SPECIAL HEETING MINUTES

CHAIRMAN KRULIKOWSKI CALLED THE MEETING TO ORDER AT 7:00 P.M.
PRESENT; MRS. TAYLOR, )fR. NAHONEY, MRS. KILKELLY,
WADSWORTH, MRS. POOLS, ME. FULLERTON, CHAIRNAN KRULIKOWSKI
ALSO PRESENT; LINDA KINCHEN, SECRETARY, BRUCE COOPER,
BUILDING OFFICIAL, ED GILCHER, ALTERNATE MEMBER

MR. FULLERTON STARTS ALL OF THE BELOW ARE HIS FATTERS;
1.) DISCUSSES THE RECENT REQUESTS FOR REZONING ON MAIN
STREET AND STATES HE THINKS THE USES iN CG SHOULD BE CHANGED
ON MAIN STREET TO PUT CLOSER RESTRICTIONS ON IT.
BRUCE COOPER EXPLAINS IF CHANGES TO CG ARE MADE THEY WOULD
APPLY TO ALL GG AREAS UNLESS A NEW ZONING DISTRICT I8 CREATED
SUCH AS WAS CREATED ON 512. HE STATES IT WOULD HAVE TO'BE
CALLED CG MAIN STREET. HE INDICATED THAT OTHER WISE IT WOULD
BE CONSIDERED CONTRACT ZONING AND THAT WAS ILLEGAL.
NO ACTION WAS TAKEN
2.> MR. FULLERTON STATES HE FEELS THE CITY SHOULD HAVE A
CONSULTING ENGINEER WHO WORKS OUT OF A CITY OFFICE TWO DAYS A
WEEK RATHER THEN THE WAY IT IS HANDLED TODAY OR A FULL TIME
CITY ENGINEER. BRUCE STATES COSTS FOR A TWO DAY PE IN HOUSE
WOULD BE HIGH AND THE CITY WOULD NOT SAVE ANY ~ONEY.
AFTER DISCUSSION MI~. FULLERTON MADE A MOTION TO SEND A LETTER
TO THE CiTY COUNCIL, MAYOR AND CITY MANAGER THAT THEY HAVE
THE BOARDS FULL SUPPORT IN THEIR DECISION TO HiRE A FULL TIME
CITY ENGINEER SECOND BY MR. MAHONEY PASSED UNANIMOUSLY.
3.) PARKING ON THE GRASS AT CANNON'S IS HIS NEXT DISCUSSION
AND BRUCE STATES IT IS NOT ILLEGAL FOR THEM TO PARK ON THE
GRASS IF THEY WANT TO AND HE WILL CHECK THE SITE PLAN TO BE
SURE THE AREA BEING USED IS OWNED BY MR. CANNON.

MR. MAHONEY STATES HE DOESN'T THINK MR. CANNON CON]PLIED WITH
THE LANDSCAPE ORDINANCE AS THE SITE PLAN CALLS FOR AND THAT
HE IS OPERATING AN OFFICE OUT OF THE STORAGE SHED, BRUCE
STATES HE WILL CHECK THE LANDSCAPING BUT THAT HE WAS ALREADY
ON TOP OF THE OFFICE AND MR. CANNON WILL BE REMOVING IT.
4.) THE DRIVE ON 512 AT THE NEW TENNECO STATION IS STILL
GETTING TRAFFIC WHICH IS TURNING LEFT IN AND OUT WHICH iS
PROHIBITED. KR. FULLERTON FEELS MORE SIGNS SHOULD BE PUT UP
BY THE COUNTY AND BRUCE INDICATES HE IS ALSO HAVING THE
POLICE DEPARTMENT WATCH FOR VIOLATORS.
5.) MR. FULLERTON ASKS REGARDING PROPER PERMITs FOR THE
DE)fUCK OPERATION ON NORTH CENTRAL. BRUCE TELLS THEM THAT THE
OWNER IS DOING IT AT HIS OWN RISK UNTIL SITE PLAN APPROVAL IS
GIVEN, BRUCE STATES NO PERMIT IS REQUIRED.
6.) WHAT IS THE STATUS ON PARADISE MARINA? BRUCE STATES HE
CAN FIND NO VIOLATIONS AT THIS TiKE UNLESS THEY KNOW OF
SOMETHING AND BOB STATES HE FEELS PEOPLE ARE LIVING ON THE
BOATS PARKED THERE WHICH IS iLLEGAL. BRUCE STATES HE WILL
HAVE THE POLICE CHECK IT THIS EVENING,
7.> CITY CAB FENCED IN CONFOUND ON LOUISIANA - BRUCE STATES
IT IS ZONED INDUSTRIAL, IT HAS ALWAYS BEEN USED FOR OUTSIDE
STORAGE AND THAT IS WHAT CITY CAB IS USING IT FOR NOW. IT IS
NOT A SALVAGE YARD OR JUNK YARD.
8.) CAN FISHING BOATS IN THE CiTY OF SEBASTIAN BE REQUIRED
TO HAVE INSURANCE. BRUCE STATES THE BOATS WHICH CARRY PEOPLE
ARE REQUIRED TO HAVE INSURANCE BY THE COAST GUARD AND MARINE
PATROL ANYWAY. NO ACTION iS NECESSARY.
MRS. POOLS ASKS WHY THE AMRULANCE SQUAD USES THE BACK DRIVE
AND NOT THE FRONT DOOR ON MAIN STREET. SHE CLAIMS IT CAUSES A
HAZARD WHEN BALL GAKES ARE BEING PLAYED AT THE LITTLE LEAGUE
FIELD. BRUCE TELLS HER TO TAKE COl(PLAINT TO THE POLICE
DEPARTKENT OR THE AMBULANCE CHIEF.
MR. WADSWORTH DIRECTS A QUESTION TO MR. KETGALF REGARDING THE
TRANSPORTATION BOARD AND BASICALLY MR KETCALF STATES HE IS
STILL GETTING INFORMATION TOGETHER AND WILL REPORT BACK.
MR. FULLERTON MAKES A MOTION TO PUT APPOINTKENT AND
DISCUSSION REGARDING THE TRANSPORTATION COMMITTEE ON THE NEXT
AGENDA SECOND MRS. POOLS, PASSED UNANIMOUSLY.

MR. MAHONEY ASKS ABOUT THE STATUS OF SAND LAKE PARK SITE PLAN
AND THE UTILITY LETTERS, BRUCE GIVES BRIEF COlql~ENTS.
ALSO MR. MAHONEY ASKS ABOUT THE ADVERTISEMENT IN THE FISCHER
TRADE BUILDING BY $OHN'S AUTO BODY FOR TEN MINUTE OIL
CHANGES; DO THEY HAVE PROPER STORAGE FACILITIES FOR OIL AND
IS THERE ENOUGH PARKING. BRUGE STATES THE PARKING IS.NINE
AND THAT HRS IS THE REGULATORY AGENCY OVER THE OIL STORAGE
TANKS NOT THE CITY. i~,
QUESTIONS WHY THE HARBOUR LIGHTS SIGN IS LOCATED ACROSS FROM
KEENS,
BRUCE STATES HE IS ON TOP OF IT AND IT SHOULD HAVE ALREADY
BEEN MOVED AT THIS TIMR.
MRS. TAYLOR AND MRS. KILKELLY HAVE NO ITEMS TO 'BRING UP AT
THIS TIME.
l(R, GILGHER ASKS REGARDING WHAT LiABILiTY INSURANCE IS
AFFORDED THE HEMMERS IF ANY SHOULD A DEVELOPER FILE SUIT
AGAINST ANY MEMBERS OF THE BOARD. BRUCE STATES NONE IS
AVAILABLE. HE THEN ASKS MR, METGALF IF ANY IS AVAILABLE TO
THEM AND ANSWERS NO NOT TO HIS KNOWLEDOE.
MR. GILCHER STATES HE IS PUZZLED BY MR. KRULIKOWSKI'S
GONMENTS REGARDING THE CITY PLANNER AND FEELS TEAT SOMEONE
SHOULD BE WORKING WITH HIM ON THE REVISIONS TO THE COMP'PLAN
GHAIRMAN STATES HE AGREES BUT THAT MR. SOLIN'S TIME IS
EXPENSIVE AND THE CITY DOES NOT ALLOW MUCH MONEY WITH WHICH
TO MEET WITH HIM,
HE THEN ASKS ABOUT THE STATUS OF SEBASTIAN LAKES AND NO-ONE
IS QUITE SURE WHAT THE GURRENT STATUS IS AT THIS TIME.
DISCUSSION TURNS TO THE FACT THAT THE CITY SHOULD HAVE AWAY
TO ENFORCE THE ADDITIONAL PHASES ON A PROJECT WHEN IT IS
PRESENTED THAT WAY.
BRUCE COOPER STATES HE WOULD LIKE SOME CLARIFICATION FROM THE
BOARD WHEN THEY WOULD LIKE SITE PLANS ON CHANGE OF USE ITEF. S.
HE FEELS iT SHOULD ONLY BE REQUIRED OR CONSIDERED A CHANGE OF
USE WHEN THE USE INTENSIFIES THE SIGHT.
