMERE ROAD SUBJECT TO THE APPROVAL OF THE
CONDITIONAL USE PERMIT APPROXIMATELY 4.61 ACRES WITH A TOTAL
OF 6.47 WITH THE FOLLOWING PROVISIONS: THAT THE 2-21-92
LETTER FROM THE CITY OF SEBASTIAN'PAGE THREE #4 ELIMINATED BE

MET AND THAT #7 ON SAME PAGE BE CHANGED TO 24 FEETHAT
APPROVAL IS FOR PHASE ONE ONLY SHEET 2 OF 3 SEALED 3-3-92
THAT THE COMMISSION ACCEPTS THE ARIEL VIEW IN. LIEU OF THE
REQUIRED TREE SURVEY AND THAT THEY ARE RECOMMENDING APPROVAL
OF THE FEE WAIVER TO CITY COUNCIL AND ACCEPTING POROUS
PARKING AND THAT THE APPLICANT IS SUBJECT TO HRS REQUIREMENTS
MADE BY MR. FULLERTON SECOND MR. WADSWORTH FOR DISCUSSION
DISCUSSION WAS TO CLARIFY THAT ALL ITEMS DISCUSSED HAD BEEN
INCLUDED - MOTION PASSED UNANIMOUSLY.

MOTION TO TENTATIVELY APPROVE PHASE TWO BY MR. THOMPSON WAS
WITHDRAWN AT THE REQUEST OF THE APPLICANTS ENGINEER
RECESS CALLED AT 8:00 P. -M. BACK AT 8:15 P.M. ALL PRESENT.
ORDINANCE CHANGE 20A6.1.C.3A - LOUISE CARTWRIGHT OF
BAYHARBOUR TERRACE SPEAKS FOR THE APPLICANTS AND GIVES A
SHORT PRESENTATION ON THE VIEWER.
PETER JONES SPEAKS USING A CITY MAP COLORED TO SHOW THE
COMMERCIAL AREAS IN QUESTION AND P.S. ZONED PROPERTY WITHIN A
TWO MILE RADIUS. STAFF RECOMMENDS THEY BE ALLOWED TO LOCATE
IN THE COMMERCIAL AREAS BUT DOES NOT FEEL THEY SHOULD BE
REMOVED FROM THE RESIDENTIAL AREAS HOWEVER HE FEELS A CHANGE
COULD BE MADE TO STATE THEY MUST BE ON A COLLECTOR ROAD.
CHAIRMAN ALLOWS COMMENTS FROM THE PUBLIC - JOHN DEAN SPEAKS
SAYS WE HAVE A GOOD CODE WHICH NEEDS EDITING BUT NOT SURGERY
TIGHTEN UP THE CRITERIA BUT DON'T THROW IT OUT.

GREG SCHUTEK - WIFE IS LEARNING NEST TEACHER STATES INDIAN
RIVER DRIVE PROPERTY IS VERY EXPENSIVE AS IS ALL COMMERCIAL
PROPERTY AND WOULD BE COST PROHIBITIVE.
ED GILCHER SPEAKS AGAINST PUTTING IN RESIDENTIAL.

A MOTION TO ASK STAFF TO REWRITE 20A6.1.C.3 TO INCLUDE CHILD
CARE FACILITIES AS CONDITIONAL USES IN COMMERCIAL C-512, CL,
CG, COR, AND PS AND ASK STAFF TO LOOK AT CONDITIONAL USE
CRITERIA AND INCREASE BUFFER ZONES REQUIREMENTS AND
RESIDENTIAL AREAS BE ON COLLECTOR ROAD MADE BY MR. THOPSON
SECOND MRS. KILKELLY PASSED 6-1 WITH CHAIRMAN VOTING NO.
CHAIRMAN STATES CARRY THE LDC CHANGES TO THE NEXT MEETING
FOR DISCUSSION DUE TO THE TIME.
CHAIRMANS MATTERS: NONE
MEMBERS MATTERS: MR. MAHONEY ASKS IF THEY ARE REALLY COVERED
OR JUST IF A JUDGEMENT IS FILED WITH REFERENCE TO THE
INSURANCE FOR BOARD MEMBERS - BRUCE TRIES TO ANSWER TO HIS
SATISFACTION.
MRS. KILKELLY ASKS IF ANYONE ATTENDED THE GOVERNMENT IN THE
SUNSHINE SEMINAR AND IF NOT WERE THEIR TAPES AVAILABLE.
SECRETARY ANSWERS NO TO BOTH. MRS. KILKELLY ASKS REGARDING
LARKSPUR HOUSE WITH ACCESSORY BUILDING AND BRUCE TO CHECK AND
ADVISE.
ALSO SHE ASKS REGARDING THE POWER LINES BEING INSTALLED IN
THE FRONT YARDS AND BRUCE STATES STAFF HAS TRIED TO LESSEN
THE BLOW WHEREVER POSSIBLE BUT SHE SHOULD TALK TO THE CITY
ENGINEER REGARDING CONCHA DRIVE TO SEE IF HE ISSUED A PERMIT.
MR. THOMPSON ASKS ABOUT GOLF COURSE ADDITION AND BRUCE
EXPLAINS WHEN THE SITE PLAN IS COMPLETED THEY WILL RECEIVE IT
MR. THOMPSON WANTS A COPY OF THE COUNTY LETTER REGARDING THE
RHODES ANNEXATION GIVEN TO THE MEMBERS.
CITY PLANNER MATTERS: NEW ZONING MAPS WILL BE READY SOON.
2 GRANTS WERE UPDATED AND THERE WILL BE NO FUNDING FOR FRDAP.
ALSO THE DOT WILL BE REPLACING TREES IN THE US 1 MEDIANS.
HARDEE PARK TREE GRANT HAS BEEN APPROVED.
