MR, MAHONEY CALLED THE MEETING TO ORDER AT ? P.M.
PRESENT; MR. MAHONEY, MRS. KILKELLY, MR, THOMPSON, MR.
SHROYER,ALTERNATE, MR, LINDSEY,ALTERNATE, MRS. O'CONNOR.
ALTERNATES WILL BE VOTING FOR MR. KRULIKOWSKI AND MR.
WADSWORTH
ABSENT; MR. KRULIKOWSKI, MR. WADSWORTH AND MR. FULLERTON ALL
EXCUSED
ALSO PRESENT; PETER JONES, BRUCE COOPER, LINDA KINCHEN
ANNOUNCEMENTS; PETER JONES STATES CINDI HENF WANTS HER
LICENSE APPLICATION PUT AT THE END OF THE AGENDA.
ALL MEMBERS WERE IN FAVOR.
APPROVAL OF MINUTES MARCH 8, 1990
A MOTION TO APPROVE THE MINUTES AS PRESENTED WAS MADE BY MR.
THOMPSON, SECOND MRS. O'CONNOR PASSED UNANIMOUSLY.
APPROVAL OF MINUTES sPECIAL MEETING MARCH 15, 1990
A MOTION TO APPROVE AS PRESENTED WAS MADE BY MRS. KILKELLY
SECOND BY MR. SHROYER PASSED UNANIMOUSLY.
MODEL HOME PERMIT FOR PRUDENTIAL BUILDING CORPORATION - LOT 7
AND LOT 8 OF 456 UNIT 17 ON BARBER STREET
THERE ARE TWO PERMITS UP FOR APPROVAL WILLIAM BARBER,
PRESIDENT IS AVAILABLE TO ANSWER QUESTIONS,
MRS. KILKELLY ASKS iF THESE ARE IN ADDITION TO THE OTHER TWO
MODELS AND MR. BARBER STATES THE OTHER TWO WILL NO LONGER BE
MODEL HOMES,
MR. THOMPSON QUESTIONS THE CARPETING IN THE GARAGE AND BRUCE
COOPER INDICATES IT MEETS THE CODE.

A MOTION TO APPROVE THE MODEL HOME PERMIT FOR PRUDENTIAL
BUILDING CORPORATION AT 184b BARBER STREET LOT 7, BLOCK 456,
UNIT 17 WAS MADE BY MR. THOMPSON SECOND MRS. KILKELLY PASSED
UNANIMOUSLY.

1. APPLICANT TO SUBMIT AND CITY TO APPROVE
REVISIONS CONCERNING LITTORAL ZONE AS REQUIRED
BY SECTION 20A-5.29(B) OF THE LAND DEVELOPMENT
CODE.
2. APPLICANT TO PROVIDE COMPLIANCE AND RESTORATION
BONDS AS REQUESTED BY SECTION 20A-5,50(E) OF THE
LAND DEVELOPMENT CODE.
3. TYPE A OR NATURAL LANDSCAPE BUFFER/SCREEN SHALL BE
PROVIDED AS REQUIRED BY SECTION 20A-5.30(B)(5) OF
THE LAND DEVELOPMENT CODE,
A SAFETY AND SECURITY PLAN SHALL BE SUBMITTED AND
CITY APPROVED AS REQUIRED BY SECTION 20A-5.30(B)(3)
OF THE LAND DEVELOPMENT CODE.
THE FIRST THREE CONDITIONS OF APPROVAL ARE FROM THE STAFF
TECHNICAL REVIEW COMMITTEE RECOMMENDATIONS AND ARE MADE,
A PART OF THIS MOTION. SECOND BY MR, SHROYER PASSED
UNANIMOUSLY.
A MOTION TO TABLE THE HOME OCCUPATIONAL LICENSE FOR ClNDI
HENF AND THE MODEL HOME PERMIT FOR AMERON HOMES SINCE NEITHER
ARE PRESENT WAS MADE BY MR. THOMPSON SECOND MR, LINDSEY
PASSED UNANIMOUSLY.
CHAIRMANS MATTERS; MR, MAHONEY ADVISED BRUCE THAT INLET
MARINA IS USING THE BAND SHELL AND HE WAS UNDER THE
IMPRESSION THAT IT WASN'T SUPPOSE TO BE USED RIGHT AWAY.
MEMBERS MATTERS; MR. SHROYER ASKS REGARDING MR, GILCHERS
LETTER AND WHETHER IT MEANS PLANNING AND ZONING HAS NO
RECOURSE - PETER JONES STATES THAT iS NOT THE CASE
MR, SHROYER ALSO QUESTIONS WHY THE DRAFT WENT ON TO CITY
COUNCIL WITHOUT COMING BACK BEFORE THE COMMITTEE. PETER
STATES THE MOTION OF APPROVAL STATED iT COULD BE PASSED ON,
MR. SHROYER MADE A MOTION TO REQUEST THE CITY MANAGER TO ASK
THE CiTY ATTORNEY FOR A WRITTEN OPINION ON HOME OCCUPATIONAL
LICENSE ORDINANCE AND WHETHER HE FELT IT IS ENFORCABLE AS
WRITTEN, BRUCE COOPER STATES HE FEELS iF THE COMMISSION
WANTS THE ORDINANCE CHANGED THEY SHOULD MAKE THOSE
SUGGESTIONS AND FORWARD THEM ON TO THE CITY COUNCIL FOR
APPROVAL HE FELT THE CITY MANAGER WOULD NOT ASK THE ATTORNEY
FOR A WRITTEN OPINION ON SUCH A VAGUE REQUEST, MOTION
WITHDRAWN,

7:28 P.H. CLOSED AT 7:28 P.M. NO COMMENT
A MOTION TO APPROVE THE MODEL HOME PERMIT FOR PRUDENTIAL
BUILDING CORPORATION AT 1848 BARBER STREET, LOT 8, BLOCK 456,
UNIT 17 WAS MADE BY MR. THOMPSON, SECOND MR. LINDSEY PASSED
UNANIMOUSLY.
SITE PLAN EXTENSION FOR MR. BRUNTON
BRUCE COOPER STATES THIS IS SELF EXPLANATORY,
A MOTION TO RECOMMEND TO CITY COUNCIL THAT THE SITE PLAN
EXTENSION BE APPROVED FOR RICHARD BRUNTON FOR LOTS 17-22 WAS
MADE BY MR, THOMPSON SECOND BY MR, LINDSEY.
MOTION PASSED 5-1 WITH MR. MAHONEY VOTING NO - REASON
FOR NEGATIVE VOTE FEELS THAT ECONOMICS IS NOT A GOOD REASON
TO GRANT AN EXTENSION.
SAND MINING PERMIT - VlCKERS GROVE PHASE III
STAN HAYFIELD IS PRESENT TO ANSWER QUESTIONS
THE LAKE WILL BE APPROXIMATELY 50 ACRES WHEN COMPLETED.
MR, THOMPSON RECOMMENDS PLAN SHOULD REFLECT CORRECT OWNERSHIP
WHEN SUBMITTED TO CITY COUNCIL.
MR. THOMPSON ASKS IF THE APPLICANT IS AWARE THAT THEIR IS A
12 MONTH TIME LIMITED AFTER APPROVAL FOR COMPLETION. MR.
HAYFIELD STATES YES.
MRS. KILKELLY ASKS REGARDING THE SJRWM PERMIT AND ITS
LIMITATIONS.
MR. MAHONEY ASKS WHY THEY ARE REQUESTING A POSSIBLE CHANGE IN
THE LITTORAL ZONE MR. HAYFIELD STATES IT MAY NOT BE NECESSARY
BUT IN CASE IT IS THE CITY WANTS ADVANCE NOTICE AND THEY HAVE
NO PROBLEM WITH THAT.
MR, HAHONEY STATES THERE IS A 20 ACRE MAX FOR PHASING PER THE
LAND DEVELOPMENT CODE PAGE 347 AND MR. HAYFIELD STATES THIS
PHASE IS ONLY 16 ACRES SO IT IS OK.
HR. THOMPSON MADE A MOTION THAT THE PLANNING AND ZONING
COMMISSION RECOMMEND TO CITY COUNCIL THAT THEY APPROVE A
SPECIAL USE PERMIT FOR THE SAND MINING OF PHASE iii OF THE
VICKERS GROVE PROJECT iNCLUDING PAPERWORK AND DRAWINGS NO
8933 DATED MARCH 26, lggo SUBJECT TO THE FOLLOWING
